Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission approved the awning and signage as submitted. Date of Action: December 13, 1983 Vote: 5-0 (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) ADMINISTRATION CONFERENCE ROOM 73-510 FRED WARING DRIVE The meeting was called to order at 2:05 after an hour and a half study session. Members Present: Staff Present: Al Cook Ron Gregory Rick Holden Bernie Leung Charlie Martin Ramon A. Diaz Steve Smith Patricia Armitage Upon motion by Commissioner Cook, seconded by Commissioner Holden, the minutes of the November 22, 1983 meeting were approved as written. Motion carried 3-0-2 (Commissioners Leung and Gregory abstained). Upon motion by Commissioner Holden, seconded by Commissioner Cook, the following cases were approved by minute motion: 1. CASE NO: 243 MF APPLICANT (AND ADDRESS): ONE QUAIL PLACE, P.O. Box 6000-333, Palm Desert, CA 92261. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a 384 unit residential development. LOCATION: North side of Fred Waring Drive, south of Parkview. ZONE: AHD PR-22 S.P. The final plans for this case were approved subject to the following three conditions: No Eucalyptus trees to be planted within 20 feet of buildings. 2. No carrot woods or Italian alders to be used. Chairman Gregory requested that it be noted that the plan appears to be over -planted. 0 CASE NO: 208 C APPLICANT (AND ADDRESS): CACTUS FLOWER SHOES, 73-880 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of the awning with signage. LOCATION: North side of El Paseo, east of Bank of America ZONE: C-1, S.P. The awning and signage were approved as submitted. -1- ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 3. CASE NO: 240 MF APPLICANT (AND ADDRESS): BILL ROSSWORN, 73-941 Highway 111, Suite 5, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a triplex. LOCATION: North side of Santa Rosa Way, 2nd lot east of San Pascual Avenue. ZONE: R-2 The final plans were approved as submitted. The motion on all of the cases listed above carried unanimously 5-0 Ill. CASES: A. Final Drawings: 1. CASE NO: 207 C APPLICANT (AND ADDRESS): PALMS TO PINES DRAPERY AND CANVAS, Pinyon Pine, Box 69, Mountain Center, CA 92361 and ROMMITTIS, 73-640 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Request to install a retractable canvas awning with signage. LOCATION: Corner of El Paseo and Larkspur Lane. ZONE: C-1, S.P. Mr. Smith indicated that this was an application to install a retractable canvas awning with signage for Rommittis Restaurant. The commissioners were concerned with the location of the awning and recommended that it be set a foot or two north of the south fascia in order to hide the exposed end. Mrs. Brenda Prenten of Rommittis was present and distributed pictures of the location where the awning would be placed. Commissioner Holden did not approve of the colors used on the awning, if the commission does not allow red, green and white signs the same should hold for the awning. Upon motion by Commissioner Cook, seconded by Commissioner Holden, the awning and valance sign were approved, subject to the awning being moved twelve to eighteen inches north of the south fascia. Motion carried 4-1, Commissioner Holden voting nay. 2. CASE NO: 893 SA APPLICANT (AND ADDRESS): SUNSHINE DO IT YOURSELF CENTER, 82- 025 Highway 111, Indio, CA 92201. Corporation, (D.B. Carmel) Ms. Hagar has requested our company design, specify, procure and install an awning on the front of her store. Attached is a line drawing showing the existing building features and the proposed awning in skeletal fashion. Frame Construction: Awning will be made of 1"O.D., 18 ga. gal- vanized tubing. Awning Fabric: Fabric used on awning is of the Warema collection, specifically designed for use on exterior awning systems. Fabric has a five year prorated warranty. Color -Awning: Light Gray (Suntec-Warema 6400) Trim -Color: A light pink trim webbing will follow the valance design with width of one half to three quarters of an inch Lettering: CACTUS FLOWER SHOES will be centered on the width of the awning. The lettering will be in a 'hand script' style. (see attached sheet) On the right of the lettering will be a logo of a cactus in bloom, planted in a wooden Dutch shoe. Lettering heigth will be 12 inches. Logo will be approx. 14-16 inches tall. Lettering color will be pink. Logo will be primar- ily green and pink. Attachment to Building: Awning will attach to building with a series of "Jiffy" style clips and appropriate wood screws. Projection Beyond Existing Structure: The awning will project a minimal amount beyond the existing protruding beam. This projection is to provide clearance of the beams and provide the most visually appealing curvature of the awning. The total projection beyond the existing beam is estimated to be 2-3 inches. BACKGROUND: The applicant is proposing to install an awning with valance over the existing fascia and exposed wood beams. The awning is to be light gray in color with a light pink trim along the valance. The awning will protrude a minimal amount beyond the existing beams. The signage "Cactus Flower Shoes", is to be centered on the awning in pink script (12" high letters). On the right of the sign will be a logo 14-16" in height of a cactus in bloom, planted in a wooden dutch shoe, green and pink in color. The business has approximately 16 feet of frontage adjacent to El Paseo with an existing 4 square foot sign. The signage proposed is well below that which would be permitted. Considering that the awning will cover the hanging redwood sign it will likely be removed. (Type of Project (Applicant) Agreement of compliance to be signed by those applying for review. I hereby acknowledge that I have read and agree, to comply with all the following requirements, and understand that the Depart- ment of Building and Safety will not issue a building permit or allow occupancy on the use permitted until this signed confirma- tion has been received by the Department of Environmental Services. The development of this project shall conform substantially to all development plans 'submitted in behalf of this case, and as revised according to the Design Review Board process. Any minor change requires approval by the Director of Environmental Services. Any substantial change requires approval by the Design Review Board. All requirements of any law, ordinance, or regulation of the State, City, and any other applicable government entity shall be complied with as part of the development process. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. Landscaping (with irrigation system) shall be installed prior to final inspection and receiving certificate of occupancy. Curb, gutter, curb cuts, and tie-in paving shall be provided along the full frontage of the lot by means of installation prior to final inspection or other provisions as approved by the City Engineer. Construction shall conform to City Standards and all requirements of the City Engineer. All new and existing electrical distribution lines, telephone, cable antenna television, and similar service wires or cables, which are adjacent to and provide service to the property being developed shall be installed underground as a part of development from the nearest existing pole not on the property being developed as required by Municipal Code.
