ARCHITECURAL REVIEW COMMISSION MINUTES NOVEMBER 8, 1983 IV. DISCUSSION ITEMS: 1. Case No 159 C - T.G.I. Friday's Restaurant Awnings: Commissioner Holden asked that staff find out why the T.G.I. Friday's Restaurant awnings were not enclosed on the ends as required. Mr. Diaz replied that staff would look into the matter and it would be corrected. 2. Case No. 194 C - Dunham Remodel: Commissioner Holden was concerned with the wagon wheel molding on the fascia. He indicated that it was supposed to allow light through the sidewalk below and it is merely a molded pattern. Mr. Diaz indicated that staff would look into this matter. 3. Case No 166 C - Bullocks Department Store: Commissioner Holden asked if the commission had approved the aqua colored sign and asked why they had not placed the Indian motif usually used on the Bullocks store. Mr. Diaz indicated that it was Bullock's decision to delete the Indian motif and staff felt it was a minor modification and approved it. 4. City Information Center Building: Mr. Diaz reviewed the revised plans with the commissioners and it was the concensus that the entire building should be resubmitted because of the major changes involved. NATURE OF PROJECT: Final approval of building and landscape plans for a 115,000 square foot department store. LOCATION: 72-810 Highway 111, Palm Desert Town Center. ZONE: PC-3 (Regional Commercial) S.P. Upon reviewing the submitted plans and the presentations by the Staff and by the applicant, the Design Review Board approved this project. Date of Action: June 8, 1982 Vote: 6-0 (An appeal of the above action may be made in writing to the City Clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) STAFF COMMENTS: See attached minutes. DESIGN REVIEW BOARD MINUTES JUNE 8, 1982 CASE NO. 170 C (CONTINUED) Mr. Gregory reviewed the landscape revisions and recommended the following: 1. That half of the Bottle trees be increased to 24 inch box size. 2. That all the trees at the entrance to Cook Street on both sides of the street be upsized with no five gallon trees allowed. 3. That the Osteospermum groundcover be substituted with an alternate. 4. That all trees be double staked. 5. That both street frontages be provided with some canopy type trees to break up the linear appearance, using 24 inch box trees. Mr. Richard Oliphant, General Partner of Frank Goodman was present and outlined the background relating to the development of the site and the reasons for requesting the modifications. He felt the landscape revisions suggested by Mr. Gregory were acceptable. The modifications result from revisions to the site grading to make it a better development. The intent in the relocation of the wall along Hovley was to make it compatible with that on the north side and to increase the lot sizes. The wall is proposed at 6 feet, similar to that on the north side. The request to have the Cook Street wall constructed as each adjacent lot is developed was granted to the industrial development to the south. The Board discussed the requests and accepted them with the exception that a seven foot high wall along Hovley should be required because this is an industrial development while that on the north side is residential. On a motion by Ms. Jackson seconded by Mr. Holden, the Board approved the setback as requested, however with the wall being seven feet on the Hovley side and that on the modifications on Cook Street that the setback conform with the property on the south and that the request that the walls be built as the lots develop be granted. Motion carried 5-1. (Mr. Gregory voting against). 4. CASE NO. 166 C APPLICANT (AND ADDRESS): ARCHITECTS PACIFICA, LTD., 180 Newport Center Drive, Suite 110, Newport Beach, CA 92260 (On behalf of Bullock's Department Stores, Seventh and Hill, Los Angeles, CA 90014). NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of building and landscape plans for a 115,000 square foot department store. LOCATION: 72-810 Highway III., Palm Desert Town Center. ZONE: PC-3 (Regional Commercial) S.P. Mr. Smith indicated that preliminary approval of building and landscape plans was granted on March 24, 1982, and final construction and landscape plans were before the Board at this time. Mr. Jim Lenee, Architect was present on behalf of the applicant. - 4 - DESIGN REVIEW BOARD MINUTES JUNE 8, 1982 CASE NO. 166 C (CONTINUED) The Board reviewed the plans and felt they were acceptable. On a motion by Mr. Holden seconded by Mr. Barton, the Board approved the final building and landscape plans for the 115,000 square foot department store. Motion carried unanimously 6-0. B. Preliminary plans (NOTE: Preliminary plan approval requires Planning Commission confirmation at