DISCUSSION:
This item received preliminary approval February 14, 1984, and since then only has a
couple of changes.
ELEVATIONS:
The building previously had a one story section in the garage area and the present plans
call for a two story height with a 24 foot floor to ceiling in this shop area. Preliminary
plans showed either concrete or plaster finish side with the working drawings indicating it
will be a waffle-crete structure.
LANDSCAPING:
The landscaping has not changed since the preliminary plans and the applicant has
indicated that once construction commences, a revised plan may be submitted since the
applicant is in the landscaping business.
This project will set a precedent for the southerly boundary of the industrial park for
other projects to follow. There is a 14 foot height differential between the two
subdivisions achieved through the use of two 4 foot retaining walls with a row of oleanders
between. The plan also shows six jacarandas in this area, also to break up a ten foot wall
that will occur when a 5-6 wall (which will also set a precedent) is constructed alongside a
four foot retaining wall. The architectural association for the park will provide input into
this matter also.
RECOMMENDATION:
Approve plans with clarification as to accent band color, wood siding color, type of
building wall texture, and southerly project wall (type and color).

square foot two story industrial building.

MSCI ISSION.
The property is a corner lot at the southwest corner of Beacon Hill and Mediterranean in
the Palm Desert Business Center. The two story building is located centrally on the lot
with all parking and driveways to the side and rear of the building. The area between the
curbline and the building to be exclusively used for landscaping.
ELEVATIONS:
The proposed building will be two storys and a maximum of 28 feet. The front of the
building facing north (onto Mediterranean) provide the most interesting architectural
elements. The walls are to be light tan concrete or plaster. This section of the building
has a red barrel tile roof and the second story has substantial window area. An exterior
decorative stairway with balcony at second floor level adds interest as do 2 dark green
painted accent bands. The rear and side elevations are not as interesting as the front.
However, the accent band and tile roof have been carried around certain parts of the
building.
Windows have been recessed to provide some solar protection.
LANDSCAPE PLANS:
As noted previously, extensive perimeter landscaping is proposed. Materials to be used
include 15 gallon jacaranda, 15 gallon mondale pine, 5 gallon shrubs shiny zylosma and
texas privet, and groundcover of african daisy and bedding begonia.
RECOMMENDATION:
That the commission review the plans for Case 216 C, Bob Sandifer , and grant preliminary
approval subject to the following conditions:
1. Construction plans shall be submitted for approval to the City Fire Marshal
prior to issuance of building permits. All conditions shall be made a part of
construction and no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program
shall be submitted to the Architectural Review Commission. No final
inspection or occupancy permit shall be given by the Department of
Environmental Services to this project until the aforementioned approved
plans and construction shall have been completed.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna televisi , and similar service wires or cables,
