NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised plans for the Chamber of Commerce building. LOCATION: Northwest corner of Highway I II and Monterey. Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission approved the revised preliminary plans. Date of Action: November 22, 1983 Vote: 3-0 (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) ARCHITECTURAL REVIEW COMMISSION MINUTES NOVEMBER 22, 1983 CASE NO. 240 MF (CONTINUED) LOCATION: North side of Santa Rosa Way, 2nd lot east of San Pascual Avenue. ZONE: R-2 Mr. Smith indicated that the plans before the commission have been revised to address the commission's concern at the meeting of October 25, 1983 that "the building be redesigned to unify the elements of the entire structure". The commissioners were concerned with the front setback of the carport structure. Mr. Diaz indicated that the plan had been approved by the planning commission and all the setback requirements had been met and were in conformance with city code. Mr. Bill Rossworn, the applicant, replied that a grading plan was being prepared which would identify the exact location of the building. Acting Chairman Martin indicated that the building had been greatly improved. He then asked if the trellis areas had been deleted. Mr. Rossworn replied that they had been. Commissioner Holden indicated the plan was acceptable although he would like to see the landscape plan improved. He noted that the trees in each of the yard areas as noted in the original plans should not be deleted from the revised plans. On a motion by Commissioner Holden, seconded by Commissioner Cook, the preliminary plans were approved subject to the following conditions as listed in the October 25, 1983 staff report: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3. Landscaping shall be revised to show that the trees are placed in each of the yard areas as reflected on the original submittal of July 19, 1983. Motion carried unanimously 3-0. 2. CASE NO: 195 C APPLICANT (AND ADDRESS): CHAMBER OF COMMERCE BUILDING, BOB RICCIARDI, A.I.A., 73-725 El Paseo, Ste. 21 C, Palm Desert, CA 92260. - 4 - ARCHITECTURAL REVIEW COMMISSION MINUTES NOVEMBER 22, 1983 CASE NO. 195 C (CONTINUED) NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised plans for the Chamber of Commerce building. LOCATION: Northwest corner of Hwy. II I and Monterey. Mr. Diaz indicated that the initial plans that were approved came in higher than the originally anticipated budget; therefore, the plans before the commission were revised to meet the budget. Mr. Bob Ricciardi, architect was present. On a motion by Commissioner Holden, seconded by Commissioner Cook, the revised preliminary plans were approved. Motion carried unanimously 3-0. IV. DISCUSSION ITEMS: I. Case No. 194 C -Dunham Remodel: Mr. Diaz indicated that a letter would be mailed to Mr. Dunham requesting that he uphold the commission's conditions in the future. 2. Sign Committee Mr. Diaz requested two volunteers for a new sign ordinance review committee. Commissioner Cook and Commissioner Leung were selected. V. ADJOURNMENT /pa The meeting was adjourned at 2:45 P.M. - 5 - STE E SMITH, Associate Planner ARCHITECURAL REVIEW COMMISSION MINUTES NOVEMBER 8, 1983 IV. DISCUSSION ITEMS: 1. Case No. 159 C - T.G.I. Friday's Restaurant Awnings: Commissioner Holden asked that staff find out why the T.G.I. Friday's Restaurant awnings were not enclosed on the ends as required. Mr. Diaz replied that staff would look into the matter and it would be corrected. 2. Case No. 194 C - Durham Remodel: Commissioner Holden was concerned with the wagon wheel molding on the fascia. He indicated that it was supposed to allow light through the sidewalk below and it is merely a molded pattern. Mr. Diaz indicated that staff would look into this matter. 3. Case No. 166 C - Bullocks Department Store: Commissioner Holden asked if the commission had approved the aqua colored sign and asked why they had not placed the Indian motif usually used on the Bullocks store. Mr. Diaz indicated that it was Bullock's decision to delete the Indian motif and staff felt it was a minor modification and approved it. 4. City Information Center Building: Mr. Diaz reviewed the revised plans with the commissioners and it was the concensus that the entire building should be resubmitted because of the major changes involved. NATURE OF PROJECT: Preliminary approval of plans. LOCATION: Northwest corner of Monterey and Highway 111. Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural committee approved the preliminary plans for the design of the building. Date of Action: August 23, 1983 Vote: 4-0. (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans. LOCATION: Northwest corner of Monterey and Highway 111. Mr. Bob Ricciardi, Architect indicated that the joint use of the driveway in the back would have to be reviewed. The commission made it clear that this preliminary approval was for the design of the building. Mr. Ron McKenzie of Denny's was present. 5. CASE NO: 188 C APPLICANT (AND ADDRESS): ROBERT T. ROTTSCHAEFER, M.D. c/o BERNARD LEUNG, 73-960 El Paseo, Suite 4, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a professional office building. LOCATION: North side of Larrea, 300 feet west of Prickly Pear Lane. ZONE: C-1, S.P. Motion for the above cases was carried unanimously 4-0 and on Case No. 188 C, Commissioner Leung abstained; and on Case No. 193 C, Commissioner Cook abstained. in. CASES: A. Final Drawings: 1. LOCATION: 73-111 El Paseo, Units "G" and "L" ZONE: C-1 The commissioners reviewed the plans for the exterior elevation changes and found they were acceptable. On a motion by Cook, seconded by Holden, the elevations were approved subject to the color of the awning being submitted for approval. Motion carried unanimously 4-0. 2.
