SUBJECT: REQUEST FOR REVISION OF AWNING PROGRAM
AT TGI FRIDAYS, PALM DESERT
At its regular meeting of May 25, 1989, the Palm Desert City
Council, by Minute Motion, overturned the decision of the
Architectural Review Commission and denied the requested revision
to the subject awning.
In addition, the Council directed that if replacement of the
awnings is in order, they must conform with the original awning
structure size.

Camtissioner Drury asked how the awning was attached to the wall.
Mr. Outcault indicated that the awning would be attached by a 1" x
1" steel frame and steel braces at each wood column. The over-all
awning will be 4' in height and drops about 1' below the fascia.
Cannissioner Drury asked if the awning would be used for one business
identification or two. Mr. Outcault was not sure.
It was moved by Cannissioner McCrea, seconded by Omudssioner Holden
to approve this case as submitted. Carried 4-0.

fence extend from the ground up to the top of the building. The
architect indicated that the chain link fence was being used to
create the appearance of a backstop.
Cannissi_oner Holden indicated that the appearance of the backstop
will only occur when inside the building looking out.
Commission felt that the fence gives the building the appearance of
being split dawn the middle and being two buildings. Commission
asked if the fence could be cut down some to relieve this appearance.

split buildtrg look.
Chairman Gregory stated that the photinias would not survive if
planted on the south elevation and suggested that they be replaced
with something else.
It was moved by Cannissioner McCrea, seconded by Chairman Gregory to

Request for revision of awning
Mr. Smith informed the applicant of the concerns mentioned by the
commission during study session.
The applicant informed corm ssion that the awning program is being
changed on all TGI Friday's restaurants. There are two reasons for
the awning program change. First is because the awnings as was
could not handle the snow load on the TGI Friday's restaurants in
the east and second is to pronounce the awnings and make then more
visible.
Chairman Gregory indicated that the ccurdssion's general concerns
were that the red stripes on the awnings and the scallops are to
strong.
Ca1ntssioner Holden was opposed to the changes to the awnings. He
felt that with the increase in height (from 2' to 41) the red stripes
Of the awnings would be more pronounced and thus make the awnings
more visible. The commission had previously approved the red stripes
on the awnings because the awnings were not pronounced. If the
Proposed changes are approved, a precedent for others would be
established.
It was moved by Chairman Gregory, seconded by Commissioner Drury to
approve this case subject to the condition that the awnings have a
square dropped finish even with the returns and that the scallops be
removed. Carried 3-1 (Commissioner Holden opposed).

That city council overturn the decision of the architectural ca mission
and by minute motion deny the requested revision to the awning program at
TGI Fridays.

TGI Friday's has requested permission to change their awnings. The
request is to increase the height of the awnings (their size) from 1 foot
10 inches to 4 feet. The effect would be to increase their visibility and
make then more pronounced.
Architectural commission felt that the request was not unacceptable if the
scallops were removed. Accordingly, crnmission granted approval subject
to removal of the scallops on a 3-1 vote (Ccmnissioner Holden opposed and
Commissioner Sullivan absent).

one wall mounted sign to replace the existing sign (see attached minutes).

textured steel, internally lit cans, low illumination and will be
located where the existing signs are. The corner sign will be an
identification sign for the complex with three business names added
to it; while the other parking lot sign will be a directory sign
with all businesses in the complex listed.
Chairman Gregory was not in favor of the directory sign. Since
traffic cannot slow down to read the directory signs they are of no
assistance.
Commissioner Holden felt that businesses within 30 feet of the sign
should not be listed; also businesses with street signage. It was
recommended that the sign be placed further into the parking lot
area.
Chairman Gregory suggested that the Columbia Center identification
sign should not have businesses listed on it. It should just read
"Columbia Center".
Commissioner Drury felt that people coming down E1 Paseo would not
be able to see the lower signage on the directory sign because of
landscaping along the street.
It was moved by Commissioner Sullivan, seconded by Commissioner
McCrea to continue this case for restudy to the next meeting.
Carried 5-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Two sets of neon illuminated
letters on raceways and neon border tubing.
LOCATION: 72-620 E1 Paseo.

