the freestanding monument sign was approved subject to its conforming
with the following requirements of Section 25.56.200 concerning traffic
site obstructions:
"On a corner lot, no fence, wall, hedge or other obstruction,
except the natural grade of a site, within a triangular area
formed by the street property lines and a line connecting points
on the street property lines twenty-five feet from the inter-
section of the projection of the streets right-of-way, shall
exceed a height of three feet above established grade at the
edge of the street pavement on plans approved by the director
of environmental services or the existing pavement or traveled
way if plans have not been approved".

monument sign.

BACKGROUND:
The remodel of the White Sheet Plaza is nearing completion and the applicant has
submitted plans for a freestanding sign. At the time of the plan review, the sign
details were not available.
This proposed freestanding sign is to be located at the southeast corner of the lot
oriented east -west. The sign is to be 28 square feet and will have a dark brown
background with white letters for a portion of the sign and dark brown letters on a
white background for the remainder of the sign.
The proposed sign conforms to the criteria of the sign ordinance.
In accordance with the sign ordinance the commission must be satisfied that a
freestanding sign is necessary due to the building location, configuration or
topographical variation or similar circumstances. The building is an "L" shape and
as such, the signs of most of the individual units face east and cannot be seen when
approaching from the west. The freestanding sign would identify the center for
traffic approaching from both directions.
RECOMMENDATION:
That the request for approval of a freestanding center identification sign at the
White Sheet Plaza, Case No. 162 C, be approved.

B. Case No. 171 C - PALM DESERT FLORIST AND CARL COX - Preliminary
approval of plans to remodel an existing building at 73-847 Highway 111.
Mr. Smith gave a brief report and recommended approval.
Moved by Commissioner Richards, seconded by Chairman Kryder, to approve
Design Review Board's actions. Carried unanimously (3-0).
C. Case No. 162 C -
Review Board app.
--Appeal of Design
Mr. Smith reviewed this case indicating that the applicant had requested two
changes to the plan: 1) rear window treatment deleted, and, 2) perimeter wall being
redesigned to 3 ft. painted concrete block. The Board felt the window treatment on the
north should be retained and the perimeter wall be matched to the building exterior.
MR. JAMES CHARLTON, explained the reasons for the requested modifications.
Commission supported the Board with regards to the window treatment but after
reviewing the applicant's request agreed that the perimeter wall may be modified.
MR. RON GREGORY, member of the Design Review Board, was present and
indicated that the Board did not feel strongly about the wall treatment in front but did
feel the north elevation window treatment should be retained.
Moved by Commissioner Wood, seconded by Commissioner Richards, to approve
requested modification of wall treatment on front of building; rejected requested
modification of north elevation window treatment. Carried 3-0.
D. Case No. 737 SA - ELDORADO BANK - Appeal of Design Review Board
denial of June 22, 1982, for freestanding sign at 73-301 Highway III (Oral
presentation).
Mr. Smith reviewed this matter stating that the concerns of the Design Review
Board were too many elements and the sign should be simplified. Staff recommended
approval of the appeal.
MR. ROBERT GEORGE, Imperial Sign Co., was present for any questions and
requested approval of the appeal.
MR. RON GREGORY, member of the Design Review Board, felt that the sign was
not attractive and described it as too busy.
The Commission felt the sign was attractive and although they were reluctant to
go against the actions of the Board, in this case they felt the sign was acceptable.
Moved by Commissioner Wood, seconded by Commissioner Richards, to approve
requested appeal. Carried unanimously (3-0).
IX. MISCELLANEOUS ITEMS
A. CGO ENTERPRISES (ROLAND SWEET) - Request for consideration to
decrease size of multiple family units.
Mr. Diaz reviewed the letter submitted by Mr. Sweet and explained that this
request pertains to the apartment units on Monterey Avenue. A new ordinance (No. 297)
was adopted, giving the Planning Commission the option to modify the unit sizes based on
three issues: 1) Efficiency of design; 2) Useability of the unit by the ultimate occupant;

DESIGN REVIEW BOARD MINUTES
MAY 25, 1982
Mr. Eliante replied that it would be on the courtyard windows facing the
garden wall.
Chairman Martin asked if any one wanted to make a requirement for solar
screens.
Mr. Leung felt a study should be made of the windows getting a full west
exposure.
Chairman Martin asked Mr. Eliante if he could come back in two weeks with a
study on the critical elevations.
It was moved by Ms. Jackson and seconded by Mr. Leung, to grant preliminary
approval of building elevations for the two unit types subject to the following:
1. That a study of various means of providing effective solar protection
for the glazed areas be prepared.
Mr. Diaz indicated that building permits would not be issued until all
information is brought back to the Board.
Motion carried 7-0.

Nature of Project/Approval Sought: Final approval to remodel and construct
a small addition to an existing commercial complex.

