LOCATION: 44-850 San Pablo ZONE: Commercial Mr. Diaz pointed out the concerns of staff. The commission was concerned with the roof mounted equipment not being adequately screened and the building appearing choppy. Commissioner Leung felt the overall building needed to be restudied and made into a full mass. Commissioner Cook indicated that the proposed materials do not improve the appearance of the building as they should. It was moved by Commissioner Holden, seconded by Commissioner Cook to return this case to the applicant for restudy of mass forms and material selection. Carried 4-0 2. BACKGROUND: May 14, 1985 commission granted preliminary plan approval subject to the following conditions: 1. The trash compactor area walls must be stucco to match the building. 2. Provide additional drawings showing gates and trelis and additional landscape area around the perimeter. DISCUSSION: Final plans have been submitted which address these conditions. The compactor and enclosure have been shifted slightly to the east. The landscaped area has been delineated although a planting plan is not provided. RECOMMENDATION: That commission grant final approval to Case 219 C, trash compactor and enclosure at Sizzler subject to the following condition: 1. That prior to issuance of a building permit, a landscape plan for the new planted area be submitted, reviewed and approved by the architectural commission. Mr. Smith advised commission that Sizzler is requesting a trash compactor on the north side of the building. It is to have a wood fence and trelis and is to be 8 feet high. They will have to relocate their handicap parking spaces which will be in a more convenient location. Mr. Diaz indicated that trash compactors are typically located inside buildings. If it is going to be outside it should look like a part of the building not an addition. Commission saw no problems with the proposed roof. The applicant advised that he wished to utilize natural landscaping. Commission concurred that landscape plans will not need to be submitted but a note could be put on the plans that the site be restored to its natural state and that this statement constitute the landscape plan. It was moved by Commissioner Holden, seconded by Commissioner Cook to approve this case subject to the following: 1. Commissioner Martin noted that the applicant should watch for sun glare at the drive thru window because patrons will be facing west at this point and this is a problem at Bank of America. Commissioner Holden suggested using landscaping to help screen the sun. It was moved by Commissioner Cook, seconded by Commissioner Martin to grant preliminary approval for this case. Carried 3-0 IV. DISCUSSION ITEMS: 1. LUCKY STORES, INC. - Signage Mr. Sawa noted that they are allowed 155 square feet of signage and are requesting 150 square feet. Commissioner Cook indicated that he would go along with the sign program if the colors were keyed down some. He felt that they were too bright. Commissioners' Martin and Holden had no objections. Moved by Commissioner Holden, seconded by Commissioner Martin to approve Lucky signs. Carried 2-1 (Commissioner Cook was opposed). 2. FIRE STATION - PORTOLA AVENUE do COUNTRY CLUB DRIVE Commissioner Martin questioned the relationship of the wall between the fire station and the country club homes. Mr. Diaz indicated that the wall is to be 15 feet high, which staff feels is too high. Mr. John Outcault, architect representing the city, advised that it had been discussed to drop that area down in tiers (crib walls) and add landscaping. It was pointed out that the city engineers and the property owners are working this out. It was moved by Commissioner Holden, seconded by Commissioner Cook to approve with the following condition to apply. 1. Landscape plans to be reviewed at next architectural commission meeting. BACKGROUND: Final approval of plans for Sizzler May 22, 1984, commission granted the applicant preliminary approval subject to the usual conditions. This preliminary approval came after numerous hearings by the commission in an effort to resolve the matter of the greenhouse windows and the rear (north) elevation. DISCUSSION: The final plans are substantially similar to those given preliminary approval. One change involves the removal of most of the glass in the west facing gable end and replacing same with a half circle stained glass. Staff has no objection to this change. CONCERNS: There is one problem on the plans. Page A-7, the south elevation does not agree with Section A on Page A-9. In the elevation, it would appear that the greenhouse windows have been removed while on the section, the greenhouse window is delineated as previously approved. This matter should be clarified. The city still has not received any indication from the center owner that the center has approved these plans. Should these plans be approved, said approval should be subject to the city being provided with evidence of approval from the center owner. Finally, the final plans do not include landscape plans. RECOMMENDATION: That the commission review the final plans for Case 219 C, Sizzler and determine acceptability. If the commission chooses to grant final approval, it should be subject to the following conditions. 1. That the applicant submit and receive commission approval of landscape plans prior to issuance of building permit. 2. May 8, commission reviewed revised plans and concurred with the treatment for the north elevation but did not approve the greenhouse seating areas, notwithstanding the proposal by the applicant to install exterior and interior awnings for solar protection over the glass. DISCUSSION: Revised plans have been submitted which show the roof overhangs extending beyond the outer limit of the greenhouse areas. He also indicated that he was aware that the air conditioning cost would be higher. After further discussion, the commission indicated that the plans for the greenhouse were unacceptable at this time. PALM DESERT ARCHITECTURAL COMMISSION MINUTES APRIL 10, 1984 Mr. Smith indicated that during study session commission found that the dish was inappropriate and should be relocated to the ground at the rear parking lot of the store and that adequate screening be provided. During the discussion Mr. Ken Barbie, applicant, indicated that personally, he would be glad to see the dish on the ground as long as it is not in the shadow of the store. Mr. Diaz indicated that this would eliminate a parking space, which shouldn't present a problem. Mr. Larry Lovelace was present on behalf of Sizzle- and explained that they wanted the greenhouse look. He indicated to the commission that the store front glass is a heat mirror and very energy efficient. Commission indicated that this might cause heat to reflect on neighboring businesses and the possibility of burning surrounding plants and suggested to the applicant that he visit a site that utilizes the type glass they are contemplating. Commissioner Holden felt that the greenhouse style was not appropriate for the desert climate. Chairman Martin indicated that the use of red tile for the roof presents a contrasting architectural style to the greenhouse look, and that the north elevation should be addressed. BACKGROUND: December 27, 1983, commission reviewed and granted preliminary approval of plans for a Sizzler Restaurant at the Palm Desert Town Center. The applicant is proposing to revise the previously approved plans for Sizzler Restaurant at the Palm Desert Town Center. As of the writing of this report, the plans had not been approved by the center owner. If the plans are not approved prior to the meeting, the item will be removed from the agenda. DISCUSSION: The plans have been revised considerably since those reviewed December 27, 1983. The building will still be 7500 square feet, but will be all restaurant instead of having a portion for office use. ELEVATIONS: The revised elevations are substantially different than those reviewed earlier. The architecture is now more modern and contemporary. The roof will be interlocking clay tile. The south and west elevations are detailed while the east and north are less detailed. Walls and columns will be finished in sand colored stucco. Dark brown wood trim will accent window areas which are recessed between columns and in back of substantial roof overhangs. On the west elevation is a greenhouse dining room area. The glass will be solar cool bronge and is to be set in anodized bronge frames. Entry areas will be shaded by roof overhangs and a wood trellis. LANDSCAPING: A landscape plan for the area around the building has not been provided as of the writing of this report. One will be required to be reviewed and approved by the commission. SIGNS• A sign is shown on the wall which projects above the roof on the south elevation. Additional sign details will be necessary for further review by commission. The site plan indicates a monumnet sign in the yard area between the building and Highway 111. This sign is not permitted by code. RECOMMENDATION: That the commission review the application for preliminary approval of plans for a 7491 square foot restaurant for Sizzler, Case 219 C, and determine acceptability. Should commission decide to grant preliinary approval, it should be subject to the following conditions: CASE NO. 219 C Continued April 10, 1984 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Architectural Review Commission.
