DISCUSSION!
This item received preliminary approval from the commission on June 12, 1984. The area
of concern was the northerly building of the project whjiFh utilizes zero setback. The
building wall is 12 feet high and will retain between one acid five feet of soil depending on
location. The applicant proposes plain precision block painted to match slumpstone used
elsewhere on site. Other than this, the elevations and landscaping have remained the
same with the exception of an additional emergency entrance to the project along Cook
Street with grasstone used.
RECOMMENDATION:
Approve project subject to condition, with study given to north wall as to possible
capping, etc., for vertical relief.
1. Construction plans shall be submitted for approval to the City Fire Marshal prior to
issuance of building permits. All conditions shall be made a part of construction
and no certificate of occupancy shall be issued until completed.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of letter sign
for convenience store.
LOCATION: Southeast corner of Highway II I and Fred Waring Drive.
ZONE: PC (4), S.P.
Mr. Smith explained to the commission that at its May 8, meeting it had
reviewed the request for two fascia -mounted, individual letter signs. At
that time, the commission expressed concern regarding fascia -mounted
signs, and indicated the "Open 24 Hours" should not be used; the
commission continued the case to allow the applicant time for restudy.
Mr. Smith indicated that the applicant had moved the Highway I II sign
(2354 square feet) from the fascia to the wall below, with "Convenience
Store" in ivory (15" letters) and "Open 24 Hours" in orange (8" letters).
The proposed sign facing Fred Waring Drive would be the same size and
color.
Mr. John Hamilton, of Imperial Sign Co., was present. The applicant felt
the sign facing Fred Waring Drive would not be clearly visible from the
street if it was wall mounted, and requested that the sign be mounted on
the fascia. -2-

The project will be a near mirror image of the existing project. The exceptions pertain to
side elevations and amount of landscaping.
The elevations proposed by the applicant are the same colors (Pebble White, Aspen
Yellow) as presently exists, though aged by weathering. The side elevations presently are
slump block, while the addition will provide access to storage units on the side, thereby
being doorways. The northern most building proposed will probably be expanded to a zero
lot line, with the building material of this side proposed to be precision block painted to
match slumpstone walls surrounding the project. If the zero lot line is not utilized, then
the applicant proposes 6' chain link fencing with landscaping adjacent to the building along
this section.
The landscaping and sidewalk adjacent to Cook Street will be 32 feet in depth, compared
to 10 feet along Eclectic and 17 along 42nd, as measured between curb and screen wall.
RECOMMENDATION:
Approve preliminary plans with study given to northern boundary of project.

The proposed use is consistent with the General Plan and is the second phase of
an existing development. There is a current demand for mini storage units and
it will fulfill a public need for storage. The project is low profile, has
a 32 ft. setback from Cook Street, and will be lushly landscaped.

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this:project-shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
Project, commencing within one year from approval date and being
promptly completed:
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Munic' Code.
