CASE NO: 912 SA APPLICANT (AND ADDRESS): MICHAEL E. ASCANI, 74-868 Joni Drive, Palm Desert, California, 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identi- fication sign. LOCATION: 73-460 Highway III, west half of former Village Market. ZONE: C-1, S.P. Mr. Smith explained from his report that the applicant wishes to utilize the former Village .Market sign. The wings on either side of the central part of the sign have been removed, which makes the sign 35 square feet, and the applicant is proposing to replace the flashing bulbs in the sign's perimeter with non -flashing bulbs. It was explained that the sign was not what commission would normally approve on a building because it extends above the fascia. The applicant, MICHAEL ASCANI, told the commission that he was trying to use the existing sign with improvements. By removing the wings and replacing the flashing bulbs, he thought it should be acceptable. Commissioners Cook and Leung were concerned with the history of the sign because it had been installed without benefit of permit and had never been removed. -4- f AGENDA ITEM NO: III-A-2 DATE: February 14, 1984 ARCHITECTURAL COMMISSION CASE NO: 149 C APPLICANT (AND ADDRESS): CHARLES RILEY, 44-795 San Pablo, Palm Desert, California, 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Request to install chain link fence on side property line. LOCATION: 44-795 San Pablo ZONE: C-1 BACKGROUND: The site is located on the west side of San Pablo immediately south of "Circle K". The original plan approval required a slumpblock wall along the property line between Circle K and the new commercial building. Due to problems with the wall, it was only installed along the front of the lot and along the side property line back from the front a short distance. The landscaping was installed and is growing. The problem at this time involves patrons of Circle K, loitering and drinking in the landscaping and leaving waste behind. The applicant wishes to close off this open stretch and dissuade the acts of the Circle K patrons. Staff suggested that the original slumpblock wall be installed, but the applicant is relunctant due to damage to the existing wall. Staff visited the site and can confirm the wall has been hit, as have the orange perimeter protection posts. The meeting was called to order at 2:20 p.m. after a 1 hour 20 minute study session. II. On a motion by Rick Holden, seconded by Vern Barton, the Board approved the following cases found acceptable at the study session: 1. CASE NO. 149 C - RURAL STORES, INC., c/o JOHN OUTCAULT, Applicants - Final approval of plans for a 7,106 square foot commercial building. 2. CASE NO. 650 SA - BANK OF AMERICA & DENNY JONES, Applicants - Amend- ment to the sign program. Motion carried 4-0. III. CASES CASE NO.154 C - SOUTHLAND CORPORATION and BERNARD LEUNG, Applicants - Preliminary approval of plans for a 4800 square foot retail commercial building. Mr. Smith reviewed the staff report and indicated that Staff had some concern with the proposed driveway access onto San Luis Rey because it is so close (30 feet) to the intersection of Palm Desert Drive and San Luis Rey. Two possible alternative site plans were presented which would not require the San Luis Rey access driveway. The Board was of the opinion that because Palm Desert Drive is a one way street westbound, access to the site from San Luis Rey is essential. Mr. Leung indicated that he would like to discuss the signs for the build- ing in order to have some idea as to what might be put up. There was some discussion regarding having a monument sign in addition to two wall signs. Mr. Smith indicated that if they decide to do this, they would have to go through a Variance procedure in order to approve it. On a motion by Holden, seconded by Barton, the preliminary plans for the 4800 square foot retail commercial building was approved, with the signs to be reviewed at a later date. Motion carried 3-0-1 (Leung Abstained). IV. DISCUSSION ITEMS 1. CASE NO. 90 C - JANICE SCHOEN - Approval of a one year Time Extension. On a motion by Holden, seconded by Barton, the Board approved a one year Time Extension for this project. Motion carried 3-0-1 (Leung abstained). AGENDA ITEM NO. III-A-1 DATE August 11, 1981 DESIGN REVIEW BOARD CASE NO. 149 C APPLICANT (AND ADDRESS) RURAL STORES, INC., c/o John Outcault - 74-133 E1 Paseo, Suite 11, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT Final approval of plans for a 7106 square foot commercial building. LOCATION West side of San Pablo, second lot south of San Gorgonio Way. ZONE C-1 Preliminary approval was given to the subject application June 23, 1981, subject to a series of conditions (See attached minutes of June 23, 1981). The plans submitted for final approval appear to have fulfilled all of the conditions. Pages Ll and L2 outline the final landscape plan and irrigation plan. The land- scape plan is in accordance with the Code requirements. The site plan shown on page Al, is in accordance with the site plan given preliminary approval and double line parking striping is indicated. Details of the trash enclosure are also provided on page Al. The proposed parapet wall as required by Condition #7 is shown on page A-5, detail "B". Sign details are shown on page A-6, detail "F", which indicates that 6 foot by 1 foot redwood etched tenant signs are proposed. ANALYSIS: It is felt that the concerns of the Board have been adequately addressed. The Board should review the plans to determine acceptability. Staff does have two areas of concern. The planters adjacent to the building do not have any ground cover shown. Ground cover should be provided. Also, the wall detail shown on page 2 indicated that the wall is to be 6 feet high. The portion of the wall across the front and for a setback of 10 feet on each side, should be limited to a maximum of 42" in height. _.