DISCUSSION: The applicant is proposing the construction of a 10598 square foot building to house Patios Plus Warehouse and other warehousing activities. The property is at the northwest corner of St. Charles Place and Mediterranean. ELEVATIONS: The maximum height for the one story building will be 18 feet 8 inches. The building is essentially a flat roofed structure with a flat red tile covered mansard roof over the entry areas to the three units. Over the entry doors and window area a dark brown wood beam is shown which provides accent. The wall facing Mediterranean is 18 feet 8 inches high and extends for a distance of 66 feet. Commision may wish to direct the applicant to look into providing some relief for this extent of wall. Overhead loading doors provide rear access to the units and would appear to be located in such a manner as to be not unacceptable aesthetically. LANDSCAPE PLANS: The landscape plan indicates a proposed 42 inch high slumpblock retaining wall along the perimeter of the site. In addition, a six foot high slumpblock wall is proposed for security around the delivery court. This will also serve to obscure any unsightly aspects of the operations. The trash enclosure is located immediately outside this walled court area. The plan shows extensive perimeter planting inside the 42 inch wall and street trees and lawn area outside the wall to the curbline. The five street trees are to be 24 inch box african sumac, while trees inside the wall are to be 15 gallon pink ironbark. Commission should review the entire landscape plan and determine acceptability. RECOMMENDATION: That the commission review the plans for Case 215 C, William Wilson, and grant preliminary approval subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Architectural Review Commission. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed.
