DISCUSSION:
This facility is presently existing and in operation. They received approval from the
planning commission to add a freestanding building on December 4, 1984. They are
now requesting preliminary and final approval of their plans.
ARCHITECTURE:
The architecture of the 65 foot by 50 foot structure will be contemporary and be very
similiar to the existing building. Exterior materials will be stucco and wood for a
trellis.
LANDSCAPING:
Since the area the building is proposed for has been landscaped, there is no need
for to much more. There will be some additional shrubs added around the building.
RECOMMENDATION:
The plans comply with the planning commission approval and appear acceptable.
The commission should review the plans and determine acceptability.

AN AMENDMENT TO A CONDITIONAL USE PERMIT,
AND NEGATIVE DECLARATION OF ENVIRONMENTAL
IMPACT TO ALLOW A ANCILLARY BUILDING IN
CONJUNCTION WITH THE OPERATION OF AN OFFICE
AND TRAINING FACIITY ON APPROXIMATELY 7.5
ACRES IN THE "P" ZONE ON THE SOUTHEAST CORNER
OF COUNTRY CLUB DRIVE AND SAGEWOOD DRIVE.

WHEREAS, the Planning Commission of the City of Palm Desert, California, did on
the 30th day of October, 1984, hold a duly noticed public hearing and continued hearing on
December 4, 1984, to consider a request by FOUNDATION FOR THE RETARDED OF
THE DESERT for approval of an amendment to a conditional use permit to allow the use
of a ancillary structure with patio cover at the rear of the existing building and other
minor exterior additions in the P (public) zone located at the southeast corner of Country
Club Drive and Sagewood Drive, more particularly described as:
73-255 Country Club Drive
WHEREAS, said application has complied with the requirements of the "City of
Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-89", in that the director of environmental services has determined that
the project has previously been assessed in connection with CUP 01-82 and no further
documentation is deemed necessary.
WHEREAS, at said public hearing, upon hearing and considering all testimony and
arguments, of all interested persons desiring to be heard, said commission did find the
following facts and reasons to exist to justify the granting of said conditional use permit:
1. The proposed location of the conditional use is in accord with the objectives
of the zoning ordinance and the purpose of the district in which the site is
located.
2. The proposed location of the conditional use and the conditions under which
it will be operated and maintained will not be detrimental to the public
health, safety or general welfare, or be materially injurious to properties or
improvements in the vicinity.
3. The proposed conditional use will comply with each of the applicable
provisions of this title, except for approved variances or adjustments.
4. The proposed conditional use complies with the goals, objectives, and
policies of the city's adopted general plan.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert, California, as follows:
1. That the above recitations are true and correct and constitute the findings
of the commission in this case.
2. That approval of Conditional Use Permit 01-82 (Amendment #0 is hereby
granted for reasons subject to the attached conditions.
3. That Planning Commission Resolution No. 782 is hereby superseded by this
resolution.

CONDITIONS OF APPROVAL
Case No. CUP 01-82 (Amendment #I)
Department of Environmental Services:
1. The development of the property shall conform substantially with exhibits on file
with the department of environmental services, as modified by the following
conditions.
2. Prior to the issuance of a building permit for construction of any uses
contemplated by this approval, the applicant shall first complete all the procedural
requirements of the city which include, but are not limited to, architectural review
and building permit procedures.
3. The development of the property described herein shall be subject to the
restrictions and limitations set forth herein which are in addition to allow
municipal ordinances and state and federal statutes now in force, or which
hereafter may be in force.
4. Construction of said project shall commence within one year from the date of final
approval unless an extension of time is granted; otherwise said approval shall
become null, void and of no effect whatsoever.
5. Prior to issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:
Riverside County Department of Health
Palm Desert Architectural Commission
City Fire Marshal
Coachella Valley Water District
Evidence of said permit or clearance from the above agencies shall be presented to
the department of building and safety at the time of issuance of a building permit
or business license for the use contemplated herewith.
6. Detailed exterior lighting plan in compliance with applicable standards to be
submitted to the city for approval; lights to be down shining box type to minimize
glare.
7. There shall be no overnight use of the facility without prior approval of the
planning commission.
8. Six (6) foot high (on both sides) decorative block wall shall be provided along east
and west property lines adjacent to area of construction, to satisfaction of city.
9. Sidewalk to be 8 feet wide and meandering along Country Club Drive; public access
easement to be granted between property line and retaining wall to provide for
meandering of sidewalk.
*10. Complete vehicular circulation in rear parking lot area shall be provided.
*11. Landscaping to be placed around building to satisfaction of architectural
commission.
*12. There shall be no roof -mounted air conditioning or evaporative cooler units.
Department of Public Works:
13. Installation of full street improvements on Country Club Drive and Sagewood
Drive.

