The Board reviewed the submitted Mall landscaping plans and felt they were accept able. On a motion by Jackson, seconded by Leung, the Board moved to approve this request as submitted. The Board reviewed the submitted plans and found them to be insufficient. The applicant was directed to resubmit complete architectural elevations showing the location and size of each sign. III A-1 DESIGN REVIEW BOARD CASE NO. 132 C APPLICANT (AND ADDRESS) BANK OF INDIO, (81-703 Highway 111, Indio, Calif. 92201) and IRA JOHNSON, AIA (73-960 Hwy. 111, Palm Desert, Calif. 92260). NATURE OF PROJECT/APPROVAL SOUGHT Approval of Final Working Drawings for Bank. LOCATION 73-301 Highway 111, Palm Desert, Calif. 92262 ZONE C-1 S.P. The applicant is requesting approval of final working drawings for a two-story bank building. The project received preliminary approval from ORB June 10, 1980, subject to the following conditions: 1. Final working drawings to indicate double striping and directional strip- ing. 2. Prior to submission of final working drawings, the applicant shall receive approval by the Director of Public Works of Ordinance No. 221, regarding prevention of flood damage. 3. Short screen wall or dense landscaping hedge to be provided adjacent to Frontage Road to screen parking lot. 4. Temporary bank building to require approval of a Temporary Use Permit. 5. Seventy-five percent of trees around perimeter of site to be 24" box size or larger with remainder to be 15 gallons in size. Interior trees to have a minimum of 60% at 24" box size or larger with remainder 15 gallons in size. 6. Applicant to provide sign program with final working drawings; at the time final working drawings are submitted, applicant shall clarify whether building is to be multi -tenant use or not. 7. Planter curb breaks shall be provided on final working drawings so that parking aisle can be extended to both the east and west. 8. Trash area to be designed to provide pedestrian access without opening trash enclosure door. 9. Temporary paving or permanent paving shall be provided so that a total of 24 feet of pavement is provided behind the southerly row of parking spaces in the alley area. STAFF ANALYSIS: The applicant has complied with all conditions except No. 6. The Bank has yet to determine if other tenants will use the building. The only sign to be considered as part of the final drawings is the Bank Logo on the wall. Case No. 132 C BANK OF INDIO and IRA JOHNSON - preliminary approval of plans or wo-s ory bank building on the south side of State Highway 111, approximately 250 feet east of Sage Lane; James Huffman and Ray Howard were present. The Board reviewed the revised plans and Staff Report. The applicant submitted a letter from the Palm Desert Property Owners Association indicating approval of the permanent building. It was noted that the temporary building was not approved by the Association. The Board felt that the drive-thru teller lanes and planters between parking walls were acceptable as submitted. Staff noted that the free-standing sign was not permissible in a multi -tenant building. The applicant indicated that the bank may take the whole building. Therefore, it was determined that the sign program not be approved at this time. On a motion by Holden, seconded by Martin, the Board moved to grant preliminary approval of plans for the bank, subject to the following conditions: 1. DESIGN REVIEW BOARD ITEMS Consideration of cases acted on by the Design Review Board at their meeting of June 10, 1980. Case No. 210 MF - Mr. Sawa explained that this was previously approved as a Development Plan. He stated that the Design Review Board reviewed the plan and recommended some revisions be made. He reviewed those revisions. Case No. 132 Mr. Sawa stated that the Design Review Board approved this case with several modifications. He discussedthose modifications. Case No. 211 MF - Mr. Sawa stated that the Design Review Board granted preliminary and final approval with revisions. He reviewed the revisions and recommended approval. Vice Chairman Kryder asked about the continuity of the parkinq lot in the mid -block area between El Paseo and Hwy 111. Mr. Sawa illustrated on the map how the parking would be tired in together with existing parking spaces. Motion was made by Commissioner McLachlan, seconded by Commissioner Richards, to approve the Design Review Board cases by adoption of Planning Commission Resolu- tion No. 611. Carried unanimously (3-0). A. Continued Discussion - General Plan Update: Transportation/ Circulation and Urban Design Elements. The Commission deferred discussion on the elements until the July 16, 1980, meeting. B. Distribution of Planning, Zoning and Development Laws - 1980 Edition. No discussion. XI. ORAL COMMUNICATIONS - NONE XII. COMMENTS Mr. Crump advised the Commission that an appeal to the City Council on the determination to adopt a Negative Declaration for Case