LOCATION: North side of Highway 111, 200 feet east of Cabrillo. ZONE: C-1, S.P. Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission moved to grant final approval of the plans. Date of Action: February 28, 1984 Vote: 4-0 (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) STAFF COMMENTS: Minutes attached. PALM DESERT ARCHITECTURAL REVIEW COMMISSION FEBRUARY 28, 1984 Commission indicated its concern with the location of the tower in reference to Cook Street and Country Club. The applicant, MR. JIM CANNON and associate, explained that the tower would be approximately 1200 feet from the nearest street. They felt that they needed a focal point and that the tower is in harmony with the rest of the building as well as having identification purposes. Commissioner Leung agreed that it needed something; the architectural design wasn't exciting. Motion by Commissioner Leung, second by Commissioner Holden to grant preliminary approval of the plans as submitted. Motion carried unanimously 4-0. IV. DISCUSSION ITEMS: CASE NO: 210 C APPLIC(AND ANT ADDRESS): FRANK R. GOODMAN & ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a 5000 square foot commercial building. LOCATION: North side of Highway 111, 200 feet east of Cabrillo. ZONE: C-1, S.P. ""=a MR. GOODMAN addressed the commission at this time and requested final approval of his plans. This case passed'p;l inary approval at the December 27, 1983 meeting, subject to the follotvingwnditions: <' 0 1. All conditions shall be made a part of constrfiiy and no certificate of occupancy shall be issued until co pleted. 2. A minimum six foot overhang shall be provided on the front to shade the windows. 3. The signs shall be reduced to 8' x 24". 4. The parapet shall be the same height on all elevations. Commission determined that the conditions had been met. Motion by Commissioner Leung, second by Commissioner Cook, to grant final approval of the plans. Motion carried unanimously 4-0. LOCATION: West side of Portola, 120 feet south of Shadow Mountain. ZONE: R-2, S.P. The preliminary plans were approved subject to the conditions listed in the staff report. 4. The preliminary plans were approved subject to the conditions in the staff report. 5. CASE NO: 188 C APPLICANT (AND ADDRESS): ROBERT T. ROTTSCHAEFER, M.D., c/o BERNARD LEUNG, 73-960 El Paseo, Suite 4, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a professional office building. LOCATION: North side of Larrea, 300 feet west of Prickly Pear Lane. ZONE: C-1, S.P. The final plans were approved subject to the condition listed in the staff report. The motion carried unanimously 4-0 on the cases listed above, with the exception of Case No. 188 C where Commissioner Leung abstained and Commissioner Martin voted against the plan due to his objection to the size of the building for that particular piece of property. Upon motion by Commissioner Cook, seconded by Commissioner Leung, the following cases were also approved by minute motion: CASE NO: 891 SA APPLICANT (AND ADDRESS): AN AMERICAN CAR WASH, El Paseo, Palm Desert by IMPERIAL SIGN COMPANY, 46-120 Calhoun Street, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding business identification sign. LOCATION: East side of El Paseo, south of the fire station. ZONE: PC (3), S.P. Final Plans: CASE NO: 896 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN COMPANY, 46-120 Callum Street, Indio, CA on behalf of MINUTE MAN PRESS, 73-660 Highway l I1, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a sign for new business. LOCATION: 73-660 Highway 111, North side of Highway 111, east of San Carlos. ZONE: C-1, S.P. Mr. Smith indicated that the applicant had submitted a new and better colored plan than the one reviewed at the study session which might help to solve the concerns of the commission regarding the size and excessive wording used to advertize the business. The representative from Imperial Sign Company felt the deletion of some of the words would be acceptable. - 3 - AGENDA ITEM NO: III-B-6 DATE: December 27, 1983 ARCHITECTURAL COMMISSION CASE NO: 210 C APPLICANT (AND ADDRESS): FRANK R. GOODMAN & ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 5000 square foot commercial building. LOCATION: North side of Highway 111, 200 feet east of Cabrillo. ZONE: C-1, S.P. DISCUSSION: The property is a 100 foot by 133 foot lot on the north side of Highway 111. The proposed five unit building has 5,000 square feet of area and is oriented to the south end of the property. Parking is provided on the north side of the lot with access from Alessandro Drive. ELEVATIONS: The proposed building will be single -story (1616" high to the parapet). The front of the building facing Highway III Provides the entry to the five (5) units each with its own storefront glazing. The window area will have a pattern of three smaller windows around one larger window. Along the building over the glazed area a 4' x 4' high deep stucco fascia provides solar protection as well as architectural interest. The rear elevation is basically similar to the front with the exception of the window areas. Each unit has its own individual access. Commission may wish to assure itself that the rear fascia will be high enough to block the view of any roof mounted equipment. SIGNS: The plans indicate that each unit is to have a hanging 8' x 216" wood sign. The sign is to be hung from the soffit. The size proposed, conforms to the code requirements. At the rear 4' x 2' signs are to be located adjacent to the doors. LANDSCAPING• Landscaped areas have been shown on the site plan. At this point all landscaping is to be within the parking lot area. A preliminary planting plan should be provided delineating materials to be installed as well as sizes and ground cover and shrubs. The landscape plan should also provide the necessary screen wall along the north property line. No landscaped area is shown at the front of the building due to the fact that no setback has been provided. The code requires five feet of setback from the property line and this will provide some area for installation of landscaping. RECOMMENDATION: That the request for preliminary approval of plans for a 5000 square foot commercial building, Case No. 210 C, by Frank Goodman and Associates be approved subject to the following conditions: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. -1- CASE NO. 210 C DECEMBER 27, 1983 /pa 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3. That the building be relocated five feet to the north to conform to code requirements. 4. I hereby acknowledge that I have read and agree, to comply with all the following requirements, and understand that the Depart- ment of Building and Safety will not issue a building permit or allow occupancy on the use permitted until this signed confirma- tion has been received by the Department of Environmental Services. The development of this project shall conform substantially to all development plans submitted in behalf of this case, and as revised according to the Design Review Board process. Any minor change requires approval by the Director of Environmental Services. Any substantial change requires approval by the Design Review Board. All requirements of any law, ordinance, or regulation of the State, City, and any other applicable government entity shall be complied with as part of the development process. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. Landscaping (with irrigation system) shall be installed prior to final inspection and receiving certificate of occupancy. Curb, gutter, curb cuts, and tie-in paving shall be provided along the full frontage of the lot by means of installation prior to final inspection or other provisions as approved by the City Engineer. Construction shall conform to City Standards and all requirements of the City Engineer. All new and existing electrical distribution lines, telephone, cable antenna television, and similar service wires or cables, which are adjacent to and provide service to the property being developed shall be installed underground as a part of development from the nearest existing pole not on the property being developed as required by Municipal Code.
