DISCUSSION: This item was granted preliminary approval at the meeting of November 13, 1984, subject to several conditions. One condition was that the trash enclosures be doubled in size. This has been done, but they do not show solid non -wood doors as required. The landscaping plan submitted does not indicate sizes as required and no irri- gation plans or note for their provisions has been submitted. This must be corrected prior to submission to the department of building and safety. The other major condition dealt with the outdoor storage problem on the phase I area of the site. This has yet to be resolved. The working drawings submitted show large mercury vapor security lights on the east and west sides of the building. These were not shown on the preliminary plans. We; do, not want them glaring outward away from the building. They will therefore have to be sheilded to direct the light downward. RECOMMENDATION: The deficiencies and corrections as noted above will need to be made prior to submission to the department of building and safety. DISCUSSION: The applicant is requesting approval of the phase II building. Phase I, which was 11,800 square feet, has been completed. The proposed building is also 11,800 square feet in size and would be built to the east of the existing building. Parking for the building would be provided on both sides of the structure. II. SITE DESIGN: The building is laid out as an extension of the first building with driveway access on both the east and west sides of the building. The trash enclosures, shown on both sides of the structure appear to be only large enough for one trash bin. They should be enlarged to accommodate at least two normal commercial bins and have doors on them. While not part of this approval, staff would like to notify the applicant that the easterly most driveway (phase III) will need to grant an easement to the property to the east to provide complete circulation. This easement will be required when the phase III construction approval is requested. III. ARCHITECTURE: The proposed architectural style is very similar to the phase I construction with a slight variation. The building will be a concrete panel construction with a flat roof and small amount of tile over each of the two entry areas. The structure will be 20 feet high within one story. The colors proposed are the same as those used in phase I. IV. LANDSCAPING: A preliminary landscaping plan has been submitted for the proposed construction. It appears to be an extension of the phase I planting. V. SIGNS: No information on signs has yet been submitted. When available, they will have to be reviewed by the commission. VI. CONCERNS: Staff has inspected the property and found a possible problem. The user of the phase I building, a building supply company, has the entire off-street parking lot full of building materials. Additionally, the future aisle which is to connect to the phase II parking lot is blocked and gated. A condition to be imposed is that no building permit shall be issued for the phase II construction until the parking lot is cleared so that it can be used for parking and the aisle is cleared to provide circulation. VII. RECOMMENDATION: The commission should review the plans and determine if they are acceptable. Should the commission approve this request the following conditions shall be imposed: 174 C Continued 1. CASE NO: 173 C (CONTINUED) Mr. Diaz replied that the city had already compromised by allowing them to modify the parking requirement by 10 percent through an adjustment procedure. Chairman Martin asked if the owner could apply for a variance. Mr. Diaz replied that they could apply for one but staff would recommend denial because the required findings could not be made. Chairman Martin asked if the city council had ever allowed parking on the streets to be used towards the square footage requirement of the building. Mr. Diaz replied that it had not. Street parking could not be counted particulary in this case because the frontage road could quite possibly go back to a two way traffic system which would eliminate the street parking. Ms. Jackson asked if anyone had considered the possibility of relocating the building to the west side of the lot facing east. Mr. Diaz replied that it had been considered but the owner would have to get a tenant who would not need visibility from Highway 111. On a motion by Mr. Gregory, seconded by Ms. Jackson, the plans were referred back to the architect in order that the following concerns could be addressed: 1. That the building be recessed from the streets in order that it conform to the setback requirements. 2. That the elevations on the north and south sides be improved. 3. That landscaping be added on the north side. Motion carried 5-0-1 with Mr. Cook abstaining. V. DISCUSSION ITEMS 1. CASE NO: 174 C APPLICANT AND ADDRESS: J. P. LOCATION: Cook Street Industrial Park, east of Cook Street on the north side of Mayfair Drive. ZONE: S.I. Mr. Smith indicated that the board had granted final approval to the development and they have since had a sign program submitted which conforms to the code. The sign is approximately a foot high and the length will vary according to the copy. CASE NO: 152 C - COAST FEDERAL SAVINGS AND LOAN -Located at the northwest corner of Palms to Pines West - Phase II Mr. Smith indicated that this application was for approval of a landscape plan for the Coast Federal Savings and Loan building. Mr. Gregory reviewed the plans and noted the necessary revisions on the plans. On a motion by Mr. Gregory, seconded by Mr. Holden, the landscape plans were approved with revisions as noted on the plans on file with the environmental services department. Motion carried 5-0-1 with Mr. Cook abstaining. 4. CASE NO: 62 C - THE GALLERIA BUILDING - Located on El Paseo Mr. Smith stated that this was a request for approval of revisions to the Galleria plans on E1 Paseo. He added that the owner wished to tile all of the sidewalk areas and the two water fountains would be removed. Mr. Holden asked if the median would also be tiled. Mr. Smith replied that they eventually intend to do so. Tiling the public sidewalk and median is being reviewed by public works at this time. The board felt that the request was acceptable. VI. On a motion by Mr. Holden, seconded by Ms. Jackson the final plans for the first warehouse were approved, subject to the following conditions already listed in the staff report and added Condition No. 3: 1. That no building permit be issued until and unless the zoning ordinance is amended to permit a seven (7) foot rear yard setback. 