Nos. C/Z 01-80, DP 07-80 & CUP 07-80 (Hubbard) had been received from Wayne Barlow. There were comments by the Commission in regards to the Public Hearing on Proposition "A" Assessment and assessment rates. XIII. This item was originally heard at the meeting of May 27, 1980. At that time it was determined that Palm Desert Property Owners Association approval should be obtained prior to review of this project of the Board. Additionally, a number,of design concerns were voiced by the Board members and staff. Attached are the Minutes from that meeting which list the design concerns. The applicant has redesigned his plans and made some modifications. Essen- tially the building has been flipped, the driveway along the westerly property line and drive-thru modified to provide adequate stacking area. The trash area has been relocated to the back of the lot where it is more accessible. As previously indicated the site is located between the Walker and Lee building and El Cafe De Mexico. The proposed construction consist of a 2-story bank building containing 7700 sq. ft. of floor space. It has not been clarified whether the second floor will be used for tenant spaces or by the bank. The structure will be located a minimum of 5 ft. from the street property line. The applicants wish to utilize a temporary bank building near the rear of the lot. This bank will be used until construction of the permanent bank. This would require approval of a Temporary Use Permit. STAFF ANALYSIS: Staff has reviewed the revised plans and would offer the following comments regarding revisions and code requirements: 1. The planter between the double row of parking spaces should be at least 6 ft. in width because of the use of 2 ft. overhang for each set of parking stalls. This could be accomplished by redesign of the building or elimination of one drive-thru auto teller lane. 2. The municipal code requirements states that parking spaces shall be double striped. This should be indicated on the final working drawings. 3. The subject property is located within the AO-2 zone as determined by the Federal Insurance Administration and as such requires comp- liance to Ord. No. 221, regarding prevention of flood damage. Prior to submission of final working drawings the applicant must receive approval by the Director of Public Works. 4. The municipal code requires that parking areas be screened from the street. In this case a short screened wall or dense lands- caping can be provided adjacent to the Highway. 5. The temporary bank, which the applicants proposed to use while the permanent structure is under construction, requires approval of a Temporary Use Permit by the Zoning Administrator. 6. The adopted development standards require that on the perimeter of the site, 75% of the trees are required to be 24" box size or larger with the remainder to be 15 gallons in size. On the interior of the site, a minimum of 60% of the trees shall be 24" box or larger, with the remainder 15 gallons in size. 7. A portion of the east elevation of the bulding abutts the property line. As such, there will be no landscaping adjacent to this wall. 8. If the building is a multi tenant building, the municipal code does not permit any free standing signs for the bank. The submitted plans do indicate a free standing sign. This will have to be clarified at the time final working drawings are approved. Additionally, any other signs, the applicant may wish to install, should be indicated on the final working drawings. 9. If tenants are anticipated on the second story, it will be necessary to show how signage will be provided for those tenants; said infor- mation should be provided at the time final working drawings are approved. 10. Planter curb breaks should be provided so that the parking isle can be extended to both the east and the west. 11. At the previous review, the Board indicated that the applicant should study the elevations for the shading of window areas along the east, west and south elevations. Revised elevations are the same as previously submitted with the exception of the flipping of the building. 12. The parking isle closest to the drive-thru lane does not provide any protection. It would be adviseable to provide a planter at the front of these stalls. This can be accomplished by the elimination of one drive-thru window. 13. The isles between the drive-thru lanes are shown at eight feet. This may be somewhat narrow when considering a parking space is required to be nine feet wide. 14. The trash area should be designed to provide pedestrian access without opening the trash door. 15. Temporary oil and rock paving should be utilized so that a total of 24 ft. is provided behind the southerly row of parking spaces. 16. The directional arrows shown in the driveway adjacent to Hwy 111 are reversed. Based on the above staff comments and code requirements the Board should review the submitted plans to determine acceptability. Should the Board determine that these plans are acceptable, Staff will forward the Board recommendation to the Planning Commission for confirmation. 