On a motion by Commissioner Gregory, seconded by Commissioner Leung, the commission denied the cupola and approved the top cap on the roof, with the color of that top cap being the same as the beam fascia (dark brown). Motion carried unanimously 4-0. 2. CASE NO: 184 C APPLICANT (AND ADDRESS): JERRY DENNINGTON, (A-1 Surveying and Engineering), 73-400 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a commercial office building. LOCATION: 73-400 Highway 111, north side of Highway 111, west of Las Palmas. ZONE: C-1, S.P. Mr. Smith reviewed the staff report indicating that the applicant had received preliminary approval of plans for the commercial building in April of 1981. The new building which is still two stories in height has been toned down somewhat from the one approved in 1981. The building is connected at the seco^d floor level and separated on the first floor to allow for an ingress from Palm Desert Drive to the parking area at the rear. On a motion by Commissioner Holden, seconded by Commissioner Gregory, the preliminary plans were approved as presented. Motion carried 2-0-2, with Commissioner Leung and Commissioner Martin abstaining. IV. DISCUSSION ITEMS: 1. Walls Located in Front Yards: Mr. Diaz indicated that problems have arisen regarding six foot walls along the front setbacks in the R-1 zone. Unless the commission would like to examine them individually, staff will be requiring a minimum five foot setback from the property line when there is a solid wall along the front, so that there can be landscaping in front of it. Where they are adjacent to driveways, staff will require a ten to fifteen foot long base and height triangle be developed to provide visibility when exiting. Commissioner Holden asked if the condition would still apply if there is an existing parkway out in the middle of the property line. Mr. Diaz replied that it would. Acting Chairman Martin felt that setting back the wall from the driveway for safety purposes was acceptable but in terms of coming into the front yard, he didn't have any problem with it being on the property line. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a commercial office building. LOCATION: 73-400 Highway 111, north side of Highway 111, west of Las Palmas. ZONE: C-1, S.P. BACKGROUND: In April of 1981, the applicant received preliminary approval of plans for a commercial building on the subject property. The architecture of that building was modern. DISCUSSION• The new building which is still two stories in height has been toned down somewhat from the one approved in 1981. The building is connected at the second floor level and separated on the first floor. The separation area allows for an ingress from Palm Desert Drive to the parking area at the rear. The parking lot will egress to the alley to the rear. The site plan and parking will be more fully evaluated by the planning commission during its consideration of the precise plan. ELEVATIONS: The two story structure is to be finished in a grey plaster sand finish with metal expansion joints providing relief. Window areas are recessed from the face of the wall to provide solar protection. The building represents a substantial departure from the norm in the city. The commission should review the elevations to determine acceptability. LANDSCAPING: Landscaped areas have been delineated at the front of the building and in the parking area to the rear. Planting materials are provided and the commission should review the plan to determine acceptability. RECOMMENDATION: That the commission review Case No. 184 C, a request for preliminary approval of plans for a commercial building to determine acceptability. Should the commission decide to grant preliminary approval, it should be subject to the following: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout irrigation plans and sign program shall be submitted to the design review board.
