Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the Design Review Board approved this project, subject to revisions. Date of Action: June 22, 1982 Vote: 5-0-1 (Mr. Cook abstained) ( An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) The meeting was called to order at 2:00 p.m. after a two hour study session. Il. Final drawings or items not requiring Planning Commission confirmation: I CASE NO: 160 C APPLICANT (AND ADDRESS): MILLARD, ARCHULETA ASSOCIATES, 7440 N. Figueroa Street, Los Angeles, CA 90041. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for the Bonwit Teller department store. LOCATION: Part of Palm Desert Town Center ZONE: PC-3 S.P. The board reviewed the final plans and found them acceptable with revisions to the landscape plan suggested by Mr. Gregory. On a motion by Mr. Gregory, seconded by Mr. Holden, the final plans for the Bonwit Teller department store were approved subject to the following revisions being encompassed in the landscape plan: 1. Small canopy trees or accent shrubs to be added to the Lin Porte cochere planters (i.e. medium fan palms or yuccas oy�Q� rt4 2. Replace Crape Myrtle with evergreen trees. 3. Add more shrubs below Brazilian Pepper. 4. Replace Baccharis with other groundcover. 5. Increase box size of Brazilian Pepper to minimum 54" box. -1- DESIGN REVIEW BOARD MINUTES JUNE 22, 1982 1• CONDITIONS FOR CASE NO. 160 C (CONTINUED) 6. Add two more 5 gallon Doxantha. 7. Add trees to the northeast planter (minimum 30" box). 8. Revise planting in planter on the northwest corner of the building. 9. Do not plant Broadmoor Junipers as goundcover with Pyracantha and Rosemary growing through. If Broadmoor Junipers are used as a groundcover, the Pyracantha and Rosemary should be replaced. CASE NO: 737 SA APPLICANT (AND ADDRESS): ELDORADO BANK, 73-301 Highway 111, Palm Desert, CA 92260 and IMPERIAL SIGN COMPANY, 46-120 Calhoun Street, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding double-faced illuminated identifcation sign. LOCATION: 73-301 Highway 111, Palm Desert. ZONE: C-1 S.P. Mr. Smith reviewed the staff report indicating that the sign would be located in a planter area on the east side of the entrance from the Frontage Road. Its total height including the planter above existing grade would be 12 feet. The board felt the design should be simplified by reducing the number of elements to only those used on the bank building. Ms. Jackson asked if it would be possible to eliminate the logo from the top of the sign and place it where the time and temperature section is, thereby reducing the height of the sign. Mr. Robert George of Imperial Sign Company, said that the height of the sign conforms with the ordinance. There are cars parked along the frontage road and for this reason the height of the sign must be maintained. In all the bank's other signs, the logo is located above the name of the bank. To incorporate the logo into the same can as the bank name would increase the overall size of the sign. On a motion by Mr. Gregory, seconded by Mr. Cook, the proposed sign was rejected and the applicant was requested to revise it showing a more simplified design (i.e. number of elements). DISCI NSIONe On January 12, 1982, the board granted preliminary approval of the plans, subject to conditions contained in the staff report and conditions required by the board. 1. A detailed landscape plan has been submitted. This should be reviewed by the board to determine acceptability. 2. Signage for the building will have to be reviewed by the board at a future date. 3. The board should review the plans to assure that the mechanical roof equipment is satisfactorily screened from view. Mr. Smith reviewed the staff report indicating that Staff had no objections to the preliminary plans as submitted and would recommend approval of same subject to conditions. In response to questions from the Board, Mr. Ricciardi replied that the roof overhang would be about three or four feet, the recess of the masonry in the arches would be equal to the width of the columns. The mechanical equipment would be hidden in that it will not extend above the tile roof line. Mr. Gregory asked if more detailed landscape plans would be presented to the Board in the future. Mr. Smith replied that they would be, this was included in the conditions. Ms. Jackson moved and Mr. Gregory seconded that the preliminary plans as submitted be approved subject to conditions in the staff report and subject to the mechanical equipment being hidden from view and being no higher than the top of the mansard roof. Motion carried 4-0-1 (Mr. Cook abstained). 