DESIGN REVIEW BOARD ACTION: Upon reviewing the submitted plans and the presentations by the Staff and fy the applicant, the Design Review Board approved this project, subject to revisions. STAFF COMMENTS: See attached minutes. MINUTES DESIGN REVIEW BOARD MEETING TUESDAY MAY 12, 1981 CITY HALL COUNCIL CHAMBERS I. The meeting was called to order at 2:00 P.M., after a 1 hour study session. MEMBERS PRESENT MEMBERS ABSENT: STAFF PRESENT Al Cook Ron Gregory Phyllis Jackson Charles Martin Vern Barton Rick Holden Bernie Leung Ramon A. Diaz Stan Sawa Steve Smith On a motion by Cook, seconded by Gregory, the Board approved the minutes of April 28, 1981, as written. Carried 4-0 II. CASES CASE NO. 178 MF - TRANSCOPIC DEVELOPMENT CORPORATION - Approval of final working drawings for a 38 unit condominium development and preliminary landscape plans. Bill Lo was present. The Chairman advised Mr. Lo that the size of some of the landscaping materials should be increased. Specifically the Jacaranda Acutifolia to be increased to a 30" box, the Solix Babylonick to a 24" box, the Brachychiton Populneum to a 24" box, the Ceratonia Siliqua to a 42" box, the Schinus Molle to a 24", the Pinus Pinea to a 24" box and the Wheeler's Dwarf to 5 gallons, in addition the Olea Epropaca should be field grown and have a minimum 18' diameter crown. The Chairman also noted the Board's concern over the lack of shading of the window area, particularly on the east, west and south elevations. Al- though the Board had previously approved the passive solar features (ie: overhangs and patio covers), the applicant was urged to increase the extent of window shading in order to further limit the amount of direct sun infiltration into the units. The Board felt that because the window shading features had been previously approved, that it would not be appropriate to require further revisions to the plan at this time. On a motion by Jackson, seconded by Cook, the Board approved this request subject to the following condition: 1. That the proposed landscape materials be increased in size as noted above. Motion carried unanimously 4-0. /C IASE N0. 140 C - FIDELITY FEDERAL SAVINGS - A final approval of plans for Savings and Loan building in Hughes Investment Center. Bob La Fon was present. The Chairman explained that the Board was satisfied with the revisions which had been incorporated into the final plans, with the exception of the style of the clock face. The clock face can be redesigned to encompass more of the available area and also provide a definite spanish theme. On a motion by Cook, seconded by Gregory, the Board approved this request subject to the following condition: That the clock face be redesigned and submitted to Staff for approval. CASE NO. 148 C - CLIFF SWANSON INDUSTRIAL SUBDIVISION - Approval of final Tract landscaping plan and business park identification sign. Mr. Foster was present. Mr. Foster said that the landscaping along the front of the lot south of the entrance, had to be planned around the retention basin which was required to be provided for the site. The proposed 22.7 square foot sign is to be located on the wall on each side of the entrance. Mr. Diaz said that the sign ordinance does not presently provide for industrial park identification signs. These signs could be approved as "For Sale Signs" at this time, with the understanding that the sign ordinance is currently under review and that Staff will recommend the addition of a section permitting industrial park identification signs. The Chairman said that the Board was concerned with whether or not a slumpblock wall should be required across the front of the lot and back along the north and south property lines for the front 50 feet. The design of the buildings proposed for the lots adjacent to Cook Street, will determine whether a slumpblock wall will be required to be installed. On a motion by Jackson, seconded by Cook, the Board approved this request subject to the following condition: f 1. That the CC & R's of the Tract include a requirement that the owners of lots adjacent to Cook Street, being lots 1 and 2 on TT 13236, be advised that they may be required to install slumpblock walls adjacent to Cook Street and return slumpblock walls along the south and north tract property lines, depending on the acceptability of the buildings proposed on the lots. Motion carried 3-0-1 (with Gregory abstaining). CASE NO. 145 C - CROCKER NATIONAL BANK - Revised preliminary plan approval for a bank. Mr. Wexler was present. Mr. Smith highlighted the salient points from the staff report and out- lined the differences between the present proposed plan and the plans which had been approved by the