Penney Company, Inc., received final approval of building and landscape plans. DISCUSSION: Three exterior J.C. Penney signs are proposed, one each on the north, south and east elevations. In addition a smaller package pick-up sign is proposed on the north elevation. Two other identification signs are proposed on the entries (upper and lower) from the mall to the J.C. Penney facility. The three main exterior signs will be individual white letters with a dark bronze border to match the entry doors. Each sign will have an area of approximately 130 square feet. The capital letters are 5' in height with the lower case letters being 4'. The signs as proposed conform to the size provisions of the ordinance. The package pick-up sign is to be 2Y2 x 2K feet and will have white letters on a bronze face with a bronze frame. The building is to have aspen white slumpstone walls. Even with this knowledge the architects feel that a white sign is acceptable and indicate the applicant has this white on white situation in other locations. Mr. Smith indicated that the board had granted the applicant preliminary approval of building and landscape plans for the 90,000 square foot department store at its meeting of March 23, 1982, at which time the only revision requested had been that the applicant replace the Mondale Pines with Canary Island pines. The applicant had not submitted a final landscape plan but staff would be prepared to accept the preliminary plan as the final plan with the changes noted thereon. Regarding the signs, Mr. Smith indicated that the ones proposed to the north, south and east exterior walls are to be 5 feet in height and 30 feet long for an area of 150 square feet each. The sign ordinance limits the sign area on the north wall to 97 square feet, the south -1- DESIGN REVIEW BOARD MINUTES SEPTEMBER 14, 1982 wall to 93 square feet and the east wall to 117 square feet. Mr. Smith indicated that the applicant would be required to submit a separate sign permit showing the actual color and material of the signs. The board was in agreement that the final building plans were acceptable and agreed to accept the preliminary landscape plans as final ones. On a motion by Mr. Barton, seconded by Mr. Gregory, the finai building and landscape plans were granted approval subject to the following condition: 1. That the signs indicated on Page A-13 of said plans, shall not be included in this approval and the applicant shall be required to obtain separate approval for the signs in compliance with the city sign ordinance. NATURE OF PROJECT/APPROVAL SOUGHT: Sign program for restaurant. LOCATION: Palms to Pines Plaza ZONE: PC-3 S.P. Mr. Smith indicated that the applicant is opening a delicatessen where the Swiss Brasserie was formerly located and would be retaining the Swiss Bakery as part of their restaurant. He added the applicant was submitting a new sign program for the formerly existing restaurant which would include two signs at the entry facing toward El Paseo, one being a wall mounted single faced internally illuminated sign with a dark background with yellow and orange letters having a size of 12 feet by 2Y2 feet, reading "MORTIS DELICATESSEN RESTAURANT". The other sign would be a wall mounted sign on a walnut background on the south facing wall, 1 foot by 6 foot redwood, reading "SWISS BAKERY". The applicant was also proposing a sign over the entry from the courtyard facing the theatre on the north side of the building. It would be single faced redwood. Mr. George Sherwood, representative for Imperial Sign Company was present. He indicated that the northern facing sign reading "MORTIS DELICATESSEN" would be yellow and orange letters. The "SWISS BAKERY" sign installed below will be orange on sandblasted redwood with a walnut background, this sign will only be temporary. He added that this restaurant is presently a very successful San Fernando Valley chain. On a motion by Mr. Greoory, seconded by Mr. Barton, the board approved the sign program as submitted. BACKGROUND: The board at its meeting of March 23, 1982, granted the applicant preliminary approval of building and landscape plans. At the board meeting of April 27, 1982, the board granted approval to change the proposed solar bronze glass to clear glass. DISCUSSION: The final building plans are in substantial compliance with the plans given preliminary approval. CONCERNS: A final landscape plan was not submitted with the final plans, however, considering the minor nature of revisions as noted above, staff would be prepared to accept the preliminary plan as the final plan with the changes noted thereon. The building elevations indicate the proposed location and size of signs to be installed. Actual color and material of signs is not indicated. A separate sign permit approval will be required. The signs proposed for the north, south and east exterior walls are to be 5 feet in height and 30 feet long for an area of 150 square feet each. Signs of these dimensions do not appear out of proportion to the total mass of the building, however, the sign ordinance limits the sign area on the north wall to 97 square feet, the south wall to 93 square feet and east wall to 117 square feet. STAFF RECOMMENDATION: That the building and landscape plans for Case No. 167 C, J.C. PENNEY, be granted final approval subject to the following condition: 1. That the signs indicated on Page A-13 of the said plans, shall not be included in this approval and the applicant shall be required to obtain separate approval for the signs in compliance with the city sign ordinance. He added that the loading area facing Monterey Avenue would be screened from view by an extensively landscaped area and a wall which would be completed by the Town Center. Mr. George MacNevin of J.C. Penney Company was present to answer any questions the Board might have concerning this case. Mr. Leung asked the dimensions of the Porte Cochere on the east elevation over the entrance. After revieweing the plans, Mr. MacNevin replied that they were about 9 to 10 feet in width. Mr. Millard Archuleta, Architect for the Palm Desert Town Center indicated that the landscaping would be further accentuated for the J.C. Penney Building, that the renderings did not reflect this. He added that the building would be the same color as the mall. CASE NO. 167 C (CONTINUED) Mr. Archuleta informed the Board that the ice rink was back on the plans with only a few minor changes but the original concept was retained. He felt that the integration of the plan had been maintained and that everybody was abiding with the materials with the exception of the "Indian Motif" on the Bullocks building, which he felt was an enhancement. Chairman Martin inquired as to the height of the ceiling above the rink. Mr. Archuleta replied that it would be 18 to 22 feet in height adding that this would be the highest part of the Palm Desert Town Center. He indicated that there would be another restaurant facility in one of the areas surrounding the rink. Mr. Archuleta mentioned that formal bids are being taken for the Mall buildings and that the construction document phaze on Bullocks and J.C. Penney was ready to begin. He also stated that Phaze 2 of the mall building would begin in a few months. Chairman Martin inquired as to the gas station proceedings. Mr. Diaz replied that this was not part of the project but that the City is presently negotiating the extension of Monterey, that it is in the process of acquiring the fifty feet. Mr. Moline and Board Member Gregory returned at this point with their revisions. Mr. Leung felt that the building plans were aesthetically acceptable although Chairman Martin and Mr. Barton were not in agreement. On a motion by Ms. Jackson seconded by Mr. Leung, the preliminary building and landscape plans were approved subject to the Mondale Pines on the landscape plans being replaced by Canary Island Pines.