2. CASE NO. 159 C - T.G.I. FRIDAY'S - The representative was present. Mr. Smith reviewed the report indicating that the plans were for a restaurant building and that Staff felt that the elevations submitted were acceptable subject to the conditions listed in the staff report. Mr. Gregory asked if the landscaping was part of the overall site plan. Commissioner's Miller and Kryder felt that Condition No. 1, which read "Hours of operation for the arcade area to be same as those for restaurant" was adequate rather than specifying the hours, but agreed to amend Condition No. 2 to 6 months. Commissioner Crites suggested adding Condition No. 4 to read: "Security personnel shall be present on the premises at all times." Commission agreed. Moved by Chairman Kryder, seconded by Commissioner Crites, to waive further reading and adopt Planning Commission Resolution No. 774, with Condition No. 2 amended and Condition No. 4 added, approving an amendment to CUP 09-78. Carried 3-1 (Wood voting Nay). C. Case No. ZOA 16-81 - CITY OF PALM DESERT, Applicants Consideration of an amendment to increase the height limit for light standards in off-street parking and loading areas. Mr. Joy reviewed the staff report recommending approval. Chairman Kryder expressed a concern for the height limit for commercial uses adjacent to residential areas. Mr. Diaz explained that any spillover could be controlled through careful review of plans prior to approval. Commissiner Crites felt that increasing the height limit to 30 feet would create increased light visibility. Mr. Diaz explained that this would reduce the number of lighting standards, therefore, making it more energy efficient. Chairman Kryder opened the public testimony and asked if anyone wished to speak in FAVOR or OPPOSITION to this request; there being none, the public testimony was closed. Moved by Commissioner Wood, seconded by Chairman Kryder, to waive further reading and adopt Planning Commission Resolution No. 775, recommending to the City Council an increase in the height limit for light standards. Carried 3-1 (Crites voting Nay). THERE WAS A 10 MINUTE RECESS - MEETING RECONVENED AT 3:45 P.M VIII. DESIGN REVIEW BOARD ITEMS Preliminary plan approvals by the Design Review Board at its meeting of January 12, 1982, requiring Planning Commission confirmation. A. Case No. 159 C - T.G.I. FRIDAYS, INC. - Request for preliminary approval of plans for a restaurant building including usage of red and white awnings for property at Palms to Pines West, Phase II on Hwy III and El Paseo (west). B. Case No. 160 C - MILLARD ARCHULETA ASSOCIATES for BONWIT TELLER - Request for approval of preliminary plans for a department store at the Palm Desert Town Center on Hwy 111. Mr. Smith briefly reviewed these cases and recommended approval of the Design Review Board's actions. In reviewing the plans for T.G.I. FRIDAYS, INC., Commission expressed concern for the red and white awnings. After some discussion, it was the consensus of the Commission to further study the matter prior to approval. Figueroa Street, Los Angeles, CA 90041 on behalf of BONWIT TELLER. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary review of plans for a department store. LOCATION: Part of Palm Desert Town Center on Highway 111. ZONE: PC (3) S.P. nISCUSSiON: The plans which have been submitted are for the Bonwit Teller store in the Palm Desert Town Center. The building location was identified as the Allied Store on the Town Center site plan. Generally the building is located on the north side of the Center. SITE PLAN: The building proposed is in accordance with the site plan approved for the Town Center. ELEVATIONS: The plans submitted indicate a two story building with a height of some 32 feet. The main entrance from the parking area is centered in the north elevation. A Porte Cochere is to be located at this point. This will allow for the drop off of customers and also afford solar protection to the glazed entry area. The building itself is to have a red clay tile roof. The upper wall areas will be cement plaster to match the mall building. The plaster continues to ground level in the form of pillars with arches formed between. The wall in the arches is to be slump block. Also, in the arch areas, 3 foot high slump block planters are indicated. A row of accent tiles is proposed at the top of the wall to provide separation between the plaster facia and the plaster wall. The Porte Cochere will also be finished in cement plaster to match the mall building which also will form a large arch when viewed from the north. A row of accent tile is proposed along the top of the structure. The loading dock is located on the west side of the building. The loading dock is to be installed at a 450angle from the west wall. A 10 foot high slump block wall is to be provided along the south side of the receiving area. In addition, the building will extend out from the main wall in the form of an arch which will further reduce any impact the loading dock may have on the aesthetics. LANDSCAPING: Areas of landscaping are delineated on the east and west ends of the building. No specific planting materials are indicated. A more formal landscape plan should be submitted and reviewed by the Board prior to final approval. SIGNS: Detailed sign plans will have to be submitted and reviewed by the Board. -1- DESIGN REVIEW BOARD AGENDA ITEM NO: III-B-2 CASE NO:160C JANUARY 12, 1982 ANALYSIS! Staff feels that the elevations presented are acceptable. The Board should review the plans to determine acceptability. STAFF RECOMMENDATION: That the application for preliminary approval of plans for Bonwit Teller be approved subject to the following conditions: /pa 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board.
