DISCUSSION:
August 9, 1983 commission granted preliminary approval subject to the usual conditions.
As well, the minutes indicate (copy attached) commission concerns relating to parking and
circulation.
The site plan was approved without revison by the planning commission.
Some changes to the elevations are presented on the final plans. A parapet accent band
has been deleted and replaced with rough texture vertical finished concrete to accent the
adjacent smooth panels. In addition, a portion of the rear building (B) will have overhead
doors in its front elevation. These doors will not be exposed to view from the street. A
landscape plan has now been submitted and appears acceptable.
RECOMMENDATION:
That the commission review the final plans for Case 191 C, James E. Rodgers and
determine acceptability.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans to construct two 2 multitenant industrial buildings.
LOCATION: East side of Boardwalk Street opposite end of St. James Place

Mr. Smith stated that this application was a request for preliminary
approval of two multitenant industrial buildings in the Cook Street Business
Center, both buildings would have the same elevations. A precise plan
application will be undergoing review by the planning commission at which
time the parking, circulation and other matters will be reviewed.
The commissioners indicated the building was acceptable aesthetically and
found no problem with the elevations but felt that the planning commission
should be apprised of their concerns regarding parking and circulation for
the building. They recommended that the driveway between the buildings be
set back from the rear of the front building and adequate protection should
be installed to protect the buildings from cars and trucks parking and
backing into the spaces. Other concerns were that there was not not enough
room for trucks to unload and load without creating a circulation problem
and that the plans should be changed to reflect the grade change at the rear
of the building.
A representative of Patrick A. Sheehy Architects indicated that the parking
lot layout was no different from the parking lots of other buildings on Joni
Drive. Tenants requiring loading and unloading of trucks will be assigned to
the units in the rear of the building where more loading space is provided.
Commissioner Cook stated that the buildings on Joni Drive were in the
County. He was skeptical that the uses in the front building would not
require loading and unloading from the driveway.
Commissioner Cook asked if a study had been made to see if the access
areas could be in a central court.
The representative replied that if they had a central court, they would have
ingress and egress problems. '
On a motion by Commissioner Cook, seconded by Commissioner Martin,
preliminary approval was granted subject to staff apprising the planning
commission of the commission's concerns at the time of precise plan
submission and the following two conditions as listed in the staff report:

sign program shall be submitted to the architectural commission. No final
inspection or occupancy permit shall be given by the department of
environmental services to this project until the aforementioned approved
plans and construction shall have been completed.

IV. MISCELLANEOUS ITEMS:
I. CASE NO: 90 C (TIME EXTENSION)
APPLICANT (AND ADDRESS): JANICE SCHOEN, P.O. Box 465, Palm Springs,
CA 92262 and BERNIE LEUNG, ARCHITECT, 73-960 El Paseo, Suite 4, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: One year time extension for a
commercial complex.
LOCATION: South side of El Paseo, approximately midway between Sage Lane
and Ocotillo Drive.
ZONE: C-1
Mr. Smith indicated that this was the third extension of time for the commercial
complex. He reminded the commission that it had denied the time extension at
its meeting of September 14, 1982, due to the possible incompatibility with
existing developments; new membership of the board and solar energy concerns.
The applicant appealed the commission's decision at the meeting of September
28, 1982, at which time an extensive discussion ensued. The time extension was
approved subject to a landscape plan being submitted and approved by the board
prior to the building being built.
Commissioners Cook and Martin (who had not been present at the meeting of
September 28, 1982, when the denial was appealed and then approved), indicated
that there were far more restrictions imposed on builders within the last five
years and the design should be reconsidered.
Mr. Sawa stated that Mrs. Schoen had indicated in her letter that it will be built
this year, the project is out to bid and they are presently trying to secure
financing.
On a motion by Commissioner Cook, seconded by Commissioner Martin, the time
extension was granted subject to the submission of final working drawings for
reapproval prior to submission to the building department and subject to all
previously imposed conditions.
Motion carried unanimously 3-0.
2. CASE NO: 144 MF (AMENDMENT)

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans to construct
two 2 multitenant industrial buildings.
LOCATION: East side of Boardwalk Street opposite end of St. James Place (Cook Street
Business Center).

DISCUSSION:
The applicant is the owner of two lots in the Cook Street Business Center. The lots share
a common side property line. In order to provide the most efficient use of the property
the applicant will consolidate the lots, and construct two buildings in a tiered fashion on
the site.
LANDSCAPING:
The site plan indicates areas of landscaping; however, species, sizes and other details are
not available at this time. A detailed landscape plan will be required as part of the final
plan approval.
ELEVATIONS:
Two single story buildings are proposed, one in front of the other. Building "B", 20,888
square feet is the front building and Building "A", 19,700 square feet is the rear building.
Building "B" would provide as many as 12 units and Building "A" as many as 8 units. The
single story structure will be 20 feet. high. The front elevation features stucco walls with
bronze glass entry areas. Three raised slumpstone planter areas are also delineated and
around the top of the building will be an accent band. The rear of the building provides
overhead door access and stucco walls. Building "A" is a continuation of this theme.
CONCLUSION:
A precise plan application is undergoing concurrent review by the planning commission
and the parking, circulation and other matters will be reviewed at that level.
RECOMMENDATION:
That the commission review the plans submitted for Case No. 191 C to determine
acceptability and should the commission decide to grant preliminary approval it should be
subject to the folowing conditions:
1. Construction plans shall be submitted for approval to the city fire
marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural commission.
No final inspection or occupancy permit shall be given by the
department of environmental services to this project until the
aforementioned approved plans and construction shall have been completed.

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as equired by INnicayal Code.
