Please find the following my considerations regarding planting the 10' wide strip along Seco Lane to grass in lieu of e*r gazania: 1. I tend to agree that the grass would present a more manicured and rich appearance throughout the year even though in the long term it would represent 3 greater maintenance costs. 2. The trees as shown on our plan.dated 3/20/84 should still be planted as shown and I feel it important that the parking stall fingers be planted to Raphio- lepis, Agapanthus, Gazania and Jacaranda as shown on the plan. 3. The irrigation system would need to be modified so that the two valves that are shown as shrub head stations would be grass stations (and all heads of course to be flush mounted grass heads). GARY SCHRAMM, 73-098'fiighway NATURE OF PROJECT/APPROVAL SOUGHT: Approval of elevation change to Branding Iron. LOCATION: North side Highway 111, east of Monterey. ZONE: C-1, S.P. Mr. Smith explained that during study session, the commission reviewed the request for approval of an elevation change to the Branding Iron. He indicated that the owner's intent was to create an Tyrolean -type exterior. Chairman Gregory explained to the applicant that there were two main concerns expressed by the commission during study session. 1) The Tyrolean style does not reflect the environment of the desert; and 2) The structure on top of the roof gives a stage type of facade. Mr. Gary Schramm was present and explained to the commission that he would like to make the building look good. Commissioner Holden indicated that the roof structure from the side view would show that it didn't extend over the entire length of the building. Chairman Gregory asked the applicant if he could try to be more in keeping with the desert environment. Mr. Schramm indicated that he would like to keep a European style. Commissioner Martin read a section of the zoning ordinance that indicated that it is the commission's job to review the architecture of proposed buildings to insure unity in the surrounding environment. Mr. Diaz explained that the commission looks at compatibility, as opposed to identical. BACKGROUND: The applicant has filed other required applications to consolidate three lots into one and for the precise plan review. Consolidation of the lots will provide for the more efficient use of the land. ELEVATIONS: One single story building, 16 feet in height is proposed. The walls will be concrete or masonry (tan). The units will have bronze aluminum storefronts. A blue Spanish tile covered roof structure extends out over the entries. The rear will have overhead entry doors for each of the ten units. LANDSCAPING: A detailed landscape plan has been provided. The materials to be installed appear acceptable as do their sizes (15 gallon and 24 inch box). In addition to the perimeter street planting, four (4) entry planter areas are proposed in front of the unit entries. A six foot block wall is shown on the rear property line. CONCERNS: The applicant indicates that the access driveways at each end will be shared with the adjacent lot and thereby provide the required 24 foot width. This is acceptable provided the necessary easements are granted and these will be required through the precise plan review. The preliminary plans have not addressed the issue of signs, this should be done soon so that the design of the building can incorporate an acceptable sign program. Trash containers are delineated in the rear access driveway. Adequate protection should protect the containers from vehicles. RECOMMENDATION: That the plans for Case No. 205 C be given preliminary approval subject to the following conditions: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission.
