AWNING DESIGN AND INSTALLATION

BUSINESS OWNER: Mr. Carl Martin
PROPERTY OWNER: R.V. Corporation (D.B. Carmel)
Mr. Martin has requested our design firm to design, specify,
procure and install an awning on the front of his men's clothing
store.
Our initial sketches that were submitted to Mr. Martin had
the awning projecting down and out from the bottom roof tile to
provide window shade and increased commercial appeal. After meet-
ing with Mr. Martin and discussing the project, he decided to us
the medium of an awning to visually unit the two roofs of his
store into one unified appearing roofline. Attached is line draw-
ings showing the relationship of the proposed awning to the exist-
ing building.
FRAME CONSTRUCTION: Awning frame will be made of 1"O.D., galvan-
ized pipe, common to the awning industry.
AWNING FABRIC: Fabric is Solartone Sandstone (light beige) #7239.
Fabric is a coated cotton fabric designed for exterior industrial
use, particularly in the awning industry.
LETTERING: The store name Carl Martin's will appear in two places
on the awning, location represented in drawings. The letter style
and slop will be as shown on the business card attached to the
drawings. Capital letters will be approx. 1 ft. high with other
letters and logotype length proportional to Capital letters..
Color of lettering is deep brown.
ATTACHMENT TO BUILDING: The awning will attach to the building
with a series of "Jiffy" style clips and appropriate screws. The
lower portion of the awning will be made rigid to the building by
use of braces made of awning tubing and flanges attached to the
building.
PUBLIC RIGHT OF WAY: Awning will not project over the public right
of way as measured 10 feet from the existing curb line.
If there is any questions concerning this request, a staff
member will be available to answer any questions and discuss any
modifications or changes.

Mr. Smith highlighted the salient points from the staff report.
The concerns of the commission expressed during the study session were as follows:
1. The proposed tubelighting.
2. The lack of brass sleeves over the upright support posts.
3. The lack of vertical members to prevent wind sway.
MR. MARK BEATTY, of Portals, was present on behalf of the applicant and advised
that his client wished to delete the lights from the proposal; brass sleeves will be
provided and he was prepared to frame the awning and valance in a manner which
will prevent wind sway.
Moved by Commissioner Cook, seconded by Commissioner Martin, to approve the
plans subject to the following conditions:
1. The valance be adequately framed (using vertical members) to prevent
wind sway.
2. There shall be no tube -lighting on the proposed awning or valance.
3. The upright support posts be encased in brass sleeves.
The motion carried unanimously 4-0.

Chairman Martin delineated the concern of the commission that the final plans did
not reflect a similar architecture with that of the preliminary plans. In fact, a
different architect had prepared the plans.
MR. ROBERT RICCIARDI and MR. SANDY BAUM, were present on behalf of the
applicant. Mr. Ricciardi stated that the applicant had changed architects and due to
some problems with the sight (i.e. the rear driveway and lot slope) the plans had to
be changed with the basic concept the same. A final landscape plan will be
available shortly.
Moved by Commissioner Cook, seconded by Commissioner Leung, to approve the
final plans subject to the following conditions:
That a color board of material samples and a landscape plan be reviewed
and approved by the commission prior to issuance of building permit.

BACKGROUND:
The applicant is requestng approval of plans to install an awning across the total frontage
of the existing business. The awning will be light beige in color. At two places on the
awning the wording "Carl Martin's" will appear in deep brown colored lettering. Letter
size will be a maximum of 12 inches.
The signage for the business will continue to conform to the size limits of the code.
RECOMMENDATION:
That the commission review the plans for an awning at Carl Martin's, 73-890 El Paseo,
Case 211 C and grant approval.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans 'submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Municipal Code.
