Mr. Diaz highlighted the salient points of the staff report. He indicated
that the applicant is requesting 4 signs for the Coast Federal Savings and
Loan building on the southeast corner of El Paseo and Highway 111. He
explained that the two fascia -mounted signs comply with code, but the
proposed 50 square foot wall -mounted logo sign, facing west, exceeds the
sign code height limit for wall signs of 20 feet. Also, the freestanding
monument sign is not permitted pursuant to code (there is an existing
monument sign already in this center).
Mr. Michael Andolphi, representing Coast Federal, explained to the
commission that the proposed monument sign was put there to help hide
the transformer, as well as being a business identification. He also
explained that the wall -mounted sign carries the corporate identity, has
been on television, and is the company logo.
Mr. Andolphi also indicated that the company has received awards from
the chamber of commerce in Northridge.
The commission discussed lowering the sign.
Mr. Sawa explained that according to the scale on the plans the wall -
mounted sign would not fit if it was moved down.
Commissioner Cook expressed concern regarding the colors of the
proposed fascia -mounted signs. (#2037 Yellow and #2418 Brown)
Mr. Andolphi replied that the colors represent the company's identity.
After further discussion regarding the wall -mounted sign and monument
signs, the applicant asked if there was any way they could retain the
signs.
Mr. Diaz indicated that the applicant would have to apply to the planning
commission to request a variance change, and an amendment to the
code. He explained to the applicant that it was usually difficult to
gather findings that justified a variance to sign regulations.

Mr. Sawa explained that during study session the commission expressed
concern regarding the location of the handicapped parking stalls, lack of
elevation front and back, and the type of plant materials used.
Commissioner Martin indicated that the applicant had received a
variance to the front setback requirements. He indicated that he would
like to see more undulation on the front elevation. He explained that the
parking area is limited and the number of spaces he is allowing is
acceptable for a furniture store, but it will always have to be a furniture
store. Any other kind of office would require more parking spaces.
Mr. Diaz explained that customers would be parking in the rear of the
building, so the design is as important in the back, in addition to any
traffic on that back street.
In regard to the proposed plant materials, Chairman Gregory explained
to the applicant that the landscape plans could be improved, using a
larger variety of plants and sizes. He explained that some of the
proposed Junipers cannot survive in a desert climate.
After further discussion, commission indicated that the plans needed
further study regarding the aforementioned items.
Motion by Commissioner Martin, seconded by Commissioner Cook, to
return the plans back to the applicant for restudy. Carried 4-0.

1. Plant material and sizes.
2. Rear elevation should be given some design treatment.
3. Front elevation should be restudied.

DISCI ISSION!
The applicant is proposing four (4) signs for Coast Federal Savings and Loan. Two (2)
would be fascia mounted, channel metal letters facing south and north. One would be
freestanding located at the corner and one would be wall mounted facing west.
The two fascia mounted signs comply with the sign code as it relates to maximum sign
size. These signs, as mentioned above, are to be 17 inch high channel metal letters with
#2037 yellow plex faces with painted returns #2418 brown internally illuminated. These
signs are acceptable to staff.
The proposed 50 square foot wall mounted logo sign, facing west, exceeds the sign code
height limit for wall signs of 20 feet. This sign is some 30 feet above ground level. This
sign should be deleted and another fascia mounted sign be placed on this west facing
fascia.
The proposed freestanding monument sign is not permitted pursuant to code. This center
already has an existing monument sign on the Highway 111 frontage and the center owner
has assigned the rights to a freestanding sign on El Paseo to T.G.I. Friday's. The applicant
was made aware of this problem by staff, but decided to request same notwithstanding.
RECOMMENDATION:
That the commission review the sign program for Coast Federal Savings and Loan, Case
152 C, and if the color (2037 yellow) is acceptable, then approve the fascia mounted signs
for the north, south, and west, and that the wall -mounted sign and freestanding sign not
be approved.

BACKGROUND:
The Board granted preliminary approval for the proposed Savings and Loan at its July 28,
1981, meeting.
Two conditions of the preliminary approval were:
1. That a 36" high berm be provided along the Highway I I I side
of the building.
2. That a section view of the proposed lake be provided with
the final plans to show its relation to viewing from
Highway 111.
The plans submitted for final approval did not include a final landscape plan. The above
noted conditions also were not addressed.
Another related problem which has arisen recently is that of the major parking lot
between the various buildings. Staff and the Design Review Board have not yet approved
detailed design, lighting, grading and landscaping plans for the parking lot. However, the
developer of the center has begun pouring planter curbs and had to be stopped because of
the lack of approval and lack of building permits. This lack of approval has led to an
apparent grading problem for the parking lot adjacent to Crocker Bank. There is a 3-4
foot drop in grade within the lot in a distance of approximately 20 feet which creates an
unacceptably steep approach.
STAFF RECOMMENDATION:
The Board should review the plans in light of the above comments. However, staff
recommends that approved plans not be submitted to the Building Department until the
parking lot plans as mentioned above are submitted and approved. This procedure will
avoid any future problems for any tenants and allow the developer to proceed with parking
lot improvements.