14. Dedication of right-of-way to 55 feet from centerline on Country Club Drive and
30 feet from centerline on Sagewood Drive.
15. A joint use driveway and private easement shall be recorded for the proposed
driveway approach on Country Club Drive; should the applicant not be able to get
an easement from the owner of the land to the east, driveway shall be modified to
satisfaction of the city.
16. Driveway approach on Sagewood Drive shall align opposite the approach of
commercial development to the west.
17. Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the director of public works.
18. Full public improvements, including traffic safety lighting as required by ordinance
and the director of public works, shall be installed in accordance with city
standards.
19. Complete improvement plans and specifications shall be submitted as required by
ordinance to the city engineer for checking and approval before construction of any
improvements is commenced. The applicant shall submit "as -built" plans prior to
acceptance of the subdivision improvements by the city.
20. Install a water system capable of delivering 3000 GPM fire flow from any fire
hydrant for a two (2) hour duration in addition to domestic supply. The
computation shall be based upon a minimum of 20 psi residual operating pressure in
the supply main from which the flow is measured at the time of measurement.
21. Install Riverside County super fire hydrants so that no point of any building is more
than 200 feet from a fire hydrant measured along approved vehicular travel ways.
a. Hydrants shall not be located closer than 25 feet to any building.
b. Exterior surface of hydrant barrels and heads shall be painted chrome yellow
and the tops and nozzle caps shall be painted green.
C. Curbs (if installed) shall be painted red 15 feet in either direction from each
hydrant.
22. Prior to issuance of a building permit, the developer shall furnish the original and
three copies of the water system plan to the fire marshal for review. Upon
approval, one copy will be sent to the building department, and the original will be
returned to the developer.
23. The water system plan shall be signed by a registered civil engineer and approved
by the water company, with the following certification: "I certify that the design
of the water system in Case No. CUP 01-82 is in accordance with the requirements
prescribed by the fire marshal."
24. Prior to delivery of combustible materials to the building site, the required water
system shall be installed, operating, and delivering the required flow.
25. Submit plans for approval to the state fire marshal.
26. Building shall be protected by a fully automatic fire sprinkler system.
27. Building shall be protected by an automatic fire alarm system.
28. Additional fire protection requirements may be necessary when the applicant
submits specific plans for consideration and approval.

JUNE 28, 1983

Mr. Monroe Bellah, manager of Gold Battery Company, was present and said he was
prepared to work with the commission to resolve the problem.
Following considerable discussion, motion was made by Commissioner Gregory,
seconded by Commissioner Holden, to approve Case No. 834 SA for a business sign
subject to the following condition:
1. That the sign be relocated to the front wall area over the entry.
Motion carried 3-0.
B. Exposed Neon Signs
Mr. Smith advised the commission that he had received an inquiry as to whether
the commission would consider an application for an exposed neon sign.
It was the concensus of those commissioners present that an exposed neon sign
could be acceptable in the appropriate situation.
C. Case 161 C - Foundation for the Retarded of the Desert
Mr. Smith advised that a final landscape plan for the new Foundation for the
Retarded building on Country Club Drive had been submitted.
The commission reviewed the plan and found it acceptable.
On a motion by Commission Holden, seconded by Commissioner Martin, the final
landscape plan for Case 161 C, Foundation for.the Retarded of the Desert, was
approved.
Motion carried 2-0-1, with Commissioner Gregory abstaining.