The applicant is proposing to remove the large brass lettered sign on
the wall, and replace it with two parapet mounted signs for better
visibility and one small sign mounted to the wall. These signs will
use less square footage than the existing sign.
It was noted that the proposed parapet sign height extents past the
exposed plaster section of the parapet wall.

Camtissioner Drury asked how the parapet signs would be attached to
the wall. The signs will be lit can signs internally illuminated
and mounted to the wall.
The representative asked if the blue neon was acceptable with the
commission. The commission was not in favor of the blue neon.
It was moved by Commissioner Drury, seconded by Commissioner McCrea
to approve two corner, adjacent, parapet (Northeast) signs. Wall

existing awning with a permanent over -hang structure. The over -hang
ends at the wing wall, which is a brick tiled veneer over -hang. The
bay windows will be brought out to within 3 feet of the property
line. Also noted was that the rear elevation has changed from that
which was included in the packets.
Commissioner Holden asked what the provisions were for an over -hang
to extend over the property line. Mr. Weller indicated that
provisions allow that for every inch that the over -hang extends over
the property line then there must be added 1 inch higher than 8 feet.
The signs needs to be cut back 2 feet.
Cc missioner Holden asked if signage on the building has been
considered. He felt that consideration for the location of the
signage should be made in the construction stage. This would also
eliminate the need to return at a later date requesting consideration
of signage.

The request is to install two parapet, mounted, neon illuminated letter signs
on raceways, each to read "TGI Friday's". These signs are to have yellow plex
faces to match the existing internally illuminated sign on the east elevation
at the south end of the building.
In the matter of the east elevation, the building has a length of 114 feet
which permits a total of 78.5 square feet of signage. The internally
illuminated yellow sign at the south end of the building is 3.5' x 21' = 73.5
square feet and the existing brass letter sign on the building fascia is 5
square feet. The proposed neon sign to be installed on the parapet is 19.75
square feet. Therefore, just removing the brass letters will not create enough
available sign area to allow commission to approve the requested sign. A
second problem involves the sign height relative to the height of exposed
plaster section on the exterior of the parapet wall. The height of the wall
above the the shed roof is two feet. The plaster area on this wall section is
only 12 inches in that there is a 2 x 4 across the bottom, on its side, and a 2
x 6 across the top, plus a metal flashing. This is reflected in the section
thru A -A on the plan submitted.
The north elevation sign area is not a problem. The 81 feet of building
frontage permits up to 66 square feet of signage. The existing sign is only 5
square feet. The proposal is to install a 20 square foot, yellow faced sign
on the parapet. This sign will also have the same height problem which was
delineated earlier.
The other portion of the request is to install exposed, blue neon tubing around
the top of the perimeter of the parapet roof structure.

Commissioner Leung was concerned that the trees delineated on the plans
could not be planted on the concrete.
Mr. Brankenbush replied that they would be in boxes.
Commissioner Leung felt the front elevations should be restudied for plain
undulation.
On a motion by Commissioner Martin, seconded by Commissioner Holden, the
preliminary plans were approved subject to conditions listed in the staff
report.
The motion carried 4-0-1, Commissioner Leung abstained due to a possible
conflict of interest with his position with the Palm Desert Property Owners'
Association.
IV. DISCUSSION ITEMS:
1. Referring to Mr. Fred Barman's Case No. 200 C, Mr. Diaz suggested that in
future if a commissioner is going to abstain from voting on a case, for

Dear Michael:
At the November 22, 1983 meeting of the city's architectural review commission it was
brought to the attention of staff that the awnings at T.G.I. Friday's Restaurant were not
enclosed on the ends. Minutes of the February 8, 1983 architectural review commission
meeting (copy attached) indicate that awning details would be required prior to their
installation. This condition was imposed following concurrence by a Mr. Hal Richardson,
one of three people representing the applicant at the meeting.
The additional awning detail was never provided to the city; therefore, the necessary
changes which the architectural commission was expecting were not implemented.
In discussing the matter with the commission members it was my impression that they
were looking for the exposed ends of the awnings to be covered with material to match
the sides of the awnings.
The commission will be reviewing your application for the freestanding sign along El
Paseo in the near future and I am sure that if the awnings are enclosed on the exposed
ends that that action will be viewed as a sign of good faith on your part.