Board at its April 7, 1981 meeting. The Chairman outlined the Board's concerns with respect to the revised plan. The Board was concerned that pedestrians would have to cross four lanes of drive-thru tellers in order to enter the bank; that patrons entering the bank were being encouraged to enter from the rear and having to walk past the mechanical room; that the location of the auto tellers would not be visible enough and therefore could create a safety problem. Mr. Wexler said that the proposed solar installation was being relocated into the roof area above the drive-thru canopy. A parapet wall will eliminate any view of the solar collectors. The present plan is a com- promised submission because the bank must also obtain the approval of the property owner in addition to the City's approval. III, A-2 .__NDA ITEM NO. All conditions appear to have been fulfilled. The final landscape plan was also reviewed relative to the previously established conditions and found to be in compliance with the exception that the Board had requested that the boulders proposed at the corners be brown in color. The color of the boulders is not noted. The Board at its April 28, 1981, meeting approved the sign program for the build- ing subject to the clock face and hands being revised to provide a spanish theme. The revised clock face and hands have been submitted and are enclosed for the Board's review. STAFF ANALYSIS: The Board should review the final plans and determine acceptability. The Board reviewed the submitted plans and noted the tower facing E1 Paseo should be designed as a cupola. The use of flashed versus unflashed tile was discussed, with it ultimately being decided that the flashed tile as submitted was acceptable. The Board felt the sign on the tower should be lowered. The applicant stated that he would prefer the signs then not be a part of this approval. On a motion by Holden, seconded by Cook, the Board granted preliminary approval subject to the following conditions: 1. Boulders used in landscaping, be brown sun varnished. All present, after reviewing the material (plans, elevations, color and sample boards) as submitted to the Planning Department on 1/15/81, approved the design with the following comments and concerns: 1. Mr. Cook requested that the roof over the main entry (El Paseo) have a hip roof. This shall be included in the working drawings. 2. Mr. Martin requested that the roof tile have less "flashed" look and more consistency in color. Mr. Cook clarified that each the may have a color change but the individual tile color of 1 /2 flashed, 1/2 natural is undesirable., All present requested the use of heavy cement grout between tiles and at ridges for this would help attain an authentic Spanish appearance. 3. Ms. Jackson indicated that the sign on the clock tower facing the parking lot be lowered to locate directly on the top of the arch and be sized to read on a single line. Previously, the Bank of Indio had submitted a plan for a bank for this site, but withdrew because of design problems. The building will be "L" shaped with an outdoor patio, oriented to the existing parking lot. Through this patio is the main entry to the Savings and Loan. A drive-thru lane is provided, which circulates completely on -site. The architecture is spanish and utilizes stucco, brick, tile, wrought iron, wood trim, and mission tile. A trash enclosure and some utility equipment will be relocated to facilitate construction. The applicant has provided good protection of glass areas by providing roof canopies over south, east and west windows. STAFF ANALYSIS: The submitted plans are complete and appear to be acceptable with minor revisions. Architecturally the structure is superior to the original center. Compatibility is provided through the same exterior colors. Protection of C— glass areas is good on all sides. On the negative side, due to the height of the one story structure, it will dominate the corner and may appear massive. Should the Board feel these plans are acceptable, Staff recommends the following conditions be imposed: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. STAFF ANALYSIS: The submitted plans are complete and appear to be acceptable with minor revisions. Architecturally the structure is superior to the original center. Compatibility is provided through the same exterior colors. Protection of glass areas is good on all sides. On the negative side, due to the height of the one story structure, it will dominate the corner and may appear massive. Should the Board feel these plans are acceptable, Staff recommends the following conditions be imposed: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2.
