Mr. Smith reviewed the Design Review Board item stating that Design Review Board did approve this case with some minor modifications. Staff recommends approval. Commission had expressed concern for the height of the antenna at a previous meeting; Mr. Smith explained that a 3 ft. parapet would hide part of the roof antenna. Commissioner Crites asked if there would be curb and gutter provided since the adjacent area to the south is residential. Mr. Diaz replied that curb and gutter was being required under a Conditional Use Permit. Chairman Kryder expressed a concern for the height of a dish antenna, being that the Ordinance provides for 65 ft. antennas. It was agreed that there was not a present problem but the Ordinance should be amended and can be initiated as part of the proposed amendment changes under miscellaneous items. Moved by Commissioner Crites, seconded by Commissioner Miller, to approve Design Review Board's actions by adoption of Planning Commission Resolution No. 797. Carried unanimously 4-0. IX. MISCELLANEOUS ITEMS A. Determination of compliance with General Plan for street vacations at Deep Canyon Road, south of Covered Wagon Trail and Toro Peak Road, south of Old Prospector Trail. Mr. Sawa explained that the Vintage Club has requested these street vacations and prior to the vacations a determination must be made that it will be in compliance with the General Plan. Minute motion was made by Commissioner Crites, seconded by Commissioner Miller, determining the proposed street vacations at Deep Canyon Road, south of Covered Wagon Trail and Toro Peak Road, south of Old Prospector Trail, do comply with the General Plan. Carried unanimously 4-0. B. Proposed revisions to general provisions section of Zoning Ordinance. Mr. Diaz reviewed the proposed revisions and explained staff's recommended changes. Mr. Sawa noted an additional change to Section 25.56.350 of the Zoning Ordinance would be the automobile service station setbacks from a minimum of eighteen feet to no more than eighteen feet, with criteria to be used as follows. (1) Compatibility with adjacent land use;(2) Architectural treatment of building adjacent to reduced setback;(3) additional landscaping. Mr. Diaz also suggested that the section regarding heights for antennas be revised at this time. Minute motion was made by Commissioner Crites, seconded by Commissioner Wood, to initiate public hearings for revisions to the general provisions section of the Zoning Ordinance . Carried unanimously 4-0. X. ORAL COMMUNICATIONS - NONE XI. ZONE: R-1, 12,000 Upon reviewing the submitted plans and the presentations by the Staff and by the applicant, the Design Review Board approved the final working drawings subject to revisions. Date of Action: Vote: April 27, 1982 4-0 (An appeal of the above action may be made in writing to the City Clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) DESIGN REVIEW BOARD MINUTES APRIL , 1982 CASE NO. 163 C (CONTINUED) Mr. Gregory felt the original landscape plan turned in, had a more attractive parkway layout than the one being presented. He felt it would be better to go with a modified version of the original . He also indicated that the planters in the parking lot could have Evergreen Ash trees which would provide shade. No groundcover was shown under the Palms. A standard overhead spray type of irrigation is preferable to the proposed drip irrigation system. Mr. Gregory suggested more planting be provided in the front of the building. Also the Stockes Holly planted four or five feet apart would take too long to fill in. Mr. Frank Koenon, applicant, stated that the original landscape plan was overdone so he tried to simplify it to conform with the Board's requirements. Mr. Gregory responded that this is why he would recommend a modified version of the original plan. Mr. Sven Peulique indicated they have had problems with the landscaping due to the blowsand in the area. Mr. Koenon indicated that he had been through three different landscape people so far, but that he would do whatever the Board would recommend. Mr. Gregory indicated that he would mark the plans with the recommended revisions. Mr. Diaz stated that he would need evidence that a mutual access agreement has been recorded. Mr. Koenon indicated that he had talked to the other owners regarding the common easement and he would have a letter drawn up by the end of next week. On a motion by Mr. Gregory, seconded