skylights were dual -paned. The Board agreed that the double paned
skylights should be acceptable.
The project's landscape architect was present and in response to a
question, said that he was aware that some of the selected species
may be susceptible to burning however, excellent maintenance should
prevent this from happening. He concurred with the request that the
Ligustrum Texanum be replaced with Lucidum.
On a motion by Cook, seconded by Leung, the Board approved the application
for preliminary and final plan approval subject to the following conditions:
1. That parking lot lighting details be provided for review
by staff.
2. That on the landscape plan the Ligustrum Texanum be
replaced with Ligustrum Lucidum.
3. That construction plans be submitted for approval
of the City fire Marshal prior to issuance of building
permits. All conditions shall be made a part of
construction and no certificate of occupancy shall be
issued until completed.

1. Skylights in the roof without solar protection.
2. Details on parking lot lighting had not been
submitted.
In response to a question from the Board, Mr. Altevers said that the
skylights were dual -paned. The Board agreed that the double paned
skylights should be acceptable.
The project's landscape architect was present and in response to a
question, said that he was aware that some of the selected species
may be susceptible to burning however, excellent maintenance should
prevent this from happening. He concurred with the request that the
Ligustrum Texanum be replaced with Lucidum.
On a motion by Cook, seconded by Leung, the Board approved the application
for preliminary and final plan approval subject to the following conditions:
1. That parking lot lighting details be provided for review
by staff.
2. That on the landscape plan the Ligustrum Texanum be
replaced with Ligustrum Lucidum.
3. That construction plans be submitted for approval
of the City Fire Marshal prior to issuance of building
permits. All conditions shall be made a part of
construction and no certificate of occupancy shall be
issued until completed.
Motion carried 4-0.
Case No. 152 C - MILLARD ARCHULETA/ROBERT RICCIARDI ASSOC.- Preliminary
approval of an 18,000 square foot commercial building. Al Cook was present
on behalf of the applicant.
Mr. Smith highlighted the salient points from the staff report.
Mr. Cook advised the Board the windows in the roof area are recessed and
provided with solar protection. The window area of the first floor is
provided protection by a 4-6 foot roof overhang. In response to a question
Mr. Cook advised that it may be possible to install a 3 foot high berm
along the Highway III side of the building.
On a motion by Gregory seconded by Leung, the Board approved the application
for preliminary elevations and landscape plan subject to the following
conditions:
1. That a minimum 36" high berm be provided along the Highway Ill
side of the building.
2. That the final plans provide a section view indicating how the
proposed lake will be designed in relation to viewing from
Highway 111.
Motion carried 3-0-1 (Cook Abstained).

18,000 sq.ft. commercial building (Coast Federal Savings & Loan & rental Space)
LOCATION Northwest corner Palms to Pines West - Phase II.
ZONE PC (3), S.P.
The site is in the Palms to Pines Center, Phase II, westerly of the proposed
Crocker Bank. DP 06-80 of which this project is a part of, was approved indi-
cating building pad areas.
The total,building area proposed is some 18,000 sq.ft. Coast Federal Savings
and Loan is to occupy 9,000 sq.ft. facing toward Highway 111. Four rental units
with a total 9,000 sq.ft. are also proposed; three of the rental units are at
the rear of the Coast Federal Savings and Loan facing onto the parking area.
The fourth rental unit is in a separate building to the east of the main
building.
Elevation Treatment
The buildings are one story in height with a maximum (scaled from elevations)
height of 32 feet. The structure is contemporary and will utilize exterior
plaster, exposed wood accent and a tile roof.
A Development Plan condition of approval is that there be one unifying architec-
tural theme for the center. The original building elevations submitted indicated
a spanish tile, wood trim, and siding with plaster walls architectural style.
Staff feels that there should be compatibility between the different structures.
This building is similar to the recently approved Crocker Bank building.
The window area on all four sides is provided with solar protection by extensive
roof overhangs. However, staff is concerned that window area is proposed in
the south facing portion of the roof.
Site Plan
The site plan proposed is in accordance with the development plan approval. No
drive-thru teller area is proposed for the savings and loan.
Landscaping
A site landscaping plan was not submitted, however, staff was advised that
the applicant will attempt to have one available for review by the Board.
Sign
A sign program for the building has not been provided. The architect indicated
that the rental units would probably have hanging signs similar to the rest of
• the center. The Coast Federal signs will be prepared once the preliminary
approval is obtained.

Staff Analysis
Staff feels the site plan and elevations submitted are acceptable. The
Board should review the submitted plans and determine acceptability. Should
the Board feel these plans are acceptable, staff will forward your approval
along with any revisions to the Planning Commission for confirmation.
