MINUTES DESIGN REVIEW BOARD MEETING TUESDAY OCTOBER 27, 1981 CITY HALL COUNCIL CHAMBERS I. The meeting was called to order at 2:00 p.m. after a one hour study session. Diaz Stan Sawa Steve Smith Patricia Armitage On a motion by Barton seconded by Leung, the minutes of the meeting of October 6, 1981, were aproved as written. Motion carried 5-0 II. Minute motion approving cases found acceptable at the study session: None III. CASES ASE NO: 145C - CROCKER BANK c/o WEXLER-URRUTIA - Application for approval of a freestanding automated teller sign. Mr. Smith said that he had spoken to Mr. Urrutia who requested that this matter be withdrawn. Accordingly, no action was necessary. CASE NO: 668 SA - HUGHES PALM DESERT, LTD. and JOHN HOWENSTINE, INC. - Application for approval of two freestanding signs for center identification. Mr. Smith reviewed the Staff Report. One concern of Staff involved the exact location for the El Paseo sign. Mr. Strickland of John Howenstine, Inc., was present and stated that the El Paseo sign would be double-faced and located in front of the tree where the leasing sign presently exists. It is to be externally lighted and made of ceramic tile. The Board expressed concern over whether there would be a problem with visibility. Mr. Strickland replied that the sign was lower than the existing leasing sign and the light would extend out about 6 inches at the base. Mr. Sawa indicated that its total height would be five feet. On a motion by Mr. Leung, seconded by Mr. Holden, the application for the two freestanding signs was approved. Motion carried 5-0. CASE NO: 157 C - GERALD J. CHAZEN and ROBEI2T H. RICCIARDI - Application for preliminary approval of plans for three retail commercial buildings in Palms to Pines West, Phase II. Mr. Cook declared a possible conflict and did not vote on this matter. Mr. Smith reviewed the Staff Report and indicated different areas of concern. There was considerable discussion regarding condition number "3". Mr. Sawa said that Staff had inserted this condition to assure that there were no areas of landscaping which were inadvertently omitted from the total development of the site. MINUTES DESIGN REVIEW BOARD MEETING OCTOBER 27, 1981 CASE NO. 157 C (CONTINUED) Mr. Diaz added that the Municipal Code requires all parking areas to be screened. It was also decided that Condition NO. 6 be added, to read: "A three (3) to four (4) foot high wall or equivalent screening to be measured from grade of parking lot, be built adjacent to El Paseo,to screen the parking areas". Mr. Cook asked if there was a requirement to turn out a final landscape plan for the entire Phase II Development. Mr. Sawa replied that Staff should have a landscape plan for the entire development in order that it may be properly coordinated. Mr. Cook asked that the Sign Criteria information which had been submitted be withdrawn. On a motion by Mr. Holden seconded by Mr. Leung, the application for preliminary approval of retail buildings C, D and E, was approved subject to the conditions contained in the Staff report dated October 27, 1981, as well as Condition 116" delineated above. Motion carried 4-0 (Cook Abstaining). IV. DISCUSSION ITEMS: 1. TODAY MAGAZINE SIGN - Mr. Smith stated that since the applicant was not present, he felt that the Board should reaffirm its position taken at its October 6, 1981 meeting. The Board was in agreement and reaffirmed its denial of the requested sign. 2. SAN CLEMENTE GROUP - 225 MF - Mr. Smith said that a Condition of the preliminary approval required the applicant to submit a sample of the trim color, a detail of the awning installation and a plan showing a second pool location. The above noted items were circulated to the Board. It was the concensus of the Board that the submitted details were acceptable. The solar window protection is to be installed on all windows that are not recessed at least 30 inches. 3. TOY STORE AWNING - Beatrice Pardo, designer for Reuben Klamer Studio "K", was present. She indicated that this would be an experimental toy store and demonstration store combined. The 'Ball and Stick" would be their logo. A "K" is to be etched on the door facing East, facing Cedar Creek Inn. The applicant was instructed to take the plans to the Planning Staff, prior to submitting them for a Building Permit. The Board approved the awning, which would be orange with white lettering on it. The "K" on the awning to be 2 feet by 2 feet. V. Rancho Mirage CA 92270, NATURE OF PROJECT/APPROVAL SOUGHT Freestanding Automated Teller Sign. LOCATION Northwest corner of Crocker Bank Building Site at Palms to Pines West, The applicant is requesting permission to install a freestanding sign at the northwest corner of the Crocker Bank building adjacent to Highway 111. The sign is to be (4'X3"7" or 14 square feet and internally illuminated. The Municipal Code does not permit freestanding signs for individual buildings within regional centers. The location and size of the proposed sign prohibits its being classified as a pedestrian or directional sign. Staff Recommendation: The sign proposed is not permitted, accordingly the Board should not