The meeting was called to order at 2:00 P.M. after an hour and a half study session.

Upon motion by Commissioner Holden, seconded by Commissioner Cook, the minutes
of the December 13, 1983 meeting were approved subject to their being corrected to
read that "Commissioner Leung was present to vote in favor of Case No. 251 MF".
Motion carried unanimously 4-0.
Upon motion by Commissioner Cook, seconded by Commissioner Holden the following
cases were approved by minute motion:

The motion carried unanimously 4-0 on the cases listed above, with the exception of
Case No. 188 C where Commissioner Leung abstained and Commissioner Martin voted
against the plan due to his objection to the size of the building for that particular
piece of property.
Upon motion by Commissioner Cook, seconded by Commissioner Leung, the following
cases were also approved by minute motion:

BACKGROUND:
Commission at its October 25, 1983 meeting granted preliminary approval to the applicant
subject to the usual conditions.
DISCUSSION:
Final plans have been submitted along with final landscape plans. The plans are acceptable
to staff.
Signs have not been provided for in the plans and any future signage will require the
approval of the commission.
RECOMMENDATION:
That the request for final plan approval for Case No. 198 C, Palm Desert Disposal be
approved.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a
vehicle maintenance facility.
LOCATION: West side of Eclectic Street, north of 42nd Avenue.
ZONE: S.I., S.P.
BACKGROUND:
The property is a 3.2 acre site located on the west side of Eclectic Street, north of 42nd
Street. Total building area will be 10,400 square feet.
LANDSCAPING:
The perimeter of the site will be enclosed by an eight foot high slumpstone fence. Outside
the wall a twelve foot wide landscape strip will be provided along Eclectic Street and
adjacent to a private street along the north of the property. Arizona ash will be planted in
this perimeter strip along with trailing gazania and oleander. The main entry to the office
facility will be planted with California fan palms along with other groundcover and shrubs.
Along the south property line a row of ten Eucalyptus rudis is shown. All trees are to be
15 gallon. The commission should review the landscape plan and determine acceptability.
ELEVATIONS:
Along the south portion of the lot the major building will be located. This will be an
office, support and storage facility. At the west end of the building four service bays will
be provided. Room has been provided for four additional service bays in the future. Along
the west property line a paint shop building is located.
The office portion of the building will be 16 feet high. The south wall will be slumpblock
(adobe) and will tie in with the perimiter fence. A metal fascia (white sand) is provided on
the office portion of the building. The north office wall will be white sand prefinished
metal.
The service bay portion will be 28 feet high and will have metal siding with steel rollup
doors. On the south elevation half the wall is slumpblock and the upper half is metal
siding.
The paint shop is similar in the mix of materials and building height.
The commission should review the elevations to determine acceptability.

The site plan will be reviewed through the precise plan process by planning commission.
RECOMMENDATION:
Should the commission decide to grant preliminary approval of plans for Case No. 198 C,
SCA Palm Desert, it should be subject to the following conditions.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as re it bi M icipal Code.
