Upon reviewing the submitted plans and the presentations by the Staff and by the applicant, the Design Review Board approved this project, subject to evidence of the easement being recorded and the landscape plans being revised as listed on the revised landscape plan on file with the City. The meeting was called to order at 1:55 p.m. after a 55 minute study session. Box 8110, Sacramento, CA 95818. Nature of Project/Approval Sought: Approval of 2 20" x 13' single faced interior illuminated signs. Location: 73-165 Highway 111, Palm Desert Zone: C-1 S.P. Mr. Smith indicated that the applicant was replacing the signs in order to get more visibility. The Board was in agreement that the signs were acceptable. On a motion by Mr. Barton, seconded by Mr. Gregory, the Board approved the signs. III. CASES: CASE NO: 163 C Applicant/Address: J.P. CONSTRUCTION, INC., 74-831 Velie Way, Suite 1, Palm Desert, CA 92260. Nature of Project/Approval Sought: Final approval of plans for a multi -tenant office/warehouse building. Location: Cook Street Industrial Park, east of Cook Street. Zone: S.I. Mr. Smith indicated that the applicant had received preliminary approval of the plans at the February 9, 1982, meeting and that the final plans have addressed most of the concerns the Board had with the exception of the mutual access agreement, sign program issues and landscaping. -1- r DESIGN REVIEW BOARD MINUTES APRIL , 1982 CASE NO. 163 C (CONTINUED) Mr. Gregory felt the original landscape plan turned in, had a more attractive parkway layout than the one being presented. He felt it would be better to go with a modified version of the original . He also indicated that the planters in the parking lot could have Evergreen Ash trees which would provide shade. No groundcover was shown under the Palms. A standard overhead spray type of irrigation is preferable to the proposed drip irrigation system. Mr. Gregory suggested more planting be provided in the front of the building. Also the Stockes Holly planted four or five feet apart would take too long to fill in. Mr. Frank Koenon, applicant, stated that the original landscape plan was overdone so he tried to simplify it to conform with the Board's requirements. Mr. Gregory responded that this is why he would recommend a modified version of the original plan. Mr. Sven Peulique indicated they have had problems with the landscaping due to the blowsand in the area. Mr. Koenon indicated that he had been through three different landscape people so far, but that he would do whatever the Board would recommend. Mr. Gregory indicated that he would mark the plans with the recommended revisions. Mr. Diaz stated that he would need evidence that a mutual access agreement has been recorded. Mr. Koenon indicated that he had talked to the other owners regarding the common easement and he would have a letter drawn up by the end of next week. On a motion by Mr. Gregory, seconded by Mr. Holden, the final plans were approved subject to evidence of the easement being recorded and the landscape plans being revised as listed on the revised landscape plan on file with the City. Motion carried unanimously 4-0. CASE NO. 168C Applicant/Address: RENAISSANCE LAND COMPANY, 72-231 Johnson Drive, Indio, CA 92201. Nature of Project/Approval Sought: Application for final approval of working drawings for a 2,100 square foot radio station facility. Location: Southeast corner of Park View and Acacia Drive. Zone: R-1, 12,000 Mr. Diaz asked if the Board would be willing to look at the final drawings for this case at the present time even though it was not listed on the agenda. He added that the preliminary plans had been submitted and approved by the Planning Commission at its April 20th meeting. - 2 - AGENDA ITEM NO: III-A-2 DATE: April 27, 1982 DESIGN REVIEW BOARD CASE NO: 163C APPLICANT (AND ADDRESS): J.P. CONSTRUCTION, INC., 74-831 Velie Way, Suite 1, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a multi -tenant of building. LOCATION: Cook Street Industrial Park, east of Cook Street. ZONE: S.I. DISCUSSION: The applicant received preliminary approval from the Board February 9, 1982. A copy of the February 9, 1982, staff report and Board minutes are attached. The final plans have addressed most of the concerns of the Board. TRASH BINS AND LANDSCAPING: The proposed trash bins and the landscaping plan have been revised. The Board should review the revised plans to determine acceptability. MUTUAL ACCESS EASEMENT AGREEMENT: Condition 3 of the February 9, 1982, staff report indicated that staff required the execution of a mutual access easement agreement to guarantee access from one lot to the other in perpetuity. No evidence of this agreement has been