Commissioner Holden asked that staff find out why the T.G.I. Friday's
Restaurant awnings were not enclosed on the ends as required.
Mr. Diaz replied that staff would look into the matter and it would be
corrected.
2. Case No. 194 C - Dunham Remodel:
Commissioner Holden was concerned with the wagon wheel molding on the
fascia. He indicated that it was supposed to allow light through the sidewalk
below and it is merely a molded pattern.
Mr. Diaz indicated that staff would look into this matter.
3. Case No. 166 C - Bullocks Department Store:
Commissioner Holden asked if the commission had approved the aqua colored
sign and asked why they had not placed the Indian motif usually used on the
Bullocks store.
Mr. Diaz indicated that it was Bullock's decision to delete the Indian motif and
staff felt it was a minor modification and approved it.
4. City Information Center Building:
Mr. Diaz reviewed the revised plans with the commissioners and it was the
concensus that the entire building should be resubmitted because of the major
changes involved.

The city's sign ordinance, copy of relevent section attached, permits one freestanding sign
per street frontage for shopping centers. At this time there is a sign which reads "El
Paseo Palms" located in almost the identical location proposed for your sign. The code
does not permit two freestanding signs on the same street frontage.
If you could arrange with the center developer to change the existing sign, it may be
possible to have Friday's identified at the street frontage. On other centers the
signage has included a "menu board" approach with the tenants listed along with the name
of the center all on one sign.
If a similar approach can be worked out we would be pleased to process that application.

Please be advised that we are in receipt of your June 23, 1983, transmittal. The
city's sign ordinance provides that a building is entitled up to one square foot of sign per
lineal foot of building to a maximum of 50 feet. For the next fifty feet of building 14 of
one square foot of sign is provided. Thereafter K of one square foot is provided.
Therefore, your 116 foot extent of building adjacent to the driveway would be entitled to
a maximum of 79 square feet of sign (i.e. 50 + 25 + 4 = 79).
According to our calculations the facia mounted sign over the entry would amount
to 7 square feet thereby leaving 72 square feet for the proposed wall sign.

Upon reviewing the submitted plans and the presentations by the staff and by the
applicant, the design review board approved the final plans for the restaurant subject to
conditions.

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a
restaurant.
LOCATION: Palms to Pines West, Phase 2

Mr. Smith indicated that the board had granted a preliminary approval for
the restaurant to be located on the adjacent pad to the west; since then, the
location has been changed to the east corner pad adjacent to the existing
Safeway Center. He outlined staff's two concerns involving the landscaping
and the signs proposed which exceed the allowable area.
Mr. John Blocker representing T.G.I. Friday's, Mr. Alan D. Sclater, A.I.A.,
and Mr. Hal Richardson of the Jerde Partnership were present.
The board was concerned that the odor emanating from the trash enclosure
at the rear of the restaurant would be noticeable on the pedestrian walkway
of the adjacent businesses.
Responding to the board's concern, the applicant stated that all organic
materials would be disposed of in a sealed trash compactor and the trash bin
would be cleaned and deodorized daily.
Other concerns encompassed the lack of awning details on the plans;
screening of the rooftop equipment and whether the lamps as shown on the
plans would be used since they were not shown on the model.
Mr. Hal Richardson of the Jerde Partnership indicated that he would submit
plans showing the awning details; the roof -top equipment would be screened
and the lamps shown on the plans would not be used.
On a motion by Mr. Holden, seconded by Mr. Gregory, the final plans were
approved subject to the following Conditions Nos. 1 and 2 as listed in the
staff report and added Conditions 3, 4 and 5 also listed below:
1. That the applicant submit to the board for review and receive
approval of a landscape plan for the planting areas
immediately adjacent to the building prior to issuance of
a building permit.
2. That a separate sign program application be submitted and
approved.
3. Awning detail shall be submitted for approval prior to
installation.
4. All roof -top equipment will not exceed the height of the
parapet wall.
5. Lamps shown on the plans shall not be installed.

