WHEREAS, the Planning Commission of the City of Palm Desert, California, did review the Design Review Board actions of January 8, 1980, approving: Case No. 188 MF - Preliminary plans for Phase I residential area and golf course at the northeast corner of Cook Street and Country Club Drive for PACIFIC COAST BUILDERS. Case No. 127 C - Preliminary plans for commercial building at 73-180 E1 Paseo for HENRY KOHLER. WHEREAS, at this time, upon receiving and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said Commission did find sufficient facts and reasons to exist to approve the Design Review Board action of January 8, 1980. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the Commission in these cases; 2. That it does hereby approve the Design Review Board actions of January 8, 1980. The size of the trees in the golf course area was reviewed, with it being stated that the sizes should be increased. The applicant indicated that presently the developers do not wish to provide any cart storage in the Phase I Area. Possibly in the future some cart storage will be provided within the units. On a motion by Johnson, seconded by Martin, the Board granted preliminary approval of the site plan, architectural plans, and landscaping plans for the Phase I Area, excluding the clubhouse building, subject to the following revisions: I. Utilize gable roof for connection between unit types Nos. 5 and 6. 2. On floor plan No. 6, adjacent to the family room, utilize columns with a trellis for solar screening. 3. On the east, west, and south, provide solar protection through the use of wide overhangs (three to four feet) and trellis structures; solar protection to be indicated on final working drawings. 4. Review atrium areas that receive large amounts of water. 5. Revise garage plans so that clear 20'x2O' (with no encroachments) garage is provided for all units. 6. That landscaping changes be made as follows: a. Eliminate Phoenix Reclinata. b. Use 5chinus Terebinthifolius Ulnus Parvifolia (Drake) for street trees. c. Eliminate Cotinus Coggygria (not adaptable). d. Eliminate Chilopsis Linearis (do to fact that is deciduous and not a good dense structure). e. Delete Cercidium Floridum and consider use of California Pepper (multi -stem) as alternate. f. Add multi -stem Cerayonia Siliqua for blowsand protection. g. Use Pinus Canariensis for street tree. h. Utilize the following trees within the golf course area: I. Pinus Canariensis 2. Fraxinus Udei Majestic Beauty and Modesto Ash 3. Prunus V "Krauteri" 4. Eucalyptus Microtheca 5. Ceratonia Siliqua 6. Schimus Molle' 7. Pinus Pinea 8. Pinus Eldarica 7. Provide trees and other landscaping in cul-de-sacs as shown on prelimi- nary landscaping plan. Carried 5-0 (Cook, Holden, Johnson, Leung, Martin). Case No. 128 C (ADJ �20-779) - HENRY KOHLER and BOB PITCHFORD - preliminary approval of commercial building plans for building at 73-180 E1 Paseo; Bob Pitchford was present. The Board reviewed the submitted plans for the commercial building on E1 Paseo. The Staff considerations in the report to the Board were discussed with No. 5 being deemed unnecessary. Mr. Cook indicated that he would bring the matter of the door in the adjacent building to the attention of the Building Board of Appeals and Condemnation. 4 . « MINUTES DESIGN REVIEW BOARD January 8, 1980 Page -3- III. CASES (Continued) Case No. 128 C (ADJ 20-79) (Continued) Discussion regarding a parking lot ensued with it being indicated that a recorded easement exists for the parking lot and adjacent properties surrounding it. Additionally, it was indicated that it is desirable to complete the paving at the rear of the lot even if it is on the adjacent property. However, the extent of such paving was an issue which was left unresolved. It was deemed desirable to provide some additional shrubs and ground cover planting areas at the front and rear of the building where feasible. On a motion by Johnson, seconded by Holden, the Board approved this request, subject to the following revisions: 1. On the final working drawings, show adjacent parking lot layouts, grades and extent of paving to insure compatibility with proposed construction. 2. Provide additional landscaping areas (shrubs and ground cover) at the front and rear of the building where feasible. 3. Use five gallon size Star Jasmine on beams at front and rear of building. 4. Approval of this request is subject to approval of an adjustment for parking. Carried 5-0 (Cook, Holden, Johnson, Leung, Martin). Case No. 192 MF - DONALD L. BALCH - approval of preliminary and final plans for two duplex units on individual parcels on the west side of Monterey Avenue, approximately 70 feet north of Sonora; the applicant was not present. Staff indicated that this item was continued from the last meeting. It was determined that an additional continuance to the meeting of January 29, 1980, was appropriate. Therefore, on a motion by Johnson, seconded by Cook, the Board moved to continue this item to January 29, 1980. Carried 5-0 (Cook, Holden, Johnson, Leung, Martin) Case No. 73 C (Sign Program) - IRA JOHNSON, ARCHITECT - approval of sign program for new commercial complex on the north side of Highway 111 approximately 150 feet west of Portola Avenue; applicant was not present. The Board reviewed the amended sign program which had been previously reviewed at the meeting of December 27, 1979. Staff indicated that the applicant had wished to pursue the submitted sign program with the directory sign being reduced proportionately to a height of five feet. Discussion ensued regarding the directory sign and building name sign. On a motion by Cook, seconded by Johnson, the Board approved this request, subject to the following revisions: 1. That the building name and address be placed on the front of the building with the name only at the rear of the building. 