by Mr. Holden, the final plans were approved subject to evidence of the easement being recorded and the landscape plans being revised as listed on the revised landscape plan on file with the City. Motion carried unanimously 4-0. CASE NO. 168C Applicant/Address: RENAISSANCE LAND COMPANY, 72-231 Johnson Drive, Indio, CA 92201. Nature of Project/Approval Sought: Application for final approval of working drawings for a 2,100 square foot radio station facility. Location: Southeast corner of Park View and Acacia Drive. Zone: R-1, 12,000 Mr. Diaz asked if the Board would be willing to look at the final drawings for this case at the present time even though it was not listed on the agenda. He added that the preliminary plans had been submitted and approved by the Planning Commission at its April 20th meeting. - 2 - DESIGN REVIEW BOARD MINUTES APRIL 27, 1982 CASE NO. 168C (CONTINUED) The Board reviewed the final plans and indicated they were acceptable with the revisions listed below. On a motion by Mr. Barton seconded by Mr. Gregory, the final working drawings were approved subject to the elimination of the roof over the bay windows and that the landscape plan show an additional tree on the southeast corner of the property. Motion carried unanimously 4-0.. IV. DISCUSSION ITEM: CASE NO. 167C Applicant/Address:° J.C. Nature of Project/Approval Sought: Request for approval to change the exterior doors and windows from solar bronze to clear glass. Location: 72-900 Highway Ill (Palm Desert Town Center).. Zone: PC-3 (Regional Commercial S.P. Mr. Diaz- indicated that the applicant was requesting the Board's approval to change the exterior doors and windows from solar bronze to clear glass. Preliminary plans (NOTE: Preliminary plan approval requires Planning Commission confirmation at its meeting of April 20, 1982). 1. CASE NO. 168 C Applicant/Address: RENAISSANCE LAND COMPANY, 82-231 Johnson Drive, Indio, CA 92201. Nature of Project/Approval Sought: Preliminary approval of plans for a 2,100 square foot radio station facility. Location: Southeast corner of Park View and Acacia Drive. Zone: R-1, 12,000. Mr. Smith indicated that an application for a Conditional Use Permit for this case had been reviewed and approved by the Planning Commission at their November 3, 1981, meeting. The building in question would be used for commercial purposes although it has been designed to look like a Single -Family residence. Mr. Cook asked if they would be required to screen the parking area. Mr. Smith replied that a Cassia hedge is proposed for this purpose as well as a wall. Chairman Martin asked if the block wall on the south property line was six feet high. Mr. Smith replied that it was. -1- DESIGN REVIEW BOARD MINUTES APRIL 13, 1982 CASE NO. 168 C (CONTINUED) Mr. Gregory reviewed the landscape plan and suggested the following revisions: A. That Cassia Artemisioides (Feathery Cassia), be planted 3 feet on center. B. That Palm Trees be a minimum of 6' in height in the trunk. C. That Gazania shall be planted 12 inches on center. D. That groundcover be used instead of lawn in area on either side of the driveway between the screen wall and the parking lot. E. That shrubs be planted on the west side of the building. F. That trees shall be installed on East side of the building. G. That sizing of landscape materials be shown on final plan, with Olive Trees showing a minimum 18' branch spread and other trees located accordingly. H. That the Eucalyptus tree be either Rudis or Leucoxylom. Mr. Smith concluded the staff report and recommended approval subject to the conditions contained in the report. Chairman Martin asked if the Board had any comments on the roof structure. Mr. Barton felt the parapet did not work with the rest of the roof. He felt that it should be modified to be vertical rather than slanted. Following some discussion Mr. Barton moved and Mr. Gregory seconded to approve this case subject to the conditions listed in the staff report and subject to the landscape plan revisions listed above and the condition involving the redesign of the roof parapet. The Board voted with the result being a 3-3 tie. The motion did not carry. Mr. Cook indicated that he would like to see about two more feet or more overhang than what was shown on the plan. Mr. Scott Gorges, Building Designer, indicated that there presently is a 3 foot overhang• around the building and a 2 x 10 facia. The parapet itself is