Mr. Smith gave an oral report on this case. He indicated that the applicant
had not yet submitted a final landscape plan but staff would recommend
final approval subject to the applicant submitting one and it being approved
prior to the framing inspection.
Mr. Gary Knudsen was present and informed the board that he would be
submitting the landscape plans in the future. There were minor corrections
to be made.
On a motion by Mr. Cook, seconded by Mr. Barton the final plans for the
11,600 square foot institutional facility were approved subject to a
landscape plan being submitted and approved prior to the framing
inspection.
Motion carried 5-0. Mr. Holden was not present to vote on this case.

Mr. Diaz reviewed the staff report and indicated that the only change to
the site plan was to create a driveway entrance directly from the
driveway in the Presidents Plaza parking lot. It was staff's feeling that if
this driveway is allowed it could be a potential traffic hazard.
Mr. Carl Cox was present and indicated that the matter had been
discussed with Mr. Barry McClellan, Director of Public Works and he had
indicated that the driveway could be installed.
Mr. Willard, owner, explained his need for the driveway. He indicated that
if it wasn't approved, he would be forced to leave his vans in the loading
zone and they would interfere with traffic circulation.

WHEREAS, the Planning Commission of the City of Palm Desert, California, did on
the 16th day of February, 1982, hold a duly noticed public hearing to consider a request by
FOUNDATION FOR THE RETARDED OF THE DESERT for approval of a Conditional Use
Permit, preliminary Design Review Case and Negative Declaration of Environmental

WHEREAS, said application has complied with the requirements of the "City of
Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-89", in that the Director of Environmental Services has determined that
the project will not have any significant adverse impact on the environment and a
Negative Declaration has been prepared.
WHEREAS, at said public hearing, upon hearing and considering all testimony and
arguments, of all interested persons desiring to be heard, said Commission did find the
following facts and reasons to exist to justify the granting of said Conditional Use Permit:
1 1. The proposed location of the Conditional Use is in accord with the
objectives of the Zoning Ordinance and the purpose of the district in which
the site is located.
2. The proposed location of the Conditional Use and the conditions under which
it will be operated and maintained will not be detrimental to the public
health, safety or general welfare, or be materially injurious to properties or
improvements in the vicinity.
3. The proposed Conditional Use will comply with each of the applicable
provisions of this title, except for approved variances or adjustments.
4. The proposed Conditional Use complies with the goals, objectives, and
policies of the City's adopted General Plan.
WHEREAS, the Design Review Board did on February 9, 1982, approve preliminary
plans for said project.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert, California, as follows:
1. That the above recitations are true and correct and constitute the findings
of the Commission in this case.
2. That approval of Conditional Use Permit 01-82 and 161 C is hereby granted

CONDITIONS OF APPROVAL
CASE NO. CUP 01-82 and 161 C
Department of Environmental Services:
1. The development of the property shall conform substantially with Exhibits on file
with the Department of Environmental Services, as modified by the following
conditions.
2. Prior to the issuance of a building permit for construction of any uses
contemplated by this approval, the applicant shall first complete all the procedural
requirements of the City which include, but are not limited to, Design Review and
building permit procedures.
3. The development of the property described herein shall be subject to the
restrictions and limitations set forth herein which are in addition to allow
Municipal Ordinances and State and Federal Statutes now in force, or which
hereafter may be in force.
4. Construction of a portion of said project shall commence within one year from the
date of final approval unless an extension of time is granted; otherwise said
approval shall become null, void and of no effect whatsoever.
5. Prior to issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:
Riverside County Department of Health
Palm Desert Design Review Board Process
City Fire Marshal
Coachella Valley Water District
Evidence of said permit or clearance from the above agencies shall be presented to
the Department of Building and Safety at the time of issuance of a building permit
for the use contemplated herewith.
6. Detailed exterior lighting plan in compliance with applicable standards to be
submitted to the City for approval; lights to be down shining box type to minimize
glare.
7. There shall be no overnight use of the facility without prior approval of the
Planning Commission.
8. Six (6) foot high (on both sides) decorative block wall shall be provided along east
and west property lines adjacent to area of construction, to satisfaction of City.
9. Sidewalk to be 8 feet wide and meandering along Country Club Drive; public access
easement to be granted between property line and retaining wall to provide for
meandering of sidewalk.
Department of Public Works Conditions:
10. Installation of full street improvements on Country Club Drive and Sagewood
Drive.
11. Dedication of right of way to 55 feet from centerline on Country Club Drive and 30
feet from centerline on Sagewood Drive.
12. A joint use driveway and private easement shall be recorded for the proposed
driveway approach on Country Club Drive; should the applicant not be able to get
an easement from the owner of the land to the east, driveway shall be modified to
satisfaction of the City.
13. Driveway approach on Sagewood Drive shall align opposite the approach of
commercial development to the west.
14. Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Director of Public Works.
15. Full public improvements, including traffic safety lighting as required by ordinance

