Amendment to
Mr. Smith indicated that the commission at the study session had
reviewed the proposed revisions noted on the plan which involve the
installation of tile in lieu of the shake treatment on the mansard and
the addition of a cupola in the middle of the north elevation which
would be used to relocate the sign from the fascia area below.
The commission did not feel the addition of the cupola would tie in with
the rest of the buildings in the center and were concerned over the
color of the tile shown on the new plan.
Commissioner Gregory noted that the new plans show the deletion of
windows on the left elevations.
Mr. Dave Carlson, of Carlson Design and Construction Company was
present and noted that the tile shown on the plans was the same as that
approved by the commission. The reason for the cupola was to improve
visibility. He felt the building was too hard to find. The windows were
deleted as a requirement of the building department.
Acting Chairman Martin felt that his problem was the frontage road
situation and not visibility.
The commission did not want to set a precedent allowing people to build
cupolas for the purpose of displaying their signs.
Mr. Diaz advised that the sign ordinance does not permit signs above
the eave line which would preclude the signs from being installed on the
cupola.
Mr. Carlson asked if they could retain the cupola and keep the sign
where it presently stands.

The commission reiterated that the cupola would not tie in with the
rest of the buildings in the center.
On a motion by Commissioner Gregory, seconded by Commissioner
Leung, the commission denied the cupola and approved the top cap on
the roof, with the color of that top cap being the same as the beam.

plans for a commercial office building.
LOCATION: 73-400 Highway 111, north side of Highway 111, west of

Mr. Smith reviewed the staff report indicating that the applicant had
received preliminary approval of plans for the commercial building in
April of 1981. The new building which is still two stories in height has
been toned down somewhat from the one approved in 1981. The
building is connected at the second floor level and separated on the
first floor to allow for an ingress from Palm Desert Drive to the
parking area at the rear.
On a motion by Commissioner Holden, seconded by Commissioner
Gregory, the preliminary plans were approved as presented.
Motion carried 2-0-2, with Commissioner Leung and Commissioner
Martin abstaining.
IV. DISCUSSION ITEMS:
1. Walls Located in Front Yards:
Mr. Diaz indicated that problems have arisen regarding six foot walls along the
front setbacks in the R-1 zone. Unless the commission would like to examine
them individually, staff will be requiring a minimum five foot setback from
the property line when there is a solid wall along the front, so that there can
be landscaping in front of it. Where they are adjacent to driveways, staff will
require a ten to fifteen foot long base and height triangle be developed to
provide visibility when exiting.
Commissioner Holden asked if the condition would still apply if there is an
existing parkway out in the middle of the property line.
Mr. Diaz replied that it would.
Acting Chairman Martin felt that setting back the wall from the driveway for
safety purposes was acceptable but in terms of coming into the front yard, he
didn't have any problem with it being on the property line. If staff told them it
would have to be five feet from the property line and they appealed, he would
have to support the property owner.

marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout irrigation plans
and sign program shall be submitted to the design review board. No
final inspection or occupancy permit shall be given by the department
of environmental services to this project until the aforementioned
approved plans and construction shall have been completed.
3. That the applicant obtain approval of a precise plan from the
planning commission prior to review of final plans by the board.
Motion carried 5-0-1, Commissioner Martin abstained.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary design approval of Southern
California Desert District Base.
LOCATION: Cook Street Business Park.

PROPOSAL:
The applicant is proposing the construction of a district operations center containing two
structures including a 10,670 square foot building and a 2052 square foot service building
with associated parking and equipment storage areas.
ELEVATIONS:
The proposed single story main building will be a maximum of eighteen feet high. The
walls will be orco brown split face block. Dark brown aluminum shadow form (shade
structures) are shown over the entries and glazed areas. The service building in the yard
area will have a similar treatment. The elevations are acceptable to staff.
LANDSCAPING AND WALLS:
The entire site is to be enclosed by an 8 foot high wall with sliding gates at the driveway
entrances from Mayfair and Sego. The majority of the wall will be an eight foot masonry
wall except for the area adjacent to the main building where an eight foot open fence will
be provided. Details of the wall types have not been provided.
The proposed eight foot wall is located on the property line so the landscaping is located
in the area between the wall and the curb. This is permitted in that the streets are
private streets, if they were public streets then the wall would have to be set back twenty
feet from the property line and the landscaping installed therein. There is an eight foot
wide landscape strip around the perimeter of the site. The groundcover will be lawn and
will be planted with ten foot Mexican palms, 15 gallon bottle trees and 15 gallon
evergreen ash. Along the base of the wall five gallon Xylosma are to be planted.
Inside the wall additional landscaping is proposed in the immediate area around the main
building as well as some parking lot landscape areas adjacent to the gate openings.
The landscape plan as proposed is acceptable to staff.
RECOMMENDATION:
That Case No. 180 C requesting preliminary approval of plans for the Southern California
Gas Company Base in the Cook Street Business Park be approved subject to the following
conditions:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of
occupancy shall be issued until completed.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Municipal Code.

