NATURE OF PROJECT: Amendment to existing sign program. LOCATION: Northeast corner of Highway I I I and San Luis Rey. ZONE: C-1, S.P. Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural committee approved the amendment to the existing sign program. Date of Action: May 24, 1983 Vote: 5-0-1 (Mr. Leung abstained). Diaz Stan Sawa Steve Smith Patricia Armitage On a motion by Commissioner Cook, seconded by Commissioner Gregory, the minutes of the May 10, 1983 meeting were approved as written. Motion carried 5-0-1, with Commissioner Leung abstaining. II. CASES: A. Final Plans: 1. CASE NO: 154 C APPLICANT (AND ADDRESS): 7-ELEVEN, 73-800 Highway Ill, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Amendment to existing sign program. LOCATION: Northeast corner of Highway 111 and San Luis Rey. ZONE: C-1, S.P. Mr. Smith indicated that the existing 7-Eleven and Chief Auto Parts stores wish to relocate the existing wall signs onto the fascia above the entries to the stores. He added that in addition, the 7-Eleven store would like to install a 1 x 3 foot "Open 24 Hours" directory sign where the present sign is located. The reason for these changes is to improve visibility from the highway and to inform the people that they are open twenty-four hours a day. Mr. Bob Weinstein, owner of the 7-Eleven store was present and indicated that he was struggling to keep his business going because people could not see the sign from the highway and they weren't aware tha: the store was open twenty-four hours a day. On a motion by Commissioner Holden, seconded by Commissioner Cook, the amendment to the existing sign program was approved. Motion carried 5-0-1 with Commissioner Leung abstaining. - 1 - AGENDA ITEM NO: III-A-1 DATE: MAY 24, 1983 ARCHITECTURAL COMMISSION CASE NO: 154 C APPLICANT (AND ADDRESS): 7-ELEVEN, 73-800 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Amendment to existing sign program. LOCATION: Northeast corner of Highway I I I and San Luis Rey. ZONE: C-1, S.P. BACKGROUND: The existing 7-Eleven and Chief Auto Parts stores wish to relocate their signs. The existing wall signs are to be relocated onto the fascia above each of the store's entry. In addition 7-Eleven wishes to install a 1 x 3 foot "Open 24 Hours" directory sign where its present sign is located. This sign will use the same ivory, brown and rust colors that are in the existing signs. The signs as proposed conform to the code as it relates to size. CASE NO. 165 C (CONTINUED) Mr. Gregory commented on the landscaping as follows: 1. Fountain grass grows to four feet in height, is quite invasive and could result in problems in this area. 2. The layout of other materials lacked imagination. 3. Spanish broom and common wormwood are not used often in the desert. 4. If the landscaping is to be drought tolerant then a drip irrigation system would be adequate. 5. If a conventional irrigation system is to be used then it should be down -sized from IYP to approximately 3/4 inches and the "pop-up" heads replaced with "bubbler" type heads. In conclusion it was felt that a redesign of the landscape plan and irrigation plan would be appropriate. On a motion by Mr. Leung, seconded by Mr. Gregory, the application was referred back to the applicant for a restudy of the building elevations and resubmittal of the revised landscape and irrigation plans. Motion carried unanimously 4-0. III. DISCUSSION ITEMS: I. CASE NO: 154 C APPLICANT (AND ADDRESS): 7-ELEVEN STORE NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of a roof over the storage area. LOCATION: 73-800 Highway III ZONE: C-1 Mr. Smith indicated that the storage section at the rear of the building is enclosed on the top by a chain link fence. They are requesting that they be allowed to build a roof over that area to keep the rain out. Mr. Gregory asked if this change would affect the parking requirements. Mr. Sawa replied that they would still have enough parking to meet the code requirements. On a motion by Mr. Gregory, seconded by Mr. Cook, the board granted approval of the roof installation subject to the top of the new roof being no higher than the existing enclosure walls. Motion carried 3-0-3 (Mr. Cook, Mr. Jackson and Mr. Leung abstained). CASES 1. Mr. Leung was present to represent this case and indicated that he would abstain from voting. Approval Sought and Location: Request for approval of landscape plans for a previously approved 4,800 square foot retail commercial building. Mr. Sawa indicated that the final building plans for this case were reviewed and approved by the Board at its February 23, 1982, meeting and that the applicant had since submitted a landscape plan which was reviewed during the Design Review Board study session. On a motion by Mr. Cook, seconded by Mr. Barton, the landscape plan was approved subject to the following conditions being addressed with Conditions Nos. 2, 3 and 4 being reviewed informally by Mr. Gregory when the changes are brought about: 1. That the retaining wall proposed for the northwest corner of the property be redesigned and/or relocated in compliance with Municipal Code 25.56.200. 2. That the parking stall at the east of Frontage Road entry be shaded with a planter containing material that is colorful and of a high -growing nature. 