Upon reviewing the submitted plans and the presentations by the staff and by the
applicant, the architectural review commission approved the final plans for the first
phase of the senior center.
Date of Action: September 27, 1983
Vote: 5-0

Palm Desert within fifteen (15) days of the date of the decision.)

I. The meeting was called to order at 2:00 P.M. after a one hour study session.

On a motion by Commissioner Holden, seconded by Commissioner Cook, the
minutes of the September 13, 1983 meeting were approved as written.
Motion carried 4-0-1 (Commissioner Martin abstained).

following cases by minute motion:

Mr. Smith indicated that the commission was concerned with the possible
liability of having the posts so close to the curb.They had recommended at
the study session that they be set back 18" to 24" from the curb.

DISCUSSION:
The commission reviewed and approved the preliminary plans for the senior center at its
June 14, 1983 meeting. There were no special conditions imposed at the time of
preliminary approval.
The final plans are in substantial conformity with those plans given preliminary approval.
RECOMMENDATION:
That the commission review the final working drawings for Case No. 183 C, the Palm
Desert Seniors' Association to determine acceptability.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for the
first phase of the senior center.
LOCATION: Northwest corner of Catalina and San Pascual.
ZONE: R-1, 10,000
BACKGROUND:
The city owns approximately 3.07 acres at the northwest corner of San Pascual and
Catalina and said land is to be leased to the Palm Desert Seniors' Association, Inc. at a
nominal fee. The Palm Desert Seniors' Association filed an application for a conditional
use permit and a precise plan and a hearing was held by the planning commission on June
7, 1983, at which time both applications were approved.
SITE PLAN:
The plan for the first phase calls for construction of an "L" shaped 9400 square foot
building oriented to the San Pascual -Catalina Way intersection. The parking area for 49
cars is located adjacent to both streets with an access from each street. The site plan
indicates areas of future expansion and future parking as well as a bowling green at the
northwest corner of the site.
ELEVATIONS:
A single story 17' high structure is proposed. The roof is to be clay tile. Walls will be
almond pink cement plaster. Large overhangs provide solar protection. The overhangs are
supported by slumpblock masonry columns. The wood fascia is to be oxford brown. This
color will be carried over to the entry cover.
The elevations proposed are acceptable to staff.
LANDSCAPING:
The landscape plan calls for a grassed area at the intersection. Adjacent to the parking
lots it is proposed to plant a five gallon fancy natal plum to provide a 3-5 foot hedge.
Ground cover in front of the hedge and elsewhere on the site is to be gazania. Major trees
to be planted include carob, evergreen pear and Washingtonia Filifera.
The commission should review the landscape plan to determine acceptability.
RECOMMENDATION:
That Case No. 183 C for preliminary approval of plans for a senior citizen facility at the
northwest corner of San Pascual and Catalina be approved subject to the following:
1. Construction plans shall be submitted for approval to the city fire
marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural commission.
No final inspection or occupancy permit shall be given by the department
of environmental services to this project until the aforementioned
approved plans and construction shall have been completed.

I hereby acknowledge that I have read and agree, to comply
with all the following requirements, and understand that
the Department of Building and Safety will not issue a
building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the
Department of Environmental Services.
The development of this project shall conform substantially
to all development plans submitted in behalf of this case,
and as revised according to the Design Review Board process.
Any minor change requires approval by the Director of Envi-
ronmental Services. Any substantial change requires ap-
proval by the Design Review Board.
All requirements of any law, ordinance, or regulation of
the State, City, and any other applicable government entity
shall be complied with as part of the development process.
This approval is applicable, subject to the development of
this project, commencing within one year from approval date
and being promptly completed.
Landscaping (with irrigation system) shall be installed
prior to final inspection and receiving certificate of
occupancy.
.Curb, gutter, curb cuts, and tie-in paving shall be provided
along the full frontage of the lot by means of installation
prior to final inspection or other provisions as approved by
the City Engineer. Construction shall conform to City Stan-
dards and all requirements of the City Engineer.