� MINUTES DESIGN REVIEW BOARD 14EETING TUESDAY JUNE 23, 1981 CITY HALL COUNCIL CHAMBERS I. The Bard was then shown a revised site plan prepared by Staff, which delineaW additional landscaping in the interior of the parking lot. John Outcault told the Board he concurred w'th the suggested site plan revision with the new landscape strip to be located on either side of the middle parking spaces. CASE NO. 150 C - ROMEO PULUQI and GEORGE RITTER & ASSOCIATES - Preliminary and final approval of plans for an addition to a restaurant at 73-340 Highway 111. George Ritter was present. Mr. Smith highlighted the salient points from the staff report. Mr. Ritter advised the Board that the existing parking lot will be brought up to code although the number of spaces will be deficient for a restaurant of this total size. In response to questions from the Board, Mr. Ritter said no parking lot lighting was proposed to be installed and that irri- gation of the new landscaping will be tied into the existing irrigation system. Mr. Ritter requested that Condition No. 5 be deleted. He said that other buildings in the area have not screened the roof equipment from view from the rear and no new roof equipment is being proposed. The Chairman explained that it was the Board's desire to alleviate these unsightly situations as the buildings are improved. On a motion by Holden, seconded by Jackson, the Board approved application 150 C subject to the following conditions: 1. That the applicant receive approval of necessary CUP. 2. That the applicant enter into the necessary agreement to consolidate the two lots which make up the subject property. 3. That the applicant submit for the approval of staff a suitable lighting plan for the parking lot and a suitable irrigation plan for the land- scape areas. 4. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 5. That the existing roof equipment visible from the rear of the building be screened as a part of the remodeling. 6. Power pole/guy wires be relocated so that aisle is not blocked, if necessary. He mentioned that the existing entry to the restaurant would be removed and that because of major remodeling, that Staff recommends that two pole signs be removed from the property and a new sign program be submitted. He also reviewed the findings and justifications for a Conditional Use Permit. He stated that Staff felt the request was acceptable subject to Conditions. Mr. Sawa indicated that the Design Review Board had reviewed and approved preliminary and final drawings for the proposed addition, at their meeting of June 23, 1981. He recommended that by Minute Motion Resolution No. 730 be adopted. Commissioner Kryder asked if the Commissioners had any questions. They had none. He then declared the Public Hearing open and asked if there was anyone who would like to speak in FAVOR or OPPOSITION to this report. MR. ROSS STOUT of GEORGE RITTER AND ASSOCIATES, 73-899 Highway 111, Palm Desert, California, stated that he was present to answer any questions if there were any. There were none. The site plan is shown with parking in the front. Commissioner Kryder questioned if there was parking in the rear. Mr. Smith replied that there was parking for 13 in the rear and 15 or 16 spaces in the front, that the final plan will show additional parking in the rear. Mr. Diaz indicated that in order to meet parking requirements they were forced to go this way. It would supply ample parking. Commissioner Richards moved and Commissioner McLachlan seconded to adopt Resolution No. 731 confirming Design Review Board actions. IX. MISCELLANEOUS ITEMS - NONE X. CASE NO. 149 C - RURAL STORES, INC., c/o JOHN QUTCAULT - Preliminary approval of plans for a 7,150 square foot commercial building. John Outcault was present. Mr. Smith highlighted the salient points from the staff report and delineated the deficiencies in the proposed plan relative to parking stall size, landscaping, and the number of parking spaces to be provided. Mr. Outcault told the Board that it was his intention to develop the proposed building with all of the parking in front of it, where it would be most usable. Most of the other businesses in the area have their parking at the rear of the building which is not convenient for customers. The Chairman said that the Board may not grant preliminary approval to plans which require variances or adjustments to comply with the Municipal Code requirements. Even with the adjustment as requested by the applicant, the parking stall depth will still be below Municipal Code standards. It was the Board's suggestion that the parking could be rearranged possibly with a row of 12 spaces across the rear of the lot with access from the ally. This would push the building forward and would partially block the view of the sides of the buildings on the adjacent lots. There was some discussion regard- ing the flat walls of the building and the lack of shade trees shown on the landscape plan. CASE NO. 145 C - CROCKER NATIONAL BANK - Preliminary approval of revised Plans for a bank building. Mr. Don Forker and Mr. Don Wexler were present. Mr. Smith outlined the background and