I. The meeting was called to order at 2:00 p.m. after a one hour study
session.

On a motion by Barton seconded by Leung, the minutes of the meeting of
September 8, 1981, were approved as written.

CASE NO. 151C and 642 SA - PALM DESERT NATIONAL BANK (IN ORGANIZATION)
and GEORGE RITTER & ASSOCIATES - Final approval of installation of a
factory manufactured temporary modular building for a bank. George Ritter
was present.
Mr. Smith reviewed the staff report indicating the areas of concern. There
was some discussion over the landscaping. The applicant had indicated that
he would like to plant 15 gallon trees instead of the required 24 inch box
trees. The Board found this acceptable.
On a motion by Barton seconded by Holden the final plans for the temporary
bank building were unanimously approved. (5-0).
IV. DISCUSSION ITEMS
A. TODAY MAGAZINE SIGN - The applicant was not present.
Chairman Martin stated that the Board felt that the applicant should
comply with the sign program presented by the developer of the Las
Sombras Village and previously approved by the Board (ie: sandblasted
redwood, l'x1O').
B. CROCKER BANK SIGNS - Mr. Smith indicated that Mr. Urrutia had not
provided a plan indicating a location of the proposed automatic teller
sign; accordingly the Board could not act.

NATURE OF PROJECT/APPROVAL SOUGHT Final approval of installation of a factory
manufactured temporary modular building for bank.
LOCATION Southeast corner of Larkspur and El Paseo,
ZONE C-1
The applicant is requesting permission to install a temporary bank building
for use until the permanent building is completed. A temporary use permit has
been processed which will limit the temporary building to a specific length of
time. The building proposed for final approval is substantially the same as
the 1,800 square foot modular building with custom modified exteriors that was
given preliminary approval July 28, 1981.
AREAS OF CONCERN:
As a result of the preliminary review, the following areas of concern were
noted:
1. That the site plan be revised and approved as required by
the Director of Environmental Services. The proposed final
site plan is satisfactory to the Director of Environmental
Services.
2. That the access to the trash enclosure be redesigned to provide
easy access. An area of landscaping has been deleted and replaced
with a concrete walk which will facilitate moving of trash bins in
and out.
3. Provide additional information on signs. Page A-3 of the final
plans delineates sign details for the building and site.
SIGN PROGRAM:
The applicant is requesting approval of two business identification signs,
each (1'X 14') 14 square feet. Two logos, 15 square feet each are to be located
adjacent to the identification signs.
The identification signs are composed of 12" high cut out letters which read
"PALM DESERT NATIONAL BANK". One of the business identification signs is to
be located on the north wall of the trash enclosure facing toward E1 Paseo while
the other sign is to be placed on the west wall of the building facing Larkspur
Lane.
The sandblasted wood logos are 14" square feet each. Four colors will be used.
The directional signs are to be one "Customer Parking" sign, one "Exit" sign
and one "Drive -Up" window sign.

The signs as proposed comply with the Municipal Code requirements. The Board
should review the proposed Sign Program to determine the acceptability of
the signs.
BUILDING ELEVATIONS:
Final plans received include building elevations. These elevations agree with
the approved preliminary plans.
The proposed building is a modular building with custom modified exteriors.
The walls are to be finished in a sand color plaster with brown stained wood
trim accent. At the northend of the building an enclosed trash area is to be
Provided. The enclosure is composed of a 6 foot high slumpblock wall to be
light brown to tan in color.
LANDSCAPING:
A final landscaping plan has been submitted. The Board should review the plan
to determine acceptability. The 15 gallon street trees will have to be increased
in size to a 24 inch box size to comply with the adopted development standard
requirements.
CONCERNS:
The lighting plan indicates that 16' high light poles are to be used to light
the parking lot. The Municipal Code limits the height to 10 feet. Staff is
currently reviewing this matter with a view to increasing the permitted height
of the poles.
The site plan indicates the handicap parking space to be located at the south-
west corner of the building. A concrete walk is shown across the front of the
building from the parking space to the front door. A curb -cut will be needed
to provide access from the parking lot level to the walk and the required
slope of the walk will need to be provided.
ANALYSIS:
It is felt that the concerns of the Board have been adequately addressed. The
Board should review the plans to determine acceptability.
Final approval of the plans should require that the light poles be reduced
to 10 feet in height with the understanding that they may be increased in height
should the municipal code provisions be changed. Final approval should also
require a curb cut to provide access from the handicap parking space to the
walkway and increase of the street trees to a 24 inch box size.