about 3 feet. After further discussion, on a motion by Mr. Barton seconded by Ms. Jackson, the Board approved the preliminary plan subject to the conditions listed in the staff report and subject to the landscape revisions listed above and the added condition that the overhang shall be extended to four feet. Motion carried 5-1 (Mr. Holden voting nay). -2- DESIGN REVIEW BOARD MINUTES APRIL 13, 1982 IV. DISCUSSION ITEMS REVISIONS TO THE HAYSTACK CHANNEL - Mr. Sullivan of Lewis Homes was present. Mr. Diaz indicated that plans were being presented deleting the three foot garden walls proposed in the original plan. The Board concurred with the request because the deletion of the walls was consistent with the City's portion of the Linear Park. On a motion by Mr. Holden, seconded by Mr. Cook, the Board approved the revisions. Motion carried 5-0-1 (Mr. Gregory abstaining). V. ADJOURNMENT On a motion by Ms. Jackson, seconded by Mr. Gregory, the meeting adjourned at 3:15 p.m. STEVE SMITH, Associate Planner SS/pa AGENDA ITEM NO: III-B-1 DATE: April 13, 1982 DESIGN REVIEW BOARD CASE NO: 168 C APPLICANT (AND ADDRESS): RENAISSANCE LAND COMPANY, 82-231 Johnson Drive, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 2,100 square foot radio station facility. LOCATION: Southwest corner of Park View and Acacia Drive. ZONE: R-1 12,000 BACKGROUND: November 3, 1981, Planning Commission reviewed and approved a Conditional Use Permit to allow a commercial radio station facility on the subject property. SITE PLAN: The applicant proposes to construct a 2100 square foot building on the 15,540 square foot lot. The building will be set back 15 feet from Acacia and 20 feet from Park View. The parking lot will have access from Park View and be adjacent to the Coachella Valley Water District pumping station. Ten parking spaces, one of which is a handicap sized space will be provided. A trash enclosure is to be located at the south end of the parking lot. Staff would suggest that the access lane portion of the parking area be extended some five feet further to the south to allow for easier egress from the end parking spaces. LANDSCAPING do WALLS: The perimeter of the site is to be landscaped with grass. Tree plantings are to include Eucalyptus, 24" box, Washingtonia Palms, Olea 24" box, Chamaerops Humus 15 gallon. These materials will be located on the tops of berms. Along the south property line and extending across from the south property line to the building, a six foot high block wall is proposed. Along the wall, 5 gallon bougainvillea are proposed. The yard between the wall and the parking lot is comprised of grass and gray pea gravel. The yard between the east property line and the parking lot is to be planted with Gazania. The existing chain link fence along the east property line will remain. Along the entry driveway Juniperous Sabina 5 gallon is delineated and blocking the view of the parking area and to be located around the trash enclosure will be 5 gallon Cassia Artemisiodes. ELEVATIONS: The proposed one story structure will for all intents and purposes look like a single family residence. The structure will be some 16 feet high, have a red mission tile roof and beige stucco walls. There is no glazed area shown on the south side of the building and only one glazed area on the west wall. The Board may wish to discuss the adequacy of the protection provided for the building, giving particular attention to the east and west walls. SIGNAGE This is a radio station facility and for this reason the applicant wishes to install a sign adjacent to the entry to the parking lot from Park View Drive. The sign is to be 2 feet by 4 feet for a total of 8 square feet. The Ordinance permits a sign of this nature subject to approval by the Board. DESIGN REVIEW BOARD CASE NO. 168 C APRIL 13, 1982 CONCLUSION: The Board should review the preliminary plans and determine acceptance. STAFF RECOMMENDATION: That the Board grant preliminary approval to application 168 C subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal pior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed. 3. Compliance with all applicable Conditions of application CUP 09-81. 4. That the driveway be extended to the south five additional feet, to provide easier egress from the end parking spaces. 5. All block walls to be either stuccoed (both sides), slumpstone or other decorative material as required by Conditional Use Permit. 6.
