NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a new
convenience store and service station.
LOCATION: Southeast corner of Highway II I and Fred Waring Drive.
ZONE: PC-4, S.P.
BACKGROUND:
On July 26, 1983, the commission granted preliminary approval of plans for a new
convenience store and service station. At that time, commission had some concerns which
are delineated in the minutes and subsequently added as conditions to the preliminary
approval (see attached).
DISCUSSION:
Final plans have been submitted including the following changes as requested by the
commission:
1. Landscaping:
A revised landscape plan has been submitted with the following changes
or additions:
A. Five Mexican fan palms (201) were added.
B. Five bottle trees (24" box) were added.
C. Changed spreading cotoneaster to rid elf firethorn (4' o.c.).
D. Changed morning glory to dwarf Japanese garden juniper.
E. Changed gazania to turf.
F. Changed three types of Potentilla to assorted annuals and perennials.
The remainder of the plan is unchanged. The commission should review the
revised landscape plan to determine acceptability.
2. Metal panel to be the same on all four elevations. This change has been
provided.
3. Screening of Roof Mounted Equipment:
Sheet M-1 of the final plans provides a detail for the roof mounted air
conditioner. The unit will be located in the approximate center of the roof and
will extend 18 inches above the height of the parapet wall.
Staff has serious concerns that this unit will be visible.
The commission should review the plans to determine acceptability.
4. Signs:
The final plans provide a limited amount of information on the proposed signs.
A freestanding sign as well as a wall mounted sign are proposed.
Colors of the proposed signs have not been indicated but will follow.
The wall sign looks basically acceptable; however, staff has some concerns
regarding the proposed freestanding sign.

Mr. Smith indicated that the commissioners had reviewed the plans at the
study session and had been concerned that the roof-mountedL equipment
would not be screened•, they suggested that it be placed on the ground.
Another concern was with the irrigation plan. Commissioner Gregory
stated that it -was imperative that more sprinkler heads be added to keep
up the landscaping.
Mr. Swearin was present to represent this case.
On,a motion by Commissioner Holden, seconded by Commissioner Leung,
the plans were approved as submitted subject to the relocation of the air-
conditioning equipment to the ground; the addition of sprinkler heads for
greater coverage of the area and the submission of a sign plan.
Motion carried unanimously 4-0.
2. CASE NO: 855 SA
APPLICANT (AND ADDRESS): INTERSTATE NEON CORPORATION,
15155 Califa Street, Van Nuys, CA for BIG 5 SPORTING GOODS.
NATURE OF PROJECT/APPROVAL SOUGHT: Single faced internally
illuminated business identification sign.

Mr. Smith indicated that the commission had expressed concern at the
study session relative to the shape of the sign as it relates to the "Liquor
Barn".
Commissioner Cook stated that it should be the same in proportion in
height and length as the Liquor Barn sign.

That the commission review the final plans for Case No. 190 C, FLYING J, INC. to
determine acceptability. Should the commission decide to grant final approval, it should
be subject to the following:

Mr. Martin asked if there could be a reverse approval where he would only be
required to provide a three foot wall if he can't adequately demonstrate that
through mounding and landscaping the parking could not be adequately hidden.
On a motion by Commissioner Holden, seconded by Commissioner Martin, the
preliminary approval of plans was granted subject to the following five
conditions as listed in the staff report and added conditions 6,7,8 and 9:
L. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of occupancy
shall be issued until completed.
2. Final construction drawings, including a final landscaping,, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural review
commission. No final inspection or occupancy permit shall be given
by the department of environmental services to this project until
the aforementioned approved plans and construction shall have been
completed.
3. The landscape plans shall include details of the perimeter walls and
fences.
4. Plans shall be provided for the restrooms and storage buildings.
5. The site plan shall be revised in accordance with the conditions of
the precise plan approval and ,the recent parking
ordinance amendments..
6. A preliminary landscape plan shall be provided, outlining material,
quantity and location prior to the final landscape plan being
submitted.
7. A chain link fence shall be permitted adjacent to the -westerly property
line along the flood control channel.
8. Planting shall be provided along the entire boundary.
9. The storage building shall meet city setback requirements.
Motion carried unanimously 4-0.
3. CASE NO:. 190 C