Housing shall be fabricated from a one-piece extruded aluminum
side panel with mitered corners that are internally welded and
sealed for weather -tightness. A press -formed aluminum top cover
shall interlock with the housing, and have a continuous seal of
silicone rubber resistant to weathering, moisure, UV, and ozone.
Top shall be peaked for increased strength and efficient
water runoff.
Optical Chamber shall consist of a one-piece hydroformed Kim
reflector with a highly specular Alzak® processed surface, and a
socket assembly for ANSI type III light distribution. Socket shall be
mounted in a one-piece casting which is fully gasketed at the
reflector surface. All wires to the socket shall be gasketed at point
of entry into the optical chamber. Reflector side walls and top shall
be contoured so that no light is reflected back into the lamp arc
tube, for optimum lamp life and performance. For EKG 401 series,
reflector shall hinge down for ballast access using 2 quarter -turn
latches. All 400 watt MV and MH lamps, and all 1000 watt MV, MH,
and HPS lamps, shall be supported at the tip by a wire harness.
All High Pressure Sodium fixtures shall be provided with the
appropriate 4KV or 5KV pulse rated socket.
Lens Frame Assembly shall consist of a 3/16" thick impact
resistant clear tempered sag glass lens enclosed by a one-piece
molded high temperature gasket. Lens and gasket shall interlock
in an extruded aluminum frame which shall hinge at the pole end,
and shall close and tightly seal the optical chamber by 4 gasketed
vibration -proof quarter -turn fasteners. Lens frame shall be
removable without tools by means of quick -disconnecting hinges.
All Electrical Components shall be UL approved and be an
integral part of the fixture. Ballasts and related components shall
be integrated onto a single mounting plate as a self-contained
subassembly. On EKG 401 fixture, ballast assembly shall attach to
the fixture using quick -disconnecting key slots. On EKG 501 and
EKG 601, ballast assembly shall attach to fixture with
quick -disconnect no -tool hinges and latches. Fast field wiring shall
be provided for by prewiring all electrical components with
quick -disconnect plugs. All ballasts shall be the component type
capable of providing lamp starting down to —20°F, with power
factor of 90% or better (High Power Factor).
Fixture Arm shall be a one-piece rectangular aluminum extrusion
with internal centering guides. Luminaire-to-pole assembly shall be
made through a mechanical draw bolt attachment inside the arm,
eliminating all exposed fasteners and welds. Arm assembly shall
include a pole reinforcing plate which will mount inside the pole for
added strength at the arm joint.
Standard Finish on fixture and arm shall be semi -gloss black,
dark bronze, or medium bronze baked enamel applied over a
satin polish.

Houseside Shielding shall
consist of 2 matt black
components permanently
installed at the Kim factory. One
component shall reduce light
directly from the lamp, and the
other component shall reduce
reflected light. (For clear lamps
only. See catalog A2 for
photometrics).
Lexan® Shield shall be
one-piece vacuum formed clear
polycarbonate to operate with a
maximum of 250 watts. It shall
be semi -pyramidal in shape for
high thermal resistance, impact
resistance, and light
transmission. Lexan shield shall
replace standard glass lens as
an integral part of the lens frame.
Caution: Use only when
vandalism is anticipated to be
high. Useful life is limited by
discoloration caused by UV
from sunlight, mercury vapor,
and metallic halide lamps.
Photocell Receptacle shall be integrally mounted to accept NEMA
base photocells (by others). When 2, 3, or 4 fixtures are mounted
per pole, one fixture shall be furnished with an installed receptacle
(plus a relay when required) to operate the others. Photocells shall
be furnished by others.
Wood Pole Mounting shall be by a modified arm containing an
access hole to allow field splices within the arm. A bearing plate
shall be furnished between arm and wood pole, and all
components shall be finished to match the fixture. Available for 1A
or 2B mountings only.
Wall Mounting shall be by a modified arm containing an access
hole to allow field splices within the arm. A wall embedment bracket
shall be provided to accept fixture mounting rods, and a trim plate
shall be provided to cover the wall embedded junction box. (J-box
by others). All exposed parts shall be finished to matcn the fixture.
For concrete mounting only.
Cluster Mounting types 2U, 4U, 3E, and 6E, shall utilize a square
mounting bar with internal draw bolts to mount the fixtures.
Mounting bar shall attach to pole using a tenon with set screws
and one throughbolt. (Pole must have a 21/2" pipe size tenon
in steel only).
Anodized Finishes shall be Duranodicl� black, dark bronze, or
medium bronze, according to Architectural Class I specifications.
