DISCUSSION ITEMS: MODEL TOUR SIGNS Mr. Bill Favaro presented his idea for the model tour sign. Some concerns of the commission were: The plywood in the sign might not last. The size is rather large. The sign looks too permanent. Moved by Commissioner Holden, seconded by Commissioner Cook to approve the concept of the Model Tour Sign program subject to the following condition: 1. DISCUSSION: The recently opened Goodyear Tire Center has now applied for approval of signs. The signs are to be mounted on the white fascia (accent stripe). The sign is to utilize 18 inch high metal letters. The "GOODYEAR" and logo portion are to be light blue while the "TIRE CENTER" will be black. The sign will be approximately 37; feet in length for an area of 56 square feet, well within the amount allowed for a building of this size. The signs are proposed on the east and west sides of the building. The plans as submitted have been reviewed and approved by the town center. Bauer Goodyear Tire Center 44-420 El Paseo Palm Desert, CA 92260 Dear Mr. Bauer: Pursuant to your letter of March 22, 1985, please be advised that your proposed fascia mounted individual metal letter sign will be reviewed by the Palm Desert Architectural Commission March 26, 1985. This was explained to Tom of Imperial Sign Company upon initial submission of the plans and explained to Mr. J. Kazmer of the Palm Desert Town Center staff when he submitted the signed plan to the city. The proposed free-standing monument sign is another matter. As was explained to the Town Center people during the processing of the free-standing sign at the car wash, that would be the only permitted free-standing sign along the El Paseo frontage. A zoning ordinance text amendment would be necessary in order to permit another free-standing sign on the Town Center property along El Paseo. Pursuant to the Municipal Code Chapter 25 Section 82.030, amendments to the zoning ordinance text may only be initiated by action of the planning commission or the city council. As it happens an overall review of the sign ordinance" has been in process since January, 1985, and the whole matter will be before the planning commission at its April 2, 1985, meeting. This meeting will be open to the public and be held here at city hall at 7:00 p.m. in the council chamber. I would urge you or representative to be present at that time to bring the matter to the attention of the commission. If you choose to approach the matter in another manner, then you would have to request planning commission or city council to hear this requested change on its own, which would likely be a more difficult endeavor. One of the conditions required that landscape plans be submitted and approved prior to issuance of building permit. The building permit was issued without the prior approval of the landscape plan and now the applicant is seeking the necessary approval so that the business can receive a certificate of occupancy. The plan as presently submitted is similar to the plan presented when the mall was approved. Commission may wish to consider requiring some planting along the northerly portion of west facing wall. The only problem arises because this plan is being presented after the fact and the area in question has already been completed with concrete. Changes proposed on the plan by the applicant include installing bottle trees in place of brazillian peppers. ZONE: PC-3, S.P. BACKGROUND: The proposed retail facility will be located between the car wash and the fire station site and will face El Paseo. This unit was delineated and approved in the overall development plan for the Palm Desert Town Center. LANDSCAPING: The preliminary landscape plan for the car wash included the landscaping for this portion of the property. A final landscape plan has not been provided for the car wash. It would be expected that a detailed landscape plan for both businesses would be received at the same time. ELEVATIONS: The retailing portion of the unit is located at the south end of the building. The northern part of the building will be service bays. Essentially the building will be slumpblock walls with a tile roof on the retail portion. The service key portion of the building will have a flat roof. RECOMMENDATION: That the commission review the preliminary plans for Case No. 201 C, Goodyear Tire Store to determine acceptability. Should the commission decide to grant preliminary approval it should be subject to the following: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission.
