for a multitenant industrial building.
LOCATION: South side of Seco Lane in Palm Desert Business Park.

The preliminary plans for a multitenant industrial building were approved
subject to the following conditions as listed in the staff report and added
Condition No. 3:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All
conditions shall be made a part of construction and no
certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping,
grading, lighting, amenities, trash storage, walkway layout,
irrigation plans and sign program shall be submitted to the
architectural review commission. No final inspection or

BACKGROUND:
The commission at its August 23, 1983 meeting, granted preliminary approval of the
proposed retail commercial facility subject to the usual conditions. The final plans must
also comply with the conditions of the precise plan approval (copy attached).
A review of the final plans shows them to be in substantial conformance with the
preliminary plans as approved. A detailed landscape plan has been provided which
addresses the conditions.
The final plans do not include sign details although signs are shown on the elevation plans.
Detailed sign plans will be necessary and will require commission approval.
The commission should review the final plans to determine acceptability.
RECOMMENDATION:
That the working drawings for Case No. 192 C, Chester Dorn, be granted final approval
subject to the following condition:
1. That a separate sign approval by the commission shall be obtained prior to
installation of signs.

CONDITIONS OF APPROVAL
CASE NOS. CUP 1943 and PMW 04-83
Department of Environmental Services:
1. The development of the property shall conform substantially with exhibits on file
with the department of environmental services as modified by the following
conditions.
2. The development of the property described herein shall be subject to the
restrictions and limitations set forth herein which are in addition to all municipal
ordinances and state and federal statutes now in force or which hereafter may be
in force.
3. Construction of a portion of said project shall commence within one year from the
date of final approval unless an extension of time is granted; otherwise said
approval shall become null, void and of no effect whatsoever.
4. Prior to issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:
Riverside County Department of Health
Architectural Commission
City Fire Marshal
Coachella Valley Water District
Palm Desert Community Services District
Evidence of said permit or clearance from the above agencies shall be presented to
the department of building and safety at the time of issuance of a building permit
C for the use contemplated herewith.
S. That the proposed storage area on the north part of the R-3 zoned property on the
north side of Alessandro be deleted.
6. That a six foot high block wall be installed on the east, west and north property
lines of the R-3 zoned property on the north side of Alessandro.
7. That a minimum 10 foot wide, heavily planted landscape buffer be provided along
the north end of the parking lot (i.e. the north part of the property on the north
side of Alessandro.
8. That a three foot wall be provided along the Alessandro property line to screen the
parking area.
9. That the proposed storage area adjacent to the loading area be adequately screened
from view to comply with code. The method of screening to be reviewed and
approved by the architectural commission.
Department of Public Works:
10. Dedication of right-of-way to 30 feet from centerline on Alessandro. This shall be
done prior to the issuance of any permits.
11. A grading plan prepared by a registered civil engineer shall be submitted and
approved prior to any construction.
12. Landscaping maintenance on Alessandro shall be provided by the owner.
Fire Marshal:
13. General fire protection has previously been met in this parcel. Additional fire
protection requirements will be necessary when specific building plans are
submitted for a building permit.
14. An additional exit to the exterior is required from the second floor. Exit doors shall
swing in the direction of egress.

B. Preliminary Plans:
1. CASE NO: 194 C
APPLICANT/ADDRESS: C.G. Dunham Development, 73-725 El Paseo,
Suite 21 A, Palm Desert
NATURE OF PROJECT/APPROVAL SOUGHT: Remodel of existing
commercial complex.
LOCATION: 73-080 and 73-100 El Paseo.
ZONE•C-1, S.P.
Mr. Smith indicated that this application was for a remodel which would
include changing the roof from the existing flat tile to mission clay tile,
the support posts of the roof overhang would be changed from stucco to
brick and the exposed gable roof ends would be changed to include a glass
window.
Mr. Curt Dunham, indicated that the changes would be a real asset to the
city.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the preliminary plans for the remodel of the existing commercial complex
were approved as presented.
Motion carried unanimously 4-0.

Mr. Smith outlined the proposal for the construction of the new Ace
Hardware store to be located on the property adjacent to its existing
location on the north Frontage Road. The commissioners in reviewing the
plans at study session were concerned as to the actual height of the
parapet walls and their ability to adequately screen any roof -top
equipment.
Mr. Svende Peulique representing the applicant, assured the commission
that the roof -mounted equipment would not be visible. At this time the
actual requirements in the way of roof -mounted equipment have not been
determined; however, there is sufficient flexibility to provide whatever is
necessary.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the preliminary plans were approved as submitted and subject to the
conditions listed in the staff report.
Motion carried unanimously 4-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a retail
commercial (hardware) building.
LOCATION: Both sides of Alessandro, 300 feet east of Portola.

DISCUSSION:
The applicant is proposing the construction of a new 9365 square foot retail hardware
store on the site located between the existing Ace Hardware and the Wacky Wicker
furniture store. The hardware building will be located on the east portion of the property
adjacent to the frontage road. To the west, on this same site will be 9 parking spaces. On
property located on the north side of Alessandro, an additional 28 parking spaces are
proposed with an outdoor storage area located to the north of the parking area.
The site plan will be reviewed more fully through the precise plan process.
ELEVATIONS:
The proposed building will be 24 feet in height with two stories for a portion of the
interior. The building will be constructed of precast concrete panels. The panels will
alternate from rough texture finish to smooth. Around the upper section of the building a
5 foot accent stripe is proposed. The main walls are a desert tan color while the accent
stripe is a light brown. Outside the entry areas and over the south facing windows a patio
cover with overhead lattice is proposed.
Signs are shown on the west and south face of the building. Detailed sign plans will be
necessary and will require commission approval prior to installation.
LANDSCAPING:
A preliminary landscape plan has been provided which indicates landscaped areas adjacent
to the frontage road, Alessandro and in the parking areas.
RECOMMENDATION:
The commission should review the plans for Case No. 192 C to determine acceptability.
Should the commission decide to grant preliminary approval, it should be subject to the
following conditions:
1. Construction plans shall be submitted for approval to the City Fire Marshal
prior to issuance of building permits. All conditions shall be made a part of
construction and no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program
shall be submitted to the architectural commission. No final inspection or
occupancy permit shall be given by the department of environmental
services to this project until the aforementioned approved plans and
construction shall have been completed.

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