DISCUSSION:
January 12, 1982, the board reviewed the preliminary plans for this restaurant in
the Palms to Pines West, Phase II. At that time the building was to be located on
the next pad to the west. It is now to be located on the east corner pad, adjacent to
the existing Safeway center.
The final plans are in substantial conformity with the preliminary plans
CONCERNS:
I. No landscape plan has been submitted for the area immediately
adjacent to the building and according to the center developer, this will
be the responsibility of Friday's.
2. The signs proposed for the building exceed the allowable area for a
building of this size.
CONCLUSION:
The plans as submitted are acceptable to staff with the exception of the
landscaping and sign concerns listed above.
RECOMMENDATION:
That the board grant final approval to Case No. 159 C, T.G.I. Friday's, subject to
the following conditions:
1. That the applicant submit to the board for review and receive approval
of a landscape plan for the planting areas immediately adjacent to the
building prior to issuance of a building permit.
2. That a separate sign program application be submitted and approved.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a
restaurant building including usage of red and white awnings.
LOCATION: Part of Palms to Pines West, Phase II on Highway 111.

BACKGROUND:
Development Plan 06-80 was originally approved by Planning Commission July 1, 1980.
Subsequently, on March 3, 1981, an amendment to the approved development plan was
approved to permit 16,380 square feet of restaurant uses. The present request is for
preliminary approval of one of the restaurant facilities.
STAFF ANALYSIS:
The building in question is located toward the interior of the subject property and will not
be visible from El Paseo. The building will also be obscured from view from Highway III
by three buildings to be located along the perimeter of the property. In addition, the
building will be set back some 270 feet from Highway 111.
ELEVATIONS:
The building is one story in height (approximately 22 feet). It is contemporary and will
utilize exterior plaster (tan), exposed wood accent and a red tile roof. The red tile roof
would appear to be the unifying architectural theme for the whole center.
The plans also indicate that a red and white awning treatment is proposed over all of the
glazed areas. The awnings are to extend out some four feet from the wall and should
afford some solar protection. A strip of blue tile is proposed around the outside of the
building on two sides.
SIGNS:
The plans indicate that two (2) signs are proposed on the facia above the awning. Details
on the signs were not provided. Additional details on the signs will need to be submitted.
The signs will then be reviewed by the Board.
CONCLUSION:
Staff feels that the elevations submitted are acceptable. The Board should review the
submitted plans and determine acceptability. Should the Board grant preliminary approval,
it should be subject to the following conditions:
1. Construction plans shall be submitted for approval to the City Fire Marshal prior to
issuance of building permits. All conditions shall be made a part of construction
and no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program shall be
submitted to the Design Review Board. No final inspection or occupancy permit
shall be given by the Department of Environmental Services to this project until
the aforementioned approved plans and construction shall have been completed.
3. Submit sign program with final working drawings for this approval.

On a motion by Ms. Jackson, seconded by Mr. Holden, the Minutes of the meeting
of December 8, 1982, were approved. Motion carried unanimously 5-0.
II. Minute motion approving cases found acceptable at the Study Session:
None
III. CASES:
1. CASE, NO. 160C - MILLARD, ARCHULETA ASSOCIATES on behalf of
"BONWIT TELLER" Mr. Robert Ricciardi was present.
Mr. Cook asked to.be excused from voting on this case.
Mr. Smith reviewed the staff report indicating that Staff had no objections to
the preliminary plans .as submitted and would recommend approval of same,
subject to conditions.
In response to questions from the Board, Mr. Ricciardi replied that the roof
overhang would be about three or four feet, the recess of the masonry in the
arches would be equal to the width of the columns. The mechanical equipment
would be hidden in that it will not extend above the tile roof line.
Mr. Gregory asked if more detailed landscape plans would be presented to the
Board in the future. Mr. Smith replied that they would be, this was included in
the conditions.
Ms.. Jackson moved and Mr. Gregory seconded that the preliminary plans as
submitted be approved subject to conditions in the staff report and subject to
the mechanical equipment being hidden from view and being no higher than the
top of the mansard roof.
Motion carried 4-0-1 (Mr. Cook abstained). .
2. CASE NO. 159 C - T.G.I. FRIDAY'S - The representative was present.
Mr. Smith reviewed the report indicating that the plans were for a restaurant
building and that Staff felt that the 'elevations submitted were acceptable
subject to the conditions listed in the staff report.
Mr. Gregory asked if the landscaping was part of the overall site plan. Mr.
Smith replied that- a requirement for a landscaping plan was contained in
Condition No. 2.

