2. CASE NO: 227 MF - IRONWOOD COUNTRY CLUB
Mr. Smith reviewed the case indicating that the major addition would be the
installation of a canopy roof extending across the full width of the two driveways.
Mr. Frank Urrutia of Wexler-Urrutia was present on behalf of Ironwood Country
Club. He indicated that the material of the roof structure would be sandblasted
and it will be 4'6" high and would extend 92 feet across. Even with the wider
planter area in front of the security hut, each of the driveways will be a minimum

On a motion by Phyllis Jackson seconded by Vern Barton, the Board granted
preliminary approval of the new entrance design for Ironwood Country Club.
3. CASE NO: 159 C - KERNON OSTER
Mr. Smith stated that the site plan submitted by the applicant was unacceptable
and that Staff had prepared an alternate plan which was presented to the Board and
recommended for approval.
The applicant, Mr. Kernon Oster indicated that he felt the alternate plan presented
by Staff was not acceptable because it did not provide enough floor area to make
the development economically feasible.
The Board reviewed both plans and it was the consensus that the plan and
elevations submitted by the applicant were not acceptable and could not be
approved. Staff indicated that an additional area may be added to the lot through a
street vacation procedure. Upon hearing the Board's decision, Mr. Oster indicated
that he was prepared to accept the plan as presented by Staff.
Based on this agreement, the Board indicated it could grant approval of the
concept for the parking scheme presented by Staff.
On a motion by Phyllis Jackson, seconded by Ron Gregory, the Board granted
approval in concept to the parking scheme presented by Staff.
Motion carried unanimously 7-0.
3. CASE NO: 228 MF - AL JOHNSON
Mr. Bernie Leung asked to be excused at this time.
Mr. Smith indicated that this was an application for preliminary approval of plans
for the construction of two duplex dwelling units on the south side of Verba Santa,
east of Highway 74, that the site plan as submitted complies with the setbacks
required in the zoning ordinance. He added that the landscape plan is preliminary
and needs some work.
Mr. Gregory stated that the landscape plan should be refined and improved,
especially considering the Scenic Highway designation for Highway 74.
The applicant Mr. Al Johnson replied that his landscape plan conforms to the rest
of the neighborhood.
Mr. Al Cook stated that the Board is concerned that it be a good landscape plan
because it is in the Scenic Preservation overlay area.
The applicant replied that he would hire a Landscape Architect to improve the
plan.
On a motion by Vern Barton, seconded by Jackson, the Board approved the
preliminary plans subject to the conditions included in the staff report. Motion
carried 6-0-1 (Bernie Leung abstaining).

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a one
story commercial building.
LOCATION: Northwest corner of San Carlos and Highway 111.

Site Plan:
The applicant has submitted several proposed site plans for the development of the site.
Staff has developed what it feels is the best site layout considering the constraints
imposed on the lot due to its shape. The applicant met with Staff and did not object to the
Staff proposed layout.
The layout being recommended for approval proposes a 2,500 square foot building located
adjacent to Palm Desert Drive. The parking area is located to the rear of the building
with one-way access from San Carlos. A single lane driveway provides access to the
parking spaces set at 450. The driveway exits onto an alley at the north side of the lot.
An existing power pole located in the alley, will according to code, have to be removed
and the power lines undergrounded. This will make the alley usable for the purpose of the
applicant.
The plan as recommended complies with the Municipal Code with the exception of the
setback from Palm Deset Drive. An application for an adjutment has been filed.
Building Elevations:
The building elevations submitted are not appropriate for the site plan being
recommended. If the site plan is given preliminary approval, then the applicant can
approach an architect with a view to preparing detailed plans.
The site is in the AO-1 flood zone. In view of the uncertainty of the site plan, flood
approval has not yet been received, but will be required prior to working drawings being
approved.
RECOMMENDATION:
That the Board review the proposed site plan and if it is deemed acceptable, then it could
be given preliminary approval subject to the following conditions:
1. That the alley adjacent to the north of the property be improved (paved) to
satisfaction of the Director of Public Works.
2. That the existing power pole located in the alley to the north of the
property be removed and the power lines undergrounded pursuant to
Municipal Code requirements.
3. That the landscaping plans and elevations for the proposed building be
submitted to the Design Review Board for preliminary approval when
available.
4. Construction plans shall be submitted for approval to the City Fire Marshal
prior to issuance of building permits. All conditions shall be made a part of
construction and no certificate of occupancy shall be issued until completed.

5. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans and
sign program shall be submitted to the Design Review Board. No final
inspection or occupancy permit shall be given by the Department of
Environmental Services to this project until the aforementioned
approved plans and construction shall have been completed.
6. Prior to submission of final working drawings applicant shall obtain
Public Works approval for prevention of flood damage.
7. Applicant shall obtain an adjustment for setbacks, prior to submission of
working drawings.
8. Provide a 3 foot high decorative masonry wall to screen parking from
San Carlos; wall to extend a minimum of 20 feet adjacent to the alley
from San Carlos.
9. Applicant shall install sidewalks as required by the Director of Public
Works.

permit.

be submitted to the Building and Safety Division for plan check.
MULTI -FAMILY, COMMERCIAL, and other projects that must be reviewed by the D.R.B.
and Planning Commission usually require 10-20 days.
In order to facilitate processing, the applicant or a designated representative
should attend the review hearings to answer questions which may arise regarding
the project.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