approve the requested sign. The applicant may wish to redesign and resubmit a 3 square foot directional sign. This sign should be located near the parking lot to direct persons to the automated teller. Preliminary approval was given to the subject application June 9, 1981, subject to one condition. The architect was given the option of providing a darker color for the plaster areas. Site Plan: The plans submitted for final approval appear to be consistent with the plans given preliminary approval. Landscaping: The landscape plan has been refined and a wider range of species will be utilized. Elevations: The elevation plan is in accordance with the plan approved June 9, 1981. The color of the plaster is not noted on the final plans and for this reason it is assumed that it will remain as was previously proposed. (Maya Beige) Signs: The present plans do not indicate any signs on the building. A separate sign program application will be necessary and will be reviewed by the Design Review Board. Analysis: It is felt that the plans submitted are in substantial compliance with those given preliminary approval. The Board should review the plans to determine acceptability. AASE NO. 145 C - CROCKER NATIONAL BANK - Preliminary approval of revised Flans for a bank building. Mr. Don Forker and Mr. Don Wexler were present. Mr. Smith outlined the background and process which this application has followed. The plans have been referred back to the Design Review Board by the Planning Commission. It was the Planning Commission's position that either of the plans as presented would be acceptable to that body. Mr. Wexler showed the Board the revised plans, dated June 8, 1981, and said the changes involve the relocation of the cooling tower to the area south of the mechanical room, the cooling tower has been reduced in height from 11 feet to 6 feet 8 inches and a planter area has been proposed around the perimeter of the mechanical room. These plans have been endorsed by the property owner as evidenced by his signature in the plans. Mr. Forker, representing Crocker Bank stated that the proposed plans were acceptable to his firm and he urged the Board to grant approval in order that further delays do not result. The Board reviewed the revised plans and felt that the revisions improved the plans. It was suggested that the plaster walls should be changed to a darker color. Mr. Wexler said that changing the color should not be a problem On a motion by Barton, seconded by Holden, the Board approved the revised plans for a bank building on the understanding the final plans may indicate a darker color for the plaster areas. Motion carried 3-0-2 (Cook and Gregory abstaining). IV. DISCUSSION ITEMS CASE NO. 147 C - JACK WISE and JOHN WALLING - Revisions to preliminary approval for a Racquet Club facility. John Walling was present. Mr. Smith advised the Board that the applicant is requesting some changes to the preliminary plans which had been approved by the Board. The applicants request permission to use either slumpstone or split face block on the east wall; and to create an outdoor spa -sunning area to be enclosed by a 6' high wall. Mr. Walling told the Board that if additional parking is required as a result of creating the outdoor spa, it can be provided on the vacant portion of the property to the north. It was the consensus of the Board, that the requested changes were acceptable. Motion carried 5-0. CASE NO. 148 C - COOK STREET INDUSTRIAL PARK. Mr. Sawa told the Board that the applicant has decided to install retaining walls on certain areas of the property in order that additional usable area is created. The applicant is requesting that the required perimeter chain link fencing be waived by the Board. It was the opinion of the Board, that at some point in the future when adjacent lots are developed that the proposed fence may not be necessary. The perimeter fence could be waived now however, in order that an unsafe condition is not created, a 42 inch higA fence or suitable barrier should be installed on the top of the retaining wall. BACKGROUND Plans for a Crocker Bank facility were originally considered by the Board at its April 7, 1981, meeting. These plans were granted approval. May 12, 1981, the Design Review Board had occasion to review a revised set of preliminary plans and it was the Board's decision that the revised plans were inferior to the original plans approved on April 7, 1981. The requested approval of the revised plans was denied by the Board May 12, 1981. This decision was appealed by the applicant and was before the Planning Commission at its June 2, 1981, meeting. The Planning Commission was of the opinion that in matters such as this, where the question is one strictly of architecture of the building that the decision should be made by the Design Review Board. The Planning Commission did offer the position that either of the plans as presented would be acceptable. The applicant has indicated to staff that further revisions will be made to the plans which will be before the Board. Staff has not had an opportunity to review these most recent plans. CASES (CONTINUED) Mr.La