and the Director of Public Works, shall be installed in accordance with City
standards.
16. Complete improvement plans and specifications shall be submitted as required by
ordinance to the City Engineer for checking and approval before construction of
any improvements is commenced. The applicant shall submit "as -built" plans prior
to acceptance of the subdivision improvements by the City.
City Fire Marshal Conditions:
17. Install a water system capable of delivering 3000 GPM fire flow for a two (2) hour
duration in addition to domestic or other supply. The computation shall be based
upon a minimum of 20 psi residual operating pressure in the supply main from
which the flow is measured at the time of measurement.
18. Install Riverside County super fire hydrants so that no point of any building is more
than 200 feet from a fire hydrant measured along approved vehicular travel ways.
A. Hydrants shall not be located closer than 25 feet to any building.
B. Exterior surfaces of hydrant barrels and heads shall be painted chrome
yellow, and the tops and nozzle caps shall be painted green.
C. Curbs (if installed), shall be painted red 15 feet in either direction from
each hydrant.
19. Prior to issuance of a building permit, the developer shall furnish the original and
three (3) copies of the water system plan to the Fire Marshal for review. Upon
approval, one copy will be sent to the Building Department and the original will be
returned to the developer.
20. The water system plan shall be signed by a registered civil engineer, and approved
by the water company, with the following certification: "I certify that the design
of the water system in Case No. CUP 01-82 is in accordance with the requirements
prescribed by the Fire Marshal.'
21. Prior to delivery of combustible materials to the building site, the required water
system shall be installed, operating and delivering the required flow.
22. Submit plans for approval to the State Fire Marshal.
23. Building shall be protected by a fully automatic fire sprinkler system.
24. Building shall be protected by an automatic fire alarm system.
25. Additional fire protection requirements may be necessary when specific building
plans are submitted for approval.
Design Review Board Conditions:
26. All trees shall be properly staked.
27. Benderboard or other wood header shall be used to separate Oleanders from grass
areas.
28. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program shall be
submitted to the Design Review Board. No final inspection or occupancy permit
shall be given by the Department of Environmental Services to this project until
the aforementioned approved plans and construction shall have been completed.

Mr. Sawa presented the staff report reviewing the location and points of accesses.
He explained that the access from Country Club Drive is a proposed joint driveway with
the adjacent property owner. Staff recommended approval.
Commissioner Wood asked if the adjacent property owner was in agreement with
the proposed driveway. Mr. Sawa explained that if an agreement with the adjacent owner
could not be reached the driveway would be appropriately modified.
Chairman Miller opened the public hearing and asked if the applicant wished to
make a presentation.
MR. GARY KNUDSON, 67950 Grandview Avenue, Cathedral City, concurred with
the conditions and requested approval. He introduced Mr. Owen McCook.
MR. OWEN MCCOOK, President of the Board of Directors for the Foundation,
explained the various programs the Foundation for the Retarded has, and what type of
facilities the proposed project would include.
Chairman Miller asked if anyone wished to speak in FAVOR or OPPOSITION to this

Commissioners, it was felt that it might be preferable to continue this matter to the next

BACKGROUND•
A. DESCRIPTION OF SITE:
The property is vacant and slopes towards the south. Vegetation consists of
native desert growth. Adjacent to the site on west is the Sagewood
subdivision and vacant commercial site. Across Country Club Drive to the
north is a mobile home park and golf course. Property to the south and east
is vacant.

