NATURE OF PROJECT/APPROVAL SOUGHT Request for final approval of Tract Landscaping
Plan and Business Park Identification Sign.
LOCATION Southeast corner of Cook Street and 42nd Street (extended).
ZONE S.I. (SERVICE INDUSTRIAL)
The subject property is the site of a 40 lot industrial subdivision which was
originally approved in 1978. The landscape plan as submitted has several key
elements.
Across the front of the property adjacent to Cook Street, an area of planting of
various species is proposed. The items vary in size and should provide an
acceptable appearance from Cook Street. The area south of the entrance has plant-
ing in two rows on either side of a depression which has been designed as a
retention basin.
Across the rear of the property is an existing chain link fence. A 6' high chain
link fence is proposed along the north and south property lines. The municipal
code does not include chain link fencing in its 'permitted fencing materials,
however cnain link would not appear to be unacceptable in this situation. It is
suggestea that in the front 50 feet on the north and south property lines a slump -
back wall be installed in.order that a chain link fence does not extend up to the
street line.
Along the north, south and east property lines there are areas of slope. The
landscape plan proposes that these slope areas be hydroseeded with a mix of six
different planting materials.
At the main entry from Cook Street a curved slumpblock wall 4' 9" in height
is proposed on each side. On the wall on the south side a 22.7 square foot business
park identification sign is proposed. The sign letters are to be of metal and bronze
in color. Each letter will be 12" in height and set 6" from the wall. Amber incan-
descent lighting is to be provided in the landscaping at the entry and will
illuminate the sign.
STAFF ANALYSIS:
The landscape plan as proposed is acceptable to Staff, provided that a slumpblock
wall is substituted for the chain link fence for the 50 feet back from the corner.
The business park identification sign is also felt to be acceptable.
The Board should review the submitted plans and determine acceptability.

reviews detailed design and construction plans prior to the issuance of a building
permit.

be submitted to the Building and Safety Division for plan check.

DESIGN REVIEW BOARD ACTION:
Upon reviewing the submitted plans and the presentations by the —
Staff and fy the applicant, the Design Review Board approved
this project, subject to conditions.
Date of -Action: May 12, 1981
Vote: 3-0-1 (Ron Gregory abstained)
(An appeal of the above action may be made in writing to the City
Clerk of the City of Palm Desert within fifteen (15) days of the
date of the decision.)

Mr.La Fon assured the Board that the boulders used in landscaping will
be brown sun -varnished as previously requested. The clock face can be
redesigned to encompass more of the available area and also provide a
definite spanish theme.
On a motion by Cook, seconded by Gregory, the Board approved this
request subject to the following condition:
1. That the clock face be redesigned and submitted to Staff for approval.
CASE NO. 148 C - CLIFF SWANSON INDUSTRIAL SUBDIVISION - Approval of final
Tract landscaping plan and business park identification sign. Mr. Foster
was present.
Mr. Foster said that the landscaping along the front of the lot south of
the entrance, had to be planned around the retention basin which was required
to be provided for the site. The proposed 22.7 square foot sign is to be
located on the wall on each side of the entrance.
Mr. Diaz said that the sign ordinance does not presently provide for
industrial park identification signs. These signs could be approved as
"For Sale Signs" at this time, with the understanding that the sign
ordinance is currently under review and that Staff will recommend the
addition of a section permitting industrial park identification signs.
The Chairman said that the Board was concerned with whether or not a
slumpblock wall should be required across the front of the lot and
back along the north and south property lines for the front 50 feet. The
design of the buildings proposed for the lots adjacent to Cook Street,
will determine whether a slumpblock wall will be required to be installed.
On a motion by Jackson, seconded by Cook, the Board approved this request
subject to the following condition:
1. That the CC & R's of the Tract include a requirement that the owners
of lots adjacent to Cook Street, being lots 1 and 2 on TT 13236,
be advised that they may be required to install slumpblock walls
adjacent to Cook Street and return slumpblock walls along the south
and north tract property lines, depending on the acceptability of
the buildings proposed on the lots.
Motion carried 3-0-1 (with Gregory abstaining).
CASE NO. 145 C - CROCKER NATIONAL BANK - Revised preliminary plan
approval fora bank. Mr. Wexler was present.
Mr. Smith highlighted the salient points from the staff report and out-
lined the differences between the present proposed plan and the plans
which had been approved by the Board at its April 7, 1981 meeting.
The Chairman outlined the Board's concerns with respect to the revised
plan. The Board was concerned that pedestrians would have to cross four
lanes of drive-thru tellers in order to enter the bank; that patrons
entering the bank were being encouraged to enter from the rear and having
to walk past the mechanical room; that the location of the auto tellers
would not be visible enough and therefore could create a safety problem.
Mr. Wexler said that the proposed solar installation was being relocated
into the roof area above the drive-thru canopy. A parapet wall will
eliminate any view of the solar collectors. The present plan is a com-
promised submission because the bank must also obtain the approval of the
property owner in addition to the City's approval.