its meeting of June 15, 1982): 1. CASE NO. 238 MF APPLICANT (AND ADDRESS): SUNRISE COMPANY, 41-500 Monterey Avenue, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for Lakes Country Club. LOCATION: Southeast corner of Country Club Drive and Cook Street. ZONE: PR-4 S.P. Mr. Stephen Smith indicated that he wished to change the staff report to show that 946 units were proposed instead of 925. The Development Plan had originally been approved for 975 units and the difference results in that they are moving some 15 tennis courts from the westerly section of the property (the area west of Cook Street). A condition of the tentative map states that the final map not be recorded until design changes, if required by approval of preliminary plans by the Design Review Board are incorporated. Therefore, the site plan should be reviewed to determine whether or not the Design Review Board feels there are any major revisions needed which would prohibit the recording of the final map. Chairman Martin asked if the condition only dealt with the site plan and not with elevations or architecture. Mr. Stephen Smith replied that this was correct. Mr. Phillip Smith, Executive Vice President of the Sunrise Company was present and indicated they were requesting this approval in order that the final map could be recorded. Additional information and plans will be submitted at a later date. The tentative map creates lots on which blocks of units are to be constructed. The site plan is the final site plan and conforms to the final map. In response to questions from the Board, the applicant indicated that all driveways would be a minimum of 20 feet and he was aware of the proposed ordinance to prohibit wood shake roofs. On a motion by Mr. Cook seconded Ms. Jackson, the preliminary site plan was approved. Motion carried unanimously 6-0. - 5 - AGENDA ITEM NO: III-A-4 DATE: June 8, 1982 DESIGN REVIEW BOARD CASE NO: 166 C APPLICANT (AND ADDRESS): ARCHITECTS PACIFICA, LTD., 180 Newport Center Drive, Suite 110, Newport Beach, CA 92260 (On behalf of Bullock's Department Stores, Seventh and Hill, Los Angeles, CA 90014). ZONE: PC-3 (Regional Commercial) S.P. DISCUSSION: The Board at its March 23, 1982, meeting granted preliminary approval without conditions. The applicant has submitted working drawings substantially in compliance with the preliminary plans. As of the writing of this report a final landscape plan has not been received. The architect has advised that a final landscape plan will be available for review by the Board. Chairman Kryder asked if anyone present 'wished to speak in FAVOR or OPPOSITION to this case. There being none, the Public Hearing was closed. Moved by Commissioner Richards, seconded by Commissioner Wood, to adopt findings as recommended by staff, tarried unanimously 5-0. Moved by Commissioner Richards, seconded by Commissioner Wood, to waive further reading and adopt Planning Commission Resolution No. 790, approving TT 13495, subject to conditions. Carried unanimously 5-0. D. CASE NO. C/Z 03-82 - CHARLES E. MILLER, Applicant (Commissioner Miller was excused from this case due to a conflict of interest) Request for approval of a Change of Zone from R-1 (Single Family Residential) to O.P. (Office Professional) and a Negative Declaration of Environmental Impact for property located at the northeast corner of Larrea Street and Lantana Avenue. Mr. Diaz reviewed the staff report and noted that previously the Planning Commission denied a request for a Change of Zone to this property because rezoning to C-1 for an unspecified use was not desirable. The applicant now wishes to have the property rezoned to O.P. in order to convert the existing residence to an office use. Letters have been received in favor and one in opposition. Staff recommended approval. Chairman Kryder opened the Public Hearing and asked if the applicant wished to make a presentation. The applicant was present. Chairman Kryder asked if anyone wished to speak in FAVOR or OPPOSITION to this case. There being none, the Public Hearing was closed. Moved by Commissioner Wood, seconded by Commissioner Richards, to adopt reasons for change of zone as recommended by staff. Carried 4-0, with Commissioner Miller abstaining. On a motion by Mr. Barton seconded by Ms. Jackson, the parking lot landscaping was approved subject to the following conditions: 1. That there be a mixture of Canary Island Pine and Mondale Pine, with final locations and mix to be reviewed by Staff with input from the Board. 2. That the applicant will seek a tree with the same property as Eucalyptus Rudis. If such tree is not available, applicant may utilize Eucalyptus Rudis. 3. In linear planter islands, Bottle Tree shall replace Eucalyptus Rudis. 