REPORT OF DESIGN REVIEW BOARD ACTION
CASE NO: 144 C
APPLICANT: CLIFF SHINN (73-941 HWY. 111, Palm Desert, CA) and MICHAEL SWARTZ

NATURE OF PROJECT/APPROVAL SOUGHT:Approval to add shade structure to rear
of commercial building.
LOCATION: 73-941 Highway 111, Palm Desert.
ZONE: C-1, S.P.
DESIGN REVIEW BOARD ACTION:
Upon reviewing the submitted plans and the presentations by the --
Staff and fly the applicant, the Design Review Board approved
this project, subject to revisions.
Date of -Action: March 24. 1981
Vote: 3-2
(An appeal of the above action may be made in writing to the City
Clerk of the City of Palm Desert within fifteen (15) days of the
date of the decision.)

The Staff noted the sign size cannot exceed 15 sq.ft. The Board indicated
the material and technique would be acceptable, if an appropriate design
is submitted.
On a motion by Barton, seconded by Jackson, the Board continued this
request to allow redesign, with the items as noted above taken into con-
sideration.
Carried unanimously 5-0.

The Board noted the design was acceptable, but had questions pertaining
to construction details. A discussion followed on various construction
techniques and stain color.
On a motion by Jackson, seconded by Holden, the Board approved this request
noting that the applicant should consider a lighter stain color and
alternate construction techniques.
Carried 3-2 (with Barton and Martin voting No).
Case No. 92 C - DAI SHOGUN OF JAPAN - Approval to allow exterior modi-
fication to roof for restaurant at Las Sombras Village, at 44th Avenue
and Highway 111; Masako was present.
The Board noted that they were not satisfied with the Etinne screen, which
the proposed screen matched. Options including painting the screen to match
the roof were discussed. After considerable discussion, the Board determined
the screen should be redesigned. The applicant noted that she wished to
submit the interior remodeling plans to the Building Department as soon as
possible.
On a motion by Cook, seconded by Barton, the Board approved the plans,
with the exception of the roof screen; roof screen design to be sub-
mitted for approval with emphasis on designing the screen to look like
roof element.
Carried unanimously 5-0.

to rear of commercial building.

The applicant wishes to add a trellis structure and new landscaping at
the rear of his two story building in the president's plaza parking lot
between Portola Avenue and San Luis Rey Avenue. The area of the construction
is approximately 32 feet deep (curb to building) by 100 feet wide.
The trellis would vary in depth from 20 feet to 16 feet. Wood benches would
also be provided under the trellis. The landscaping would be a rock garden
type with appropriate plants used. The landscaping will encompass approx-
imately 56% (1004 sq.ft.) of the area with the balance (44% or 757 sq.ft.)
in pavement. The existing signs on the first floor will be relocated to
the end of the trellis.
STAFF ANALYSIS:
The proposed remodeling will be an attractive addition to the building.
Staff would recommend that the shade structure not encroach over the new
sidewalk installed at the edge of curb.

permit.

be submitted to the Building and Safety Division for plan check.
MULTI -FAMILY, COMMERCIAL, and other projects that must be reviewed by the D.R.B. '
and Planning Commission usually require 10-20 days.
In order to facilitate processing, the applicant or a designated representative
should attend the review hearings to answer questions which may arise regarding
the project.

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Municipal Code.