submitted at this time. SIGNS: The preliminary plans delineated a proposed sign program. The final plans have no signs indicated. The signs could be reviewed later, however, an overall program for the units would be helpful for future tenants. STAFF RECOMMENDATION: The Board should review the revised final plans and determine acceptability. Should the Board feel the final plans are acceptable, Staff would have no objection to the plans being given final approval provided the mutual access agreement and sign program issues are satisfactorily addressed. AGENDA ITEM NO: III-B-2 DATE: February 9, 1982 DESIGN REVIEW BOARD CASE NO: 163 C APPLICANT (AND ADDRESS): J.P. CONSTRUCTION, INC., 74-831 Velie Way, Suite 1, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a multi - tenant office/warehouse building. LOCATION: Cook Street Industrial Park, east of Cook Street. ZONE: S.I. SITE PLAN: This application involves the construction of two multi -tenant industrial buildings within the Cook Street Industrial Park. Each building will be on its own lot, however, the main i Iaccess point from Green Way is a shared driveway access. Necessary mutual access easement agreements should be executed to guarantee the shared access in perpetuity. The layout of each building provides for perimeter driveways around all sides of both buildings. Parking is located at one end of each building and accross the front of each building. Overhead roll up doors are available for each unit at the rear. The site plan as submitted is basically acceptable to Staff. LANDSCAPING: A perimeter landscaping strip 8 feet wide is proposed to be located on the parkway. Considering that the streets in this development are private, landscaping in this location is felt to be acceptable. Some landscape planter areas are proposed throughout the parking lot area. The submitted plan does not indicate the materials to be planted. This information can be delineated on the final plan approval. PARKiNGe Thirty-one parking spaces are proposed for each building. The Municipal Code prescribes a standard of one (1) parking space per 1,000 square feet of building. Each building will have some 15,000 square feet of floor area. The parking proposed is in conformity with Code provisions. ELEVATIONS: The proposed building will be one story in height. The front facing wall and the end walls facing the street will be painted broom finished concrete panels. The rear and inside end walls will be painted salt textured concrete panels. The window areas will be aluminum frame storefront glazing, accented on each side by white pilasters. Along the two sides of the building facing the street a brown wood beam facia is proposed along with a brown colored plywood soffit below. Above is a blue clay tile mansard roof. TRASH ENCLOSURE: A common trash area has been proposed at the mid -point of the rear driveway against the east property line. This location is quite a distance from the end units and in addition could pose a traffic hazard for vehicles using the rear area driveway. -1- DESIGN REVIEW BOARD AGENDA ITEM CASE NO: 163C FEBRUARY 9, 1982 TRASH ENCLOSURE (CONTINUED) Staff would suggest that a series of trash enclosures be provided across the rear of the building. One trash bin for every two units with appropriate enclosure screening should be required. LIGHTING• At this time a lighting plan has not been provided, however, when one is done, either for landscaping or parking areas, it should include coverage of the rear driveway areas. It is felt very important for security purposes that the rear driveway area be lighted. SIGNS: The plans submitted indicate that individual unit signs are proposed on the wall adjacent to the entry. These signs are to be sandblasted wood or painted. (6' long x 1114" high). The Board should determine whether a sign program of this nature is acceptable. RECOMMENDATION: That application 163C, J.P. Construction, Inc., be granted preliminary approval subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping,_grading, lighting (as discussed in the February 9, 1982, report), amenities, trash storage (as discussed in the February 9, 1982, report), walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed. 3. That the applicant execute the appropriate mutual access easement agreements to guarantee the access from one lot to the other in perpetuity. /pa - 2 - MINUTES DESIGN REVIEW BOARD MEETING TUESDAY FEBRUARY 9, 1982 CITY HALL COUNCIL CHAMBERS I. Diaz Stan Sawa Steve Smith Patricia Armitage On a motion by Ms. Jackson, seconded by Mr. Holden, the minutes of the January 26, 1982, meeting were approved as amended to include the location being listed for all cases. Motion carried 