January 24, 1984 the applicant was before the commission requesting final approval. At
that time the commission returned the plans to the applicant to determine whether some
of the parking could be replaced with landscaping and to study the entry and exterior wall
detailing.
Revised plans have been received. The site plan and landscaping have been altered
appreciably. The entire parking area in the yard between the street and the building has
been deleted and will be used for landscaping.
The entry areas have been revised to be more in keeping with the style which had been
given preliminary approval. As well, the roof line has been changed and scoring of walls
and expansion joints delineated. Another addition involves a water cooling tower to be
located at the southwest corner of the property and surrounded by a 12 foot high
slumpblock screen wall.
RECOMMENDATION:
That the commission review the revised final plans for Temple Sinai, Case 197 C and
determine acceptability.

Mr. Smith highlighted the salient points from the staff report.
The Chairman expressed concern regarding the reduction in the amount
of landscaping and indicated the commission was concerned with the
removal of certain details from the plans that were given preliminary
approval.
Mr. Thornbury explained that there was more parking area than required
by code, with handicapped parking closest to the building. Study could
be made to see where parking spaces could be removed for landscaping
improvement. The matter of the detailing can also be re -addressed.

cap on 112146 ivory background. Prior to the installation of the sign, a

The preliminary plans for the religious facility were approved subject to
the conditions in the staff report and the added condition that the sizes of

NATURE OF PROJECT/APPROVAL SOUGHT: Request to install a
freestanding monument sign at the corner of Frontage Road and Lupine
Lane.
LOCATION: 73-403 Highway 111 - SMITH FOOD KING
ZONE: C-1, S.P.
Mr. Smith reviewed the staff report indicating that this was a request to
install a 1314 square foot sign on a six foot pedestal. He added that the
code permits a free standing sign in a C-1 zone if it can be shown that the
existing or proposed sign would be ineffective for a variety of reasons
ranging from topography of the site to the location of the building.
In this instance it was staff's feeling that the signage presently on the site
was ineffective in that there are two buildings located between it and the
street. Another factor being considered was that only one free standing
sign is permitted per street footage and this would be the only free
standing sign going on the Lupine Lane frontage for the center.
Mr. Smith indicated that the applicant had submitted plans signed by the
owner's representative giving him the right to the signage. The applicant
had also mailed notices to the other affected tenants (copies of which are
included in the staff report); therefore, they had been made aware of this
meeting.
Two concerns were brought up at the study session. One was that the sign
would be located on the public right-of-way; by moving it a short distance
to the east, staff felt the sign would no longer do this. The other factor
involved the required twenty-five foot clear traingle from the
intersection of Lupine and the Frontage Road for traffic visibility. At
present the sign is set back 12 feet, it would have to be set back 25 feet
for it to comply with code.

BACKGROUND:
In May of this year the applicant received approval from the planning commission of the
precise plan of design (i.e. site plan) for the proposed temple on the 2.2 acre site. At this
time preliminary architectural approval is sought.
LANDSCAPING:
A detailed landscape plan has not been provided at this time; however, landscaping will be
provided throughout the parking lot and around the perimeter of the building. A three foot
wall is shown along the street property line to screen the parking as per code.
A detailed landscape plan will be required for review and approval by the commission.
ELEVATIONS:
Architecture of the building will be contemporary with exterior wall materials consisting
of either light colored brick, split face or heavy textured plaster. The structure is one
story in height with a maximum height of 24 feet.
RECOMMENDATION:
That the plans for Case No. 197 C, Temple Sinai of the Desert, be granted preliminary
approval subject to the following conditions:
1. Construction plans shall be submitted for approval to the city fire

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other- provis-ions—as---approved---by—the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
