WHEREAS, the Planning Commission of the City of Palm Desert, California, did review the Design Review Board actions of July 28, 1981, approving: CASE NO. 153 C - Preliminary and final plans for an 18,550 corporate office building located at the south- east corner of Country Club Drive and Cook Street for SUNRISE COMPANY. CASE NO. 152 C - Preliminary plans for an 18,000 square foot commercial building located at the north- west corner of Palms to Pines West - Phase II for ARCHULETA/ RICCIARDI ASSOCIATES. MEMBERS PRESENT: Al Cook Ron Gregory Rick Holden (Arrived 3:15) Charles Martin Bernie Leung MEMBERS ABSENT: Phyllis Jackson Vern Barton STAFF PRESENT: Ramon A. Diaz Stan Sawa Steve Smith Patty Armitage On a motion by Cook, seconded by Gregory, the Board approved the minutes of July 7, 1981, as written. Motion carried 2-0-2 (Martin and Leung abstained) II. Minute Motion approving cases found acceptable at the study session: NONE III. CASES Case No. 120 C - MAY COMPANY - Final approval of site, elevations and landscaping plans. Jim Horasz of the architectural firm of Abrahamian, Pagliassotti and Tanaka was present on behalf of the applicant. The Chairman told Mr. Horasz that the Board had reviewed the plans during study session and noted a discrepancy.in the roof overhang and parapet over entrance number 3 as shown on detail 1 on page A-14. Mr. Tanaka previously had explained that the detail would be done in a different manner which would extend the overhang out further. Mr. Horasz indicated that the detail could be changed without affecting the rest of the plan. On a motion by Leung, seconded by Gregory, the Board approved the application for final approval of site, elevations and landscaping for May Company, subject to the following condition: 1. That the roof detail shown on page A-14 be modified in accordance with the Board requirements. Motion carried 3-0-1 (Cook Abstained). The Chairman explained that required modification will not delay the plan check procedure and the revisions can be brought to the Board informally at staff level as soon as they are available. Case No. 153 C - SUNRISE COMPANY - Preliminary and final approval of site, elevations and landscaping plans for corporate office building. Robert Altevers was present on behalf of the applicant. Mr. Smith highlighted the salient points from the staff report and indicated that staff had two concerns: MINUTES DESIGN REVIEW BOARD MEETING JULY 28, 1981 III. CASES (CONTINUED) 1. Skylights in the roof without solar protection. 2. Details on parking lot lighting had not been submitted. PAGE TWO In response to a question from the Board, Mr. Altevers said that the skylights were dual -paned. The Board agreed that the double paned skylights should be acceptable. The project's landscape architect was present and in response to a question, said that he was aware that some of the selected species may be susceptible to burning however, excellent maintenance should prevent this from happening. He concurred with the request that the Ligustrum Texanum be replaced with Lucidum. On a motion by Cook, seconded by Leung, the Board approved the application for preliminary and final plan approval subject to the following conditions: 1. That parking lot lighting details be provided for review by staff. 2. That on the landscape plan the Ligustrum Texanum be replaced with Ligustrum Lucidum. 3. That construction plans be submitted for approval of the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. Motion carried 4-0. Case No. 152 C - MILLARD ARCHULETA/ROBERT RICCIARDI ASSOC.- Preliminary approval of an 18,000 square foot commercial building. Al Cook was present on behalf of the applicant. Mr. Smith highlighted the salient points from the staff report. Mr. Cook advised the Board the windows in the roof area are recessed and provided with solar protection. The window area of the first floor is provided protection by a 4-6 foot roof overhang. In response to a question Mr. Cook advised that it may be possible to install a 3 foot high berm along the Highway III side of the building. On a motion by Gregory seconded by Leung, the Board approved the application for preliminary elevations and landscape plan subject to the following conditions: That a minimum 36" high berm be provided along the Highway Ill side of the building. 2. That the final plans provide a section view indicating how the proposed lake will be designed in relation to viewing from Highway 111. Motion carried 3-0-1 (Cook Abstained). ,ENDA ITEM NO. _III. B-1 DESIGN REVIEW BOARD CASE NO. 153 C APPLICANT (AND ADDRESS) SUNRISE COMPANY (41-500 Monterey Ave., Palm Desert; Attn: Phillip Smith Jr.) NATURE OF PROJECT/APPROVAL SOUGHT Preliminary and final approval of site, elevations and landscape plans for Corporate office building LOCATION Southeast corner of Cook Street and Country Club Drive ZONE PC (2). S.P. Sunrise Company is proposing to construct an 18,550 square foot corporate office building on a 2.07 acre site at the southeast corner of Cook Street and Country Club Drive. Site Plan The site plan proposed is in accordance with the development plan approval granted by the Planning Commission April 15, 1981. Elevational Treatment The architectural treatment is the same "ranch" style as to be used in the adjacent residential project. The roof will be jumbo cedar shake and the walls will be board and batten. Stone veneer covered pilasters support roof overhang structures and in addition large stone veneer fireplace chimneys are to be located on the north and south sides of the building Al.ong the southeast portion of the parking lot a covered parking area is proposed. The trellis will extend a distance of some 138 feet and provide shaded parking for 14 spaces. The total height of the trellis will be approximately 102 feet. Landscaping The preliminary landscape plan indicates that a variety of 6 tree types are proposed all at sizes of 24 inch box or greater. In addition, a wide variety of groundcover and shrubs are proposed. At the front of the building in the area adjacent to the intersection a large pond with waterfalls is indicated. Across the southeast property line adjacent to the residential property a 7' high block wall is proposed. A five foot strip of landscape area is provided in front of the wall. The development plan for the residential development to the southeast also provides for a landscape strip adjacent to the block wall. Solar Protection The solar protection provided to the building is basically adequate. The end walls which face south and east respectively have no glazed area and are finished in stone veneer - the rest of the building elevations oriented north-west and south-east have a substantial roof overhang. One area of concern i nvol ves the skylights proposed in the roof area. Some appropriate protection should be installed on these glazed areas. over... Staff Analysis: The applicant has submitted working drawings and based on staff review we would have no objection if the Board were to agree to grant preliminary and final approval subject to any conditions deemed appropriate by the Board which could be reviewed by staff. The Board should review the proposed plans to determine acceptability. Staff would suggest that any approval be subject to the following: 1. That appropriate solar protection be provided for the skylights. 2. That details of parking lot lighting be submitted; lights to be down -shining with light source hidden per Municipal Code requirements. Miscellaneous Items A trash enclosure is proposed at the southwest corner of the parking lot. The enclosure will be finished with board and batten similar to the main building. Details of parking lot lighting and landscape lighting have not been provided. These details should be provided especially considering the location of the office building relative to the residential property. The applicant advises that a sign program has not been developed at this time. When the sign program is ready, approval of the Board will be required.