2. That no signs be installed until the sign program has been reviewed and approved by the board. 3. That the plans be suitably revised to reflect any changes neccessitated by the final precise plan approval. Motion carried 3-0-1 (Mr. Gregory abstaining). Chairman Martin asked Mr. Svende Peulicke, representing J.P. Construction, Inc., if he understood the added condition. Mr. Peulicke replied that he did. V. DISCUSSION ITEMS CASE NO. 170 C - AFFILIATED CONSTRUCTION - FRANK R. GOODMAN do ASSOCIATES - Request to reduce the walls along Hovley Lane from 7 to 6 feet for an industrial tract at the southeast corner of Hovley Lane and Cook Street. The board reviewed the case at the study session and felt that the request was acceptable, (with the exception of Mr. Holden who felt the approved height should be retained), subject to thirty (30) 15 gallon sized Eucalyptus Rudis being added to that portion of the wall to be reduced. On a motion by Ms. Jackson, seconded by Mr. Holden, the request was approved, subject to the board's condition. Motion carried 3-0-1 (Mr. Holden abstaining). - 2 - 4 AGENDA ITEM NO: III-A-1 DATE: October 12, 1982 DESIGN REVIEW BOARD CASE NO: 174 C APPLICANT (AND ADDRESS): J.P. LOCATION: Cook Street Industrial Park, east of Cook Street, Mayfair Drive. ZONE: S.I. DISCUSSION: August 10, 1982, the board reviewed the preliminary plans and granted approval subject to conditions (see attached minutes of the August 10, 1982 meeting). The final plans have not changed although the landscape plan has incorporated the necessary changes. The matter of the rear yard setback has been reviewed and recommended for approval by the planning commission. City Council will consider the amendment at its October 14, 1982 meeting. The applicant has indicated that a sign program is being prepared and may be available in time for review by the board. If a sign program is not available for review at the October 12, 1982 meeting, then it will be sent to the board when it is available. No signs will be installed until the sign program has been approved by the board. RECOMMENDATION: That application 174 C, J.P. Construction, Inc., be granted final approval subject to the following conditions: 1. That no building permit be issued until and unless the zoning ordinance is amended to permit a seven (7) foot rear yard setback. 2. That no signs be installed until the sign program has been reviewed and approved by the board. /pa MINUTES PALM DESERT PLANNING COMMISSION AUGUST 17, 1982 Mr. Joy reviewed the staff report and explained that amendments to this ordinance would include: covered patios be allowed to within five feet of the rear and side property lines; and, elimination of the 50% rear yard coverage restriction. Staff recommended approval. Commissioner Wood asked what the setback would be from the side property line if this was approved. Mr. Joy replied that it would be five feet. Review of Study on Domestic Solar Hot Water Heating Cost Effectiveness. A California Energy Commission study was presented which concluded that in this area, a domestic solar water heating system would not be economically beneficial when compared to a conventional natural gas system. Therefore, the commission agreed to defer any action on developing a mandatory solar water heating ordinance at this time until positive economic benefits are indicated in further studies. B. Review of Presidents Plaza Parking Study. Mr. Drell stated when the Presidents Plaza parking lot was completed there was concern for the parking accommodations for existing businesses. A study was initiated and the parking ordinance amended to allow only uses which require one space per 250 sq.ft. or less to locate or expand in the Presidents Plaza area. The study is now completed and indicates that parking spaces meet current demands and also provide for some expansion. Therefore, staff recommends removal of blanket prohibition on new restaurants and other expanded or intensified uses. SITE PLAN• This application involves the construction of a warehouse industrial building within the Cook Street Industrial Park. The industrial park was originally divided into individual lots but the owners of the lots on the north side of Mayfair Drive have filed a Parcel Map 18729 to consolidate the lots, thereby removing the necessity to provide side yard setbacks. This building is located toward the west end of the newly created parcel. Parking is provided on the east side of the building. A twenty-five foot landscaped area is provided in front of the building. The rear yard has been proposed to be seven (7) feet, whereas the zoning ordinance requires a minimum 25 feet. Planning commission will be reviewing a report to reduce the required rear yard in the S.I. zone in the near future. Provided that the rear yard setback is changed by planning commission and city council then staff feels the site plan is acceptable. LANDSCAPING: The front yard setback (i.e. 25 feet) is to be landscaped as well as the west side yard. In addition, the parking lot has some landscaping. A detailed landscape plan has been provided and is acceptable to staff. The board should review the landscaping to determine acceptability. ELEVATIONS: The proposed building will be one story in height. The main pedestrian entry has been proposed in the south wall facing the street; in the east elevation two overhead doors are proposed. The main entry has a tile roof. The majority of the building will be field color concrete panels. The south elevation has an insert of tan colored rib concrete panel for accent. A dark brown accent stripe goes around the entire building. The elevations as proposed are acceptable. RECOMMENDATION: That application 174 C, J.P. Construction, Inc., be granted preliminary approval subject to the following conditions: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits.
