Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission approved the revisions to the plans. CASE NO: 878 SA APPLICANT (AND ADDRESS): RALPH BODON, (RALPH'S) 73-941 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a sign program for Ralph's Singer Products. LOCATION: 73-941 Highway 111, Palm Desert. ZONE: C-1, S.P. Mr. Smith indicated that the applicant was before the commission to seek approval of signs which have already been installed. The double signage on each face would continue to conform to the ordinance as it relates to the sizes of signs. Chairman Gregory said that the commission was aware that the building owner had approved the signs; however, the commission does have concerns regarding the sizes, color and location of the signs. Commissioner Cook asked if this was the standard sign used by Singer Products and then mailed to the businesses. Mr. Ralph Bodon the owner replied that this was the case. It was mailed to him and he in turn had a person install it. The commissioners concurred that the sign placed on the front of the building was too busy and did not conform to the sign program for the building and that the sign placed at the rear of the building was not unacceptable. Mr. Bodon requested clarification of the decision. Mr. Diaz replied that he should go to the owner of his building and have him come forth with a new sign program for the building that would allow the kind of sign he wants and he should have his sign redesigned so that it will conform to the sign criteria. Upon motion by Commissioner Cook, seconded by Commissioner Martin, it was requested that the sign program for this building be amended for the specific purpose of allowing the wall mounted sign on the south wall to be approved and the horizontal sign mounted on the north fascia to be disapproved. Motion carried 3-0-1 (Commissioner Leung abstained). 2. CASE NO: 181 C APPLICANT (AND ADDRESS): ARMORED TRANSPORT/CLEMENT STADLER, 73-850 Colton Circle, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Revisions to final approval of plans. LOCATION: North side of 42nd Avenue, West of Eclectic Street ZONE: S.I., S.P. Mr. Smith indicated that this was a request for revisions to plans which - 3 - .- 1 ARCHITECTURAL REVIEW COMMISSION MINUTES OCTOBER 25, 1983 CASE NO. 181 C (CONTINUED): had received final approval. He indicated that they were discussed at the study session and the commission wished to know the reason for the changes. Mr. Clement Stadler indicated that some of the changes had arisen for security reasons and others were for decorative purposes. Since this case was reviewed in June, the armored car industry had some severe losses and their insurers were getting more strict about the design of this type of facility. Mr. Stadler indicated that the relocation of the doors was for security reasons. Deletion of the glassing was to simply reduce the amount of visibility to the building, there will be a horizontal window with bullet proof glass. His biggest concern was the overhang, they would like to eliminate it completely if possible since it would be adjacent to the rollup door of the garage which would make it easy for a person to hide on top of it and jump right on the truck. They wished to change the round columns to rectangular ones for decorative purposes. The change from glue lam to another material and having them finished with rough plaster was for maintenance purposes. The basic design would not be changed except for the doors. The increased height of the wall was to keep the sand from blowing in. On a motion by Commissioner Martin, seconded by Commissioner Leung, the commission approved the revisions to the plans. Motion carried 3-0-1 (Chairman Gregory abstained). B. Preliminary Plans: 1. CASE NO: 240 MF APPLICANT (AND ADDRESS): BILL ROSSWORN, 73-941 Highway III, Suite 5, Palm Desert, CA 92260, formerly Michael N. Scuro. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a triplex. LOCATION: North side of Santa Rosa Way, 2nd lot east of San Pascual Avenue. ZONE: R-2 Mr. Smith indicated that the present applicant was Mr. Bill Rossworn. The commission had approved the plans in 1980. That approval has since expired and a new application has been filed with some new revisions and were requesting preliminary approval. Mr. and Mrs. Bill Rossworn were present to represent Dr. McLachlan the owner and reviewed the changes which they felt would make it a building the city would be proud of. Chairman Gregory stated that the landscape plan was unacceptable. He indicated that he would be happy to meet with the landscape designer to discuss the plans with him. Commissioner Cook indicated that there had never been any consideration for the overall design