WHEREAS, the Planning Commission of the City of Palm Desert, California,
did review the Design Review Board actions of July 28, 1981, approving:

plans for a temporary bank building. George Ritter was present on behalf
of the applicant.
Mr. Smith highlighted the salient points from the staff report. One item
of concern involved the lack of solar protection over the west facing
window.
Mr. Ritter advised the Board that due to the temporary nature of the
building, the construction of solar protection features would cost
more than would be saved in energy costs.
Mr. Diaz expressed some concern with the site plan as presented.
On a motion by Leung, seconded by Gregory, the Board approved the ap-
plication for preliminary plan approval subject to the following conditions:
1. Construction plans shall be submitted for approval
to the City Fire Marshal prior to issuance of build-
ing permits. All conditions shall be made a part of
construction and no certificate of occupancy shall
be issued until completed.
2. Final construction drawings, including a final
landscaping, grading, lighting, amenities, trash
storage, walkway layout, irrigation plans and sign
program shall be submitted to the Design Review
Board. No final inspection or occupancy permit
shall be given by the Department of Environmental
Services to this project until the aforementioned
approved plans and construction shall have been
completed.
3. That additional information on the signs be provided
(ie: details of directional signs, size of proposed
logo, color of proposed business identification signs).
4. That the access to the trash enclosure be redesigned
to provide easy access.
5. That the site plan be revised and approved as required
by the Director of Environmental Services.
Motion carried 4-0.
IV. DISCUSSION ITEMS
A. Case No. 647 SA - "HOW SWEET IT IS" - Review of Sign Program for
retail commercial business. Sandy O'Day and Nelda Bayha were
present.
The Board reviewed the proposed wall sign and the pedestrian
sign to be put on the east end of the canopy.
On a motion by Gregory, seconded by Cook, the Board granted ap-
proval for the signs as presented.
Motion carried 4-0.
B. Sign Ordinance Amendments: The Board reviewed in detail the proposed
Sign Ordinance amendments in study session. It was agreed that the
Board members would meet with Staff and tour the City reviewing signs
in an attempt to determine what size is appropriate to provide
correct proportionality. Tuesday, August 4, 1981, was the date set.

C. Sign Amendments Palms To Pines West Shopping Center (Case No. DP 05-79)
Mr. Smith indicated that he was in receipt of a letter requesing two
amendments to the approved Sign Program for the above noted shopping
center.
1. Signs to be internally illuminated.
2. Sign width to be increased from 12 inches to 16 inches.
It was the concensus of the Board that the requested amendments were
acceptable.

The applicant is requesting permission to install a temporary bank building for
use until the permanent building is completed. A concurrent Temporary Use Permit
application is being processed by Staff at this time and will limit the tempo-
rary building to a specific period of time. The proposed 1,800 square foot
structure is a modular building with custom modified exteriors.
SITF PI AN -
The proposed building is to be sited facing Larkspur Lane. A two way driveway is
proposed at the Southend of the lot, with 9 parking spaces to be located to the
south and east of the driveway. A 10 foot wide landscape area is proposed along
the south property line. A minimum 12 foot wide driveway is to be constructed
around the building to provide access to the drive -up teller.
The site plan does provide for stacking of cars waiting for the drive-thru teller,
although some conflict may occur with parked vehicles which attempt to egress from
the site. Considering that the present proposal is for a temporary building, it is
felt that the site plan is adequate.
NOTE:
The applicant should be aware that the granting of approval of driveways and
parking as proposed for this temporary building, should in no way be construed as
granting approval for such purposes for the permanent building.
PARKING:
A bank facility of 1,800 square feet is required to provide 9 parking spaces. Nine
spaces are to be provided.
I_ANDSCAPTNP-
The Municipal Code requires that a minimum 15% of the parking area be landscaped.
The landscaping proposed complies with the requirement.
A six foot high slumpblock wall is proposed along the south property line to
separate the parking lot from the apartments to the south. The wall is shown
extending to Larkspur property line and northerly to the driveway entrance. The
wall adjacent to Larkspur and for the initial 10 feet back from the street is
limited to 42 inches in height.

