NATURE OF PROJECT/APPROVAL SOUGHT: Exterior changes to mall elevations and
exterior signs.

Bullocks.

Upon reviewing the submitted plans and the presentations by staff, the architectural
review committee approved the exterior changes to the mall elevations and exterior signs
for the Red Robin Restaurant.
Date of Action: September 13, 1983
Vote: 4-0
(An appeal of the above action may be made in writing to the city clerk of the City of
Palm Desert within fifteen (15) days of the date of the decision.)

The meeting was called to order at 2:00 P.M. after a one hour study session.

On a motion by Commissioner Holden, seconded by Commissioner Cook, the
minutes of the August 23, 1983, meeting were approved as written.
Motion carried 3-0-1, Commissioner Gregory abstained.
Commissioner Cook moved and Commissioner Leung seconded to approve the
following cases by minute motion:
CASE NO: 851 SA
APPLICANT (AND ADDRESS): ALSTORES REALTY CORPORATION,

Mr. Jerry Murdock of Comet Neon Sign Company was present.
Mr. Smith explained to him that the sign for Cinema 7 Theatres was being
approved but the plan for the attraction board would have to be
resubmitted after it is approved by the Hahn Center.

NATURE OF PROJECT/APPROVAL SOUGHT: Exterior changes to mall
elevations and exterior signs.
LOCATION: South side of the Palm Desert Town Center between May
Company and Bullocks.

Motion carried unanimously 4-0 on the minute motion for all of the cases
listed above.
IV. CASES:
1. CASE NO: 190 C
APPLICANT (AND ADDRESS): FLYING J, INC., P.O. Box 678 Brigham
City, Utah 84302.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans
for a new convenience store and service station.
LOCATION: Southeast corner of Highway 111 and Fred Waring Drive.
ZONE• PC-4, S.P.
Mr. Smith indicated that the commissioners had reviewed the plans at the
study session and had been concerned that the roof -mounted equipment
would not be screened; they suggested that it be placed on the ground.
Another concern was with the irrigation plan. Commissioner Gregory
stated that it was imperative that more sprinkler heads be added to keep
up the landscaping.
Mr. Swearin was present to represent this case.
On a motion by Commissioner Holden, seconded by Commissioner Leung,
the plans were approved as submitted subject to the relocation of the air-
conditioning equipment to the ground; the addition of sprinkler heads for
greater coverage of the area and the submission of a sign plan.
Motion carried unanimously 4-0.
2. CASE NO: 855 SA
APPLICANT (AND ADDRESS): INTERSTATE NEON CORPORATION,
15155 Califa Street, Van Nuys, CA for BIG 5 SPORTING GOODS.
NATURE OF PROJECT/APPROVAL SOUGHT: Single faced internally
illuminated business identification sign.
LOCATION: 72-815 (B), Highway 111, Palm Desert.
ZONE: PC (3), S.P.
Mr. Smith indicated that the commission had expressed concern at the
study session relative to the shape of the sign as it relates to the "Liquor
Barn".
.Commissioner Cook stated that it should be the same in proportion in
height and length as the Liquor Barn sign.

DISCUSSION:
As noted above, the request is to install business identification signs as well as certain
modifications to the exterior to create an outdoor patio dining area.
SIGN:
The proposed sign which conforms to the code provisions is to have 314 foot high letters
and a total area of 54 square feet. The sign is to be internally illuminated and will have
individual red plex letters.
A second sign is proposed with the Red Robin logo for the wall adjacent to the mall entry.
It will be a 48 inch circle and back -lighted.
ELEVATION REVISIONS:
The applicant proposes to create an outdoor patio dining area. A 314 foot high slumpblock
patio wall colored to match the mall walls will enclose the area.
The existing concrete wall will be removed and replaced with a glass entry. Over this
entry a prefinished metal roof is proposed. This also is to be red. In addition, canvas patio
shades (red) are also proposed.
RECOMMENDATION:
That the commission review Case No. 196 C for approval of signs and revisions to
elevations for the Red Robin Restaurant at the Palm Desert Town Center to determine
acceptability.

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Municipal Code.