4-0-2 (Martin and Leung abstaining). Minute motion approving cases found acceptable at the study session: None CASES: 1. CASE NO. 162C - STEVEN H. SULLIVAN, A.I.A., AND WHITE SHEET, INC. - Application for preliminary approval to remodel and construct a small addition to an existing commercial complex located at the northwest corner of north Frontage Road and Las Palmas. Mr. Sullivan was present. Mr. Smith reviewed this report and indicated that Staff's concern was over the location of the trash area. He stated that a solution would be to retain one trash enclosure and add one trash bin in the rear of the building. Mr. Sullivan said this would be acceptable to his client. Mr. Leung inquired as to the City's requirements for sidewalks. Mr. Diaz replied that public improvements are not required for remodeled buildings, but that the driveway they are removing would have to have a curb and gutter installed. The Board was in agreement that the proposed changes would be a definite improvement to the building. On a motion by Ms. Jackson, seconded by Mr. Holden, the preliminary approval was granted subject to the Conditions listed in the Staff report and with an added condition that a trash enclosure be added at the rear of the building in addition to the one in the front. Motion carried 6-0. 2. CASE NO. 163 C - J.P. CONSTRUCTION, INC. - Application for preliminary approval of plans for a multi -tenant office/warehouse building located at Cook Street Industrial Park, east of Cook Street. Mr. Svend A. Peulicke, applicant was present. Mr. Smith summarized the staff report and indicated that one of the areas of concern was the location of the trash enclosure which had been proposed at the mid -point of the rear driveway against the east property line. Staff felt that this could pose a traffic hazard for vehicles using the rear area driveway and suggested that instead, a series of trash enclosures be provided across and against the rear of the building; that one trash bin for every two or three units with appropriate enclosures and screening should be provided. -1- ?SIGN REVIEW BOARD MINUTES :BRUARY 9, 1982 CASE NO. 163 C - J.P. CONSTRUCTION, INC.(Continued) Mr. Peulicke felt that one trash bin for every two units would be too many. Staff also felt that when a lighting plan is provided, it should include coverage of the rear driveway areas for security purposes. Mr. Gregory indicated that the landscaping could be improved. He felt that the sidewalk could be pulled away from the building in order to leave enough room for a planting area for trees. On a motion by Ms. Jackson, seconded by Mr. Cook, the preliminary plans were approved subject to the conditions listed in the staff report and subject to the working drawings being amended to show trash bins with appropriate enclosures and screening across and against the rear of the building and reconsideration of the landscape plan. Motion carried 6-0. 3. CASE NO. 231 MF - MIKE SUKO - Application for preliminary and final approval of plans for a four (4) unit apartment complex located on the north side of Royal Palm, 170 feet west of San Pablo. Mr. Suko, applicant and Mr. Wayne Ritchie, Building Designer were present. Mr. Smith indicated that this case had been continued from the meeting of January 26th, 1982, in order that the applicant could submit revised plans addressing Board's concerns with the elevations, solar protection and landscaping. For solar protection, Mr. Smith stated that the applicant had amended the plans to show a trellis over the sliding doors on the west side and awnings over the windows not covered by a trellis. Mr. Smith indicated that there had been some concern over the south elevation being improved. He stated that the applicant had added a mansard roof to the west end and provided the borders around the windows on the south facing wall. Regarding the landscaping, Mr. Gregory felt that a taller shrub should be used to soften the line between the building and the lawn. A five gallon shrub should be used instead of one gallon and a headerboard should be provided between the shrub and lawn area to make the maintenance easier. He felt the Eucalyptus trees could be 15 gallon size rather than 24" box and that the applicant should get the kind of Eucalyptus trees that branch out more. The Board was in agreement that the architectural design and the landscaping for this building should be improved before they could grant preliminary and final approval of the plans. Chairman Martin asked Mr. Diaz if each applicant receives the supplemental Design Review Board instructions when they apply. Mr. Diaz replied that they do. Mr. Diaz reminded the Board that they had granted grading and slab