'MINUTES ` DESIGN• REVIEW BOARD May 27, 1980 Page Two Case No. 208 MF - DAVID HEUSINKVELD c/o HARRY H. SCHMITZ - Preliminary and final approval of plans to construct carports and new parking spaces for residential development located at 73-415 Shadow Mountain Dr. Harry Schmitz was present. The Board indicated that the property is located within the Palm Desert Property Owners Association area and as such should be approved by that body. The Board felt that Property Owners Association approval should precede Board approval. Additionally, the Board indicated that the plans as submitted did not provide enough detail. The applicant asked that the plans be approved as submitted. On a motion by Barton, seconded by Martin, the Board continued this item to June 10, 1980, in order to allow the applicant to receive Property Owners Association approval. Additionally, they stated that new plans should be submitted indicating the following: 1. An enlarged plot plan of the parking lot area including the front setback. 2. Elevation view from the front and side of the proposed carports. 3. Enlarged plot plan to study detail on how screen wall will fit in with existing project. Carried 5-0 (Barton, Cook, Holden, Jackson, Martin) Case No. 132 C - BANK OF INDIO AND IRA JOHNSON, AIA - Preliminary approval for plans for 2-story bank building on south side of Hwy 111, approximately 250 feet east of Sage Lane; Ray Howard and Jim Hoffman were present. The Board reviewed the plans submitted by the applicant and noted that the property is within the Palm Desert Property Owners Association area. As such they felt that Homeowner Association approval shouldprecede Board review. Additionally, a number of concerns of the Board were noted. These concerns are in addition to those noted in the staff report. Major concern of the Board pertained to the overall circulation and functioning of the parking lot and drive-thru teller lanes. Additionally, changes were suggested regarding landscaping and trash provisions. It was noted that the large expanse of window area should be restudied to provide shading of the windows on the south, east and west sides. The Board suggested flipping the entry of the structure to the west side. It was noted that these changes should be incorporated into the plans reviewed by the Homeowners Association. On a motion by Barton, seconded by Martin, The Board moved to continue this item to allow Property Owners Association approval to be obtained. The applicant agreed to this continuation. Additionally, revised plans should be submitted incorporating the following changes as applicable: 1. Changes as recommended in the staff report dated May 27, 1980, should be incorporated as applicable; those revisions which pertain to final approval can wait until final drawings are started. 2. Restudy overall circulation of bank considering switching direction of teller windows, eliminating one drive-thru lane in order to provide additional planter area, and protection for first row of parking spaces next to teller drive-thru lanes. 3. Restudy site plan considering flipping the structure to provide driveway to Hwy ill on west side of site. 4. Provide planter curb breaks so that parking isle can be extended to east and west. 5. This bank would be used until construction of the permanent bank. This requires approval of a Temporary Use Permit. Adequate parking is provided for the use with the layout design to be compatible with adjacent parking lots. Four drive-thru lanes will be provided at the rear of the structure. In order to facilitate safe ingress and egress the first parking space adjacent to the driveway to Hwy 111 should be\eliminated. 8. The drive-thru auto teller location does not allow for adequate stacking area. Because of the location it is conceivable that traffic will back-up and create vehicular conflicts with vehicle utilizing the parking lot. 9. A portion of the west elevation of the building abutts the property line. As such there will be no on -site landscaping provided. It should be noted that the Walker and Lee building does have a landscape planter along this property line. 10. Because of the multi -tenant nature of the building, the Municipal Code does not permit any free-standing signs for the bank. The plans submitted do indicate a free-standing sign. 11. The applicant's plans do not indicate how signage will be provided for the second story tenants. The applicants should provide this information to the Board for this meeting. 12. The Board should review the site plan layout in relationship to the buildings which exist on both sides of the site. E1 Cafe De Mexico is constructed on the property line while the Walker and Lee building is set back a substantial distance.
