Mr. Smith highlighted the salient points from the staff report.
The Chairman expressed concern regarding the reduction in the amount
of landscaping and indicated the commission was concerned with the
removal of certain details from the plans that were given preliminary
approval.
Mr. Thornbury explained that there was more parking area than required
by code, with handicapped parking closest to the building. Study could
be made to see where parking spaces could be removed for landscaping
improvement. The matter of the detailing can also be re -addressed.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 16,345
square foot multitenant industrial building.
LOCATION: St. Charles Place in Cook Street Business Park.
ZONE: S.I., S.P.
PROPOSAL:
The applicant is consolidating two contiguous lots in order that he may construct a 16,345
square foot industrial building. The lot consolidation as well as review of the precise plan
will be handled through the planning commission.
ELEVATIONS:
The single story structure will be 18 feet in height. The building will be constructed of
waffle crete panels (tan). Each of the seven units has its own glass entry. Above the entry
is vertically textured waffle crete and below the glazed area is slumpblock veneer. Tying
the entry areas together is a rust colored, painted accent stripe. The elevations are
acceptable to staff.
LANDSCAPING:
The site is enclosed on the sides and rear property lines by a six foot concrete block wall.
The majority of the site landscaping is located across the front of the lot and the front of
the building.
The front landscape strip includes three 24" box African sumacs, eight 8' California fan
palms, bermed lawn area, and a variety of shrub material. Across the front of the building
in planter areas will be five 24" box bottle trees, four 24" box Ficus nitida and three
Mexican fan palms. These planter areas have a variety of groundcover and shrubs.
To the rear of the property, small planter areas are shown with fifteen gallon evergreen
ash.
The landscape plan as submitted is acceptable to staff.
RECOMMENDATION:
That the commission review the preliminary plans for Case No. 199 C, E.M. Berol to
determine acceptability and should the commission choose to grant preliminary approval
it should be subject to the following:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of
occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural review
commission. No final inspection or occupancy permit shall be given
by the department of enviromental services to this project until
the aforementioned approved plans and construction shall have been
completed.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Municipal Code.
