Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission approved the awning extension from the building face to the curbline including the signage as submitted. Date of Action: November 22, 1983 Vote: 3-0 (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) The meeting was called to order at 2:05 P.M. after a one hour and five minute study session. II. Diaz Steve Smith Patricia Armitage Upon motion by Commissioner Cook, seconded by Commissioner Holden, the minutes of the November 8, 1983 meeting were approved as written. Motion carried unanimously 3-0. It was moved by Commissioner Cook and seconded by Commissioner Holden to approve the following cases by minute motion: 1. CASE NO: 192 C APPLICANT (AND ADDRESS): CHESTER DORN, 73-242 Joshua Tree, Palm Desert, CA 92260 and J.P. CONSTRUCTION, INC., 74-831 Velie Way, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a retail commercial hardware building. LOCATION: Both sides of Alessandro, 300 feet east of Portola. ZONE: C-1, S.P. and R-3 (4). Final approval of plans for the retail commercial hardware building was granted subject to the following conditions: 1. That a separate sign approval by the commission shall be obtained prior to installation of signs. 2. That the storage area shall be screened by a six foot masonry or concrete wall. 3. NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of awning extension from building face to curbline to also include signage. LOCATION: 73-912 El Paseo, North side of El Paseo. ZONE: C-1, S.P. The awning extension from the building face to the curbline including the signage was approved as submitted. 4. CASE NO: 204 C APPLICANT (AND ADDRESS): RUSSELL AND KOENEN TRUST, P.O. Box 2056, Palm Desert, CA 92261. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 7830 square foot multitenant industrial building. LOCATION: East side of Beacon Hill in Palm Desert Business Park. ZONE: S.I. The preliminary plans were granted approval subject to the following conditions as listed in the staff report: I. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. -2- ARCHITECTURAL REVIEW COMMISSION MINUTES NOVEMBER 22, 1983 5. CASE NO: 205 C APPLICANT (AND ADDRESS): RUSSELL AND KOENEN TRUST, P.O. Box 2056, Palm Desert, CA 92261. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a multitenant industrial building. LOCATION: South side of Seco Lane in Palm Desert Business Park. ZONE: S.I. The preliminary plans for a multitenant industrial building were approved subject to the following conditions as listed in the staff report and added Condition No. 3: I. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3. Total driveway width to be constructed at this time. The minute motion on all of the cases listed above carried unanimously 3-0. III. CASES: A. Final Drawings: 1. CASE NO: 159 C APPLICANT (AND ADDRESS): T.G.I. FRIDAY'S, P.O. Box 400329 Midway Road, Dallas, Texas 75240. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding monument sign. LOCATION: Palms to Pines West, Phase II ZONE: PC(3), S.P. On a motion by Commissioner Holden, seconded by Commissioner Cook, the request for approval of a freestanding monument sign was continued. Motion carried unanimously 3-0. B. Preliminary Plans: 1. CASE NO: 240 MF APPLICANT (AND ADDRESS): BILL ROSSWORN, 73-941 Highway III, Suite 5, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a triplex. - 3 - AGENDA ITEM NO: 111-A-4 DATE: November 22, 1983 ARCHITECTURAL COMMISSION CASE NO: 206 C APPLICANT (AND ADDRESS): SIGNATURES, 73-912 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning extending from building face to curbline to also include signage. LOCATION: 73-912 El Paseo - North Side of El Paseo. ZONE: C-1, S.P. BACKGROUND: The applicant is proposing the installation of a 14 foot long, ten foot wide canopy which will extend from the business entry to the curb. The color is to be terra cotta in a material warranted for five years against fading, rot and mildew. Support posts are one inch galvanized steel inside two inch brass tubing. Clearance from the fabric to the sidewalk will be seven feet, six inches and there will be at least eight feet clear to the support structure. Adjacent to the canopy a three foot three inch valance, same color is proposed. The bottom of the valance aligns with the bottom of the canopy. The second feature of this request involves the signs to be installed on the canopy and the valance. The business has twenty-seven feet of frontage and as such is entitled to up to twenty-seven square feet of signage. The applicant is proposing four signs which would have a total of thirteen square feet of area. Three signs are to be located on the canopy and one on the valance. The lettering will be in white ink in the applicant's logo. The sign on the end of the canopy will have an eighteen inch high "S" and the sign will be 51L square feet in area. The signs proposed for the sides of the canopy will have an eight inch "S" and each have an area of 2K square feet. The sign on the valance will have an area of 3K square feet and will have a twelve inch high "S" The signage as proposed complies with the area provisions of the ordinance. RECOMMENDATION: That the commission review the proposal to install a canopy and valance at 73-912 El Paseo, Signatures, Case No. 206 C to determine acceptability. /pa AWNING DESIGN AND INSTALLATION CLIENT: Signatures ADDRESS: 73-912 E1 Paseo, Palm Desert, Ca. AWNING SPECIFICATIONS 1341-1163 Window Energy Design Concepts FABRIC MATERIAL: Sunbrella new Terra Cotta color #1127. Fabric warranted by manufacturer for 5 years against fading, rot and mildrew. AWNING FRAME CONSTRUCTION: Entrance canopy awning will be made from 1" O.D./20 ga. galvanized steel tubing. Uprights attaching to sidewalk will be of 2"O.D. brass tubing, 1/8" thick. Flange attached to bottom of tubing and attached to concrete sidewalk by drilling, plugging and screws. Canopy will attach to front of building using a series of "Jiffy" style clips and appropriate screws for material(s) encountered. Valance will attach to building using aluminum awning rail that is screwed to building facia. The valance fabric is sewn around a welt and slips into the awning rail. LETTERING: All lettering will be in white ink designed for applica- tion on specified fabric. Attached on seperate page is logo- type of client. Front on entrance canopy will have "S" in "Signatures" approx 18" high with proportional length. Letter "S" on valance will be approx. 12" high with proportional word length. The small "Signatures" on the side of the entrance awning will have an "S" approx 8" high with proportional word length. Total square footage of all signs is less than the Palm Desert City Sign Regulation of square footage not to exceed footage length of store front. Placement of lettering is shown on seperate page. WAIVER: Client agrees to sign a waiver stating that the store insurance will be responsible for any injuries ocurring with regard to the requested awning/valance and that the City of Palm Desert will be held harmless with regard to same. I hereby acknowledge that I have read and agree, to comply with all the following requirements, and understand that the Depart- ment of Building and Safety will not issue a building permit or allow occupancy on the use permitted until this signed confirma- tion has been received by the Department of Environmental Services. The development of this project shall conform substantially to all development plans submitted in behalf of this case, and as revised according to the Design Review Board process. Any minor change requires approval by the Director of Environmental Services. Any substantial change requires approval by the Design Review Board.