process which this application has followed. The plans have been referred back to the Design Review Board by the Planning Commission. It was the Planning Commission's position that either of the plans as presented would be acceptable to that body. Mr. Wexler showed the Board the revised plans, dated June 8, 1981, and said the changes involve the relocation of the cooling tower to the area south of the mechanical room, the cooling tower has been reduced in height from 11 feet to 6 feet 8 inches and a planter area has been proposed around the perimeter of the mechanical room. These plans have been endorsed by the property owner as evidenced by his signature in the plans. Mr. Forker, representing Crocker Bank stated that the proposed plans were acceptable to his firm and he urged the Board to grant approval in order that further delays do not result. The Board reviewed the revised plans and felt that the revisions improved the plans. It was suggested that the plaster walls should be changed to a darker color. Mr. Wexler said that changing the color should not be a problem. On a motion by Barton, seconded by Holden, the Board approved the revised plans for a bank building on the understanding the final plans may indicate a darker color for the plaster areas. Motion carried 3-0-2 (Cook and Gregory abstaining). IV. DISCUSSION ITEMS CASE NO. 147 C - JACK WISE and JOHN WALLING - Revisions to preliminary approval for a Racquet Club facility. John Walling was present. Mr. Smith advised the Board that the applicant is requesting some changes to the preliminary plans which had been approved by the Board. The applicants request permission to use either slumpstone or split face block on the east wall; and to create an outdoor spa -sunning area to be enclosed by a 6' high wall. Mr. Walling told the Board that if additional parking is required as a result of creating the outdoor spa, it can be provided on the vacant portion of the property to the north. It was the concensus of the Board, that the requested changes were acceptable. Motion carried 5-0. ASE NO. 148 C - COOK STREET INDUSTRIAL PARK. Mr. Sawa told the Board that the applicant has decided to install retaining walls on certain areas of the property in order that additional usable area is created. The applicant is requesting that the required perimeter chain link fencing be waived by the Board. It was the opinion of the Board, that at some point in the future when adjacent lots are developed that the proposed fence may not be necessary. The perimeter fence could be waived now however, in order that an unsafe condition is not created, a 42 inch hig� fence or suitable barrier should be installed on the top of the retaining wall. The property is composed of 2 lots and is 130 feet wide by a depth of 150 feet. The property fronts upon San Pablo Avenue and abuts an unpaved alley at the rear. The plans indicate the owner will pave the portion of the alley adjacent to the building. The building is to be located about 2/3 of the way back on the lot with parking and landscaping areas in front of the building and a row of parking at the rear of the building with access from the alley. Building Elevations: The revised plans do not propose any change to the previously presented elevations plan. The elevations as proposed indicate an 18 foot high building. The walls are to be finished with textured cement plaster which will be brown in color. The windows will have bronze alumin frames. The color of the glass is not noted. The main architectural feature involves the 3 roof mansard structures which are proposed over the entry areas to the 6 units. This roof canopy structure is to be finished with clay tile according to the material samples sub- mitted. 1' x 7' areas for signs are proposed for the facia area of each rental suite. The style of sign or materials to be used were not delineated. Parking: The building size has been reduced to 7106 square feet and when the electrical room is deleted, the size of the building requiring parking is 7006 square feet which has a parking requirements of 28 spaces. The revised plan shows 28 spaces. The size of the spaces has been increased and all appear to comply with the Municipal Code requirements. Access to the front parking spaces is via two 29 foot wide driveways connected by a 20 foot wide driveway. The rear parking has access via a 20 feet alley. These parking spaces have been setback 4 feet from the alley which affords these spaces 24' turning radius. Landscaping: Section 25.58.100 delineates commercial parking lot landscaping requirements as follows: 25.58.100 Landscaping requirements. A minimum of fifteen percent of the total off-street open parking area shall be landscaped with a mixture of trees, shrubs, ground cover, other plant material and hardscape material. A minimum of one-third of the required landscaping shall be distributed within the interior of the parking facility and the remaining two thirds of the required landscaping shall be provided as peripheral planting on the exterior edges of the parking area. All landscape areas shall be well maintained in perpetuity. Section 25.58.320 (H) specifies the method of computing parking area as follows: H. Parking area shall be computed by adding the areas used for access drives, aisles, stalls, maneuvering, and landscaping within that portion of the premises that is devoted to vehicular parking. Ir w Using the method prescribed by Section 25.58.320 (H) staff calculated the total on site parking