Case No. 127 C - FAR WEST SERVICES, INC. and WILLIAM BLUROCK & PARTNERS, ARCHI- TECTS - review of lighting plan for exterior of building in Restaurant Park at the northwest corner of Highway 111 and 44th Avenue; no representative was present. Staff presented background on the case indicating that final working drawings were approved by the Board on February 12, 1980. It was pointed out that electrical plans were not in complete form at that time and, therefore, not reviewed. Staff indicated that the lighting plans submitted indicated ground lighting of the exterior of the building. The Board reviewed the lighting plan and felt that there should be no building lighting. The Board also stated that landscape lighting and low walkway light- ing would be acceptable, subject to the Design Review Board approval. On a motion by Holden, seconded by Martin, the Board moved to deny exterior ground lighting of the building as submitted, and instructed Staff to see that the building lighting is removed from the drawings. Final working drawings were approved by the Board at the meeting of February 12, 1980. At that time, the electrical plans were not in complete form and, therefore, not reviewed. The lighting plans that -have been submitted -have deleted lighting of the roof as instructed. However, ground lighting of the exterior of the building is indicated on the plans. 6111=11iLlu in The City of Palm Desert has consistently denied the use of roof and building lighting, categorizing it as signage and an attention -gaining device, inconsistent with the ordinances and design objectives of the City. Therefore, Staff would recommend that the Board deny such lighting from being permitted. The Board reviewed the submitted ans and felt they were acceptable, inclu- ding the provision of an eight foo high slump stone wall for security purposes. On a motion by Holden, seconded by Ma tin, the Board granted final approval of the submitted plans. Carried 5-0 (Barton, Cook, Holden, ac son, Martin). ? The Board reviewed the plans submitted by the applicant. The changes required from the previous review were discussed and deemed acceptable. The exterior colors, as revised, were discussed. The applicant was advised to submit a revised material sample board showing exact materials to be used on the exterior of the building. It was noted that there should be no roof lighting or lighting of the roof utilized. Additionally, the applicant was advised that any accent lighting used around the building is to be reviewed and approved by the Design Review Board. The applicant then presented a revised site plan which showed a modified walkway from the parking lot to the restaurant, a raised planter and three decorative lights which he wished to use around the building. The Board felt that the revised site plan was acceptable. Staff pointed out that, to date, only a preliminary final landscaping plan had been received. Additionally, there were some architectural details and subcontractor details which had not yet been submitted. It was pointed out to the applicant that until the final landscaping plan and all other architectural details are received by Staff, no plans would be approved for submission to Building and Safety. (Reubens) (2701 Alton, Irvine, CA 92714) and William Blurock and Ptrs, Architect (2300 Newport Blvd., Newport Beach, CA 92663) NATURE OF PROJECT/APPROVAL SOUGHT Final approval of building plans for restaurant in Restaurant Park LOCATION Northwest corner of Highway 111 and 44th Avenue ZONE PC(4), S.P. Preliminary plans were approved by the Planning Commission at their meeting of January 3, 1980. Design Review Board approval was on December 27, 1979. The plans were approved with certain modifications being required. Addi- tionally, the sign program as submitted by the applicant was not approved. It was determined that the sign program should be reviewed in conjunction with the sign program for the balance of the Center. Other revisions pertained to toning down the green color used in the building with a stipu- lation that the stump stone on the lower portion of the building be tan or brown. Additionally, the preliminary landscaping plan was directed to be revised to be compatible with the landscaping plan for the rest of the Center. The landscaping plan for this restaurant has not been submitted as of the date of this writing. The applicant has assured Staff that it will be available prior to the Design Review Board meeting consideration. Staff was earlier contacted by the electrical contractor who stated that he was contracted to provide roof lighting. Staff informed him that the Board and Staff had specifically prohibited any roof lighting. STAFF ANALYSIS: It appears to Staff that the final plans are in compliance with the prelimi- nary approval. The Board should review these plans to determine compliance with the preliminary approval. If the final landscaping plan is not received by the meeting date, Staff would recommend that approval be postponed until the landscaping plan is received. 