Mr. Smith summarized the staff report indicating that the Board had reviewed
and approved the preliminary plans to remodel and construct a small addition
to an existing commercial complex at its February 9, 1982, meeting. The final
plans had not included a landscape and irrigation plan but the applicant had
since brought it in for review.
The Architect, Mr. Steven Sullivan advised that his client had requested the
following changes to the approved plan:
1. That the perimeter wall which is presently shown as brick, be changed
to concrete block.
2. That the trim around the windows on the rear of the building be
deleted.
Mr. Cook asked if the perimeter wall could be lower than four feet since it
would be covered by Pyracantha and wouldn't be seen anyway. Mr. Smith
replied that it could be as low as three feet.

On a motion by Mr. Barton, seconded by Mr. Gregory, the Board granted final
approval to the remodel and construction plans for the addition to the existing
commercial complex subject to the requirements listed in the staff report
being met and subject to the following conditions:
1. That the window treatment on the north facing windows be retained.
2. That the wall may be reduced to three feet in height, provided that the
wall is plastered to match the building exterior.
Motion carried unanimously 7-0.
I. CASE NO. 236 MF
Applicant/Address: DONALD JUNG ASSOCIATES, 9581 Pico Blvd., Ste. 3,
Los Angeles, CA 90035 and SILVER SPUR ASSOCIATES, 49-200 Mariposa
Drive, Palm Desert, CA 92260.
Nature of Project/Approval Sought: Preliminary design approval for revisions
to existing entry to Ironwood Country Club.
Location: 49-200 Mariposa Drive at Portola Avenue.
Zone: PR-7
Mr. Smith indicated that the preliminary design for the redesign of the entry
to Ironwood Country Club had been reviewed and approved by the Board at it's
January 26, 1982, meeting but that it went out to bid and came in way over
budget so they have submitted another plan. The revised plans show iron picket
gates and the entrance will be repaved with an enriched paving pattern of
Bomanite Slate design. The landscaping is to be revitalized.
Mr. Donald Jung was present to discuss this case. He indicated that they would
be changing the roof line of the guardhouse but to what extent, would depend
on how much the budget would allow. They did not want to touch the
guardhouse. The width of the entry gate should not create a problem since
there was another entrance with a 16 foot aisle.
Mr. Holden moved and Ms. Jackson seconded to approve the preliminary
design.
Motion carried 7-0.
IV. DISCUSSION ITEMS:
ORDINANCES FOR NONCONFOMING SIGNS AND FORBIDDING SHAKE ROOFS
Mr. Diaz indicated that Council is considering an ordinance proposed by Fire
Marshall Vogt forbidding shake roofs and an ordinance which would eliminate
nonconforming signs through attrition.
ENTRY SIGN
Ms. Jackson asked what was happening on the entry sign.
Chairman Martin indicated that there has been some problem obtaining permission
to enter onto the property on which the sign is located.

BACKGROUND:
The Board reviewed and approved the preliminary plans at its February 9, 1982, meeting.
The usual conditions were imposed as well as a requirement that the applicant obtain an
encroachment permit for landscaping on public property and window projections at the
south property line. Another condition required that a trash enclosure be added at the rear
of the building in addition to the one in the front.
DISCUSSION:
The required rear area trash enclosure has been located at the northeast corner of the
lot. The applicant has applied for the necessary encroachment permit. At the time of the
writing of this report, the permit has not been granted.
The final plans, as submitted, did not include sign details, a parking lot lighting plan, a
landscape plan and an irrigation plan. The applicant's architect was advised of these
requirements.
RECOMMENDATION:
If the applicant can provide the above noted details which have been omitted , then staff
would have no objection to the Board granting final approval of the project.

WHEREAS, the Planning Commission of the City of Palm Desert, California,
did review the Design Review Board actions of February 9, 1982, approving:
CASE NO. 162C - Preliminary approval to remodel and construct a small
addition to an existing commercial complex located at the Northwest corner
of north Frontage Road and Las Palmas for STEVEN H. SULLIVAN, A.I.A.,

CASE NO. 163 C - Preliminary approval of plans for a multi -tenant
office/warehouse building located within the Cook Street Industrial Park, east
of Cook Street for J.P. CONSTRUCTION, INC.
WHEREAS, at this time, upon receiving and considering all testimony and
arguments, if any, of all interested persons desiring to be heard, said Commission did find

