APPROVED BY MINUTE ,MOTION Any appeal of the above action may be made in writing to the Director of Environmental Services, City of Palm Desert, within fifteen (15) days of the date of the decision. Staff recommended approval. Commissioner Wood felt that the building should have to be brought up to the Office Use standards and asked staff if this would be a requirement. Mr. Sawa replied that building code requirements might have to be implemented. Chairman Kryder opened the public hearing and asked if anyone wished to speak in FAVOR or OPPOSITION to this case. There being none, the public hearing was closed. Moved by Commissioner Richards, seconded by Commissioner Wood, to adopt reasons for approving this Change of Zone. Carried unanimously 4-0 (Commissioner Crites was not present at this time) Moved by Commissioner Richards, seconded by Commissioner Miller, to waive further reading and adopt Planning Commission Resolution No. 802, recommending approval of C/Z 05-82. Carried unanimously 4-0. VIII. DESIGN REVIEW BOARD ITEMS Preliminary plan approvals by the Design Review Board at its meeting of May 11, 1982 requiring Planning Commission confirmation. A. Case No. 233 MF - SILVER SPUR ASSOCIATES - Preliminary design approval for an addition/remodel to the tennis clubhouse at Ironwood Country Club and an addition to the housekeeping service area on Mariposa Drive. B. Case No. 234 MF - OSCAR A. WIGGINS - Preliminary approval for a 10 unit apartment on the west side of San Rafael Avenue, 125 feet south of Catalina Way. C./ Case No. 169 C - HARRY M. BLACKFIELD, M.D. - Preliminary approval of plans for the remodeling of existing commercial buildings with a 2,064 square foot addition at 73-960 and 73-970 El Paseo. Rec: Approve by minute motion as presented. Mr. Smith described the cases indicating that the Design Review Board approved each case with conditions. He recommended approval. Moved by Commissioner Wood, seconded by Commissioner Richards, to approve the Design Review Board's actions by minute motion. Carried unanimously 4-0 (Commissioner Crites was not present at this time). COMMISSIONER CRITES WAS PRESENT AT THIS TIME. IX. MISCELLANEOUS ITEMS A. Initiation of Public Hearing for Preannexation Zoning for the SW %, Section 4, T5S R6E. Rec: By minute motion initiate public hearing for June 15, 1982. Mr. Diaz described the location of this property and gave a brief explanation as to why this area is being prezoned and why it does not include Palm Desert Greens. Moved by Commissioner Wood, seconded by Commissioner Richards, to initiate a public hearing for June 15, 1982. Carried unanimously 5-0. X. ORAL COMMUNICATIONS - NONE XI. COMMENTS -2- DESIGN REVIEW BOARD MINUTES MAY 11, 1982 I. Nature of project/Approval Sought: Preliminary design approval for an addition/remodel to the tennis clubhouse at Ironwood Country Club and an addition to the housekeeping service area. Location: Part of Lot B, Tract 4685 at 49-200 Mariposa Drive. Zone: PR-7 The Board granted preliminary design approval to the addition/remodel of the tennis clubhouse and addition to the housekeeping service area. 2. CASE NO. 169 C Applicant/Address: HARRY M. The Board granted preliminary approval of the plans for remodeling of the existing commercial buildings with a 2,064 square foot addition subject to the conditions listed in the staff report. III. CASES: I. CASE NO. 234 MF Applicant/Address: OSCAR A. WIGGINS, 1631 East 18th. Street, Santa Ana, CA 92701, C.M. ENGINEERING, ASSOCIATES, 225 E. Airport Drive, San Bernardino, CA 92408 and S.E. WISE & ASSOCIATES, 242 N. Camino Arroyo, Anaheim, CA 92807. Nature of Project/Approval Sought: Approval of plans for a 10 unit apartment complex. Location: West side of San Rafael Avenue, 125 feet south of Catalina. Zone: R-2 Mr. Smith had reviewed the staff report for this case at the study session and the Board felt the preliminary plans were acceptable with a few changes on the landscape plans. Mr. Stan Wise, Architect was present and indicated that they would be willing to go along with any changes to the landscape plan recommended by the Board. On a motion by Ms. Jackson, seconded by Mr. Holden, the Board approved the preliminary plans for a 10 unit apartment complex subject to the conditions listed in the staff report and subject to the following added conditions: 1. That the Carob trees by the pool be substituted by Ficus Nitida. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for the remodeling of existing commercial buildings with a 2,064 square foot addition. LOCATION: Lots 18 and 19, Block 5, Palm Desert Unit No.1; 73-960 El Paseo, Palm Desert. ZONE: C-1 S.P. SITE PLAN: The applicant is proposing a 2 (two) story, 2,064 square foot addition to the rear (north) of the existing building on the property. The buildings will extend to within 14 feet of the sidewalk adjacent to President's Plaza parking lot. PARKING: Pursuant to an amendment to the parking ordinance, building additions for lots with frontage on President's Plaza may expand to the sidewalk without providing additional parking. The City Council has reviewed the present proposal and determined it to be acceptable notwithstanding the fact that it is 2 (two) stories in height. ELEVATIONS: Substantial revisions to the El Paseo elevations are also proposed as a part of the project. On the El Paseo elevation a new street front canopy is proposed over the existing building. Diagonally installed wood will be placed in square sections. This canopy will remove the existing roof mounted air conditioner units from view from El Paseo. The rear elevation (facing onto President's Plaza parking lot) will be 2 (two) stories in height and will be quite similar to the proposed El Paseo elevations. CONCLUSION: The proposed addition and remodeling of the existing building will make for a significant change. Staff has no objection to the plans being given preliminary approval. The Board should review the plans and determine acceptability. STAFF RECOMMENDATION: Provided that the Board is satisfied with the plans, staff would have no objection to the applicant being granted preliminary approval subject to the folowing conditions: I. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. -1- DESIGN REVIEW BOARD CASE NO. 169 C May 11, 1982 CONDITIONS (CONTINUED) /pa 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed. 3.