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a new convenience store and service station.
LOCATION: Southeast corner of Highway I II and Fred Waring Drive.
ZONE: PC-49 S.P.
Mr. Diaz indicated that this case had been discussed at the study session and
the commission had decided that the landscaping would have to be more
extensive in order to make the facility more compatible with projected uses in
that area.

Commissioner Holden felt the metal fascia and panel on the three sides should
be made the same on the fourth side, Commissioner Leung agreed.
The commissioners agreed that since it is such an important corner, -there
should be heavy landscaping to help screen the building.
Chairman Gregory stated that a lot of the material used for the landscaping is
not common to this area, the main problem is that it is desiduous and is being
used in large. quantities. In this area people prefer evergreen. Desidous
shrubbery is almost never used in this area because of the nature of this.
community, it would be bare at the time when most people are in the area and
it is important that the window of this town look attractive. The bottle brush
trees shown are very narrow, they should be increased or another tree should
be selected. He did not recommend the use of groundcover in a large area
because in a couple of years it would become woody and die out in certain
spots due to the climate. As turf isbeing used at the rear, he would rcommend
switching turf with some other complementary annuals or perrennial flowering
materials.
Commissioner Martin indicated that it was a nonarchitectural building and did
not see any problem with the elevations except for the fascia on the back
elevation. He would like to see trees -along the elevations hiding the fascia.
Commissioner Leung. asked if it would be a new building. He indicated that it
wouldn't be impossible to design an attractive gas station and pointed out the
Chevron Gas Station at the Palms to Pines Center as an example.
Chairman Gregory. agreed with Commissioner .Leung that, there are some
attractive gas stations.
Commissioner Holden indicated that there might be some potential problems
too with the screening of the air-conditioning and heating equipment.
Chairman Gregory indicated that if the gas station was going to be approved
on the basis of the landscaping being acceptable, he would be looking much
more closely at the landscapeplan expecting to see increased material, bigger
material' and far more attention to detail. He also stated there should be more
maintenance systems to keep it looking good in the long run. He then asked if
the applicant would be willing to go to the expense of upgrading the
landscaping.
Mr. John Tilford replied that he' was sure the owner would prefer to spend the
money on the landscaping than on the building.
Commissioner Martin asked if the landscape, plan was prepared locally..
Mr. John Tilford replied that -it was not.
Chairman Gregory indicated that the material specified would not do well in
this area and reiterated that the owner should take into consideration that it is
important that the landscaping. look good in the winter which is the city's
busiest season.
On a motion by Commissioner Leung, seconded by Commissioner Holden, the
preliminary plan was approved subject to the following two conditions as listed
in the staff report and added conditions 394,5i and 6:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of
.occupancy shallbe issued until completed.

6. - Attention shall be given to screening -of air-conditioning and heating
equipment because it may be difficultto screen the material if mounted
on the roof.
Motion carried unanimously: 4-0.
III. DISCUSSION ITEMS:
1. Proposed Car Wash:
Mr. Sawa indicated that the; Palm Desert Town Center would be requesting
approval of a conditional use permit for a car wash. The applicant would like to
get the commissioners' input informally because they would like to submit plans
for preliminary and final approval.
Commissioner Martin felt the elevations didn't look strong enough, he indicated
that there was too much redtilefor that type of building.
Chairman Gregory indicated that there should be a stronger fascia especially on
the west side and he would like to see some form of landscaping, along the blank
wall areas.
2. Awnings at Igal's:
Commissioner Martin indicated that the plans'for this case had been lost and he
would like to know if he could submit them -individually to each member of the
commission.
The commissioners felt this would be acceptable.
3. Market Basket Center:
Commissioner Holden stated that although the applicant had been requested to
return the roof around the back, he had noticed that it comes right into the air-
conditioning equipment sitting on the roof.