PROJECT DESCRIPTION:
A. GENERAL:
The proposed project consists of the construction of an 11,600 sq.ft. one
story office and multipurpose building for use by the Foundation for the
Retarded of the Desert. They would utilize the northerly 1.5 acres of the
7.5 gross acre site for this facility. The balance of the site would be held
for future development by the Foundation.
The applicants presently operate a similar facility at the northeast corner of
Chicory Street and Portola Avenue, which would be vacated with the
construction of the new facility.
The operation would be the same as their current one. Attached is a letter
from the applicants' describing their activities and plans for the property.
B. CIRCULATION, ACCESS & PARKING:

Access to the site would be provided from Sagewood and Country Club
Drives. The Country Club access is a proposed joint driveway with the
property to the east. However, to date no agreement has been made with
the adjoining property owner. Staff would encourage joint driveways when
possible due to the narrow width of the lots along this portion of the street.
If an agreement is not possible, the applicant will modify the location of the
drive to satisfaction of the City.
Parking is provided at the front and rear of the building with a drop-off area
on the west side of the building.
Building and parking lot lighting will be provided and designed to comply
with City standards. Lighting will be down shining to eliminate glare
towards residential areas.
C. DESIGN AND SITE IMPROVEMENTS:
The flat roof structure will be contemporary with exterior materials
consisting of stucco, slumpblock, wood trim and bronze windows.
The project is designed with an average 35 foot landscaped setback adjacent
to the west property line and an average 60 foot landscaped setback
adjacent to the east side. Additionally, this area will be for outdoor
recreation. Adjacent to the west, south and east boundaries Oleander
hedges will be provided.
A wood fence exists on the west property line while no fence exists on the
east or south. Staff recommends a 6 foot hgih decorative block wall be
constructed along the west and east boundaries in the area of construction
to provide compatibility and some blowsand protection.
The sidewalk along Country Club Drive is required to be 8 feet wide and
meander for use as a combined bikeway/pedestrian path.
D. DESIGN REVIEW BOARD:
The Design Review Board reviewed the plans for preliminary approval on
February 9, 1982. The Board felt with minor landscaping changes the plans
were acceptable and granted unanimous (5-0) approval.
III. ANALYSIS:
A. FINDINGS:
1. The proposed location of the conditional use is in accord with the
objectives of the Municipal Code and the purpose of the district in
which the site is located;

The location is in the "P" (Public Institution) zone which permits uses
of this nature.
2. The proposed location of the conditional use and the conditions under
which it would be operated or maintained will not be detrimental to
the public health, safety, or welfare, or be materially injurious to

3. The proposed conditional use will comply with each of the applicable

a Negative Declaration has been prepared.
IV. STAFF RECOMMENDATION:
Staff feels the project is acceptable and will be compatible with surrounding

Department of Environmental Services:
1. The development of the property shall conform substantially with Exhibits on file
with the Department of Environmental Services, as modified by the following
conditions.
2. Prior to the issuance of a building permit for construction of any uses
contemplated by this approval, the applicant shall first complete all the procedural
requirements of the City which include, but are not limited to, Design Review and
building permit procedures.
3. The development of the property described herein shall be subject to the
restrictions and limitations set forth herein which are in addition to allow
Municipal Ordinances and State and Federal Statutes now in force, or which
hereafter may be in force.
4. Construction of a portion of said project shall commence within one year from the
date of final approval unless an extension of time is granted; otherwise said
approval shall become null, void and of no effect whatsoever.
5. Prior to issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:

Evidence of said permit or clearance from the above agencies shall be presented to
the Department of Building and Safety at the time of issuance of a building permit