FEBRUARY 16, 1982
training facility for the Foundation for the Retarded of the
Desert on approximately 7.5 acres in the "P" (Public
Institution) zone located on the southeast corner of
Country Club and Sagewood Drive, approximately 1300
feet east of Monterey Avenue.
Mr. Sawa presented the staff report reviewing the location and points of accesses.
He explained that the access from Country Club Drive is a proposed joint driveway with
the adjacent property owner. Staff recommended approval.
Commissioner Wood asked if the adjacent property owner was in agreement with
the proposed driveway. Mr. Sawa explained that if an agreement with the adjacent owner
could not be reached the driveway would be appropriately modified.
Chairman Miller opened the public hearing and asked if the applicant wished to
make a presentation.
MR. GARY KNUDSON, 67950 Grandview Avenue, Cathedral City, concurred with
the conditions and requested approval. He introduced Mr. Owen McCook.
MR. OWEN MCCOOK, President of the Board of Directors for the Foundation,
explained the various programs the Foundation for the Retarded has, and what type of
facilities the proposed project would include.
Chairman Miller asked if anyone wished to speak in FAVOR or OPPOSITION to this
project. There being none, the public hearing was closed.
Moved by Commissioner Crites, seconded by Commissioner Wood, to adopt findings
as recommended by staff. Carried unanimously 3-0.
Moved by Commissioner Wood, seconded by Commissioner Crites, to waive further
reading and adopt Planning Commission Resolution No. 782, approving CUP 01-82 and 161
C. Carried unanimously 3-0.
B. Case No. ZOA 02-82 - CITY OF PALM DESERT, Applicant
Consideration of an amendment to the Zoning Ordinance
relating to amusement arcades.
Mr. Diaz reviewed the staff report and noted the amendment would clarify what
constituted an amusement arcade, as well as add new restrictions for their operation.
Because of concerns expressed by Commissioner Wood and the absence of two
Commissioners, it was felt that it might be preferable to continue this matter to the next
meeting. Chairman Miller opened the public hearing.
Moved by Commissioner Crites, seconded by Commissioner Wood, to continue this
hearing to the meeting of March 2, 1982. Carried unanimously 3-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval to remodel and
construct a small addition to an existing commercial complex.
LOCATION: Northwest corner of north Frontage Road and Las Palmas.
ZONE: C-1 S.P.
BACKGROUND:
The applicant is proposing a series of improvements to the existing building and site
including exterior remodeling and parking lot revision and landscaping.
Individually, each element in the project could have been handled at the Staff level
without review by the Board. However, considering the substantial change which will
result should the total project be implemented, Staff felt that the Board should review the
application.
It is important to note that the improvements being proposed are not enough to trigger a
provision of the code which would require the project to be brought into conformity with
all sections of the code.
With these ground rules, the remainder of the report is now presented.
SITE PLAN:
Presently the site is occupied by three (3) buildings in an "L" shape. Access to the parking
area (10 spaces) is from two driveways, one from the frontage road and one from Las
Palmas. No landscaping is povided on the site now.
The proposed site plan will eliminate the access from the Frontage Road and add
landscaping in this area. The access will be via a 24' wide driveway from Las Palmas. Ten
parking spaces will continue to be available.
In addition, parking at the rear, with access from the alley will continue to be utilized (6
spaces).
The proposed revisions to the site plan should result in an aesthetically pleasing parking
area.
ADDITION:
The applicant is proposing a minor addition of some 150 square feet. The addition will
connect the two northerly buildings which will house one (1) future tenant. With the
addition that the parking for the site will continue to comply with code.
ELEVATIONS:
The existing flat -roofed stucco building is to be totally renovated. A pitched red tile roof
will be installed on the buildings.

A tower, 22191, high, will be constructed over the existing building adjacent to the
Frontage Road. Windows in the south wall adjacent to Frontage Road will be changed to
two arched windows with tiled shelves at the base. Other elevation changes are also
proposed, all of which serve to improve the existing situation.
LANDSCAPING:
Presently there is no landscaping provided on the site. The applicant proposes a landscape
area between the south property line and the parking lot. In addition, the parkway
adjacent to Frontage Road and Las Palmas Avenue is to be landscaped. Four foot high
brick yard walls are proposed on the property line along Las Palmas to screen the parking
areas. Also a 4 foot high wall is proposed in the landscape area at the south end of the lot.
Materials to be planted have not been designated.
SIGNS:
A building monument sign is proposed at the southeast corner of the lot on the south side
of the brick wall. Details of the sign were not provided.
In addition individual tenant signs are proposed on the facia above the entry areas. Details
of these signs have not been provided.
CONCERNS:
A trash area has been provided along the east side of the lot to the south of the access
driveway. The area is only 3 feet wide which would only allow for trash cans rather than
bins. The applicant should confirm with the trash company that this is acceptable. As an
alternative, the applicant might consider locating a bin and enclosure area in one of the
parking spaces. Staff would support the deletion of one parking space for this purpose if
it is deemed necessary by the applicant to provide more trash capacity than would be
available in the area shown on the plans submitted.
CONCLUSION:
The proposed changes will be an improvement to one of the more visible corner lots in the
City.
RECOMMENDATION:
That application 162C be granted preliminary approval subject to the following conditions:
1. Construction plans shall be submitted for approval to the City Fire Marshal prior to
issuance of building permits. All conditions shall be made a part of construction
and no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program shall be
submitted to the Design Review Board. No final inspection or occupancy permit
shall be given by the Department of Environmental Services to this project until
the aforementioned approved plans and construction shall have been completed.
3. That the applicant obtain all necessary encroachment permits for any landscaping
on public property and for window projections at the south property line.