Fon assured the Board that the boulders used in landscaping will be brown sun -varnished as previously requested. The clock face can be redesigned to encompass more of the available area and also provide a definite Spanish theme. On a motion by Cook, seconded by Gregory, the Board approved this request subject to the following condition: 1. That the clock face be redesigned and submitted to Staff for approval. CASE NO. 148 C - CLIFF SWANSON INDUSTRIAL SUBDIVISION - Approval of final Tract landscaping plan and business park identification sign. Mr. Foster was present. Mr. Foster said that the landscaping along the front of the lot south of the entrance, had to be planned around the retention basin which was required to be provided for the site. The proposed 22.7 square foot sign is to be located on the wall on each side of the entrance. Mr. Diaz said that the sign ordinance does not presently provide for industrial park identification signs. These signs could be approved as "For Sale Signs" at this time, with the understanding that the sign ordinance is currently under review and that Staff will recommend the addition of a section permitting industrial park identification signs. The Chairman said that the Board was concerned with whether or not a slumpblock wall should be required across the front of the lot and back along the north and south property lines for the front 50 feet. The design of the buildings proposed for the lots adjacent to Cook Street, will determine whether a slumpblock wall will be required to be installed. On a motion by Jackson, seconded by Cook, the Board approved this request subject to the following condition: 1 1. That the CC & R's of the Tract include a requirement that the owners of lots adjacent to Cook Street, being lots 1 and 2 on TT 13236, be advised that they may be required to install slumpblock walls adjacent to Cook Street and return slumpblock walls along the south and north tract property lines, depending on the acceptability of the buildings proposed on the lots. Motion carried 3-0-1 (with Gregory abstaining). b1ASE N0. 145 C - CROCKER NATIONAL BANK - Revised preliminary plan approval for a bank. Mr. Wexler was present. Mr. Smith highlighted the salient points from the staff report and out- lined the differences between the present proposed plan and the plans which had been approved by the Board at its April 7, 1981 meeting. The Chairman outlined the Board's concerns with respect to the revised plan. The Board was concerned that pedestrians would have to cross four lanes of drive-thru tellers in order to enter the bank; that patrons entering the bank were being encouraged to enter from the rear and having to walk past the mechanical room; that the location of the auto tellers would not be visible enough and therefore could create a safety problem. Mr. Wexler said that the proposed solar installation was being relocated into the roof area above the drive-thru canopy. A parapet wall will eliminate any view of the solar collectors. The present plan is a com- promised submission because the bank must also obtain the approval of the property owner in addition to the City's approval. Motion carried 3-0-1 with Cook abstaining. IV. DISCUSSION ITEM DRIVEWAY ON GRAPEVINE STREET - Mr. Sawa said that Staff was in receipt of a request to permit a crushed stone driveway. Past Department policy has been to require concrete driveways. The driveway in question will serve a residence on Grapevine Street and will be some 200 feet long. Mr. and Mrs. Collins, the owners of the subject lot, were present and told the Board it was their intention to create a desert form of land- scaping throughout the whole lot. A concrete driveway of 200 feet would be expensive and would not be in keeping with the character of the desert landscaping. It was the concensus of the Board, that the driveway need not be of con- crete. However, it was suggested that the driveway should be finished with Palm Springs gold rock or a similar material and receive regular maintenance. V. LOCATION Southeast corner of Hwy 111 and E1 Paseo. 1 • 1e BACKGROUND Preliminary plan approval for this site was before the Board at its April 7, 1981, meeting at which time the plans were given approval subject to one condition. At that time it was noted that the plans would also need the approval of the property owner. The owner did not approve the plans and for this reason revised plans are before the Board for preliminary approval. DISCUSSION The revised plans have incorporated several key changes in the elevation plan. The solar collectors have been deleted and replaced by a mission tile roof. Volcanic rock walls have been replaced by beige plaster walls. The beige plaster walls will also be tied together with bands of ceramic tile. Formerly two rows of windows were proposed on the north wall. This has now changed to one row of windows on the lower level and tile roofing in the upper level. The roof over the drive-thru tellers has been changed although the new materials were not specified. The proposed structure would be 7026 sq.ft. in area, with the building being one story high with a