2. That a directory be allowed utilizing 3"00" tenant signs; location of directory to be within the courtyard area further away from the street than presently proposed. III, B-2 DATE January 8, 1980 DESIGN REVIEW BOARD CASE NO. 128 C (ADJ 20-79) APPLICANT (AND ADDRESS) Henry Kohler (1022 Morena Blvd. San Diego, Ca (2110) and Bob Pitchford (73-760 E1 Paseo, Palm Desert, Ca 92260) NATURE OF PROJECT/APPROVAL SOUGHT Preliminary approval of commercial building plans LOCATION 73-180 E1 Paseo ZONE C-11 S.P. The applicants are proposing a 4250 sq. ft. (net) one-story (with a mezzanine) commercial building. The building will be at the front of the lot with parking at the rear. The parking lot layout will match the adjacent parking lots. The applicant has also applied for a parking adjustment to reduce the required parking from 17 to 15. This adjustment requires approval of the Zoning Administrator. Access to the parking lot area requires crossing adjacent private property. The adjacent building to the east has a door in it and concrete walkway which would be covered by the proposed building. Thus, building codes will have to be complied with if this building is to be built. STAFF ANALYSIS: The Board should review the plans to determine whether they are acceptable for recommendation of approval to the Planning Commission. Staff would make the following comments regarding the proposed project to the Board to provide guidance: 1. A minimum of 15% of the parking lot area is required to be landscaped. 2. On the Final Plans, the adjacent parking lot layouts and grades should be shown to insure compatibility. 3. A permanent recorded easement to insure vehicular access and circulation to adjacent properties should be secured prior to approval of final plans. 4. Additional landscaping (shrubs and ground cover) should be provided at the front and rear of the building where feasible. 5. Items to be reviewed and approved by the Design Review Board and Planning Commission require the architectural- ele- vation submittal described below. 1. Three (3) full size drawings (one (1) of which is to be color keyed -- see "Color and Material Exhibits," Item No. VIII. Detailed drawings must include: - Scaled drawings of all sides of all buildings, with dimensions indicating proposed height (also show proposed sign locations). - Roof mounted air conditioning equipment or other equipment mounted on either the exterior walls or the roof must be shown if visible in elevation view. - Complete street elevations including all buildings, fencing/walls, landscaping and screening; and, peri- meter treatment on non -street sides. 2. One (1) copy of the elevation drawing(s) containing all of the general information above, except that it is to be drafted or photographically reduced to an 8�11xll" or 13" size sheet. (All lettering to be legible; include graphic scale.) B. Items to be reviewed and approved by Planning Division Staff only require three (3) full size copies of the building elevations, with other information as requested. VII. LANDSCAPE PLAN: Three (3) copies of a landscape development plan at a min. scale of 1" = 20 ft. CITY OF PALM DESERT DEPARTMENT OF ENVIRONMENTAL SERVICES PLANNING DIVISION APPLICANTS' GUIDE TO PROCEDURES I. FILING PROCEDURE: Prior to submittal the applicant shall discuss his pro- posal with the Planning staff to determine whether or not the proposal is in conformance with the General Plan and to determine zoning ordinance, subdivision ordinance, or other requirements. II. GENERAL INFORMATION: A. Meetings: 1) City Council meetings are held on the second and fourth Thursday of each month, at 7:00 PM in the Council Chambers in the City Hall, 45-275 Prickly Pear Lane. 2) Planning Commission meetings are held on Tuesday, nine (9) days prior to the first Council meeting of the month, also at 7:00 PM in the Council Chambers and Wednesday, eight (8) days prior to the second Council meeting of the month, at 1:00 PM in the Council Chambers. 3) The Design Review Board convenes on Tues- day, a week before the Planning Commission, at 2:30 Prl in the Council Chambers. B. Public Hearing: Public hearings are held when the City considers re- quests for a change of zone, variance, conditional use permit, general plan amendment, etc. Legal notices for these hearings are published in the Palm Desert Post at least ten (10) days prior to the hearing. Public hearing items before the Palm Desert Redevelopment Agency are published in the Desert Sun. C.. A eals: Where the Zoning Ordinance provides for appeal to the City Council or Planning Commission, the appeal shall be made within fifteen (15) days of the date of the decision by filing an application of appeal with the Director of Environmental Services. D. Fees: All required fees are listed in the Fee Schedule, as approved by the City Council, and specifically noted for this application, E. Building Permits: Building permits are issued by the Department of Building and Safety and are required before any new construction, re- construction, plumbing, mechanical work is commenced. F: Business License: Prior to engaging in an enterprise for profit, zoning and building code clearance for the proposed use is required and a city business license obtained. Application should be made to the Code En- forcement Supervisor. G. Private Deed Restrictions: Many parcels of land in the City of Palm Desert are subject to private covenants, conditions, and deed restrictions which may conflict with the requirements of the City Zoning Ordinance. The applicant is responsible for resolving conflicts with deed restriction requirements.