Mr. Gregory asked the representative if he had a preliminary landscape plan
with him. The representative indicated that there was some confusion as to
what is available for him to landscape. More complete plans will be presented
to the Board in the future.
Ms. Jackson expressed concern over the awning material, she indicated that
she had never seen it used before and asked the representative if he had had
any experience in this climate with that type of fabric. He replied that he had
not, but that the designers had assured him that the awnings would resist
yellowing and that they would retain their brightness. Ms. Jackson added that
they were more attractive than the canvas ones and indicated that she liked
their color.
Mr. Sawa indicated that Staff was concerned over the amount of blue tile
being used under the windows. The applicant replied that the rendering was
done with the idea that it was necessary to keep it this color in order to
maintain the restaurant's identity. He added that the tile would be about two
feet in height and would be set well below the windows. He was not sure what
the architectural material would be.
Mr. Holden moved and Ms. Jackson seconded to approve the preliminary plans
subject to the conditions contained in the staff report and subject to. the
applicant submitting a sample of the blue material to be used under the
windows and subject to a landscape plan being submitted.
Motion carried 5-0.
3. CASE NO. 112 (AMENDMENT) - CHARLES GIBBS - The preliminary and final
approval of plans to add a mini stc:age building to an existing facility were
continued.
IV. DISCUSSION ITEMS:
"TRI-ENGINEERED HOUSING" (Geodesic Homes) _ Ms. Monica M. Moore, Mr.
Steve Foster and Mr. Stephen Compass were present to discuss the concept of "Tri-
Engineered Housing".
Ms. Moore indicated that she was presenting this concept because she felt that it
would address the increasing need in the City for energy efficient and low cost
housing.
Mr. Steve Foster a local resident for the past twenty years, indicated that he felt
there was a need throughout the Coachella Valley for affordable housing. He
reviewed the costruction techniques and distributed a brochure to the Board.
Mr. Stephen Compass stated that this kind of housing would result in the
conservation of natural resources and would afford the maximum land use. He felt
that since inflation affects us all, geodesic structures would be the homes of the
future. The economy will demand them and people will need them.
Ms. Jackson indicated that she had been given to understand that this type of
housing was not as cost effective as indicated by the time all factors are included.
Mr. Compass replied that it is a proven fact that these structures are about 30 to
50% more energy efficient than a conventional home.
Ms. Jackson felt that due to the cost of land in Palm Desert, selling these houses as
"low cost dwellings" was a misnomer. They should be selling them as a unique
concept. She felt that a standard well equipped house could be built for the same
kind of money or less. She indicated opposition to this kind of housing in Palm
Desert.

The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval'by the Director of Environmental Services.' Any
substantial changg requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be' complied
with as part of the development process.
This approval is opplicable, subject( to the development of this
project, commencing within one year.from approval date and being

it will provide a much better traffic flow and a
preferable parking situation for both of the restaurants.
The overall aesthetics of our building will not change
at all from the rendering that was presented at the
last hearing.

Mr. Smith stated that because Commission had some concern about the red and
white awning this matter was continued from the last meeting for further study. Staff
recommended approval.
MR. TOM HOOLIHAN, Applicant, was present and gave a brief presentation and
distributed pictures of existing restaurants. He explained that the awning is a trademark
of the restaurant.
After reviewing the site and information presented by the applicant the
Commission felt the plans were acceptable.
Moved by Commissioner Wood, seconded by Commissioner Crites, to approve the
Design Review Board's action for 159 C by adoption of Planning Commission Resolution
No. 781. Carried unanimously 5-0.

XI. COMMENTS
Mr. Diaz reviewed items presented to City Council:
A. Amusement Arcades (Straw Hat) - City Council instructed staff to define
arcades and prepare an Ordinance regulating their use; staff prepared report
defining 3 or more machines would constitute arcade.
B. Hillside Overlay - City Council recommended a joint meeting with Planning
Commission on this matter. Meeting will be set.
C. Subdivision Ordinance revisions - staff is proceeding with proposed
amendments.