Four Fan Palm street trees are proposed along Larkspur Lane and two 24 inch
box Ficus Nitida are proposed, one on either side of the bank building. In
addition, 15 gallon Ficus Nitida and Brazilian Peppers are proposed in the
parking area landscaping. Along the southend of the proposed building, 5 gallon
Pittosporum Tobira are to be planted at 36 inches on center.
BUILDING ELEVATIONS:
As noted previously, the proposed building is a modular building with custom
modified exteriors. The walls are to be finished in a sand color plaster with
brown stained wood trim accent. At the northend of the building an.enclosed
trash area is to be provided. The enclosure is composed of a 6 foot high slump -
block wall to be light brown to tan in color.
When the Board briefly considered this item at its last meeting, one concern
was the lack of any solar protection on the west side on the building. This
concern was forwarded to the applicant's architect. The response was that the
building will comply with Title 24 (Energy Regulations).
Considering that this is a local bank attempting to become established it would
seem to make sense that day to day operating costs should be minimized. One
means of accomplishing this would be to provide adequate solar protection to
reduce power bills.
The trash enclosure access area is to be planted with landscape materials. The
access to the trash enclosure should be revised in order that the facility can
be utilized easily.
The applicant is also requesting approval of two business identification signs
not to exceed 50 square feet each (approximately 24 square feet each) and three
directional signs not to exceed three square feet each.
The directional signs are to be one "Entry" sign, one "Exit" sign and one drive -
up teller sign. The site plan indicates a second "Exit" sign is also proposed.
One of the business identification signs is to be located on the north wall of the
trash enclosure facing toward E1 Paseo while the other sign is to be placed on

NATURE OF PROJECT/APPROVAL SOUGHT Preliminary approval of installation of a factory
manufactured temporary modular building for Bank's temporary use.
LOCATION Southeast corner of Larkspur and E1 Paseo.
ZONE C-1
The applicant is requesting permission to install a temporary bank building for use
until the permanent building is completed. A concurrent Temporary Use Permit
application is being processed by Staff at this time and will limit the temporary
building to a specific period of time. The proposed 1,800 square foot structure is
a modular building with custom modified exteriors.
SITE PLAN:
The proposed building is to be sited facing Larkspur Lane. A two way driveway is
proposed at the southend of the lot, with 12 parking spaces to be located to the
south of the driveway facing an 8 foot wide landscape area. A minimum 12 foot wide
driveway is to be constructed around the building to provide access to the drive -up
teller.
Having reviewed the site plan, Staff would suggest the following revisions:
1. That a turn around area be provided at the east end of the
driveway.
2. That additional stacking area be provided for vehicles wishing
to use the drive-thru teller.
NOTE:
The applicant should be aware that the granting of approval of driveways and parking
as proposed for this temporary building, should in no way be construed as granting
approval for such purposes for the permanent building.
PARKING:
A bank facility of 1,800 square feet is required to provide 9 parking spaces. Twelve
(12) spaces are proposed.
The Municipal Code requires a minimum setback of 6 feet to any parking space. The
setback from Larkspur Lane will have to be increased to conform with the code. Also,
the code requires that end spaces be a minimum of 11 feet in width. Space number 12
on the plan submitted therefore will need to be increased in width.

At this time a total landscape area of some 1,060 square feet is proposed, which
is 17% of the parking area. This amount complies with the Code required 15% minimum.
A six foot high slump block wall is proposed along the south property line to
separate the parking lot from the apartments to the south. The wall is shown extend-
ing to Larkspur property line and northerly to the driveway entrance. The height of
the wall at this point is not delineated. The maximum height of the wall adjacent
to Larkspur and for the initial 10 feet back from the street should be limited to
42 inches to provide adequate visibility for vehicles egressing from the driveway.
Four Fan Palm Street trees are proposed along Larkspur Lane and two 24 inch box
Ficus Nitida are proposed, one on either side of the bank building. In addition
15 gallon Ficus Nitida and Brazillian Peppers are proposed in the parking area
landscaping. Along the Southend of the proposed building, 5 gallon Pittosporum
Tobira are to be planted at 36 inches on center.
BUILDING ELEVATIONS:
As noted previously, the proposed building is a modular building with custom modified
exteriors. The walls are to be finished in a sand color plaster with brown stained
wood trim accent. At the north end of the building an enclosed trash area is to be
provided. The enclosure is composed of a 6 foot high slumpblock wall to be light brown
to tan in color.
SIGN PROGRAM:
The applicant is also requesting approval of two business identification signs not
to exceed 50 square feet each (approximately 24 square feet each) and three
directional signs not to exceed three square feet each.
The directional signs are to be one "Entry" sign, one "Exit" sign and one drive -up
teller sign. The site plan indicates a second "Exit" sign is also proposed.
One of the business identification signs is to be located on the north wall of the
trash enclosure facing toward E1 Paseo while the other sign is to be placed on the
west wall of the building facing Larkspur Lane.

the site plan may need to be revised substantially. For this reason it is felt
that preliminary approval should be withheld at this time, and the matter be referred
back to the applicant for the necessary revisions.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
