Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission approved the preliminary plans subject to the conditions as noted in the staff report. Date of Action: December 27, 1983 Vote: 4-0 (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) ADMINISTRATION CONFERENCE ROOM 73-510 FRED WARING DRIVE [. The meeting was called to order at 2:00 P.M. after an hour and a half study session. Diaz Steve Smith Patricia Armitage Upon motion by Commissioner Holden, seconded by Commissioner Cook, the minutes of the December 13, 1983 meeting were approved subject to their being corrected to read that "Commissioner Leung was present to vote in favor of Case No. 251 MF". Motion carried unanimously 4-0. 11. Upon motion by Commissioner Cook, seconded by Commissioner Holden the following cases were approved by minute motion: CASE NO: 198 C APPLICANT (AND ADDRESS): CABAK, RANDALL, JASPER AND GRIFFITH ASSOCIATION, 1080 O'Brien Drive, ,Menlo Park, CA 94025. ROTTSCHAEFER, M.D., c/o BERNARD LEUNG, 73-960 El Paseo, Suite 4, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a professional office building. LOCATION: North side of Larrea, 300 feet west of Prickly Pear Lane. ZONE: C-1, S.P. The final plans were approved subject to the condition listed in the staff report. The motion carried unanimously 4-0 on the cases listed above, with the exception of Case No. 188 C where Commissioner Leung abstained and Commissioner Martin voted against the plan due to his objection to the size of the building for that particular piece of property. Upon motion by Commissioner Cook, seconded by Commissioner Leung, the following cases were also approved by minute motion: CASE NO: 891 SA APPLICANT (AND ADDRESS): AN AMERICAN CAR WASH, El Paseo, Palm Desert by IMPERIAL SIGN COMPANY, 46-120 Calhoun Street, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding business identification sign. LOCATION: East side of El Paseo, south of the fire station. ZONE: PC (3), S.P. BACKGROUND: Commission at its November 8, 1983 meeting reviewed plans for the Sizzler Restaurant at the Palm Desert Town Center. At that time the applicant did not have approval of the center owner and the request was referred back to the applicant. The plans have been revised and received approval of the representatives of the center's owner. The proposed restaurant will use some 5500 square feet while the remaining 2000 square feet will be for an office area. The restaurant will be on the west part of the building with the tenant office area on the east side. ELEVATIONS: The revised elevations are more in keeping with the existing elements at the town center. The building will have a tile roof and the north and south elevations will have the exposed wood ends visible in the background. Wall will be stucco. The heavy timber trellis has been retained over the entry at the southwest corner. The trellis is supported by stucco columns. Extensive roof overhangs provide solar protection. LANDSCAPING: A detailed landscape plan was not submitted; however, the applicant has indicated the landscape firm which did the rest of the town center will be forwarding plans shortly. RECOMMENDATION: That the request for preliminary approval of revised plans for a Sizzler Steak House at the Palm Desert Town Center, Case No. 202 C, be approved subject to the following conditions: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review board. CASE NO: 202 C APPLICANT (AND ADDRESS): COLLINS FOODS FOR SIZZLER, Ned Nelson, Architect, 410 Bellevue Way Southeast, Suite 301, Bellevue, WA 98004. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 7500 square foot restaurant. LOCATION: Palm Desert Town Center, west of Denny's. ZONE: PC (3), S.P. Mr. Smith indicated that this was an application for a 7500 square foot "Sizzler Restaurant" located on the Palm Desert Town Center site immediately west of the Denny's location with the access being through the town center parking lot. The commission was advised that Ernest Hahn, Inc. owner of the center had not yet approved the plans as presented; therefore, staff advised the commission to hold the matter in abeyance pending the owners' approval. Mr. Nelson recognized that he did not have the necessary approvals; however, he asked for some general comments on the plans. Some members of the commission were of the opinion that a building which would be a twin to the adjacent Denny's would not be acceptable. The commission also indicated that it would not approve used brick elevations because it would not complement the desert architecture. Larry Lovelace, representing Sizzler International, indicated that the company was aware of the Hahn Company's requirement that the buildings be white slumpstone, light laced stucco and terra cotta tile and indicated that his company would be receptive to staying with this image in this particular case although they would prefer to stay with the design presented by Mr. Nelson. Commissioner Leung recommended that if they have to accept the Hahn Company design then they might want to change the orientation of the building. Mr. Nelson indicated that this would not be possible since the curbs and paving were already in. Chairman Gregory asked about their landscape plan. Mr. Lovelace indicated that the landscaping would conform to the rest of the landscaping in the center. Upon motion by Commissioner Leung, seconded by Commissioner Holden, the preliminary plans were referred back to the applicant to permit him to secure approval of his design from the owner and for resubmittal. Motion carried 4-0-1, with Commissioner Cook abstaining. - 4 - AGENDA ITEM NO: III-B-4 DATE: November 8, 1983 ARCHITECTURAL COMMISSION CASE NO: 202 C APPLICANT (AND ADDRESS): COLLINS FOODS FOR SIZZLER, Ned Nelson, Architect, 410 Bellevue Way Southeast, Suite 301, Bellevue, WA 98004. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 7500 square foot restaurant. LOCATION: Palm Desert Town Center, west of Denny's. ZONE: PC (3), S.P. The proposed restaurant will use some 5500 square feet while the remaining 2000 square feet will be for an office area. The restaurant will be on the west part of the building with the tenant office area on the east side. ELEVATIONS: The proposed building will not be in keeping with the stucco and tile elements of the other town center buildings. The proposed building is to be of used brick. The roof will be concrete tile in "bloodstone 11". The parapet will be 1 x 8 cedar in a light stain with a dark trim. A cream colored vinyl awning is proposed over the south and north entries and window areas. At the southwest corner, a heavy timber trellis is proposed over the entry. LANDSCAPING: A detailed landscape plan was not submitted; however, the applicant has indicated the landscape firm which did the rest of the town center will be forwarding plans shortly. RECOMMENDATION: That the request for preliminary approval of plans for a SIZZLER STEAK HOUSE at the Palm Desert Town Center, Case No. 202 C, be approved subject to the following conditions: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review board.