4. Eucalyptus Rudis shall be retained in rows of parking tree wells. 5. Planter islands in end rows shall contain 15 gallon African Sumacs, with their final location and mix to be reviewed by Staff with input from the Board. 6. Modesto Ash shall be changed to Shamel Ash and will be reduced in size from 34" box to 24" box. 7. Groundcover shall consist of a mixture of Gold Rush Gazania and Hybrid Yellow Gazania, with the location of the mix to be reviewed by Staff with input from the Board. 8. Mr. Diaz reviewed the staff report indicating that the main entries facing southwest and southeast would be treated with a tan textured concrete paving. He added that the building itself is proposed to be a heavy textured "Aspen White Plaster" and the roof treatment would be brick red with a blue glaze grouted tile. - 2 - DESIGN REVIEW BOARD MINUTES MARCH 23, 1982 1. CASE NO. 166 C (CONTINUED) Chairman Martin asked just how much blue there would be in the tile. Mr. LeNev of Architects Pacifica showed a sample and distributed some pictures. Mr. Cook inquired as to what the design on the the was. Mr. LeNev replied that it was an "Indian Motif". Mr. Leung asked if they had a sample of the overall texture of the building. Mr. Millard Archuleta, Architect for the Palm Desert Town Center showed a sample of the color of the building and texture. The Board was in agreement that the Design of the building was aesthetically suitable. It was decided that Mr. LeNev would discuss the landscape plans with Board Member Gregory after the meeting. On a motion by Mr. Holden seconded by Mr. Cook, the preliminary building plans were approved and the preliminary landscape plans were approved subject to any conditions deemed necessary by Mr. Gregory. Motion carried unanimously. (Mr. Gregory was not present at the time this was voted on). 2. CASE NO: 167 C Applicant/Address: J.C. PENNEY COMPANY, INC., 6131 Orangethorpe Avenue, at Valley View, Buena Park, CA 90624, c/o George MacNevin. Nature of Project/Approval Sought: Approval of preliminary building and landscape plans for an approximately 90,000 square foot department store. Location: 72-900 Highway III (Palm DesertTown Center). Zone: PC-3 (Regional Commercial) S.P. Mr. Diaz reviewed the staff report indicating that the building would be Aspen White slumpstone with raised landscaped areas which would include trees and vine material to break up the exterior walls. He added that the loading area facing Monterey Avenue would be screened from view by an extensively landscaped area and a wall which would be completed by the Town Center. Mr. George MacNevin of J.C. Penney Company was present to answer any questions the Board might have concerning this case. Mr. Leung asked the dimensions of the Porte Cochere on the east elevation over the entrance. After revieweing the plans, Mr. MacNevin replied that they were about 9 to 10 feet in width. Mr. Millard Archuleta, Architect for the Palm Desert Town Center indicated that the landscaping would be further accentuated for the J.C. Penney Building, that the renderings did not reflect this. He added that the building would be the same color as the mall. Mr. Archuleta indicated that Bonwit Teller would be of the same family of design with the addition of the Porte Cochere treatment. - 3 - AGENDA ITEM NO: III, B-I DATE: MARCH 23, 1982 DESIGN REVIEW BOARD CASE NO: 166 C APPLICANT (AND ADDRESS): Architects Pacifica Ltd., 180 Newport Center Drive, Suite 110, Newport Beach, CA 92260 (on behalf of Bullock's Department Stores, Seventh and Hill, Los Angeles, CA 90014). LOCATION: 72-810 Highway Ill (Palm Desert Town Center) ZONE: PC-3 (Regional Commercial) S.P. CURRENT REQUEST: The applicant is requesting approval of preliminary building and landscape plans for a 115,000 square foot department store as part of the Palm Desert Town Center, generally located on the northside of Hwy l l l between the future El Paseo and Monterey Avenue. DISCUSSION: The store will be located easterly of the May Co., and westerly of the proposed sunken plaza area. The store will have two levels but from Hwy Ill will appear to be single level. The main entries facing southwest and southeast will be treated with a tan textured concrete paving. The landscaping around the building will be more extensive than that shown on the original site development plan. The building itself is proposed to be a heavy textured "aspen white plaster"; the roof treatment will be a grouted tile roof, brick red with blue glaze. The architect of the center has reviewed the proposed building and has indicated that the design is compatible with the design of the mall structure and other major stores.