6. Detailed exterior lighting plan in compliance with applicable standards to be
submitted to the City for approval; lights to be down shining box type to minimize
glare.
7. There shall be no overnight use of the facility without prior approval of the
Planning Commission.
8. Six (6) foot high (on both sides) decorative block wall shall be provided along east
and west property lines adjacent to area of construction, to satisfaction of City.
9. Sidewalk to be 8 feet wide and meandering along Country Club Drive; public access
easement to be granted between property line and retaining wall to provide for
meandering of sidewalk.
Department of Public Works Conditions:
10. Installation of full street improvements on Country Club Drive and Sagewood
Drive.
11. Dedication of right of way to 55 feet from centerline on Country Club Drive and 30
feet from centerline on Sagewood Drive.
12. A joint use driveway and private easement shall be recorded for the proposed
driveway approach on Country Club Drive; should the applicant not be able to get
an easement from the owner of the land to the east, driveway shall be modified to
satisfaction of the City.
13. Driveway approach on Sagewood Drive shall align opposite the approach of
commercial development to the west.
14. Drainage facilities shall be provided per Ordinance No. 218 and the Master
Drainage Plan to the specifications of the Director of Public Works.
15. Full public improvements, including traffic safety lighting as required by ordinance

and the Director of Public Works, shall be installed in accordance with City
standards.
16. Complete improvement plans and specifications shall be submitted as required by
ordinance to the City Engineer for checking and approval before construction of
any improvements is commenced. The applicant shall submit "as -built" plans prior
to acceptance of the subdivision improvements by the City.
City Fire Marshal Conditions:
17. Install a water system capable of delivering 3000 GPM fire flow for a two (2) hour
duration in addition to domestic or other supply. The computation shall be based
upon a minimum of 20 psi residual operating pressure in the supply main from
which the flow is measured at the time of measurement.
18. Install Riverside County super fire hydrants so that no point of any building is more
than 200 feet from a fire hydrant measured along approved vehicular travel ways.
A. Hydrants shall not be located closer than 25 feet to any building.
B. Exterior surfaces of hydrant barrels and heads shall be painted chrome
yellow, and the tops and nozzle caps shall be painted green.
C. Curbs (if installed), shall be painted red 15 feet in either direction from
each hydrant.
19. Prior to issuance of a building permit, the developer shall furnish the original and
three (3) copies of the water system plan to the Fire Marshal for review. Upon
approval, one copy will be sent to the Building Department and the original will be
returned to the developer.
20. The water system plan shall be signed by a registered civil engineer, and approved
by the water company, with the following certification: "I certify that the design
of the water system in Case No. CUP 01-82 is in accordance with the requirements
prescribed by the Fire Marshal."
21. Prior to delivery of combustible materials to the building site, the required water
system shall be installed, operating and delivering the required flow.
22. Submit plans for approval to the State Fire Marshal.
23. Building shall be protected by a fully automatic fire sprinkler system.
24. Building shall be protected by an automatic fire alarm system.
25. Additional fire protection requirements may be necessary when specific building
plans are submitted for approval.
Design Review Board Conditions:
26. All trees shall be properly staked.
27. Benderboard or other wood header shall be used to separate Oleanders from grass
areas.
28. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program shall be
submitted to the Design Review Board. No final inspection or occupancy permit
shall be given by the Department of Environmental Services to this project until
the aforementioned approved plans and construction shall have been completed.

FOUNDATION FOR THE RETARDED OF THE DESERT- PROPOSED USE STATEMENT
The purpose of the project is to provide training facilities
for varied activities for Association for Retarded Citizens, as
well as office facilities for the supportive staff. Activities
will include an infant stimulation program which will involve
on -site programs as well as a community outreach program. Adult
training will involve accepted classroom procedure as well as
special training in social skills and motor activity development.
Included will be a ceramics and woodwork training program along
with other light mechanical skill development projects. A nursery
program will be conducted on the site with a variety of plantings
which will be primarily used for the further site development.
The office function will provide not only support for our on -site
programs but will also support our many community outreach programs
such as job placement and community work projects as well as our
residential facilities which are located elsewhere in the Coachella
Valley.
The site consists of a gross area of 7.5 acres and the multipurpose
building proposed at this time will cover 11,600 square feet.
The structure will be placed on the northerly 1.5 acres.
A. Access to the proposed facility will be provided
for vehicular and pedestrian traffic although it
is anticipated that access will be primarily by
vehicular means. No existing -treets will be im-
pacted due to minimal traffic increase.
B. The facility is planned to accomodate a maximum
of 74 trainees. These trainees will arrive and leave
as passengers in mini -buses and private vehicles.
The facility will accomodate a maximum of 24 em-
ployees including part-time. It is not anticipated
that more than 18 employees would be working on the
premises at any one time. The trainees and staff
would be on the premises during normal business
hours Monday through Friday. Any evening facility
use would be for association meetings and support
groups. It is not anticipated that this use would
exceed one evening per week with the average number
of guests approximately 20 people. Our annual mem-
bership meeting can be expected to have 60 people.
Guest visits during the day should be minimal.
C. Properties to the North, Fast and South are zoned
for residential use, but undeveloped at this point.