3. CASE NO: 232 MF - MICHAEL GILANO - 2772 Main Street, Irvine, CA 92714, THOMAS MAURER, A.I.A., 206 W. Wilshire Avenue, Fullerton, CA 92632 and ADAMS, STREETER & WOOLSEY, CIVIL ENGINEERS, INC., 17981 Skypark Circle, Suite M, Irvine, CA 92714. Mr. Thomas Maurer was present to represent the applicant. Approval Sought/Location: Final approval of plans for 13 unit residential condominiums and recreational facilities located at Ryway Place, 250 Feet north of Grapevine Street. Mr. Sawa reviewed the staff report indicating that the Board had granted preliminary approval to this application at its February 23rd, 1982, meeting subject to a series of conditions contained in the staff report dated February 23, 1982. He added that Conditions 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, 13 and 15 had been fulfilled but that Conditions 5, 6, 14 and 16 had not yet been addressed on the plans. Mr. Maurer presented Staff and the Board with a letter indicating that they would install a wrought iron fence on top of the retaining wall adjacent to the south property line where the wall will exceed 30" in height (Condition 6) and that they would color the north side of the northern perimeter wall to match the exterior color of the property owners homes (Condition 14). The applicant indicated that he had with him the plans from the Sanitation District (Condition 5). Mr. Maurer felt that skylights with a mirror finish would be obtrusive, that if possible he would like them to be dual glazed with the outer surface being solar bronze. He added that solar bronze would be used on the windows on the west side too. On a motion by Mr. Barton, seconded by Ms. Jackson, the Board granted final approval of the plans subject to Condition No. 16 being changed to show the skylights as being "Solar Bronze" instead of "Mirror Finish". Motion carried unanimously 6-0. 3. CASE NO: 165 C - BRAXTON, DENNIS - CREATIVE DESIGNS, 21,855 South Avalon, Suite 8, Carson, CA 90745. roval Sought/Location: Preliminary and final approval of plans for a two story office retail building at the southeast corner of Shadow Hills Road and Frontage Road. Mr. Diaz reviewed the staff report indicating that in terms of the plot plan, Staff was concerned with the parking layout to the rear. That the property line to the south requires a 10 foot wide landscape buffer area and that the southernly parking aisle is a dead-end parking area which could cause a problem, this could be resolved by moving the entire building to face north. He indicated that Staff had completed another plot plan for submittal utilizing the building and placing it at the corner of the property which would be able to attend the 31 parking spaces as desired and which would eliminate the dead-end parking situation. He added that this plan would call for some redesign of the building in terms of the elevations. DISCUSSION: Final building plans were reviewed and approved by the Board at its February 23, 1982, meeting. At that time a landscaping plan was not available. The applicant's architect has now submitted a landscape plan. STAFF RECOMMENDATION: The Board should review the landscape plan to determine acceptability. Mr. Charles Garland was present. 16,069 Shoemaker 160 El Paseo, Palm Approval Sought and Location: Final approval of plans for a 4,800 square foot retail commercial building located at the northeast corner of Palm Desert Drive and San Luis Rey. Mr. Smith indicated that there had been some discussion at the Design Review Board Meeting of August 11, 1981, regarding a monument sign that the applicant wanted to install at the southwest corner of the property; he informed the Board that this had since been deleted from the proposal. He also stated that the final plans were substantially the same as those given preliminary approval, with one change involving the location of a door on the north elevation. The Municipal Code requires the proposed retaining wall at the northwest corner of the property be a minimum of 25 feet back from the intersection in order to provide visibility. A condition to this effect was advised. On a motion by Mr. Holden seconded by Mr. Gregory, the final approval of the plans was granted subject to the Condition listed in the staff report and with an added condition that a landscape plan be submitted and approved by the Board prior to issuance of any Building Permit. 2. Approval Sought and Location: Preliminary approval of plans for 13 residential condominium units and recreational facilities located at Ryway Place, 250 feet north of Grapevine Street. Mr. Sawa expressed concern over the retaining walls in the areas adjacent to the south property lines on both sides of Ryway Place. He felt that since these walls were near a public street a minimum 36 inch high decorative guardrail should be provided for safety, regardless of whether they were required by Building Codes. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a 4,800 square foot retail commercial building. LOCATION: Northeast corner of Palm Desert Drive and San Luis Rey. ZONE: C-1 - S.P. DISCUSSION: The Board granted preliminary approval of this application at its August 11, 1981, meeting. At that time the site plan and elevations were found to be acceptable. There was some discussion regarding a monument sign to be installed at the southwest corner of the property. The monument sign is not included as a part of the final plans. The final plans are substantially the same as the plans given preliminary approval. One change involves the location of a loading door on the north elevation. This door was not part of the preliminary plans. A problem with the final plans concerns the proposed retaining wall at the northwest corner of the property. The Municipal Code requires walls of this type to be a minimum of 25' back from the intersection to provide adequate visibility. The applicant's architect has been advised of this problem and will be working on same. The Board should review the final plans and determine acceptablity. Should the Board decide to grant final approval of the plans, Staff would suggest that it be subject to the following condition: /pa 1. II. On a motion by Rick Holden, seconded by Vern Barton, the Board approved the following cases found acceptable at the study session: 1. CASE NO. 149 C - RURAL STORES, INC., c/o JOHN OUTCAULT, Applicants - Final approval of plans for a 7,106 square foot commercial building. 2. CASE NO. 650 SA - BANK OF AMERICA & DENNY JONES, Applicants - Amend- ment to the sign program. Motion carried 4-0. III. CASES CASE NO.154 C - SOUTHLAND CORPORATION and BERNARD LEUNG, Applicants - Preliminary approval of plans for a 4800 square foot retail commercial building. Mr. Smith reviewed the staff report and indicated that Staff had some concern with the proposed driveway access onto San Luis Rey because it is so close (30 feet) to the intersection of Palm Desert Drive and San Luis Rey. Two possible alternative site plans were presented which would not require the San Luis Rey access driveway. The Board was of the opinion that because Palm Desert Drive is a one way street westbound, access to the site from San Luis Rey is essential. Mr. Leung indicated that he would like to discuss the signs for the build- ing in order to have some idea as to what might be put up. There was some discussion regarding having a monument sign in addition to two wall signs. Mr. Smith indicated that if they decide to do this, they would have to go through a Variance procedure in order to approve it. On a motion by Holden, seconded by Barton, the preliminary plans for the 4800 square foot retail commercial building was approved, with the signs to be reviewed at a later date. Motion carried 3-0-1 (Leung Abstained). IV. DISCUSSION ITEMS 1. CASE NO. 90 C - JANICE SCHOEN - Approval of a one year Time Extension. On a motion by Holden, seconded by Barton, the Board approved a one year Time Extension for this project. Site Plan: The proposal is to construct a 4800 square foot retail commercial building facing on and setting back 85 feet from Palm Desert Drive, with parking for 23 vehicles in front of the building. The loading area is provided at the rear with access from Alessandro. Driveway access to the parking lot is provided from both Palm Desert Dr. and San Luis Rey. Staff has concerns with the site proposed plan. In order that a dead-end parking lot is not created the applicant has provided an access onto San Luis Rey. The City Engineer has reviewed this plan and expressed concern that an access point would be located so close to the intersection of San Luis Rey and Palm Desert Drive (some 30 feet). Deletion of the access to San Luis Rey would create an undesirable parking layout. Staft would suggest that the Board consider requesting revision of the site plan by turning the building 90 degrees and face it onto San Luis Rey. Driveways from Palm Desert Drive and Alessandro should only be required. Alternatively, the applicant could consider moving the building further back on the lot and deleting the loading area. The increased area could then be used to create a turn -around area in the parking lot. Landscaping: The landscaping areas shown on the plans conform to the 15% requirement. e T h Tandscape area is deficient in that 1/3 of the landscaping is not distributed in the interior of the parking area. The proposed street trees, 10 gallon yellow oleanders will need to be increased in size to minimum 24 inch box as required by adopted devel- opment standard. The Board should review the landscape plan to determine acceptability. Elevations: The proposed building is the typical 7-11--Chief Auto Parts building. The walls are to be cement plaster with a red mission tile mansard roof. Signs: Although a formal sign application has not been submitted the plans do indicate that two wall mounted signs (2' x 12' each) are proposed facing onto Highway 111. In addition, an 8' x 14' combo pole sign is noted as desirable at the corner of the property at Palm Desert Drive and San Luis Rey. The Municipal Code does not permit both wall and freestanding signs for this building. Should the applicant desire to pursue a pole sign, a variance request would be necessary. The Board may wish to comment on the signs at this time or may choose to wait until the formal application is received. Analysis: Considering the site plan problems as outlined above staff is reluctant to recommend that the Board grant preliminary approval at this time. The Board should review the plans to determine acceptability. continued.. Should the Board decide to grant preliminary plan approval then it should be subject to the following conditions: Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board. No final inspection or occu- pancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed.