maximum height of 27 ft. Four drive-thru lanes are provided on the south side of the building. The structure is contemporary and would utilize exterior plaster, exposed concrete, and mission tile roof. The only change on the landscape plan involves the installation of two additional eucalyptus trees. Staff's understanding is that the bank would be responsible for only the building pad, drive-thru and landscaping immediately adjacent to the building. Should the bank be ready to construct prior to the rest of the center, it will be necessary for the developer of the center to submit a parking lot plan for access, landscaping grading, lighting, etc., for approval with the final working drawings. A development plan condition of approval is that there be one unifying architec- tural theme for the center. The original building elevations submitted indicated a spanish tile, wood trim, and siding with plaster walls architectural style. Staff feels that there should be compatibility between the different structures. This does not necessarilymean all structures must be of the same style. However, the first building submitted and approved should dictate the general architectural theme for future buildings. Staff recommends the landscaping language for the center be compatible and provide the major unifying tie for the center. (over) STAFF ANALYSIS: Staff feels that the revised site plan, elevation plan, and landscaping plan submitted are acceptable. As stated above, it may be necessary for parking lot plans to be submitted with the final working drawings if the parking lot design is not approved before. Additionally, it will be necessary to submit a plan showing access and extent of improvements to serve the bank. The Board should review the submitted plans and determine acceptability. Mr. Dos Santos reviewed the staff report and the options available. Staff recommended option No. 3, which would redesignate areas currently zoned for Mobil Homes to Single Family Conventional and Mobile Home Residential. Commissioner Berkey asked what areas would be affected. Mr. Dos Santos replied that there were two annexations presently zoned RM. Commissioner Berkey asked if there were any areas in the City that this would affect. Mr. Dos Santos replied all existing RM zones would be affected. Commissioner Berkey felt that legal counsel might be needed to insure that this procedure would be in compliance with the state law. Commissioner Kryder felt that the intent was to allow Mobile Homes on Single Family Residential lots. Mr. Diaz explained that while the Mobile Home Association might disagree, staff felt that Palm Desert already permits Mobile Homes in the City. Discussion continued regarding other available options and it was decided that option three, as recommended by staff, would meet the intent. The site is in the Palms to Pines Center, Phase II, which is westerly of the new Safeway store. DP 06-80 of which this project is a part of, was approved indicating building pad areas. This is the first building in the center submitted for architectural approval. The proposed structure would be 7026 sq. ft. in area, with the building being one story high with a maximum height of 27 feet. The plans indicate solar collectors integrated into the structure for heating and cooling, an alternate elevation plan showing a metal roof in place of the collectors has been submitted in the event the solar application is not used. Four drive-thru lanes are provided on the south side of the building. The structure is contemporary and would utilize exterior plaster, volcanic rock walls, exposed concrete, and a partial wood trellis drive-thru roof. Staff's understanding is that the Bank would be responsible for only the building pad, drive-thru and landscaping immediately adjacent to the building. Should the Bank be ready to construct prior to the rest of the center, it will be necessary for the developer of the center to submit a parking lot plan for access, landscaping grading, lighting, etc., for approval with the final working drawings. A Development Plan condition of approval is that there be one unifying architec- tural theme for the center. The original building elevations submitted indicated a Spanish tile, wood trim, and siding with plaster walls architectural style. Staff feels that there should be compatibility between the different structures. This does not necessarily mean all structures must be of the same style. However, the first building submitted and approved should dictate the general architectural theme for future buildings. Staff recommends the landscaping language for the center be compatible and provide the major unifying tie for the center. STAFF ANALYSIS: Staff feels the site, floor, elevation signage, and landscaping plans submitted are acceptable. As stated above, it may be necessary for parking lot plans to be sub- mitted with the final working drawings if the parking lot design is not approved before. Additionally, it will be necessary to submit a plan showing access and extent of improvements to serve the Bank. The Board should review the submitted plans and determine acceptability.