when doing the changes recommended by the commissioners in the past. -4- AGENDA ITEM NO: III-A-3 DATE: October 25, 1983 ARCHITECTURAL COMMISSION CASE NO: IS C APPLICANT (AND ADDRESS): ARMORED TRANSPORT/CLEMENT STADLER, 73-850 6,*1+en� Circle, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Revisions to final approval of plans. LOCATION: North side of 42nd Avenue, West of Eclectic Street ZONE: S.I., S.P. BACKGROUND: Commission will recall that it granted final approval of the proposed building at its June 28, 1983 meeting. At this time the applicant is requesting approval of some minor revisions to the exterior of the building. According to the applicant some changes are needed due to the use of the building by Armored Transport and its unique security requirements. Other changes are aesthetic in nautre. CHANGES: 1. Changed round columns to rectangular. 2. Relocate entry door(s). 3. Delete some glazing. 4. Reduce the extent of the roof structure over the entry. 5. Change glue lam to other material and finish with rough plaster. 6. Increase wall height on east property line. RECOMMENDATION: Staff has no objection to any of the changes as noted. BACKGROUND: The applicant received preliminary approval on March 22, 1983. The only outstanding matter involved a requirement to install a wall or suitable landscape buffer on the south side of the outer (guest employee) parking area. DISCUSSION: There have been no substantial changes to the site plan or elevations. The commission should review the plans to determine acceptability. The landscape plan indicates that a landscaped buffer is to be used to screen the second parking area as required by code. In addition to trees and shrubs large (Y diameter) boulders are to be used. Much of the landscaping is to be placed on the parkway portion of the street's right-of-way. An encroachment permit from the public works department will be required. The commission should review the landscape plan to determine acceptability. RECOMMENDATION: That the commission review the final plans for Case No. 181 C to determine acceptability. Should the commission decide to approve the request, it should be subject to the following: 1. That the applicant obtain an encroachment permit for any landscaping to be placed on the city owned right-of-way. 2. LOCATION: North side of 42nd Avenue, 150' west of Eclectic Street. ZONE: S.I., S.P. DISCUSSION: The applicant is proposing to construct a 6150 square foot office and storage facility. A portion of the building will be occupied by United Couriers while the remainder will house Armored Transport of California. The majority of the area will be used as a storage area, loading area and service bays. SITE PLAN: A detailed site plan review will be performed during the precise plan review by planning commission. The building is to be located at the extreme north (rear) portion of the lot. Zero (0) setback is proposed from the side and rear property lines. The majority of the front yard is taken up by parking. Two separate parking areas with a total of 27 spaces are proposed. The outer parking area is for guests and employees while the inner area will be a secured area. A six foot high concrete block wall will separate the parking areas. The code requires that screen walls or landscaping buffer parking areas from view from the street. A second wall or row of landscaping will be required to screen the outer parking area. LANDSCAPING: A formal landscape plan has not been provided; however, one will be required prior to final plan approval. The areas to be landscaped have been delineated on the site plan. Groundcover, shrubs and trees are shown but the species to be planted are not provided. An additional row of landscaping or an additional wall will be required along the south side of the guest/employee parkinR area. ELEVATIONS: The proposed building is a single story structure ranging in height from sixteen feet to twenty feet. The main walls are to be natural grey, sandblasted precision block. Around the top of the building, a band of brown block will provide accent. Across the front, three grey colored steel overhead doors along with the entries to the two businesses are located between the two businesses, a carport facility to park four vehicles is provided, a dark brown fascia is used on the carport to continue the band effect. SIGNS: A monument sign as well as wall signs are shown on the plans. Separate sign approvals will be required to be approved by the board. -1- CASE NO. 181 C MARCH 22, 1983 RECOMMENDATION: That Case No. 181 C, be granted preliminary approval subject to the following conditions: /pa I. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the design review board.
