On a motion by Mr. Holden seconded by Mr. Leung the board approved the preliminary plans contingent on the conditional use permit being approved. Motion carried 3-0-1 (Ms. Jackson abstained). IV. DISCUSSION ITEMS: 1. CASE NO. 226 MF APPLICANT AND ADDRESS: CGO ENTERPRISES, 74-595 Peppertree, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for the relocation of Monterey Avenue apartment units. LOCATION: Northwest corner of Driftwood Avenue and Shadow Hills Road, Palm Desert, CA 92260. ZONE: R-3 (3) Mr. Smith indicated that final plans had been submitted for the relocation of 10 apartment units. He added that the applicant was presently in plan check on condition that the board grant final approval of these plans and that any changes it felt necessary would be added to them. The letter from Mr. Sweet dated July 9, 1982, was read indicating that board's concerns had been investigated and addressed. Mr. Rowland F. Sweet was present to respond to any questions the board might have. Mr. Holden indicated that since they had a full set of drawings on the relocation and the applicant had indicated a willingness to comply with whatever the board might feel was necessary as far as the landscaping was concerned, he felt the board should grant the final approval. Mr. Holden moved to approve the final working drawings as submitted, Mr. Leung seconded. / Motion carried 3-0-1.(Mr. Gregory abstained) l 2. CASE NO. 171 C w APPLICANT (AND ADDRESS): PALM DESERT FLORIST, Mr. Allan Willard, 74-115 Highway III, Palm Desert, CA 92260 and CARL COX, 81-713 Highway 111, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Clarification of interpretation of building department regulation. Mr. Allan Willard was present to answer any questions the board might have. Mr. Smith advised that the plans for the remodel by Palm Desert Florist which the board had previously approved were in plan check. CASE NO. 171 C (CONTINUED) The board reviewed and approved the elimination of the cornices as required by the building department. Mr. Willard, applicant was present and thanked the board for its expeditious handling of the problem. 3. CASE NO. 129 C APPLICANT (AND ADDRESS): GERALD CHAZAN, 431 N. Brand Blvd., Glendale, CA 91203 and ROBERT RICCIARDI, 42-600 Bob Hope Drive, Rancho Mirage, CA 92270. NATURE OF PRO reaJECT/APPROVAL SOUGHT: Approval of a 24 hour teller sign for Gt Western Savings bank. LOCATION: Palms to Pines West, Phase II. ZONE: PC (3) S.P. Mr. Smith advised the board that at the last meeting they had rejected the request by Great Western Savings to have a pedestrian sign facing onto Highway 111. The applicant is now requesting a similar sign facing south onto the internal parking lot. After reviewing the plans it was the concensus of the board that the proposed 24 hour teller sign facing south onto the parking lot was acceptable as a pedestrian sign. V. Case No. 171 C - I approval of plans to 5ERT FLORIST AND CARL COX - Preliminary an existing building at 73-847 Highway 111. Mr. Smith gave a brief report and recommended approval. Moved by Commissioner Richards, seconded by Chairman Kryder, to approve Design Review Board's actions. Carried unanimously (3-0). C. Case No. 162 C - JAMES CHARLTON c/o White Sheet - Appeal of Design Review Board approval of May 27, 1982. Oral presentation). Mr. Smith reviewed this case indicating that the applicant had requested two changes to the plan: 1) rear window treatment deleted, and, 2) perimeter wall being redesigned to 3 ft. painted concrete block. The Board felt the window treatment on the north should be retained and the perimeter wall be matched to the building exterior. MR. JAMES CHARLTON, explained the reasons for the requested modifications. Commission supported the Board with regards to the window treatment but after reviewing the applicant's request agreed that the perimeter wall may be modified. MR. RON GREGORY, member of the Design Review Board, was present and indicated that the Board did not feel strongly about the wall treatment in front but did feel the north elevation window treatment should be retained. Moved by Commissioner Wood, seconded by Commissioner Richards, to approve requested modification of wall treatment on front of building; rejected requested modification of north elevation window treatment. Carried 3-0. D. Case No. 737 SA - ELDORADO BANK - Appeal of Design Review Board denial of June 22, 1982, for freestanding sign at 73-301 Highway 111 (Oral presentation). Mr. Smith reviewed this matter stating that the concerns of the Design Review Board were too many elements and the sign should be simplified. Staff recommended approval of the appeal. MR. ROBERT GEORGE, Imperial Sign Co., was present for any questions and requested approval of the appeal. MR. RON GREGORY, member of the Design Review Board, felt that the sign was not attractive and described it as too busy. The Commission felt the sign was attractive and although they were reluctant to go against the actions of the Board, in this case they felt the sign was acceptable. Moved by Commissioner Wood, seconded by Commissioner Richards, to approve requested appeal. Carried unanimously (3-0). IX. MISCELLANEOUS ITEMS A. CGO ENTERPRISES (ROLAND SWEET) - Request for consideration to decrease size of multiple family units. Mr. Diaz reviewed the letter submitted by Mr. Sweet and explained that this