approval at the meeting of January 26th, 1982. The Board replied that the applicant should be permitted to proceed to the slab stage provided that the Building Department issues the necessary permit for work up to this point. Mr. Cook indicated that he wished to go on record that he felt the Design Review Board is not setting a precedent for grading and foundation approval without compelted Design approval. On a motion by Mr. Holden, seconded by Mr. Leung, this case was continued to the meeting of February 23, 1982. Mr. Sawa presented the staff report reviewing the location and points of accesses. He explained that the access from Country Club Drive is a proposed joint driveway with the adjacent property owner. Staff recommended approval. Commissioner Wood asked if the adjacent property owner was in agreement with the proposed driveway. Mr. Sawa explained that if an agreement with the adjacent owner could not be reached the driveway would be appropriately modified. Chairman Miller opened the public hearing and asked if the applicant wished to make a presentation. MR. GARY KNUDSON, 67950 Grandview Avenue, Cathedral City, concurred with the conditions and requested approval. He introduced Mr. Owen McCook. MR. OWEN MCCOOK, President of the Board of Directors for the Foundation, explained the various programs the Foundation for the Retarded has, and what type of facilities the proposed project would include. Chairman Miller asked if anyone wished to speak in FAVOR or OPPOSITION to this project. There being none, the public hearing was closed. Mr. Diaz reviewed the staff report and noted the amendment would clarify what constituted an amusement arcade, as well as add new restrictions for their operation. Because of concerns expressed by Commissioner Wood and the absence of two Commissioners, it was felt that it might be preferable to continue this matter to the next meeting. SULLIVAN, A.I.A., AND WHITE SHEET, INC. - Application for preliminary approval to remodel and construct a small addition to an existing commercial complex located at the northwest corner of north Frontage Road and Las Palmas. Mr. Sullivan was present. Mr. Smith reviewed this report and indicated that Staff's concern was over the location of the trash area. He stated that a solution would be to retain one trash enclosure and add one trash bin in the rear of the building. Mr. Sullivan said this would be acceptable to his client. Mr. Leung inquired as to the City's requirements for sidewalks. Mr. Diaz replied that public improvements are not required for remodeled buildings, but that the driveway they are removing would have to have a curb and gutter installed. The Board was in agreement that the proposed changes would be a definite improvement to the building. On a motion by Ms. Jackson, seconded by Mr. Holden, the preliminary approval was granted subject to the Conditions listed in the Staff report and with an added condition that a trash enclosure be added at the rear of the building in addition to the one in the front. Motion carried 6-0. 2. CASE NO. 163 C - J.P. CONSTRUCTION, INC. - Application for preliminary approval of plans for a multi -tenant office/warehouse building located at Cook Street Industrial Park, east of Cook Street. Mr. Svend A. Peulicke, applicant was present. Mr. Smith summarized the staff report and indicated that one of the areas of concern was the location of the trash enclosure which had been proposed at the mid -point of the rear driveway against the east property line. Staff felt that this could pose a traffic hazard for vehicles using the rear area driveway and suggested that instead, a series of trash enclosures be provided across and against the rear of the building; that one trash bin for every two or three units with appropriate enclosures and screening should be provided. -1- ar ESIGN REVIEW BOARD MINUTES -BRUARY 9, 1982 CASE NO. 163 C - J.P. He felt that the sidewalk could be pulled away from the building in order to leave enough room for a planting area for trees. On a motion by Ms. Jackson, seconded by Mr. Cook, the preliminary plans were approved subject to the conditions listed in the staff report and subject to the working drawings being amended to show trash bins with appropriate enclosures and screening across and against the rear of the building and reconsideration of the landscape plan. Motion carried 6-0. 