NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 69 room luxury hotel. LOCATION: South side of El Paseo between Sage and Lupine Lanes. ZONE: C-1, S.P. Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission approved the preliminary plans subject to conditions. Date of Action: December 13, 1983 Vote: 4-0-1, Commissioner Leung abstained (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) The south, east and west elevations shall provide a greater overhang for solar protection. 2. A study should be given to relieve the monotony of constant driveway openings. 3. Landscape plan to provide blowsand protection. Motion carried 4-0, Commissioner Leung was absent. 3. CASE NO: 251 MF APPLICANT (AND ADDRESS): ALEX ADAMEK, 72-575 Betty Lane, Rancho Mirage, CA 92270 and ROBERT RICCIARDI A.I.A., 73-725 El Paseo, Suite 21 C, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of plans for a 71 unit residential development. LOCATION: South side of Hovley Lane between Monterey and Portola. ZONE: PR-5 Mr. Smith indicated that the applicant is requesting preliminary and final approval of plans. The commission reviewed the proposed working drawings, landscape and irrigation plans and felt they were acceptable. Mr. Bob Ricciardi, architect was present and in response to questions, said extensive overhangs will be provided for solar protection. The garage doors will be masonite that looks like wood. On a motion by Commissioner Cook, seconded by Commissioner Holden, the preliminary and final plans were approved as submitted. Motion carried 4-0, Commissioner Leung was absent. MR. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 69 room luxury hotel. LOCATION: South side of El Paseo between Sage and Lupine Lanes. ZONE: C-1, S.P. Mr. Smith indicated that this was a request for the future L'Palm Hotel on El Paseo west of the Tai Ping Restaurant. The applicant has obtained plannin commission approval of the development. The City Council gave first reading of the ordinance amendment which would waive any reference to the maximum number of stories. The project conforms to the thirty foot limit. Mr. Don Brackenbush, architect for the project reviewed the plans with the commission. - 7 - ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 CASE NO. 200 C (CONTINUED): Commissioner Leung was concerned that the trees delineated on the plans could not be planted on the concrete. Mr. Brankenbush replied that they would be in boxes. Commissioner Leung felt the front elevations should be restudied for plain undulation. On a motion by Commissioner Martin, seconded by Commissioner Holden, the preliminary plans were approved subject to conditions listed in the staff report. The motion carried 4-0-1, Commissioner Leung abstained due to a possible conflict of interest with his position with the Palm Desert Property Owners' Association. IV. DISCUSSION ITEMS: 1. Referring to Mr. Fred Barman's Case No. 200 C, Mr. Diaz suggested that in future if a commissioner is going to abstain from voting on a case, for whatever reason, he should also abstain from voting on a case, for whatever reason, he should also abstain from discussion of he matter in all respects. 2. Case No. 159 C - T.G.I Friday's Restaurant Mr. Smith indicated that he had talked to a representative of T.G.I. Friday's Restaurant and are investigating coverage of the awning ends. 3. Case No. 189 C - Wacky Wicker Mr. Smith indicated that he had discussed the problem with the contractor and the matter will be looked into. V. ADJOURNMENT /pa The meeting was adjourned at 4:05 P.M. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 69 room luxury hotel. LOCATION: South side of El Paseo between Sage and Lupine Lanes. ZONE: C-1, S.P. BACKGROUND: On December 6, 1983 the planning commission approved the conditional use permit to allow construction and operation of a 59,200 square foot three-story hotel/restaurant on the south side of El Paseo midway between Lupine and Sage Lanes. The site is bordered on the east by Tai Ping Restaurant, on the west by a two-story office/retail building and on the south by a two-story residential condominium complex. ELEVATIONS: The hotel has been designed as a small luxury destination type hotel to compliment the El Paseo image. The elevations of the building indicate that the front section of the building facing El Paseo will be two-story (blending in with other two-story developments on El Paseo to the southeast and west of the site), with a three-story section in the midportion of the site ending with a two-story element that retains a sixteen foot setback. The elevations typically are a combination of recessed walkways and straight vertical walls containing window spaces. All elevations are within the thirty foot height limit prescribed by the general commercial height limitations both current and proposed. The third story can only be built if the ordinance amendment concerning hotel standards (ZOA 08-83) is adopted by the City Council. The architectural style is described by the applicant as Mediterranean stucco style with a tile roof. LANDSCAPING: A detailed landscape plan has not been provided at this time; however, areas to be landscaped are delineated on the site plan and on the model of the project. Considering the nature of the hotel and its design, landscaping will not be extensive but rather be intensive over smaller areas. The site is to be enclosed on the east and west by a six foot block wall while an eight foot wall is proposed across the rear (south). I hereby acknowledge that I have read and agree, to comply with all the following requirements, and understand that the Depart- ment of Building and Safety will not issue a building permit or allow occupancy on the use permitted until this signed confirma- tion has been received by the Department of Environmental Services. The development of this project shall conform substantially to all development plans submitted in behalf of this case, and as revised according to the Design Review Board process. Any minor change requires approval by the Director of Environmental Services. Any substantial change requires approval by the Desian Review Board. All requirements of any law, ordinance, or regulation of the State, City, and any other applicable government entity shall be complied with as part of the development process. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. Landscaping (with irrigation system) shall be installed prior to final inspection and receiving certificate of occupancy. Curb, gutter, curb cuts, and tie-in paving shall be provided along the full frontage of the lot by means of installation prior to final inspection or other provisions as approved by the City Engineer. Construction shall conform to City Standards and all requirements of the City Engineer.
