FOOD SERVICES, INCORPORATED, 17821 East 17th Street, Suite 295, Tustin, CA 92680. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a 6438 square foot restaurant. LOCATION: North side of Frontage Road between Portola and San Luis Rey. ZONE: C-1, S.P. DISCUSSION: January 10, 1984 commission granted preliminary approval to revised plans for a deli - restaurant subject to the conditions listed in the minutes (copy attached). The final plans have addressed the 3 conditions, however, commission should review the manner in which they have been addressed. The signs have been deleted from the elevations and will be handled separately. As a part of the processing of this project, a conditional use permit was required which established several additional conditions. One involved the installation of a security chain to close off a portion of the parking lot at night. The location of the northerly chain will have to be moved to the east from that shown on the site plan. The parking lot lighting plan indicates that 18 foot high poles are proposed. Staff feels this height may be excessive. Prior to definitely saying to reduce the pole height, we would request that an engineered lighting plan indicating lighting levels throughout the parking area surface be submitted for staff review. A copy of city lighting requirements is attached hereto. RECOMMENDATION: That the commission review the final plans for Case 209 C and determine acceptability. Should commission decide to grant final approval, it should omit the parking lot lighting and signs from said approval. E Design Standards Off -Street Parking Facilities Lighting, Marking and Signing Lighting is required in all public parking facilities. The light- ing system shall be so designed to produce a minimum maintained average light level of one foot-candle on the entire parking facility's horizontal surface. The lowest foot-candle value at any point on the pavement shall not be less than one-fourth of the average illuminati n level. The illumination levels at exits, entrances, loadinglzones, and collector lanes shall be not less than twice the average illumination of the adjacent parking area or the adjoining street, whichever is greater. Any lights provided to illuminate any public parking area, semi- public parking area or used car sales area shall be arranged so as to reflect the light away from any premises upon which a dwelling unit is located. Any lighting "spill over" shall not exceed 0.1 foot-candles at any point on such premises. All parking stalls shall be delineated with 4-inch wide.painted lines, permanent Portland Cement Concrete curbs or other approved marking system. BACKGROUND: Commission reviewed the preliminary plans at its December 27, 1983 meeting at which time the plans were referred back to the applicant for restudy and redesign to reflect the concerns outlined by the commission (see attached minutes). DISCUSSION: The applicant has filed revised plans which reflect smaller signage (35 square feet) and a color scheme which is more sympathetic to the desert environment. In addition a revised landscape plan has been submitted. RECOMMENDATION: That the commmission review the revised preliminary plans for Case 209 C, H.B. Food Services Incorporated and determine acceptability. Should the commission decide to grant preliminary approval, it should be subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Architectural Review Commission. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and constuction shall have been completed. The commission had been concerned at the study session with the elevational treatments. - 4 - ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 27, 1983 CASE NO. 209 C (CONTINUED): Mr. Bob Hornacek, the architect indicated that the owner was a former president of Denny's and this would be the beginning of another national chain which would offer a complete in-house bakery and would be styled after the 1930's or 1940's style of architecture. Commissioner Leung indicated that he understood that they were trying to accomplish a 30's look but felt it would be a step backwards. He realized that it was similar to pop -art architecture but felt this was not the kind of design desired in Palm Desert. He was not happy with the roof structure or the signage. Commissioner Cook felt the architecture would be acceptable if the applicant were refurbishing an old building, but not to bring an old building into this neighborhood. He agreed with Commissioner Leung that the sign was too large and the roof structure would need to be redesigned. Acting Chairman Martin felt that the architecture was acceptable and its colors should not be toned down. Commissioner Holden felt if the colors were toned down it might be acceptable. Mr. Diaz stressed the fact that this was not the type of architecture he would recommend for the desert. Acting Chairman Martin indicated that the desert architecture should not only be Spanish. Mr. Diaz suggested that it be restudied and that if the colors were toned down it might achieve the look desired by the commission. Mr. Hornacek indicated that it was not their intention to have a building that would look like every other building in the city. He then asked if it would be possible to get the commission's recommendation on the landscape plan before the next meeting and added that the landscaping would help to screen the building. Commissioner Cook indicated that the commission does not look at landscaping in terms of saving the building. ZONE: R-3, 20,000 (3) The commission was concerned over the lack of sun control particularly on the elevations on the east side of the pool which would be facing west and the units facing Ocotillo. It recommended that the applicant have the architect study the plans and provide overhangs. Commissioner Leung did not feel the window on the garage wall was necessary. Mr. Mike Suko, the applicant felt that there should be light in the garage and since the side faces the street and is such a large area, it would look better if it were divided by a window. On a motion by Commissioner Cook, seconded by Commissioner Leung, the preliminary plans for a five unit condominium were approved subject to the conditions listed in the staff report and the following added conditions: 4. FOOD SERVICES, INCORPORATED, 17821 East 17th Street, Suite 295, Tustin, CA 92680. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary architectural plan approval of a 6438 square foot restaurant. LOCATION: North side of Frontage Road, between Portola and San Luis Rey. ZONE: C-1, S.P. BACKGROUND: The applicant is proposing a 6438 square foot delicatessen restaurant with 145 seats and a hot bakery. Planning commission will review the precise plan on this application in January. The property is a single lot with an area of 1.14 acres and a width of 344 feet by a depth of 170 feet. The building is to be centrally located with parking on either side. ELEVATIONS: The single story structure will have a total height of 22'4". The main building will be 11'61'. The building will have sand finished stucco walls (sequoia). Around the top of the main building as well as around the top of the screen walls is a stucco band (buttercup). The lower band is accented with a raised brown wood trim. Extended roof overhangs provide solar protection as well as canvas awnings. The canvas awnings will have verticle black and white stripes which tie in with the black and white ceramic tile under some of the windows. A minimum six foot high screen wall is provided on the roof to screen roof mounted equipment. At the corners of the screen wall wing walls extend outwards in a triangle with cutout scallops. These wing walls will be finished in a checkerboard pattern of tuscany and buttercup. SIGN: A sign for the establishment is shown facing south (Highway 111). The sign has an area of 57 square feet which complies with the size limit of the code. The sign is to be located on the screen wall centered on the building. The sign as proposed is basically a continuation of the architectural theme. On the site plan an additional pole sign is delineated. In any event detailed submittals will be required to further evaluate the total sign program. LANDSCAPING: A preliminary landscape plan has been submitted which provides for permits• treatment of the building as well as considerable planting on the perimeter of the parking lot as well as on the lot. Twelve foot Mexican fan palms as well as numerous other twenty-four inch box trees are proposed as well as shrubs and ground covers. The plan does not provide a perimeter 36 inch high screen wall for the parking lot along the Frontage Road and Alessandro property lines as required by code. This will need to be added to the final plan. RECOMMENDATION: That the commission review the preliminary design plans for Case No. 209 C, for H.B. Food Services, Incorporated to determine acceptability. Should the commission decide to grant preliminary approval it should be subject to the following conditions. 1.