Mr. Diaz, indicated that there would be a building to cover it.
4. Terms of Office:
Mr. 'Diaz reminded the commission that .they had requested that numbers be
drawn to decide their terms of office.

money on the landscaping than on the building.

On a motion by Commissioner Leung, seconded by Commissioner Holden, the
preliminary plan was approved subject to the following two conditions as listed
in the staff report and added conditions 3,4,5, and 6:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of
occupancy shall be issued until completed.

said landscaping shall reflect the concerns raised at this meeting.
5. The applicant shall submit a preliminary landscape plan for approval.
6. Attention shall be given to screening of air-conditioning and heating
equipment because it may be difficult to screen the material if mounted
on the roof.

III. DISCUSSION ITEMS:
1. Proposed Car Wash:
Mr. Sawa indicated that the Palm Desert Town Center would be requesting
approval of a conditional use permit for a car wash. The applicant would like to
get the commissioners' input informally because they would like to submit plans
for preliminary and final approval.
Commissioner Martin felt the elevations didn't look strong enough, he indicated
that there was too much red tile for that type of building.
Chairman Gregory indicated that there should be a stronger fascia especially on
the west side and he would like to see some form of landscaping along the blank
wall areas.
2. Awnings at Igal's:
Commissioner Martin indicated that the plans for this case had been lost and he
would like to know if he could submit them individually to each member of the
commission.
The commissioners felt this would be acceptable.
3. Market Basket Center:
Commissioner Holden stated that although the applicant had been requested to
return the roof around the back, he had noticed that it comes right into the air-
conditioning equipment sitting on the roof.
Mr. Diaz indicated that there would be a building to cover it.
4. Terms of Office:
Mr. Diaz reminded the commission that they had requested that numbers be
drawn to decide their terms of office.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a new
convenience store and service station.
LOCATION: Southeast corner of Highway III and Fred Waring Drive.
ZONE: PC-4, S.P.
DISCUSSION•
The site is the present location of a Flying J Service Station which also houses a
convenience store. The proposal is to renovate the entire site and construct a new larger
convenience market. The building will be located to the southeast corner of the lot.
BUILDING ELEVATIONS:
The convenience store is to be a single story 15 foot high building with a flat roof. The
building is to have desert buff colored concrete slump block walls. A flat metal fascia
(bronze color) (5' high) is proposed around three sides of the building. At the rear the
fascia only goes up about 2Yz feet. The major amount of glazed area is located to the front
(west) as well as the north side.
CANOPY:
The proposed canopy has an overall height of 19 feet with the height of the canopy itself
being five feet. This canopy will also be metal as the building fascia and will be bronze in
color. The support columns will be finished in concrete slump block to match the main
building.
CASHIER'S BOOTH:
A cashier's booth is proposed in the pump area under the canopy. The building will be
finished in metal siding (Flying J cream). The roof and trim will match the canopy and
main building fascia (bronze).
LANDSCAPING:
Strip landscaping is proposed around the perimeter of the site. The landscape plan shows
substantial improvement to the on -site landscaping.
The commission should review the landscape plan to determine acceptability.
SIGNS:
Detail sign plans will be required to be submitted, reviewed and approved by the
commission prior to installation. A monument sign and a wall sign are proposed in the
plans; however, detailed plans of these signs were not provided.
The fascia at the rear is proposed to be 2Yz feet high whereas the rest of the building has a
51fascia. This should be uniform so that adequate screening is provided ofroof equipment.
In previous plans which were submitted, the building fascia and the canopy extended
outward in a "V" shape which provided additional interest. The commission may wish to
require a change to this style of fascia and canopy.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Municipal Code.