Commissioner's Miller and Kryder felt that Condition No. 1, which read "Hours of
operation for the arcade area to be same as those for restaurant" was adequate rather
than specifying the hours, but agreed to amend Condition No. 2 to 6 months.
Commissioner Crites suggested adding Condition No. 4 to read: "Security personnel shall
be present on the premises at all times." Commission agreed.
Moved by Chairman Kryder, seconded by Commissioner Crites, to waive further
reading and adopt Planning Commission Resolution No. 774, with Condition No. 2 amended
and Condition No. 4 added, approving an amendment to CUP 09-78. Carried 3-1 (Wood
voting Nay).
C. Case No. ZOA 16-81 - CITY OF PALM DESERT, Applicants
Consideration of an amendment to increase the height
limit for light standards in off-street parking and loading
areas.
Mr. Joy reviewed the staff report recommending approval.
Chairman Kryder expressed a concern for the height limit for commercial uses
adjacent to residential areas. Mr. Diaz explained that any spillover could be controlled
through careful review of plans prior to approval.
Commissiner Crites felt that increasing the height limit to 30 feet would create
increased light visibility. Mr. Diaz explained that this would reduce the number of
lighting standards, therefore, making it more energy efficient.
Chairman Kryder opened the public testimony and asked if anyone wished to speak
in FAVOR or OPPOSITION to this request; there being none, the public testimony was
closed.
Moved by Commissioner Wood, seconded by Chairman Kryder, to waive further
reading and adopt Planning Commission Resolution No. 775, recommending to the City
Council an increase in the height limit for light standards. Carried 3-1 (Crites voting
Nay).

Preliminary plan approvals by the Design Review Board at its meeting of January
12, 1982, requiring Planning Commission confirmation.
J�A Case No. 159 C - T.G.I. FRIDAYS, INC. - Request for preliminary approval
of plans for a restaurant building including usage of red and white awnings
for property at Palms to Pines West, Phase II on Hwy III and El Paseo
(west).
B. Case No. 160 C - MILLARD ARCHULETA ASSOCIATES for BONWIT
TELLER - Request for approval of preliminary plans for a department store
at the Palm Desert Town Center on Hwy 111.
Mr. Smith briefly reviewed these cases and recommended approval of the Design
Review Board's actions.
In reviewing the plans for T.G.I. FRIDAYS, INC., Commission expressed concern
for the red and white awnings. After some discussion, it was the consensus of the
Commission to further study the matter prior to approval.
Moved by Commissioner Wood, seconded by Commissioner Crites, to continue this

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a
restaurant building including usage of red and white awnings.
LOCATION: Part of Palms to Pines West, Phase II on Highway 111.
ZONE: PC(3) S.P.
BACKGROUND:
Development Plan 06-80 was originally approved by Planning Commission July 1, 1980.
Subsequently, on March 3, 1981, an amendment to the approved development plan was
approved to permit 16,380 square feet of restaurant uses. The present request is for
preliminary approval of one of the restaurant facilities.
STAFF ANALYSIS:
The building in question is located toward the interior of the subject property and will not
be visible from El Paseo. The building will also be obscured from view from Highway 111
by three buildings to be located along the perimeter of the property. In addition, the
building will be set back some 270 feet from Highway 111.
ELEVATIONS:
The building is one story in height (approximately 22 feet). It is contemporary and will
utilize exterior plaster (tan), exposed wood accent and a red tile roof. The red tile roof
would appear to be the unifying architectural theme for the whole center.
The plans also indicate that a red and white awning treatment is proposed over all of the
glazed areas. The awnings are to extend out some four feet from the wall and should
afford some solar protection. A strip of blue tile is proposed around the outside of the
building on two sides.
SIGNS:
The plans indicate that two (2) signs are proposed on the facia above the awning. Details
on the signs were not provided. Additional details on the signs will need to be submitted.
The signs will then be reviewed by the Board.
CONCLUSION:
Staff feels that the elevations submitted are acceptable. The Board should review the
submitted plans and determine acceptability. Should the Board grant preliminary approval,
it should be subject to the following conditions:
1. Construction plans shall be submitted for approval to the City Fire Marshal prior to
issuance of building permits. All conditions shall be made a part of construction
and no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program shall be
submitted to the Design Review Board. No final inspection or occupancy permit
shall be given by the Department of Environmental Services to this project until
the aforementioned approved plans and construction shall have been completed.
3. Submit sign program with final working drawings for this approval.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property, being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
s required by Municipal Code.