area to be 11,800 square feet. Fifteen percent of this area is 1770 sq.ft. As noted in the table on the plans the landscape areas on the site, total 1514 square feet. Concomittant with this deficiency, 1/3 of the landscaping pro- posed is not distributed within the interior of the parking facility. It may be possible to correct these 2 deficiencies by making some minor revisions to the site plan. As noted previously the proposed driveways are 29 feet wide. The Municipal Code permits minimum driveway widths of 24 feet. Therefore, it is suggested that these driveways each be reduced to 24 feet and that a 10 foot wide landscape area be installed at one end of the middle row of parking. These spaces would no longer be open on both ends but they would continue to comply with the code and the landscaping would also comply. The applicant has indicated the names of the species proposed which had been omitted in the previous plan, however, the name of two trees proposed adjacent to the Circle K store were not delineated. The Board should review the landscaping materials proposed and determine acceptability relative to choice of species and size to be planted. The revised plan indicates that the 3 foot high masonry walls (light tan slump block) proposed across the front of the lot will be installed to the corners of the lot and along the side property lines to the setback of the buildings on the adjacent lots. A three foot wide walkway has been left through the Circle K store. Anal semis: Provided that the necessary additional landscaping can be provided in the interior portion of the parking lot, then staff would have no objections to the Board granting preliminary approval to this application. The Board should review the total project as revised and proposed to determine acceptability. Should the Board decide to grant preliminary plan approval it should be subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. The parking required for building of the sized proposed, 7150 sq.ft., is 29 spaces whereas 28 spaces are proposed. This problem could be alleviated by means of an adjustment granted by the zoning administrator. The granting of the adjustment could be based on the desirability of the parking lot layout as proposed (i.e., no deadend driveways). In fact 4 additional spaces could be created, however, the circulation of on -site traffic would be destroyed and 2 deadend driveways would result. The required findings necessary to approve a variance would have to be shown before the adjustment could be granted. The exterior parking spaces are only 17'6" deep whereas the code prescribes a minimum of 20'. Past policy has permitted 18' deep stalls where they can overhang a landscape area. The interior parking spaces are proposed at 19'6" deep. Twenty-four feet wide drivewasy are proposed. The property is wide enough to increase the parking stall depth, however, this would be at the expense of the required landscaping areas. continued.... The Municipal Code requires that a minimum of 15% of the total off-street open parking area be landscaped. In the table on the plans submitted, the applicant indicates that the parking area is 13,350 sq.ft. and therefore 20022 sq.ft. of landscaping is required. The table indicates 1950 sq.ft. of landscaping is pro- vided. Staff calculated the area of the parking area to be 10,920 sq.ft. which would require 1638 sq.ft. of landscaping. In calculating the landscaping indi- cated on the plans only 1270 sq.ft. was found. There is an additional area of landscaping proposed on the east side of the front property line (i.e., on the right-of-way). Additionally, the Municipal Code requires that 1/3 of the required landscaping be distributed within the interior of the parking facility. In order to meet this 1/3 requirement 546 sq.ft. of landscaping in the interior of the parking area is required. In order to provide this additional landscaped area and distribute a total of 1/3 of the landscaping inside the parking area, revisions to the site plan and possible reduction in the building size will be necessary. The landscaping materials proposed should be increased in size and utilization of a wider variety of species would enhance the attractiveness of the site. As well, the type of ground cover proposed in the planting areas should be delineated. Three foot high masonry walls (light tan slump block) are proposed across the front of the lot to screen the parking area. It is suggested that in order to fulfill the intent of the code, these walls should be extended to the property corners and then extended along the side property lines to the setback of the buildings on each of the adjacent lots. Lighting of the landscaping and parking areas is to be provided from four 4' high parking area lights and three 3' high mushroom shielded area lights. In addition, six 150 watt flush soffit lights are proposed (one over each entrance). ANALYSIS: Staff has delineated the features of the plan as proposed and the areas in which the plan is deficient with regard to the Municipal Code requirements. The Board should review the plan and determine whether it wishes to grant preliminary approval subject to conditions to be fulfilled in the final plan approval or the Board may wish to refer this application back to the applicant for revisions and have the revised preliminary plans reviewed at a future Board meeting. Should the Board decide to grant preliminary plan approval it should be subject to the following conditions: 1.