Adjacent property on the West has been developed
for residential use with the northerly portion
planned for commercial development.
D.- This application is for a multipurpose building
and ancilary structures. No phased construction
is planned.
E. The one multipurpose building proposed at this time

3. Water -
b. Due to construction, paving, and landscaping on a portion of the site, the
absorption rate and rate of surface runoff will be modified.
Mitigation Measures: Compliance with grading and applicable drainage
ordinance is being required.
16. Transportation -
a. There will be additional traffic generated on the site due to construction
and subsequent use of the site.
Mitigation Measures: Country Club Drive and Sagewood Drive will both be
widened and improved. The resulting streets will be adequate to
accommodate any additional traffic generated.
b. There will be a demand for new parking facilities with the construction.
Mitigation Measures: Applicant will provide adequate parking facilities to
comply with code requirements. Additionally, there is vacant land for
expanded parking.
17. Public Services -
a. The property is presently outside of the 5 minute response area for fire
protection.
Mitigation Measures: Applicant is required to pay into fire protection fund
at the time of issuance of a building permit pursuant to applicable City
Ordinance.

There will be new building and parking lot lighting in conjunction with the
construction.
Mitigation Measures: Applicant will be required to comply with existing light

an 11,600 square foot institutional facility.

DISCUSSION:
Presently the Foundation for the Retarded of the Desert exists at the corner of Portola
and Chicory in Palm Desert.
SITE PLAN:
The subject property is located on the southeast corner of Country Club and Sagewood
Drives. The access driveways are located on Sagewood, 105 feet south of Country Club
and another at the extreme easterly side of the property on Country Club. The plan
indicates this driveway to be a half of a joint use driveway shared with the property to
the east. Said driveway to be installed to the satisfaction of the Director of Public
Works. A mutual access easement agreement will be required to be executed by both
property owners to guarantee the full width access in perpetuity at the time the
Conditional Use Permit is approved.
The building is located toward the center of the lot, with vehicular travel aisles located to
the north, west and east. Parking is principally located at the north and south side. A
loading zone is provided on the west side of the facility.
ELEVATIONS:
The proposed building is a single story (13' high) structure. The walls will be finished with
stucco (sand finish). Across the north end of the building a roof canopy supported on
masonry columns is proposed. Resawn wood trim (brown) is to be located under windows.
The Board should review the elevations to determine acceptability.
LANDSCAPING
A full landscape plan has been submitted. Along the west, south and east property lines,
an Oleander hedge (5 gallon) is proposed. Across the north side adjacent to Country Club,
24" box Eucalyptus, 15 gallon Ficus Rentusa Nitida and 15 gallon African Sumac are
proposed. Lawn ground cover will be provided in this area. Along the other property lines
and around the building and in the parking areas, more of the above noted trees are
proposed as well as Bottle Tree, and ground covers including Gazania.
The Board should review the landscape plan and determine acceptability.

LIGHTING:
Parking lot lighting has been included on the landscape plan. Square acrylic cylinders open
on top and bottom are proposed, mounted on dark metal posts.
At this time the maximum height limit is 10 feet, however, we are in the process of
amending the code to increase this height limit.
RECOMMENDATION:
Should the Board determine the plans to be acceptable, Staff would have no objection to
the application being given preliminary and final approval subject to the following
condition:
