WHEREAS, the Planning Commission of the City of Palm Desert, California, did review the Design Review Board actions of April 28, 1981, approving: CASE NO. 146 C - Preliminary approval for a commercial building to be located at 73-400 Highway III (north side of Highway 111, west of Las Palmas). CASE NO. 120 C - Approval of revised preliminary site and elevation plans for MAY COMPANY, to be located at the northwest corner of Monterey Avenue and Highway 111. CASE NO. 224 MF - Preliminary and final approval of plans for a duplex unit at the northeast corner of Driftwood and Sunset. WHEREAS, at this time, upon receiving and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said Commission did find sufficient facts and reasons to exist to approve the Design Review Board action of April 28, 1981. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Palm Desert, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the Commission in these cases; 2. That it does hereby approve the Design Review Board actions of April 28, 1981. DIAZ, Secretary /pa MINUTES DESIGN REVIEW BOARD MEETING PAGE THREE 1. That a patio cover should be installed over the south facing sliding glass door, in order to reduce direct sun infiltration. 2. That the 4 Pepper trees proposed in the yards adjacent to the streets should be specified as 2, with minimum 15 gallon size, and 2 with minimum 24" box. 3. That the names of all plants be delineated on the plan. 4. That construction plans be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 5. That the revisions to the landscape plan as suggested by the Board and noted on the landscape plan, be implemented. Motion carried unanimously 5-0 CASE NO. 112 C (AMENDMENT) - CHARLES GIBBS - Preliminary and final approval to add mini storage building to existing facility at the north- east corner of 42nd Avenue and Ecletic Street (private). Mr. Sawa said that the applicant has requested that this matter be postponed indefinitely. The Board concurred with the requested postponement. — CASE NO. 146 C A71_SURV_EYING AND ENGINEERING - Preliminary approval or commercial building at 74-300 Highway 111 (north side of Highway 111, west of Las Palmas); Charles Martin was present. Mr. Martin highlighted the proposed development and said that the required shading of the south facing glass would be further detailed in the working drawings. He concurred with the landscaping comment contained in the staff report. Mr. Cook noted that the handicap parking space may have to be relocated in order to conform with State requirements. On a motion by Cook, seconded by Gregory, the Board approved this request subject to the following conditions: 1. That adequate protection be provided for the glass area on the south side of the building. 2. That the landscaping plan be revised to specify 1 tree of minimum 36" box and the two other trees be minimum 24" box. 3. That construction plans be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 4. That final construction drawings, including a final landscaping grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the afore- mentioned approved plans and construction shall have been completed. Motion carried 4-0-1 (with Martin abstaining) NDA ITEM NO. III, B-4 DATE April 28, 1981 DESIGN REVIEW BOARD CASE NO. 146 C APPLICANT (AND ADDRESS) A-1 Surveying/Engineering (73-400 Highway 111, Palm Desert) NATURE OF PROJECT/APPROVAL SOUGHT Preliminary approval for commercial building LOCATION 73-400 Hwy 111 (north side Hwy 111, west of Las Palmas) ZONE C-1, S.P. A development proposal for the subject property was before the Board on January 1979. The application at that time has continued to allow for revisions to the parking area, landscaping plan and building elevation. The present proposal calls for an enclosed parking area on the ground floor with offices above. Twenty-one (21) parking spaces are provided which would permit a maximum building floor area of 5250 square feet plus any utility or mechanical rooms. The proposed building size appears to conform to the parking requirements. Inqress and egress to and from the parking area is adequate. Access to the office level is by means of a stairway at the rear and a ramp at the front. This ramp will need to be designed to afford handicap access to the building. The ramp leads to an open courtyard which separates two office areas. The south elevation (front) is primarily composed of glass with aggregate concrete borders. The roof overhang shading the windows ranges from zero feet to 21 feet. The angle of the window could be angled to provide for some roof overhand over all of the window. A curved architectural feature predominates the east end of the south elevation. This window area is to be glass block. On the east/west elevations the most dramatic feature is an architectural feature associated with the open courtyard. The exact details of this feature were not provided. STAFF ANALYSIS: As a concept the proposed building would appear to be acceptable provided that the roof overhang on the south elevation can be revised to provide some protection to the window area. Building plans for final Board approval will need to provide considerably more detail with respect to building materials and other matters. Site landscaping is limited to the 5 foot setback area at the front of the build- ing. The usual parking lot planting is not required because the parking area is enclosed. Three mature trees are shown over the front of the building. Considering the lack of landscaping on the site, it is quite important that these trees be of good size. One of these trees should be minimum 36" box and the other two should be minimum 24" box. The Board could also consider a planter box in front of the ramp area adjacent to the building. (over) Should the Board choose to grant preliminary approval to the project such approval should be made subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. Landscaping (with irrigation system) shall be installed prior to final inspection and receiving certificate of occupancy. Curb, gutter, curb cuts, and tie-in paving shall be provided along the full frontage of the lot by means of installation prior to final inspection or other provisions as approved by the City Engineer.