3. CASE NO. 231 MF - MIKE SUKO - Application for preliminary and final approval of plans for a four 4) unit apartment complex located on the north side of Royal Palm, 170 feet west of San Pablo. Mr. Suko, applicant and Mr. Wayne Ritchie, Building Designer were present. Mr. Smith indicated that this case had been continued from the meeting of January 26th, 1982, in order that the applicant could submit revised plans addressing Board's concerns with the elevations, solar protection and landscaping. For solar protection, Mr. Smith stated that the applicant had amended the plans to show a trellis over the sliding doors on the west side and awnings over the windows not covered by a trellis. Mr. Smith indicated that there had been some concern over the south elevation being improved. He stated that the applicant had added a mansard roof to the west end and provided the borders around the windows on the south facing wall. Regarding the landscaping, Mr. Gregory felt that a taller shrub should be used to soften the line between the building and the lawn. A five gallon shrub should be used instead of one gallon and a headerboard should be provided between the shrub and lawn area to make the maintenance easier. He felt the Eucalyptus trees could be 15 gallon size rather than 24" box and that the applicant should get the kind of Eucalyptus trees that branch out more. The Board was in agreement that the architectural design and the landscaping for this building should be improved before they could grant preliminary and final approval of the plans. Chairman Martin asked Mr. Diaz if each applicant receives the supplemental Design Review Board instructions when they apply. Mr. Diaz replied that they do. Mr. Diaz reminded the Board that they had granted grading and slab approval at the meeting of January 26th, 1982. The Board replied that the applicant should be permitted to proceed to the slab stage provided that the Building Department issues the necessary permit for work up to this point. Mr. Cook indicated that he wished to go on record that he felt the Design Review Board is not setting a precedent for grading and foundation approval without compelted Design approval. On a motion by Mr. Holden, seconded by Mr. Leung, this case was continued to the meeting of February 23, 1982. CONSTRUCTION, INC., 74-831 Velie Way, Suite 1, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a multi - tenant office/warehouse building. LOCATION: Cook Street Industrial Park, east of Cook Street. ZONE: S.I. SITE PLAN: This application involves the construction of two multi -tenant industrial buildings within the Cook Street Industrial Park. Each building will be on its own lot, however, the main access point from Green Way is a shared driveway access. Necessary mutual access easement agreements should be executed to guarantee the shared access in perpetuity. The layout of each building provides for perimeter driveways around all sides of both buildings. Parking is located at one end of each building and accross the front of each building. Overhead roll up doors are available for each unit at the rear. The site plan as submitted is basically acceptable to Staff. LANDSCAPING: A perimeter landscaping strip 8 feet wide is proposed to be located on the parkway. Considering that the streets in this development are private, landscaping in this location is felt to be acceptable. Some landscape planter areas are proposed throughout the parking lot area. The submitted plan does not indicate the materials to be planted. This information can be delineated on the final plan approval. PARKING: Thirty-one parking spaces are proposed for each building. The Municipal Code prescribes a standard of one (1) parking space per 1,000 square feet of building. Each building will have some 15,000 square feet of floor area. The parking proposed is in conformity with Code provisions. ELEVATIONS: The proposed building will be one story in height. The front facing wall and the end walls facing the street will be painted broom finished concrete panels. The rear and inside end walls will be painted salt textured concrete panels. The window areas will be aluminum frame storefront glazing, accented on each side by white pilasters. Along the two sides of the building facing the street a brown wood beam facia is proposed along with a brown colored plywood soffit below. Above is a blue clay tile mansard roof. TRASH ENCLOSURE: A common trash area has been proposed at the mid -point of the rear driveway against the east property line. These signs are to be sandblasted wood or painted. (6' long x 1114" high). The Board should determine whether a sign program of this nature is acceptable. RECOMMENDATION: That application 163C, J.P. Construction, Inc., be granted preliminary approval subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting (as discussed in the February 9, 1982, report), amenities, trash storage (as discussed in the February 9, 1982, report), walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed. 3.