request pertains to the apartment units on Monterey Avenue. A new ordinance (No. 297) was adopted, giving the Planning Commission the option to modify the unit sizes based on three issues: 1) Efficiency of design; 2) Useability of the unit by the ultimate occupant; -5- DESIGN REVIEW BOARD MINUTES JUNE 22, 1982 5. CASE NO. 161 C APPLICANT (AND ADDRESS): THE FOUNDATION FOR THE RETARDED OF THE DESERT, c/o Mr. Owen McCook, 74-020 Chicory, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for an 11,600 square foot institutional facility. LOCATION: Southeast corner of Country Club and Sagewood. ZONE: P Mr. Smith gave an oral report on this case. He indicated that the applicant had not yet submitted a final landscape plan but staff would recommend final approval subject to the applicant submitting one and it being approved prior to the framing inspection. Mr. Gary Knudsen was present and informed the board that he would be -- submitting the landscape plans in the future. There were minor corrections to be made. On a motion by Mr. Cook, seconded by Mr. Barton the final plans for the 11,600 square foot institutional facility were approved subject to a landscape plan being submitted and approved prior to the framing inspection. Motion carried 5-0. Mr. Holden was not present to vote on this case. Mr. Holden returned at this point. B. Preliminary plans (NOTE: Preliminary plan approval requires Planning Commission confirmation at its meeting of July 6, 1982): CASE NO: 171 C APPLICANT (AND ADDRESS): CARL COX, 81-713 Highway 111, Indio, CA 92201 and PALM DESERT FLORIST, ATTN. MR. ALLAN WILLARD, 74-115 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans to remodel an existing building. LOCATION: 73-847 Highway 111. ZONE: C-1, S.P. Mr. Diaz reviewed the staff report and indicated that the only change to the site plan was to create a driveway entrance directly from the driveway in the Presidents Plaza parking lot. It was staff's feeling that if this driveway is allowed it could be a potential traffic hazard. Mr. Carl Cox was present and indicated that the matter had been discussed with Mr. Barry McClellan, Director of Public Works and he had indicated that the driveway could be installed. Mr. Willard, owner, explained his need for the driveway. He indicated that if it wasn't approved, he would be forced to leave his vans in the loading zone and they would interfere with traffic circulation. - 4 - DESIGN REVIEW BOARD MINUTES JUNE 22, 1982 1. CASE NO. 171 C (CONTINUED) The board was in agreement that some landscaping would improve the building. On a motion by Mr. Cook, seconded by Mr. Holden, the board approved the preliminary plans subject to a landscaping plan being submitted for the west wall of the building and south wall of the patio prior to the issuance of an occupancy permit; if the trash container is to remain, that it meet code requirements and that the issue of the proposed driveway access to parking lot "B" be continued to the next meeting. Motion carried unanimously 6-0. V. DISCUSSION ITEMS: 1. CASE NO. 129 C - GREAT WESTERN SAVINGS SIGN Mr. Diaz indicated that the applicant had resubmitted a six square foot deputy teller sign and if the board determined that it could be considered a pedestrian sign, then it could be approved, if it is not approved then they would have to apply for a variance. It was the concensus of the board that it could not be considered a pedestrian sign since there was no sidewalk along Highway 111. V. MR. ALLAN WILLARD, 74-115 Highway III, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans to remodel an existing building. LOCATION: 73-847 Highway 111. ZONE: C-1, S.P. DISCUSSION: The proposed remodeling of the existing building will not increase the size of the building. The only change to the site plan is to create a driveway entrance directly from the driveway in the Presidents Plaza parking lot. The applicant will need to obtain the approval of the director of public works to create this driveway cut. ELEVATIONS: Major revisions are to be made to the existing two story structure. A red tile roof is proposed. The walls are to be light textured stucco (ivory). A dark brown wood trim is proposed along with a row of common red brick for accent. The elevations as proposed will be a significant improvement to the structure. LANDSCAPING: The existing landscaping is essentially nonexistent. The applicant is proposing a 4'x 4' planter area inside the existing patio area which is surrounded by a 44" high wall. SIGNS: No sign details have been provided. Considering the nature of the north elevation, providing effective signs could prove difficult. A sign program will have to be reviewed and approved by the board prior to installation of any sign. TRASH: No trash collection area has been indicated although trash cans could be stored in the patio area behind the 44" screen wall. If the applicant will be using a large trash bin (as is presently used), an appropriate enclosure will be required. CONCLUSION: The proposed changes will be a significant improvement to the building exterior. RECOMMENDATION: That the board grant preliminary plan approval subject to the following conditions: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. -1- DESIGN REVIEW BOARD CASE NO. 171 C JUNE 22, 1982 CONDITIONS (CONTINUED) 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3.