0 MOM o.4 :PLAN MINUTES DESIGN REVIEW BOARD DECEMBER 17, 1979 III. CASES (Continued) Case No. 190 MF (ADJ 19-79) - MICHAEL N. preliminary approval of plans for triplex of Santa Rosa Way, approximately 85 feet Raleigh Karr was present. Page -2- SCURO and RALEIGH KARR - apartment on the north side east of San Pascual Avenue; Staff reviewed the comments of the Design Review Board formulated during the study session. The Board felt that the submitted colors should be toned down to a tan or brown color (as submitted for the previous plan). Additionally, the elimination of the tile eyebrow with the provision of an overhead structure in place of the tile eyebrows was discussed. It was also determined desirable to provide the overhead structure on the east elevation over the'sliding glass doors. The continuation of the fence around the front of the carport was also deemed desirable to provide a breakup in the plane of the carport. Additionally, the provision of a short trellis at the front of the carport was also deemed desirable if permitted by code. On a motion by Holden, seconded by Martin, the Board moved to recommend preliminary approval to the Planning Commission, subject to the above revisions being incorporated into the final working drawings. Case No. 127 C - THE FAR WEST SERVICES, INC.'(REUBENS) and WILLIAM BLUROCK & PARTNERS, ARCHITECT - preliminary approval of building plans, including landscaping and sign program, for restaurant on the northwest corner of Highway Ill and 44th Avenue; Wally Arnold and Steve Fleshman were present. Staff reviewed the comments formulated by the Design Review Board during the study session. With regard to the exterior colors, it was felt that the green should be toned down so that there is less contrast between the green and other lighter colors. It was also felt that the stone on the lower portion of the building should be tan or brown. The Board also felt that the green awning should be eliminated with the roof line extended in its place. There was discussion regarding the sign program submitted by the appli- cant. After considerable discussion, it was felt that there should not be a monument sign for the proposed restaurant. It was also determined that sign approval should not be included with this approval. It was felt that the overall sign program for the entire Center should be considered at the same time. On a motion by Johnson, seconded by Cook, the Board moved to grant preliminary approval of the building and landscaping plans, subject to the above revisions, and following revision: The preliminary landscaping plan should be revised to be compatible with the approved plan for the rest of the Center. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin). Case No. 73 C - IRA JOHNSON, ARCHITECT - approval of sign program for new commercial complex on the north side of Highway 111, approximately 150 ft. west of Portola Avenue; applicant was not present. The Board discussed the proposed sign program. The Board felt that rather than individual signs for each tenant, it may be more appropriate to allow a directory facing Highway 111 with suite numbers and/or small nameplates on each door. Staff pointed out that this would require a Variance and approval by the Planning Commission. The Board stated that it felt this directory in lieu of individual building signs would be more appropriate. The Board stated that the directory sign should probably be placed perpendicular to the street. The Board also stated that the two existing signs should be removed with tenant indentification incorporated into the directory sign. Mr. Crump stated that Redevelopment Plans had only been prepared for study purposes, and had not been formally adopted as a "Master Plan". The Commission then questioned whether the subject project conformed to a design scheme for the overall area. Mr. Crump advised the Commission that Staff had monitored development in the block and conditioned each new project to be consistent with design of the adjacent properties, as listed in the Conditions of Approval for the subject case. The Commission recommended staff prepare a plan which they might ultimately refer to the City Council with a recommendation for adoption. Upon motion made by Commissioner Berkey, seconded by Commissioner Kryder, Design Review Board Case Nos. 188 MF and 127 C were approved, as submitted, by adoption of Planning Commission Resolution No. 568. Commissioner Kryder lso stated he did not believe there ould be a difference. He also ne ed a better reason. Mr. Crump elabor ted on the Design Review Board's reason for denial stating that they felt the architectural design and materials were appropriate and compl mentary for this design. They also felt stucco was not compatible. The PlanninX Commission regarded comments from the owner/builder to present facts thay were not available to the Design Review Board. Based on these facts, the/Planning Commission elected to assume authority over Amendment to Cayb No. 159 MF, and concurred that a change in the material for the exter' r building walls from masonite lap siding to stucco of the same color, was justified. Motion was made by Commissioner Berkey, seconded by Commissioner Kryder to assume authority and approve amendment to Case No. 159 MF, by adoption of Planning Commission Resolution No. 569. (REUBENS nd WILLIAM BLUROCK & PARTNERS, ARCHITECT - preliminary approval of 'lding plans, including landscaping and sign program, for restaurant on t northwest corner of Highway 111 and 44th Avenue; Wally Arnold and Steve Fleshman were present. Staff reviewed the comments formulated by the Design Review Board during the study session. With regard to the exterior colors, it was felt that the green should be toned down so that there is less contrast between the green and other lighter colors. It was also felt that the stone on the lower portion of the building should be tan or brown. The Board also felt that the green awning should be eliminated with the roof line extended in its place. There was discussion regarding the sign program submitted by the appli- cant. After considerable discussion, it was felt that there should not be a monument sign for the proposed restaurant. It was also determined that sign approval should not be included with this approval. It was felt that the overall sign program for the entire Center should be considered at the same time. On a motion by Johnson, seconded by Cook, the Board moved to grant preliminary approval of the building and landscaping plans, subject to the above revisions, and following revision: 1. The preliminary landscaping plan should be revised to be compatible with the approved plan for the rest of the Center. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin). C No. 73 C - IRA JOHNSON, ARCHITECT - approval of sign program for new mercial complex on the north side of Highway 111, approximately 150 ft. t of Portola Avenue; applicant was not present. The Board discus the proposed sign program. The Board felt that rather than individu igns for each tenant, it may be more appropriate to allow a directory fac Highway 111 with suite numbers and/or small nameplates on each door. St pointed out that this would require a Variance and approval by the Pla ng Commission. The Board stated that it felt this directory in lieu of in idual building signs would be more appropriate. The Board stated that the ectory sign should probably be Placed perpendicular to the street. The Bo also stated that the two existing signs should be removed with tenant in tification incorporated into the directory sign. ENDA ITEM NO. (Reubens) (2701 Alton, Irvine, CA 92714) and William Blurock & Ptrs., Architect 300 Newport Blvd., Newport Beach, CA 92663) NATURE OF PROJECT/APPROVAL SOUGHT preliminary approval of building plans, including landscaping and sign program. LOCATION Northwest corner of Highway 111 and 44th Avenue ZONE PC(4), S.P. The applicants have submitted preliminary plans for the Reubens Restaurant which is to be located at the southerly end of Los Sombras Restaurant Park. Proposed one-story split-level facility would contain approximately 9000 sq. ft. of area which is within the 9300 sq. ft. allotted by the Development Plan. ' The applicants are utilizing horizontal siding riverrock on some of the walls and metal roof to provide some continuity with the Rusty Pelican Restaurant which is at the northerly end of the development. Generally, the colors are similar to the Rusty Pelican with some pinkish -rust trim color used and green flower boxes and window trim and green multi -striped canvas awning. In February, 1979, the applicants presented conceptual plans of the restaur- ant. Attached are the minutes of that meeting. STAFF ANALYSIS: The Board should review the submitted exhibits to determine whether they are acceptable for recommendation of approval to the Planning Commission. As guidance, Staff provides the following comments: 1. Landscaping Plan - the plan generally follows the approved plan for the rest of the Center. However, there is some Eucalyptus Rudis used around the structure. The preliminary landscaping plans for the Center also utilized Eucalyptus. However, it was eliminated when the final land- scaping plan was developed. Therefore, to provide continuity, the Eucalyptus should also be eliminated on this site. 2. Sign Program - applicants show a wall sign facing 44th Avenue and a monument sign adjacent to Highway 111. While a sign program for the rest of the Center has not been approved, it has been indicated to us that there would be no sign facing Highway 111. Thus, Staff feels that there should be no building signs facing Highway 111. Also, no monument signs are recommended for this Center. Addition- ally, the sign program approved for this restaurant should be compatible with that of the rest of the Center which has yet to be approved. 3. (cont.) 2. Case No. 92 C - BALLBV/ILTARLAND, INC. FOR P.D.R. - Continued discussion of building elevations for restaurant park to be located on the corner of Highway 111 and 44th Avenue. Applicant was present. The Board reviewed with the applicant and representatives of tenants of the proposed restaurant park, concept plans as they had been refined to date. There was specific discussion of the architectural design of the Reuben's restaurant building. Discussion involved roof line and archi- tectural embelishments. The applicant indicated that by the nature of the original approval, which stated approval of the concept directing the applicant to achieve uniform architectural treatment and present it in working drawings, that he now needed the formal position of the Board with regard to the plans as they were now illustrated. The applicant was specifically concerned with the formal position of the Board on the design of the Reuben's restaurant. The Board decided that it was indeed necessary to take a vote on this project to allow the applicant to have a specific direction. On a motion by Jackson, seconded by Johnson, the Board approved the project and more specifically, the Reuben's restaurant design, subject to the following revisions: Reuben's Restaurant I. lower roo e evation and add cap. 2.
